0:46

Ordinance concerning use of regulations, demolition and standards.

0:50

Places of worship.

0:52

And I will pass it to staff for an overview.

0:56

Good morning, uh, Madam Chair and members of the PHED committee.

1:00

As uh Madam Chair mentioned, the bill amends the zoning ordinance to require detailed site plan approval for certain places of worship, cultural facilities, monasteries, or convents under certain circumstances.

1:12

It also amends the use regulations to allow modified design and dimensional standards on properties of uh assemblages of land with 25 acres or more.

1:23

There's a corrected version of the bill on pages 21 through 36 of your virtual binder.

1:28

The planning board voted to support the bill with amendments.

1:32

All of the planning board documents are on pages 48 through 93.

I would like to request that Mr.

2:05

Campbell discuss this overview.

2:34

Thank you, Madam Chair.

2:36

Good morning, Chair Oriata and members of the PhD committee.

2:40

My name is James Campbell.

2:41

And the following is an overview of CB 70 2026.

2:46

It's an ordinance concerning use regulations and dimensional standards for places of worship.

2:51

My report is based on the corrected draft one of the proposed bill.

2:57

Councillor Denoga has been working with the planning department on this bill.

3:01

The bill will provide for the approval of detailed site plan for the development of property for certain places of worship, cultural facilities, monasteries, uh convents under certain circumstances, and amending use regulations to allow for modified design standards and intensity and dimensional standards for such uses of assemblages of 25 acres or more.

3:24

This bill removes the need for special exception for this type of use.

3:28

Currently, subtitle 27 of the county code permits place of worship as a principal use and a special exception.

3:35

Cultural facilities are also permitted as principal use and special exception.

3:48

The current law does not provide for places of worship and cultural facilities to avoid having to go through the special exception process in certain zones.

4:08

Other provisions such as uh lot coverage, height, parking uh requirements, lighting and signage do not provide for adjustments that the new provision would allow.

4:17

Also, uh cultural facilities that are associated with place of worship do not have the above adjustments.

4:22

In addition, a place of worship is currently required to adhere to the neighborhood compatibility standards.

4:27

Uh the current requirements are not as flexible uh as those being proposed in this bill.

4:33

And uh thank you, and that's that's my overview of CB70 2026.

4:38

Thank you.

4:39

Now I'll turn to the sponsor.

4:42

Thank you.

4:43

Um Blagay and I came across this uh issue with regard to a religious organization that's looking to expand onto a large property.

5:00

And what we came with we came uh across, and we work with parking planning on this, particularly for non-traditional, I'll call them non-traditional but the proper term, and I apologize if it's not the proper term, but for a lot of religious institutions, uh particularly like an Islamic mosque or a Hindu Mandir, uh Buddhist temple, the dimension rules and the design standards in the new zoning ordinance don't really make work with their type of design.

5:25

So we worked with parking planning to come up with more flexible uh approach so that they're not subject uh to some of the design standards that really would just would make it difficult if not impossible to build the type of facility that they is uh culturally appropriate.

5:40

Uh in addition, this deals with uh cultural facilities that uh go along with those types of uh any uh place of worship.

5:50

Um one of the things that's been an issue over the years is what what all can be uh one built with a place of worship.

5:57

Um dining halls, um meeting halls, uh parsonages or monasteries, et cetera.

6:06

So this seeks to address that issue too.

6:09

What is or is not allowed?

Planning, Housing and Economic Development Committee Meeting – July 21, 2026

The Planning, Housing and Economic Development Committee of the Prince George's County Council met on July 21, 2026, at 9:22 a.m. in Committee Room 2027. Vice Chair Krystal Oriadha presided in the absence of Chair Wala Blegay. Four members were present (Oriadha, Adams-Stafford, Dernoga, Olson); Blegay was excused. Council Member Timothy Adams also attended. The committee considered four pieces of legislation, all of which received favorable recommendations with amendments.

Public Comments & Testimony

  • CB-069-2026 (Private Schools): Matthew Tedesco, representing St. Jerome Institute (an independent Catholic high school seeking to relocate to Prince George's County), expressed support for the bill with amendments, noting it would allow reuse of a historic school site (St. Hugh’s) without a special exception. He stated the school currently enrolls about 70 students and anticipates no more than 130. Don Bunuan, a parent and board member of St. Jerome Institute, also spoke in support, emphasizing the school's student body is largely from Prince George's County and that a special exception would be too costly for the nonprofit. The City of Greenbelt submitted a letter in support.

Discussion Items

  • CB-070-2026 – Use Regulations and Dimensional Standards – Places of Worship: Sponsored by Council Member Dernoga. The bill amends zoning to allow modified design and dimensional standards for places of worship, cultural facilities, monasteries, or convents on properties of 25 acres or more, and removes the need for special exception in certain zones. The sponsor noted the bill was developed to accommodate non-traditional religious designs (e.g., mosques, mandirs) and includes technical amendments from the Zoning Hearing Examiner. The Planning Board supported with amendments; M-NCPPC Technical Staff had opposed the original draft.
  • CB-073-2026 – Standards for Specific Sign Types: Sponsored by Council Member Dernoga. The bill increases the maximum sign height from 18 inches to 42 inches in Industrial, Employment, and IE-PD zones, with a requirement that signs be at least 10 feet above ground. The sponsor stated the 18-inch limit was inappropriate for industrial uses. The Planning Board supported with amendments; Technical Staff supported with amendments.
  • CB-069-2026 – Use Regulations – Permitted Uses – Private Schools: Sponsored by Council Member Adams. The bill exempts certain private schools in the Residential Rural Zone from special exception approval when reusing existing buildings. The sponsor noted it aligns with Plan 2035 goals and is a zoning correction. The Planning Board supported with amendments; Technical Staff opposed. Draft Two incorporated committee and stakeholder amendments.
  • CB-071-2026 – Home Occupation and Home Businesses – Regulation and Enforcement: Sponsored by Council Member Dernoga. The bill revises definitions, adds prohibitions on home vehicle businesses, and establishes enforcement procedures and enhanced penalties. The sponsor targeted issues with contractors parking multiple business vehicles and auto repair businesses in residential neighborhoods. The Planning Board took no position on the original draft but provided comments. The committee discussed concerns about redundancies with existing code; the sponsor argued the changes are necessary for enforcement.

Key Outcomes

  • CB-070-2026: Motion to adopt amendment #1 and favorably recommend as amended (corrected draft one) carried 4-0 (Blegay excused). Motion by Dernoga, second by Olson.
  • CB-073-2026: Motion to favorably recommend proposed Draft 2A as amended carried 4-0 (Blegay excused). Motion by Dernoga, second by Olson.
  • CB-069-2026: Motion to favorably recommend Draft Two as amended carried 4-0 (Blegay excused). Motion by Olson, second by Dernoga.
  • CB-071-2026: Motion to favorably recommend Draft Two as amended carried 4-0 (Blegay excused). Motion by Dernoga, second by Olson.
  • The meeting adjourned at 10:02 a.m.
