I want to thank all of the members for joining us and any community member that is also tuning in to watch live, as always, these sessions are recorded and will be posted on the website so that anyone has access to watch the recording at any time.

I'm Councilwoman Crystal Rieva.

I have the pleasure of representing District 7, also serving as chair of the county council this year and representing for this work group.

I just always like to orient because this might be some people's first time joining the meeting that we created this streamline development review work group with the intention of doing a first step of looking at the development process to see if there's ways that we could be more efficient when it compared to best standards either in the region, around the nation.

The goal was for us to meet in a condensed amount of time to come up with phase one level type of recommendations.

One of the things that has been discussed, and I will have committed to moving forward is a continued conversation so that this work group or version of this work group can continue.

One of the things was a conversation around a more community centered focused work group.

This one was built with the intention of a lot of conversations that came from the development community around how our process differed from neighboring jurisdictions and wanted to dive into how we could be more efficient, but wanted to still make sure that we maintained community engagement.

We are at the end of the life cycle for this work group.

So we'll be discussing recommendations today that will be sent to the council.

And then I plan on moving forward with resolution to continue to either a collapse work group or two work groups, one that allows us to continue and one that's more community focused or a collapse version of the two.

I'm not sure which one I'll move forward with, but I just know that this won't be the end of the conversation as we look at development and how we can move the needle here on Prince George's County.

So for the next phase of the agenda, um, we will be reviewing the recommendations.

As we talked about in the beginning, people have the opportunity to send recommendations as we've been meeting on different topic areas so that they could be collapsed into a document that we'd be able to hold.

But as always, if people have recommendations that they have not sent, um, this will be the opportunity for you to voice those recommendations for the us to discuss them.

Um, if we have varying opinions, uh, where there is a recommendation that's voted on by the majority of the body, but there is an opposing opinion.

It's important to me that we capture that opinion so it could be in the report, uh, a summary of why or summary of what their concerns or issues might be with that recommendation so that when the full body gets um the ability to look at the recommendations that they do understand that there were varying opinions and why so they they can take those things into consideration for any um recommendations that will move forward.

But as all of our work groups, this isn't the legislative process.

Um, that happens if and only if a council member wants to present one of these recommendations as legislation.

Um that happens if and only if a council member wants to present one of these recommendations as legislation, uh, and then there will be an opportunity for uh public engagement hearing and working out the details of what actually the legislation will look like.

So for our recommendations, uh I recommend that we don't um sometimes we can have a high level recommendation, but there's opportunity for us to work out the details.

Um, and then sometimes with the recommendation, we might have very specific details that we want to outline, uh, but we don't have to feel the pressure of having uh every recommendation drafted in a bill format.

Uh, they just need to be high-level concepts and ideas that give um the policy and the council member that is interested in moving that recommendation forward enough to uh draft something or at least start the conversation of working on legislation.

Um now I'll pass it to you, um Raina, to go over uh the recommendations and walk us through uh those for today.

And while she's uh getting it on the screen, uh this part can go differently depending upon each work group structure.

Um so we can go recommendation by recommendation and take a vote after each one is discussed.

Um some work groups like to go through all the recommendations and take one full vote on them.

I think because there might be varying opinions, that it makes the most sense for us to go recommendation by recommendation.

And so if there's no objection to that structure, um, instead of doing one full vote, that allows us also to capture if there is any particular um issues with any recommendation and make sure it's noted in the report.
