Today is Monday, January 26th.

0:13

We are meeting remotely because of the storm cleanup, as is permitted by law in circumstances of this kind.

0:20

Our next regular meeting is two weeks from today.

0:23

That is Monday, January, February 9, with a work session at 7 and a regular meeting at 8.

0:30

As is always the case, you can pick up Zoom links as well as the recordings and minutes for previous meetings at Pleasantville-NY.gov.

0:43

Couple of points to make.

1:36

So Lenar is on the is on the calendar to come on Monday, February 9 at 8 p.m.

1:43

Anyone who is interested in what in all of the submissions they have now added, as well as their original submission, can go to Pleasantville-NY.gov.

1:53

The very first thing at the moment, although it may in the end slide down as other things happen.

1:58

Under news and announcements is an update on the proposal at one campus drive, Lenar's resubmission.

2:04

And the presentation they plan to make on February 9.

2:08

If you click into that, it will give you links to click into literally literally everything that they supplied, their traffic study, their school study, their uh plans, uh, their stormwater stuff.

2:21

Um, uh quite a stack of material.

2:23

If anyone would like to dig into the details, it's all available to you at Pleasantville-NY.gov.

2:30

Um that occasion, February 9.

2:33

Uh, I'm sure there will be plenty of folks who uh will have a comment.

2:38

Uh, it's our expectation at the moment to uh provide an opportunity for folks to comment in a uh preliminary way.

2:46

If it appears that there are many, many, many people and hours and hours of comment, we will schedule a special meeting just for the purpose of uh an exchange about the Lenar project.

2:57

But for the moment, folks can plan for February 9.

3:01

Uh, welcome to attend at 80 Wheeler Avenue in person, uh, but also uh able to attend via Zoom, pick up the Zoom link at Pleasantville-NY.gov.

3:12

Eric, anything you would add to what I said?

Speaker 2

3:16

No, we've actually uh posted on top of the news feed um the Lenar information.

3:21

So it'll always be the first item

for

the immediate

Speaker 1

3:25

okay.

3:26

Um so uh back to the immediate Pleasantville today, Monday, January 26th, is digging out from a very big snowstorm, quite a bit bigger than we've seen in in a good long while.

3:39

And I want to give a shout out to the folks at our DPW and Parks Department.

3:44

Uh was all hands on deck, uh moving a tremendous amount of snow.

3:48

Uh, and uh they did yeoman service uh in uh uh numbing cold and uh in a storm that kept coming at them.

3:56

So I want to thank every one of those people uh and and to thank uh Anthony Carr, the Superintendent Public Works, uh Parks Guys Out 2, Mike Newman, superintendent of uh parks and recreation.

4:08

Um the village in in the context of what it might have looked like looked great.

4:15

Uh two or three people said to me today uh that they came from a distant location and when they crossed into Pleasantville, God things looked better.

4:22

So uh I very much appreciate that.

4:24

And there was some positive comment on

Speaker 2

4:27

Facebook as well.

Unassigned speaker

4:29

Uh,

Speaker 1

4:29

which isn't to say everything was perfect for everybody.

4:32

Uh, we are in the midst uh in the midnight hours of going and digging uh out these massive mountains of snow that have been uh gathered downtown and in a couple of other places.

4:45

Dumping it with a backhoe into uh into dump trucks and taking it away.

4:49

That will take uh a few nights um before we're done.

4:53

So we need people to be uh uh patient about that, but we're working pretty hard.

Unassigned speaker

5:00

Uh the team needed to go home and sleep, I can tell you uh after uh the weekend work.

Speaker 1

5:04

So um working hard on that.

5:07

Uh I will say, in the category of uh uh uh a little bit of frustration.

5:13

I myself uh witnessed quite a few people vigorously throwing snow back into the street uh when they shoveled their own property.

5:21

That's a violation of the village code uh as well as a violation of logic.

5:26

Uh a whole bunch of people worked very hard spending your tax dollar uh to clean the streets.

5:32

And when you throw the snow back in the street, it uh it defeats the purpose.

5:36

So uh I know how hard it is.

5:38

I can speak from personal experience uh uh living in uh place now and before where there wasn't much of a place to put the snow, but throwing it back in the street doesn't help.

5:48

So um as of Monday, January 26th at 824.

5:53

I think the village is looking pretty good under the circumstances, and uh there are

Summary of Proceedings

Pleasantville Village Board of Trustees Regular Meeting – January 27, 2026

The Pleasantville Village Board of Trustees met remotely on January 27, 2026, because of ongoing storm cleanup. All 17 resolutions on the agenda were approved unanimously, including scheduling three public hearings, adopting a Vision Zero goal, approving budget amendments and fee changes, and authorizing routine permits and donations. No members of the public commented. Note: the agenda and transcript identify the meeting as Monday, January 26, 2026 at 8:00 p.m.; the supplied meeting timestamp is January 27, 2026 at 13:00 UTC.

Storm Recovery and Community Announcements

  • The board thanked DPW and Parks crews for clearing snow from a storm that measured about 14 inches in some spots; overnight removal of piled snow continued for several nights. The mayor reminded residents that throwing snow back into streets violates village code and hurts cleanup efforts.
  • Businesses and neighbors were thanked for assisting emergency workers and residents after the storm.
  • The board discussed Con Edison's rate case: about 40 of the 45 cities, towns, and villages in Westchester, through the Westchester Municipal Officials Association, jointly hired an attorney and experts. Pleasantville was among the communities that viewed the resulting Public Service Commission-approved increase as a fair and reasonable compromise.
  • The village will continue its Safe Streets for All program using a $160,000 federal grant, with consultants NV5 and BFJ Planning conducting public outreach and identifying dangerous intersections. The village is also waiting for a county contract for red light cameras, including one approved for Grant Street at the Sawmill.
  • A traffic consultant report on Nannahagan, Ashland, Hopper Street, and the Hopper Street parking lot is expected in February. The Panther Club discussion may move to the next work session.
  • Chamber of Commerce Vice President Paul announced that 2025 finished with the largest chamber membership in history, and upcoming ribbon cuttings include the Riviera reopening around March 20, Pleasantville Tavern, and a new ID Hydration business.

Public Comments & Testimony

  • No public comments were offered during the meeting.

Resolutions and Discussion Items

  • Res. 2026-20 — ZBA public hearing notice period: The board scheduled a February 9 public hearing on Introductory Local Law 1 of 2026 to change the applicant notice mailing requirement for ZBA public hearings from five to seven days. The Village Administrator explained the change was prompted by a neighbor's concern about insufficient notice and supported by the building department; notices are certified mail sent to property owners within 200 feet. One trustee questioned whether a change was needed after about 20 years and noted seven days could add scheduling pressure for applicants, but the board approved scheduling the hearing.
  • Res. 2026-21 — Pre-K schools in the A1 district: The board scheduled a February 9 public hearing on Introductory Local Law 2 of 2026 to amend Chapter 185 regarding private schools. The amendment would split the definition of private school into pre-K and K-12, add pre-K as a special-permit use in the A1 district, and update code references; it would not permit K-8 or K-12 schools as-of-right downtown.
  • Res. 2026-22 — Property tax cap override hearing: The board scheduled a February 9 public hearing on Introductory Local Law 3 of 2026 to authorize a property tax levy override if necessary. The board clarified this routine annual action does not itself mean the tax cap will be exceeded.
  • Res. 2026-23 — Budget amendments FYE 2026: The board approved General Fund transfers totaling $18,495.67, including $9,001 from auditing to fiscal agent fees, $5,209 from contingency to snow repairs, and smaller transfers for police uniforms, swim team, pool services, and pool overtime. It also approved appropriating $61,000 of fund balance for traffic signal and DPW gate capital projects, a $235 Water Fund transfer, $32,000 of Water Fund balance for SCADA telecommunications improvements, and $184,667 in Capital Fund revenue/expense increases funded by DASNY state aid and interfund transfers. Staff noted the DASNY check was for the Soldiers & Sailors playground rebuild.
  • Res. 2026-24 — Payment of claims: The board approved claims totaling $240,540.77 for FYE 2026: General Fund $149,087.31; Special Purpose $18,168.27; Water Fund $26,779.96; Capital Fund $29,715.46; Refuse Fund $16,789.77.
  • Res. 2026-25 — Minutes: The board approved the January 12, 2026 regular meeting minutes.
  • Res. 2026-26 — Fire Department parade: The board authorized the Pleasantville Volunteer Fire Department's annual parade on Friday, May 29, 2026, from 4:00 to 9:00 p.m., including temporary no-parking restrictions, towing authority, weather cancellation authority, and proof of insurance. Trustees noted the date falls on the last Friday in May.
  • Res. 2026-27 — Summer camp fees: The board authorized the 2026 camp fee increases. Examples: Junior 1 half-day rises from $360 to $650; Junior Full from $575 to $1,000; Senior Full from $1,185 to $1,300; Teen Full from $2,715 to $2,900. Junior camp will offer a full-day option for the first time; after-camp fees also increase.
  • Res. 2026-28 — Panther Club fees: The board authorized 2026-27 fees: 5 days $530 to $555; 4 days $472 to $496; 3 days $414 to $435; 2 days $336 to $353; 1 day $218 to $229.
  • Res. 2026-29 — Vision Zero policy: The board adopted a Vision Zero goal of zero fatal and serious injury roadway crashes by 2045, tied to the Safe Streets for All grant and the comprehensive safety action plan. The board noted the pedestrian committee's role and planned public outreach.
  • Res. 2026-30 and 31 — Pay increases: The board increased Maria Sotomayor's Recreation Attendant pay from $16.50 to $17.00 per hour effective January 1, 2026, due to New York State minimum wage. It also increased Recreation Assistants Nicholas O'Halloran and Laina Rivera from $50.00 to $55.00 per hour effective January 27, 2026.
  • Res. 2026-32 — Cooperative highway materials bidding: The board authorized the Village Administrator to enter into a cooperative bidding agreement with the Town of Mount Pleasant for highway construction materials.
  • Res. 2026-33 and 34 — Pleasantville Music Festival vendor applications and fees: The board approved the 2026 vendor application and vendor fee schedule. Early bird fees: Craft $215, Retail $250, Off-Site Service $375, Food $450. Regular fees: Craft $265, Retail $300, Off-Site Service $425, Food $500. The board also agreed to send the sponsorship kit to the Chamber of Commerce.
  • Res. 2026-35 and 36 — Music Festival ticket donations: The board donated two 2026 Music Festival tickets to the Recreation Department for Mom's Bingo and two tickets to ArtsWestchester.

Key Outcomes

  • Public hearings were scheduled for February 9, 2026 at 8:00 p.m. on Local Laws 1, 2, and 3 of 2026.
  • The next regular meeting is February 9, 2026, with a work session at 7:00 p.m. and the regular meeting at 8:00 p.m. The Lenar proposal at 1 Campus Drive is expected to be presented; additional comment may be accommodated at a special meeting if needed.
