Happy New Year, and welcome to the first meeting of the City Council for Twenty Twenty-six.

It is Tuesday, January sixth of twenty twenty-six, and is my honor to call to order the city of Racine Common Council.

Our first order of business for the year, as it is at every meeting, is the Pledge of Allegiance.

If you could please rise as you are able and join me in the pledge.

Okay, the next item on our agenda is the approval of the minutes for the December sixteenth, twenty twenty-five meeting.

It is in anticipation of our next meeting that we have a proclamation that will be uh related on Martin Luther King Day this year.

And it is a proclamation that reads from the city of Racine, whereas Dr.

Martin Luther King Jr.

was an American Baptist minister, civil rights leader, and political philosopher who championed justice and equality as central as a central figure in the civil rights movement from 1955 and Hill is assassination in 1968.

And whereas Dr.

King led the 1955 Montgomery bus boycott, how found the Southern Christian Leadership Conference, organized nonviolence protests in Birmingham, delivered the iconic I Have a Dream speech in the March on Washington, and played a pivotal role in the Selma to Montgomery March marches that advanced voting rights.

And whereas, beginning in 1971, cities and states established annual observances honoring Dr.

King, culminating in the creation of a federal holiday first observed in 1986 and celebrated nationwide since 2000.

And whereas in 2026, we gather under the strategic theme Mission Possible 2, building community, uniting a nation, the nonviolent way.

This theme serves as a blueprint for action, guiding our programs, inspiring our outreach, and anchoring our commitment to building the beloved community where love and justice prevail.

And whereas in 2026, as the United States commemorates the 250 anniversary of its founding, or its uh semi quincentennial, Dr.

King's life and legacy remind us that the nation's promise of liberty and justice for all has been shaped by shaped and strengthened by those who labor to expand democracy, civil rights, and equal opportunity.

Now, therefore, I, Corey Mason, mayor of the city of Racine, do hereby proclaim Monday, January 19th, 2026 is Martin Luther King Jr.

Day in the city of Racine and commend its observance through participation in a day of service and observation.

In witness whereof, I have here unto set my hand and cause the seal of the city of Racine to be this affixed this sixth day of January, 2026.

Uh so this is a polling location in the fifth district.

Uh I had a lengthy conversation with the clerk on the background with it of you know how we got here and and why the polling location is moving outside of the district.

I'm wondering if she'd be able to just give a quick summary of how we got there and and what we're gonna do for any residents that are concerned on on where it's moving to.

I will refer your question to the clerk.

Sure, thank you for the opportunity to speak on this one.

So I am not a fan of moving polling locations.

However, Roosevelt Elementary is being demolished sooner than we thought within 2026.

So if we do not move this polling location, we will essentially be voting outside at that address.

Um we did drive the district myself and as well as some staff, and we did look for other locations.

There are no locations easily accessible that have the space that Caesar Chavez does.

The Chavez Center is already a polling location, but it does have two different gyms within that location.

That both gyms will be used on election day.

We have also confirmed with parks and recks that it would be amendable to their schedule as well as greeters stationed outside to the entry to Caesar Chavez.

That'll help direct voters depending on where they're voting.

The budget within this item is strictly an advertising fund, so it includes a postcard, signs, and then text messages the day of to remind voters that the polling location has moved, and I believe it's less than a half mile away from Roosevelt Elementary.

So it's a 10-minute walk and a two-minute drive from their prior polling location.

And and I just wanted to provide that even though it's not a big difference.

So I'm in favor of this.

I think uh I'd like to applaud the the clerk and her department on doing a lot of research and and making this as seamless as it can be.

I hope everyone had a blast and long.

I didn't have a long one, but I hope everyone else enjoyed theirs.

Uh I wanted to say that it's January, and we are getting ready to celebrate Dr.

Martin Luther King's birthday, and we will have our annual laying of the wreath celebration at the statue starting at 10 o'clock on January the 15th.

And then we will move from there to the community center at 10 30 for a full program.

Everyone in the community is invited and encouraged to come out and participate in that event.

It is America's 250th birthday this year, so uh get used to hearing the word semi-quincentennial.
