The Pleasantville Planning Commission met on February 3, 2026, to consider two applications: a request for a 90-day extension of a previously approved subdivision resolution for a mixed-use development at 444 Bedford Road, and a site plan approval for modifications at 85 Nannahagan Road. The commission also approved minutes from the December 10, 2025 meeting.
444 Bedford Road – The Landmark at 444: Applicant Jeff Gasparo requested a 90-day extension of the subdivision approval, which had expired on January 19, 2026. The extension was needed because the county health department required additional information on existing water and sewer mains before filing the plat. The planning code permits two 90-day extensions for subdivision approvals. The commission approved the extension, carrying the approval through April 19, 2026.
85 Nannahagan Road – Gianna Marzella: The applicant sought site plan approval for relocating a stairway, extending a parking area, and constructing a retaining wall, portions of which are within the village right-of-way. At the prior meeting, the commission had expressed concerns about sight distance; the applicant added a note requiring plantings to be maintained at 12 inches or less. The village engineer confirmed adequate sight distance. A public hearing was held with no public comments. The resolution was approved unanimously, subject to conditions including obtaining a right-of-way encroachment agreement from the board of trustees and street opening permits.
Okay, ready? Tonight is Wednesday, January 28th, 2026. First item on tonight's agenda is 444 Bedford Road, the landmark, request for extension of previously approved subdivision resolution for proposed mixed use development consisting of 36 apartment units and retail shop. Welcome back. Good evening, Mr. Chairman. Jeff Gasparo for the applicant here. So just to give you a brief update. It was locations of existing water and sewer mains that the county wanted on the plat. So I'm I'm pretty sure all that was done in early December. The plat was resubmitted to the county and it's there. I checked with the architect's office this morning, and um they were trying to get an update from the county as to when we would uh either get an approval or additional comments, and that's the status right now. Okay. So you are looking for another a 90-day extension from the term from the what was it day, January 9? Um whenever the last one would have expired. I think it was January 19th was the expiration. Yeah. Right. Correct. I think, and I think your original approval resolution in July said, and I think your code may say this also that the extension is to be for 90 days. So that's all we're asking for. Okay. Yeah, the code permits two 90 days, 90 day extensions to be granted or subdivision. I thought it was the last one was longer than that. What do we give them last time? That was the site. Yeah. Right. This you're yeah, your code allows up to two years of extensions uh for the site plan approval. This is for the subdivision approval, and the the time periods of the approval don't line up. So I was here, I think in early November on the site plan, and this is the subdivision. And they have different the their yeah, there's different things that trigger the completion of those. Here would be the filing of the plat with the county uh once it's been signed, or with the county clerk. Um I believe the site plan, uh, I think the code is either um the commencement of construction or actually pulling the permit is uh is what um yeah would trigger uh you know the performance you know commencing within that deadline. Okay. Any questions about a 90-day extension? All right. Um Sarah has a resolution prepared. Yes. Let's run through it and then we can vote.
