Saturday the 17th, and and uh the other the Memorial Day ceremonies yesterday on May 26th.

1:11

Uh parks uh, as they always do, uh, did a great job and it's very much appreciated.

1:17

Um thanks also to the Fan Tranicol American Legion Post and to my colleagues on the Village Board, the school board and the Pleasantville clergy for joining us yesterday on Memorial Day, uh which was uh a special day, not only because it's Memorial Day, but because it was uh the 75th anniversary of the dedication of the World War II monuments.

1:37

Uh, an auspicious occasion to be having our first ever ceremony with the monuments now facing our new civic space.

1:45

So uh a good day all the way around and we thank everybody who participated.

1:49

Uh this Friday, big week in Pleasantville, Friday, May 30.

1:54

This coming Friday, 7 p.m., the annual fire department parade.

1:58

So uh please get the word out, please uh join, support our fire department, enjoy the parade, one of the great days of the year.

2:05

And then that weekend, the Rosel uh Playground Community Build Project, uh which the folks at Park and Rec had to uh postpone to this last weekend of May because of rain on the previous proposal, proposed date.

2:19

If you're interested in participating, you can check in to see if volunteers are still needed via the rec department.

2:26

2:43

And then uh we've mentioned this in the past, but uh uh our parks and rec department has uh planned some concerts in our new Memorial Plaza Civic Space, and those are going to take place on uh Saturdays, June 28th, July 26th, and August 23.

3:01

Again, a Memorial Plaza from 7 to 9 p.m.

Memorial Plaza community concert, June 28, July 26th, and August 23.

3:13

Did you want to report uh Paul about the chamber and their plans?

Speaker 2

3:18

Yes.

3:18

Um, I want to make an announcement that um after some deliberation with the chamber board, uh, we decided that this year we're not going to go forward with the block party.

3:29

Um there's in the board itself and members, and we've concluded that we are going to plan definitely.

3:37

It's going to come back next year, but we're going to focus our attention now on some events in the fall and then in the winter when we do the holiday event.

3:47

That is going to be on a Sunday.

3:48

So we're going to be moving that.

3:50

I think it's a decision that we wanted to make sure we put out the best possible event.

3:56

And I think with some changes that we're doing, we're um kind of figuring out some better ways to go about planning this now that we also have this new uh civic space.

4:05

I think it's something that we wanted to kind of work on a bit more.

4:08

So we will now be going forward with the block party uh that was originally scheduled for September 29th.

4:15

But we will be having some, I guess uh more events in the fall and also in the winter.

4:22

Um, we have the lighting ceremony, and we'll have much more to announce on that because we'll be working with Parks Art Creation as well in that event.

Speaker 1

4:33

All right.

4:34

Thank you, sir.

4:35

Um, we're on track for our grand reopening of the pool, soft opening on Friday, June 13, and a grand opening ribbon cutting uh uh bright and early on the morning of Saturday, June 14.

4:49

Bull is going to be free to all comers that weekend.

4:52

Please encourage uh folks to come see it.

4:54

I think it's gonna be a really uh great improvement over what we had before.

Unassigned speaker

5:00

Uh the contractors working over time to make sure it gets done, then we think we're on track.

Speaker 1

5:03

So please join us that weekend.

5:06

Um Saturday, June 14 for the ribbon cutting, but that whole weekend will be free to all comers.

5:11

Uh, we very much encourage folks to sign on up uh as members of the pool.

5:17

Uh obviously uh that's helpful to get that done early, uh, but also helpful to us to um make a success of this great new community project.

5:30

Um we received a notice from Westchester Power, uh run by Sustainable Westchester that they have completed the auction, which was a lively auction uh seeking bids on a 24-month power supply, and they uh produced uh a I'll just read what they said.

5:49

We're pleased to announce a successful completion for the auction for the next supply contract for Westchester Power CCA.

5:54

The auction yielded a significant rate decrease relative to the current contract, with the 100% renewable rate coming in nearly a cent lower than it is today.

6:03

The new contract will commence with bill cycles in December and run through the end of November 2027.

6:08

This 24-month contract offers the best available rate and provides program participants with a measure of price stability during what's anticipated to be a volatile period uh uh in the energy market.

Public Comments & Testimony

  • Francesca Hagadis: Donated three chairs for the civic space. Urged the board to move forward on a referendum to switch village elections from March to November, noting the 90-day deadline to get on the ballot. Represented a group of former officials and active residents who favor putting the change to a vote. Mayor expressed significant misgivings about partisan politicization but agreed to research the process at the NYCOM conference.
  • Tierney (15 Grant St): Voiced concerns about the 444 Bedford Road project, specifically its density, design, safety, and construction hours (7am-7pm, including holidays). Requested stronger village oversight of materials and aesthetics. Board members explained the constraints of current zoning, the ARB process, market forces, and school enrollment data.
  • Tracy Spiegelman (26 Bruce St): Echoed concerns about the 7am construction start conflicting with school drop-off traffic. Board responded that evening end-time adjustments are more feasible than morning start-time changes.
  • Nancy Candee (12 Summit Place): Inquired about the future of the Methodist Church site (no update available). Raised concern over persistent illegal parking in fire zones and handicap spots. Board confirmed a significant increase in ticketing enforcement this year.
  • Bill Lenahan: Challenged the board's narrative of economic vitality, citing a decline in sales tax revenue. Mayor clarified the revenue is a county-level pool share. Bill argued permitted density under 2017 zoning could add hundreds more units to "soft sites," surpassing a tipping point, and expressed intent to vote against further projects.
  • Jonathan Cunningham (14 Highway Lane): Endorsed a broader community discussion on zoning, specifically affordable housing requirements, site line considerations, and Floor Area Ratio (FAR). Dismissed the 2017 Master Plan as outdated. Warned the board not to budget recurring expenses based on new tax revenues that could be reduced by future tax certiorari challenges. Advocated for negotiating "tax treaties" with developers to prevent budget shocks.

Discussion Items

  • 444 Bedford Road & Zoning: The board fielded extensive questions on the proposal to convert the vacated Chase Bank building into 36 residential units. Board members defended the 2017 Master Plan's goals of downtown density, citing the housing crunch, positive traffic studies, low retail vacancy, and high apartment occupancy. The alternative use of the site (vacant office tower) was portrayed as having worse parking and traffic outcomes.
  • Construction Hours: Following public concerns about the 7am-7pm daily (including holidays) construction code, the board agreed to explore modifying the code. The evening end time (7pm) was identified as more likely to change than the morning start (7am) due to delivery logistics.
  • Election Date Change: Francesca Hagadis and Mayor debated moving from March to November. Mayor cited risks of partisan elections and higher costs; Hagadis argued for voter trust and participation. Mayor promised a report after the NYCOM conference.
  • Pool Grand Opening: Soft opening on June 13, grand opening and ribbon cutting on June 14, 2025. The pool will be free to all that weekend.
  • Community Announcements: Pleasantville Music Festival (July 12), Fire Department parade (May 30), Memorial Plaza concerts (June 28, July 26, August 23), and grants from the Climate Smart Task Force were announced.

Key Outcomes

  • All 19 resolutions on the agenda were approved by unanimous voice vote.
  • The board will review the village code regulating construction hours (currently 7am-7pm, including holidays) in response to public concerns.
  • The mayor committed to researching the logistics and timeline for placing an election date change (March to November) on the ballot and will report findings from the NYCOM conference.
  • A community discussion regarding the 2017 Master Plan, zoning (FAR, site lines), and overall development vision will be organized by the board.
  • The meeting concluded with a motion to adjourn into executive session on matters of real property.
