Radnor Township Historical & Architectural Review Board Meeting Summary – April 2, 2026
The Radnor Township Historical & Architectural Review Board (HARB) met on Thursday, April 2, 2026, at 6:30 p.m. in the Radnorshire Room. The board approved the previous meeting minutes and reviewed three applications for certificates of appropriateness. All three applications were approved unanimously, one with conditions related to exterior materials.
Approval of Minutes
- The board approved the minutes from the February 4, 2026 meeting by motion, second, and unanimous aye vote.
Application HARB 2026-04 – 334 Louella Ave, Wayne
- The applicant presented a proposal for a 14-by-14 outdoor pavilion with a fireplace in the rear of the property. The structure would be open on all four sides, include a TV and gathering space, and be designed so it is not visible from the road.
- The applicant stated that the exterior would match the existing house and rear garage, and displayed stone samples against the existing house to demonstrate the match.
- Board members had no questions. A motion for a certificate of appropriateness was made, seconded, and carried by unanimous aye vote.
Application HARB 2026-05 – 420 St Davids Road
- The applicant proposed enclosing an existing side porch into a conservatory by installing glass. The same roof, columns, and rear steps would be retained, and rear French doors plus floor-to-ceiling divided-light windows would be added.
- The front porch and rear porch would remain open. A small fireplace would be added, with the chimney matching the existing chimney.
- One board member expressed support, stating that enclosing the porch adds “gravitas” and is appropriate in scale and size, and praised the use of divided-light windows. A motion for a certificate of appropriateness was made, seconded, and carried by unanimous aye vote.
Application HARB 2026-06 – 234 E Beechtree Lane
- Joe Worthington of Wellington Design presented a proposed garage addition, described as a carriage house, for a home designed by Horace Trumbauer and built circa 1887-1888.
- The applicant explained that the property is on a corner lot with two front yards (Radnor Road and Beechtree Lane), which creates zoning setback constraints. As a result, a detached accessory garage is not feasible without a variance, and the zoning code requires the garage to be attached within the primary building envelope.
- The proposal minimizes changes by replacing a window with a door on the Beechtree Lane facade and using a small connector/breezeway. The applicant stated the goal was to match existing materials, including wood, shingles, paint, and exposed rafter tails, so the addition appears original.
- Board members raised several design concerns: the attached breezeway, the roof pitch, and the proposed exterior materials. The applicant noted that the breezeway would be largely hidden from both streets and would provide functional access for the family. Regarding roof pitch, the applicant said the new roof would match the lower-pitch roofs on the side and portico.
- Board members recommended using stone and brick on the lower portion and shingles above, in keeping with the existing first-floor stone and brick and the horizontal material lines of the Beechtree facade. The applicant agreed to revise the design accordingly.
- A motion was made for a certificate of appropriateness conditional on maintaining the stone, brick, and cedar material composition of the Beechtree facade. The motion was seconded and carried by unanimous aye vote.
Next Meeting and Adjournment
- The next HARB meeting is scheduled for May 6, 2026, at 6:30 p.m. Applications must be submitted on or before April 21, 2026. The agenda text lists “April 21, 2016,” which appears to be a typo; the transcript and context indicate 2026.
- A motion to adjourn was made, seconded, and the meeting was adjourned.

Next is the approval of meeting minutes for the meeting February 4th, 2026. So moved. Second. So seconded, all in favor. I. Amazing. Next we get into the applications for board review. First, we have Harb 2026-04, 334 Luella Avenue, an outdoor pavilion structure with a fireplace. If you'd like to come up and uh show us your presentation, you can lay out any plans or materials on the table here. It'll be broadcast. And tell us about your project focusing on those items that are you know most visible from the outside. Are you guys putting anything up that I presented to you or just lay everything here? Say that again. I said is it best just for me to lay everything here? Because I know we dropped a couple copies off of you guys. Um I mean, just you can lay it there and then just kind of go through what you feel is most important. We can ask questions, etc. Yep. Great. Um just put this a little bit over here. All right. So what we're looking to do in the rear of 334 Louella Ebb is put a covered pavilion with a fireplace. Um I did put some pictures up here to you know just kind of give the layout from what the neighbors view are, but what the client wants to do is just have a nice little covered space. Um we have designed everything so you don't see anything from the road. Um you're not gonna see any structural uh structure from the road. Um it's just a 14 by 14 pavilion. Um they're gonna have a TV underneath, just the gathering space out back, and super simple. We are matching the exterior of the house. I do have right here, these are some stone samples up against the existing house. So the construction is designed to match the house and match the exterior of the garage in the rear. So pretty simple. Okay. Um I don't have any questions on this one, but if any of my colleagues do. Is it open on all four sides? Yes. Okay. No questions. Okay.
