On behalf of Prince Rhodes County Council and the Planning Board of the Maryland National Capital Park and Planning Commission.

I'd like to welcome everyone to the joint public hearing for the historic site designation of uh House Harry's Market in Mount Rainier.

My name is Councilwoman Chris Orieva.

I have the pleasure of chairing the county council and representing District 7.

I would like to take a moment to ask each of my colleagues to introduce themselves and indicate which council district they serve in, uh, starting with the vice chair.

The County Council and Planning Board are jointly holding this public hearing to obtain testimony on the proposed historic site designation of the Winstein House Harry's Market, located at 422131 Street Mount Rainier.

The hearing is being held pursuant to the requirement in Section 29-1201.

The Prince Rhodes County Historic Preservation Ordinance petition for designation of historic properties, which provides a process for properties not currently listed in the county's inventory of historic resources to become historic sites.

Any in the audience.

Please note that testimony and comments will not be accepted via social media, US mail, or telephone or voicemail.

Following the closing of the record, the planning board will review the testimony received.

The planning board will then forward the its recommendation on the proposed historic site designation to the district council.

The council in turn will consider the planning board's recommendation along with the oral testimony heard this evening and written testimony that's submitted for the record.

Final action on the proposed historic site designation will take place in district council within two months of receipt of the planning board's recommendation.

At this time, I would like to call the planner from the planning department's historic preservation section to provide a summary uh presentation of the history and significance of the property that is being considered for a historic preservation commission.

Uh good evening, Chair Oriada and members of the council and Chairman Barnes and members of the planning board.

For the record, my name is Casey Roan, Planner 3 with the planning department's historic preservation section.

The item before you this evening is the proposed historic site designation of the Weinstein House, Harry's Market at 4221 31st Street in Mount Rainier in Council District 2.

This evaluation was initiated through an application for historic site designation under subtitle 291201.

Required public notice was provided, and the historic preservation commission held a public hearing on February 17th, 2026.

And that brings us to tonight's joint public hearing.

The subject property is located on a roughly 0.196 acre parcel, which is part of lot 20 in block 10 of the Mount Rainier subdivision.

It consists of an early 20th century mixed use complex on a triangular lot defined by historic retaining walls, walkways, and its placement at a three-way intersection.

The commercial portion of the building, historically Harry's Market, is a one-story stucco clad masonry store built by 1920.

It features a salt box roof and steel frame display windows and significant commercial features remain.

By 1924, a two and a half story wood frame multi-unit dwelling was added to the rear wall of the store.

It features wood siding and shingles and a full-width porch and a complex roof form that was designed to serve the building's original three apartment units.

And it is among the town's earliest purpose-built multifamily residences.

A little bit of the historic context for this site, Mount Rainier developed as a streetcar suburb in the early 20th century when modest residences and neighborhood businesses clustered near the streetcar terminus on Rhode Island Avenue.

In 1924, Harry and Leah Weinstein, newly married Jewish immigrants from eastern Europe, moved into the dwelling and opened Harry's Market.

Like many immigrant families, they saw opportunity in the grocery business, which required little startup capital.

Their small store included a meat case, a butcher's block, scales, fruit and vegetable shelves, a walk-in cooler, and a candy counter.

And surviving receipts, ration books, and other artifacts from Harry's Market are preserved in the collection of the Lillian and Albert Small Capital Jewish Museum in Washington, D.C.

Harry's Market joined the district grocery stores cooperative in 1928.
