The Historical & Architectural Review Board (HARB) met on Wednesday, February 4, 2026, at 6:30 PM in the Radnorshire Room. The board reviewed two applications for certificates of appropriateness, discussed proposed modifications, and voted on each.

Discussion Items
HARB 2026-02: 223 Radnor Street Road, Wayne
- Applicant Michael from Dream Home Designs and John Mark from Forest View Construction presented a proposal to add a steeper roof on the garage, two A-frame dormers, a straightened mudroom roof, and new windows. The project originated from tree damage to the garage and mudroom. The homeowner (the Blacks) chose to expand and improve the historic appearance.
- The board praised the overall design but raised two concerns:
- The garage roof pitch was 8/12 while the main house was 9/12. The board requested either matching the 9/12 pitch or moving the garage ridge line forward to align with the main house ridge.
- The main facade features a gable shed dormer combination; the board recommended replacing it with three individual gable dormers (rather than a combined shed dormer) to better suit the Colonial Revival style.
- The applicant indicated the suggested changes were feasible.
HARB 2026-03: 224 S Aberdeen Avenue, Wayne
- The applicant presented a proposal to enclose an existing porch with windows (three casement windows on the front, a door with sidelights on the side) matching the existing stone wall and window details; build a new covered deck with a stone fireplace; and construct a new storage shed with stone base, cedar shake siding, and decorative lanterns (gas). The shed is banked into the grade and designed to blend with the neighborhood's diverse ancillary structures.
- Board members asked about the setback, visibility of the shed, and window details. No modifications were requested. The board commented positively on the design.
Key Outcomes
- HARB 2026-02: Motion passed unanimously to issue a certificate of appropriateness, contingent on the applicant:
- Changing the garage roof pitch (or moving the ridge line forward) to better match the main house.
- Changing the main facade dormers from a combined shed dormer to three individual gable dormers.
- The applicant must submit seven updated copies of the revised plans to the HARB file.
- HARB 2026-03: Motion passed unanimously to issue a certificate of appropriateness as presented.

For February 4th, 2026. First, on the agenda is a call to order. Next, we have the Pledge of Allegiance. Please join me. I pledge allegiance to the flag of the United States of America. And to the Republic, or we should say one nation under God. In the visible Liberty Moral. Great. Next, we have the approval of meeting minutes for January 7th. Is there a motion to approve? Motion to approve. So seconded. I will second that. I I I got there ahead of the just let the let the record show that. Thank you. All in favor. All right. Great. Next we can move on to applications for board review. The first one is Harb 2026-2, 223 Radner Street in Wayne. It's to add a steeper roof on the garage, two A-frame dormers, and making uh mudroom roof and new windows. So for 223 Radner, if you'd like to come up, make your presentation, mostly focusing on the parts, you know, facing the street, exterior visible, etc. etc. And we'll go from there. Thank you. Yes, definitely. Good evening. I'm Michael from Dream Home Designs, and I have John Mark here with me from Forest View Construction. We are excited to present another project tonight, and we're also representing the blacks, which they are not here. So we'll get started. So looking at the front of the house, the reason for the project comes from a big tree falling and damaging the front of the garage here and the mudroom roof here. And through that, the um blacks decided to make it a larger project. Instead of just repairing everything, they decided to expand the spaces as they can, but also improve the historic look of the home, which brings us to the deck to today with a new design to redo the mudroom roof into a straight line, raise the garage ridge line, which is here, add two dormers to the front of the garage, and a shed dormer to the back, which you can't see that as of now, and also adding this dormer feature to the third floor. There is no additional additions at all with new foundations. It is just primarily work to the roof to the roof lines. Which we'll see some existing elevations showing that. And of course, the two A-frame dormers and the larger garage roof here. So this is just a site plan, which as you see, it's just existing. And as you will see here, here's some pictures of homes in the historic district. They do have more detail to match to the house. We're looking to do something a little bit simpler to kind of match the current home there. Sure. Two with shed dormers. This is the um it's just one showing some vinyl siding. And then we also have uh that's across the street on the popular avenue side. Um this is beside the home. Um the right side facing the front. This is on the left side facing the front, which has a uh steeper garage roof with the two A-frame dormers on the side. We have the gable facing the road, which would be opposite of the one that we're working on currently, and then that is the house across the street on Popular Avenue.
