Well, good evening, and thank you for having me present the audit results again for the village of Pleasantville for the fiscal year ended May 31st, 2025.

2:31

Um before I begin, I just wanted to thank Eric.

2:34

I wanted to thank Naureen and really the entire business office uh for their assistance throughout the audit process.

2:42

Um if we turn to tip page two.

Unassigned speaker

2:46

Um

Speaker 4

2:46

I've prepared a PowerPoint as I normally do to kind of condense the 75-page financial statements into some of the major areas.

2:55

So we'll start with the summary overview and required communications.

2:59

Um, what are management's responsibilities?

3:01

What are our responsibilities as your external auditor?

3:05

Um, the reports that we have issued, and more importantly, the opinion that we have rendered.

3:11

Uh spent a little time in the general fund, which is the main operating account, looking at some of your revenues and expenditures compared to the budget.

3:19

And then there's a couple of slides where we pulled out uh some of the major revenues, uh, compared them to your adopted budget, your final budget, looked at them uh compared to your actual results in 2024, and then we kind of did a five-year look back on some of those major revenues to give you some trends.

3:38

Uh we also did the same on the expenditure side.

3:41

Uh we have a couple of charts, graphs, uh, if you will, uh going through some comparison of total revenues and expenditures and what are the primary sources that derive your revenues and expenditures.

3:54

Uh we also have a slide on your fund balance, so looking as far back as five years.

4:00

You do operate some other funds, so we'll briefly touch upon those.

4:03

Uh, a couple of slides on your debt service requirements, and then we'll close with some summary closing points.

Unassigned speaker

4:10

Uh

Speaker 4

4:11

next slide.

4:12

So, although we do prepare the financial statements, they are ultimately management's responsibility.

4:17

So we make sure that management is selecting and implementing the appropriate accounting policies and that they're presenting the financial statements in accordance with the accounting standards and accordance with generally accepted accounting principles.

4:30

Also, that they are establishing and maintaining effective internal controls over financial reporting, and that they're complying with laws, regulations, and provisions of contracts, and more importantly that they make available to us all the financial records uh so that we can complete the audit.

4:46

Next slide.

Unassigned speaker

4:49

We take all that information, and yes, so there we we're looking at a lot of numbers, we're preparing the financial statements, but we're ultimately charged with rendering an opinion on the financial statements taken as a whole.

Speaker 4

5:00

We've issued what is termed an unmodified opinion.

5:03

An unmodified opinion is often referred to as a clean opinion.

5:07

It's the highest level of assurance that an entity can receive.

5:11

And it basically states that the financial statements present fairly the financial position of the village, again, as of May 31st, 2025, and in accordance with the accounting standards in accordance with the county principles generally accepted in the United States.

5:27

We've also issued our required communications together with our management letter.

5:33

We also do uh audit the Justice Court and issue a separate audit on the Justice Court's results.

5:40

Um we also audit the Pleasantville Community TV, which uh is still a component unit of the village, so it's reported in the village's financial statements, but also receives a standalone uh financial statements.

5:54

We are required to communicate any fraud or illegal acts that are noted during the course of our audit, so I'm happy to report.

6:01

Uh we didn't uncover any fraud or allegations of fraud.

Summary of Proceedings

Pleasantville Village Board Regular Meeting – December 24, 2025

The Village Board of Trustees held its final regular meeting of 2025 on December 24, 2025. The meeting featured the presentation of the fiscal year ended May 31, 2025 audit, a public hearing and adoption of a new "Do Not Solicit" local law, and approval of 19 resolutions covering personnel actions, the 2026 Pleasantville Music Festival, financial policies, and contracts.

Audit Presentation

  • Robert Danielle of PKF O'Connor Davies presented the village's audit for FYE May 31, 2025. He reported an unmodified (clean) opinion, no fraud or material weaknesses identified.
  • General fund revenues exceeded expenditures by $141,000 after transfers, resulting in a budgetary surplus of $3.4 million. Fund balance grew to $10.3 million, representing 47% of the adopted FY 2026 budget.
  • Key revenue sources: property taxes (61-62% of budget), departmental income (14%), and sales tax (10-11%). Expenditure drivers: public safety (46%), culture/recreation (16-17%), general support (8-9%).
  • The village maintains a double-A-plus bond rating from S&P and low debt service (2.3% of general fund budget).

Public Comments & Testimony

  • Farn Rooney (resident, 26 Pleasant Road) expressed opposition to continuing the Pleasantville Music Festival due to financial losses of approximately $100,000 in the last two years, arguing the event should be self-sustaining or discontinued.

Discussion Items

  • Do Not Solicit Local Law: The board discussed and adopted Introductory Local Law 5 of 2025, creating Section 135-3.1 to establish a "Do Not Solicit" list and door tags for residents opting out of peddling. The law exempts political, charitable, and religious activities. Modeled after Mount Pleasant's ordinance.
  • Music Festival Financial Concerns: Trustees acknowledged the recent losses and debated the festival's value. Mayor and Trustee Nicole noted the past two years were atypical; the 20th anniversary year was approved as a one-year commitment. The board expressed shared concern about taxpayer burden but cited intangible benefits and hope for improvement under new management by Bruce Figler.
