Hi.

2:48

Thank you.

2:52

This is the time when we um would hear any public comment.

2:56

Um this is where someone from the public can speak about an item not listed on our agenda.

3:04

Um do we have any speaker cards for that?

3:07

We do not.

3:07

Okay.

3:08

So we will move on then to our consent agenda.

3:11

Um we have one item, which is the minutes of our May thirteenth meeting.

3:57

Um Eric is going to be presenting this.

3:59

Eric, we'll give you a little bit of time to present this item.

4:10

Good evening, Vice Chairman, Commissioners.

4:12

Uh, I'll be presenting this uh one and only item.

4:15

It is uh P twenty four zero zero nine one nine two and nine three.

4:20

It is a request for rezoning uh conditional use permit and site plan approval for a QT fuel station.

4:27

The subject site is located at the northwest corner of Rentonhouse and Cloud Roads.

4:31

It's a little bit over two and a half acres.

4:33

Uh it's currently zoned R one forty-three, and the request is to rezone that to C2, which is our commercial designation.

4:41

Uh directly around the site, uh, looking at the area, we have the village at Snep Farms MDR, which is the medium density residential multifamily development.

4:50

Then we have the Schnepp Farms directly south across Cloud Road.

4:54

And then to the east, we have the railroad, which will then have a future uh town park east of that.

5:02

These two exhibits show the general plan and existing zoning.

5:09

We have a few of these throughout the town.

5:11

They're generally allocated to a little bit more special, if you will, areas in town for development.

5:18

Schnep Farms is one of those.

Summary of Proceedings

Queen Creek Planning & Zoning Commission Regular Meeting and Work Study Session - June 10, 2026

The Planning & Zoning Commission held a regular meeting and work study session on June 10, 2026. The meeting was called to order with a quorum present. Items included approval of previous minutes, a public hearing and approval of a QuikTrip fuel station rezone, conditional use permit, and site plan, an administrative activity update, and a work study session on the 2028 General Plan update.

Consent Calendar

  • The minutes of the May 13, 2026, meeting were approved by unanimous vote.

Public Comments & Testimony

  • No public comments were made for items not on the agenda.
  • For the QuikTrip public hearing, no speaker cards were submitted, and no public testimony was offered.

Discussion Items

  • QuikTrip Fuel Station Rezone, Conditional Use Permit, and Site Plan (P24-0093, P24-0091, P24-0092): Staff presented a request to rezone a 2.5+ acre site at the northwest corner of Cloud and Rittenhouse roads from R1-43 to C2 (commercial). The site plan includes a convenience store, an eight-fueling-station canopy (16 vehicle positions), and an agrarian design consistent with the South Pacific area plan. The applicant, Brian Greathouse of Burch & Cracchiolo, noted that no neighbors attended the neighborhood meeting, but the adjacent multifamily developer requested additional landscaping trees, which were added. Staff recommended approval with stipulations 1 through 11, which the applicant accepted. The commission voted unanimously to approve the rezone, conditional use permit, and site plan.
  • Planning Recent Activity Update: Planning Manager Erik Swanson reported that 58 single-family building permits were issued in May, a 30% decrease from the previous year. Approved projects included Circle K, Fort AZ parking tax amendment, removal of the Combs/Gansel GPA, Zach Spees at Madeira (last pad site), Auto Zone at Avalon/Meridian, Collective on Acto, and Banner Iron Medical. A general plan update was noted as the next agenda item.
  • 2028 General Plan Update (Work Study Session): Les Johnson, Principal Planner, provided an update on the general plan update process. A public participation plan is in place, and a focus group (formerly citizen advisory committee) has met twice. The first community workshop was held on May 27 with approximately 50 residents in attendance, featuring interactive exercises. The next community workshop is targeted for late August. The project website is expected to launch within one to two weeks. Commissioners were encouraged to attend workshops. No action was taken.

Key Outcomes

  • Approved the consent agenda (May 13, 2026, minutes) unanimously.
  • Approved the QuikTrip rezone (P24-0093), conditional use permit (P24-0091), and site plan (P24-0092) by unanimous vote.
  • No meeting is scheduled for July 2026. Staff noted Commissioner Victoria's upcoming maternity leave.
  • The work study session concluded without any formal action.
