Public Comments & Testimony

  • Eva Horter and Carter (sp?) and Stephen Carr of Madison Avenue delivered an extensive statement on behalf of residents in the Mount Pleasant Central School District portion of the village. They argued that despite paying the same village tax rate as all other residents, their families face barriers to village-funded programs. Specific grievances included their children being excluded from Dad's Club programs, being categorized as "other" in the village's Community Pass registration system, and the inaccessibility of the Panther Club afterschool program due to its location at a Pleasantville School District school.
  • The residents further stated that their neighborhood suffers from poor road conditions (citing a recent personal injury and a flat tire on Margaret Street), a high combined tax burden (noting a village property tax bill over $6,000, town of Mount Pleasant taxes of $3,200, and school taxes of $12,000), and a feeling of being disconnected from the village government. They formally requested the board provide program participation data broken out by school district, conduct an equity analysis of investments, and plan a public forum to discuss these systemic issues.

Discussion Items

  • Equity and Inclusion: The board spent a significant portion of the meeting responding to the residents' concerns. Trustee Asquith acknowledged a history of discrimination tied to the school district boundaries and expressed a personal commitment to addressing present-day disparities. She and other board members proposed a larger community meeting to air grievances.
  • Short-Term Fixes: The board identified three actionable items: (1) Correcting the exclusion of Mount Pleasant SD residents from Dad's Club; (2) Changing the "other" categorization on the Community Pass website; (3) Having the DPW superintendent review the paving schedule for the affected roads.
  • Rejection of Paving Bids (Res. 2026-186): The board unanimously rejected all bids for the 2026 Roadway Pavement Management Program. The apparent low bid of $393,250.00 substantially exceeded the engineer's estimate of $335,046.92. The board attributed the high costs to market conditions and authorized a rebid.
  • Sunday Field Hours (Res. 2026-187): The board formally adopted Local Law 4 of 2026, amending Chapter 131, Section 4.A of the Village Code. This changes the permitted start time for organized sports events on village fields from 11:00 AM to 10:00 AM on Sunday mornings.
  • Water System and Infrastructure (Res. 196, 198, 199): The board awarded a $649,580 contract to Woodard and Curran for hydraulic modeling and a 20-year capital plan. Additional contracts were awarded to the same firm for a drainage evaluation on Broadway and Seneca Lane ($17,000) and funding support services for a $2 million EPA water tank grant ($10,000).
  • Emergency Police Vehicle Purchase (Res. 2026-202): The board declared a public emergency regarding the replacement of two marked patrol vehicles totaling in an accident on May 26, 2026, reducing the fleet to three vehicles. The board authorized an emergency exception to purchase two Ford Explorer hybrid vehicles from New Holland Auto Group at a cost of $49,929.00 per vehicle.

Key Outcomes

  • All 22 resolutions (No. 2026-181 through 2026-202) were passed unanimously.
  • A public emergency was formally declared for the procurement of police vehicles, expediting the purchase.
  • The 2026 Roadway Paving Management Program was rebid after all initial bids were rejected.
  • Local Law 4 of 2026 was adopted, changing Sunday morning organized sports start times to 10:00 AM.
  • The board committed to immediate corrective actions regarding Dad's Club and the Community Pass system, and planned a community meeting to address systemic equity concerns.
  • The board adjourned to an Executive Session at 8:30 PM to discuss personnel and contractual matters.
