0:45

Thank you for your time.

0:46

First of all, this afternoon.

0:48

We really appreciate you being here and the opportunity for us to dialogue with you in regards to our general plan update process.

0:57

I know we have a we've had a lot on our dockets, our agendas here lately, so this is really time that we've carved out just to kind of loosen the ties, if you will, and informally have a chance to dialogue and interact with one another.

1:10

So for tonight, we really want to again.

1:25

Really, we're here tonight to be able to get feedback from you.

1:28

So we'll have two segments to do that.

1:29

We gave you some homework, so we're going to be talking about that feedback regarding at least the free the three questions we asked you, and then we're going to uh roll up our sleeves and dive into the goals, the draft goals and policies.

1:42

And during the goals and policy section, uh Robbie from Michael Baker National will help facilitate that portion of it, and then we'll follow up with some conclude here tonight with the or this afternoon with uh some next steps and let you know what's happening next.

1:56

So, first of all, as a matter of background, again, we're we're well into our process for updating the general plan.

2:02

We're in the enriched stage.

2:03

There's been a lot of uh outreach with the community.

2:06

We continue to do that on a uh on a fairly uh uh uh engaged schedule, if you will.

2:13

Um, a lot of uh speaking opportunities, and the whole goal here is just to educate our community on the fact that we're updating our general plan and encourage uh participation at every every opportunity.

2:25

Uh, and so far uh that effort has uh entailed some in-person virtual outreach opportunities.

2:33

We've established a website.

2:35

Hopefully, you've seen that.

2:36

Uh, there's an opportunity to engage within that website.

2:39

We've uh done a lot of social media engagement.

2:42

Our communications team, a shout out to them.

2:43

They've been just spot on, but trying to get the word out at every opportunity regarding the update process.

2:49

We've had two uh uh community workshops to date, a number of citizen focus group meetings, those are ongoing.

2:56

Uh we uh have been speaking at public events every time every opportunity we have.

3:01

We'll be at the pancake breakfast here a week from Saturday.

3:04

Uh, just hoping again to get that word out.

3:07

And then, of course, uh, we've uh been speaking to committees and commissions here in the town.

3:12

We just spoke this morning at the Economic Development Committee.

3:15

So we're always uh doing whatever we can to get that word

Unassigned speaker

3:17

out.

Speaker 2

3:18

Well, we've been hearing so far what what the community is saying that they just really uh love, if you will, is obviously the people in our community, the community as a whole, just uh there's just a real a lot of pride when we uh talk with folks about Queen Creek.

3:33

They're proud to be residents of our community.

3:36

Uh they love our public events and the fact that throughout the year there's a variety of public activities and events occurring.

3:43

Uh our parks and open spaces uh that we continue to not just stay uh I guess stagnant, if you will, but we're always expanding and adding to our parks and open space opportunities throughout the community.

3:55

So as we grow, they're growing.

3:56

We got a lot of positive feedback about that, our trail system, uh, what we have established and the plans in the future.

4:02

There's a lot of positive about that.

4:04

Schools, uh, uh Sarah and I had an opportunity at one of the public outreach events that was a family-oriented.

4:11

A lot of the kids were coming up, and the first thing they said was how much they love their schools.

4:15

So there's a lot of school pride in our community.

4:18

Uh, people love our agitament areas, the opportunity to uh embrace uh the events and functions that are occurring at those aggregate spots.

Unassigned speaker

4:28

And again, even though we've been growing rapidly, there still is that small town feel, and and people are are are hanging on to that and and love the fact that there still is that uh that feel within our community.

Speaker 2

4:40

Uh from the standpoint of what people want going forward or what they desire to see going forward, uh, continued supporting those aggregate areas.

4:48

Uh make sure that we're maintaining and protecting those rural land uses that we have within our community that really do emphasize that small town feel on the rural field, an agricultural field of portions of our community uh to continue to focus on improving our roadway system from a safety standpoint uh focusing on those congestion points and uh just finding those ways to uh improve upon the connectivity that we have throughout the community as well as uh with uh connecting to our neighboring communities uh continue to build out parks uh and uh continuing to stay uh uh consistent with growth as it comes to uh establishing new parks in our community that we uh connect our trail system that we get that loop system uh completed that's been on the books for a while but also making sure that there's the ability to connect to that loop system and other trails throughout the community uh to create unique destinations so not just our agitatement areas but what other uh unique destinations can we continue to create that are uh a draw to the community but also our uh uh locations that our our residents want to be a part of and and uh their families to be a part of uh to to continue to support and expand our local restaurants and businesses we have a lot of corporate businesses in the community but that we've heard a lot of people say we really want to see the smaller mom-pa type businesses established and supported in our community uh to expand our public facilities um even though it's out of our purview a lot of comments about our post office and the fact that it's undersized and overutilized and that there's a need to expand that but also even some comments regarding our library and making sure that even though the county manages that library that we are staying uh from a size standpoint and scale standpoint we're staying proportionate to the community as it grows going forward that we're prioritizing office development something that a few years ago was kind of a uh a dying uh area of of development was uh on the office side but we've heard from a lot of folks saying gosh we really wish there were opportunities for small offices uh to be established in the community so that we've heard a lot about that and then just that desire our opportunities to gather those third place locations that people can find that excuse to to gather up with friends and family outside of you know their their their homes in their neighborhoods but where other locations uh can they establish uh uh the opportunity not establish but to have that opportunity to to gather and this is just a uh a graphic summarizing uh what I was what we just I just mentioned to

Unassigned speaker

7:24

you

Speaker 2

7:26

so now we're gonna step into uh hopefully I'm gonna be quiet and you guys will talk here uh we got a few questions for you we did ask this first one uh last time but we hit you cold so we've given you a couple weeks here to think about it so uh we'll start up with the first question we're all ears so what feels most accurate about what we've heard so far

Speaker 1

7:52

speak out

Speaker 2

7:55

I'd say just but just speak out that'd be

Unassigned speaker

7:58

great.

Speaker 3

8:00

I think for me a lot of the road work was one that really stuck with

Unassigned speaker

8:05

me.

Unassigned speaker

8:06

And

Speaker 3

8:06

maybe it's because this year there's been so much construction and some of it isn't even in Queen Creek right but it does affect Queen Creek residents through where they're traveling.

8:16

And so I think that's that's one that's really um affects me daily and when I hear people talk about all the time and if I ever even mention I know anything about the town that's the question they ask me.

8:27

Well you know anything about these roads

Summary of Proceedings

Queen Creek Planning Commission General Plan Update Work Session - October 29, 2026

This summary is based on the meeting transcript; agenda and minutes were not available. The Queen Creek Planning Commission met in an afternoon work session on October 29, 2026, to review community outreach findings and draft goals and policies for the town’s General Plan update. Principal Planner Les Johnson and Robbie Aaron of Michael Baker International led the discussion. No formal votes were taken.

Discussion Items

  • General Plan Update Outreach Summary: Les Johnson reported that the town is well into the General Plan update outreach/engagement stage. Outreach so far has included two community workshops, citizen focus group meetings, presentations to boards and commissions, social media, a project website with virtual activities, and attendance at public events. Johnson summarized community feedback: residents are proud of Queen Creek’s people, public events, parks and open spaces, trail system, schools, agritainment areas, and small-town feel. Desired future priorities include protecting rural/agricultural areas, improving road safety and congestion, completing the trail loop system, supporting small/local businesses, expanding public facilities such as the post office and library, promoting office development, and creating more gathering places.
  • Commissioner Feedback on What Feels Accurate: Commissioner Baldwin identified road work and traffic as the issue that resonates most, noting construction affects Queen Creek residents even when it occurs outside town limits. Another commissioner praised Queen Creek schools based on her children’s experiences. Several commissioners highlighted the small-town feel and the trail system, with suggestions for better trail signage, bike lane connections, e-bike parking, and bike racks near downtown. One commissioner mentioned the farmers market as a popular small-business and community amenity. Commissioner Borders, drawing on school district experience, suggested weekly social media quick facts and virtual town halls to broaden public engagement. Commissioner Hale raised concerns about water prices essentially doubling and the resulting impact on park maintenance budgets; staff responded that future park design may use less turf in passive areas while preserving active-use fields.
  • Commissioner Feedback on What Is Missing: Commissioners said communication about town projects and the General Plan website could be more accessible because many residents rely on social media. A commissioner noted the town already posts information but it is not always easy for residents to find. Another commissioner said the town should counter lingering misconceptions about Queen Creek water shortages; Les Johnson responded that water is sufficient for planned growth and that the town is working to communicate that message. Staff also mentioned an undeveloped 40-50 acre passive park site north of the Olive Mill and a 30-acre park site across the street.
  • Commissioner Priorities: Commissioner Baldwin said transportation and traffic are the most important issues to address so development is not limited by congestion concerns. Another commissioner observed that the draft plan includes a diverse housing portfolio, but community opposition sometimes makes it hard to realize housing options for different income levels and life stages. Commissioners expressed support for maintaining the small-town feel through events, parks, and connected community experiences while accommodating growth.
  • Draft Goals and Policies Review: Robbie Aaron walked through the draft goals and policies, organized under four themes aligned with the Town Council’s strategic plan: Quality Lifestyle, Superior Infrastructure, Secure Future, and Safe Community/Effective Government. All state-required General Plan elements are folded under these themes. He reviewed goals covering community identity, balanced residential and non-residential land uses, employment diversity, regional coordination, housing diversity, growth areas, agritainment, trails and outdoor recreation, economic development, redevelopment, and neighborhood preservation. Aaron noted that housing is a new state-required element and that the plan addresses housing for all income levels and life stages. On infrastructure, he described alignment with the recently adopted transportation master plan, limited mention of transit because the community is not currently seeking it, expansion of parks and recreation, water conservation and reclaimed water, energy resiliency, and infrastructure financing. He also outlined public safety coordination with police and fire departments and hazard mitigation. An implementation action matrix with short-, mid-, and long-term actions and an annual reporting process will accompany the plan.
  • Next Steps: Johnson announced the next community workshop is scheduled for December 14. The draft General Plan is expected to be completed in December, followed by a 60-day review period. Public hearings before the Planning Commission and Town Council are expected in spring. Commissioners can continue submitting comments to staff, and virtual engagement remains open on the project website.

Key Outcomes

  • No formal motions, resolutions, or votes were taken; the session was for discussion and feedback.
  • Commissioner comments on roads/trails, parks, housing, water messaging, and communication will be considered in the draft General Plan.
  • The next community workshop is scheduled for December 14, 2026.
  • The draft General Plan is expected in December 2026, with a 60-day review period and spring public hearings to follow.
