The Radnor Township Zoning Hearing Board met on Thursday, July 16, 2026, at 7:00 PM in the Radnorshire Room to hear four appeals and address a typographical correction in a prior order. One appeal was continued to the September 17, 2026 meeting.
Appeal #3266 – 1 Forest Road (Vonthethoff & Chan)
The applicants sought variances from front yard setback (Section 280-20C) and rear yard setback (Section 280-20E) to construct a two-car garage with two bedrooms above. The property is in an R2 residential district and the proposed addition would increase the existing nonconformities. Attorney Fred Fromhold represented the applicants. Owner Corinne Chan testified that the family of five needs more space and that neighbors support the project. Architect Todd Kenzel detailed the design, noting the closest front yard dimension would be 18.6 feet (required 40 feet) and the rear yard dimension 11.4 feet (required 40 feet). Discussion addressed a riparian buffer setback and floodplain concerns. The board deferred those issues, noting the applicants would need confirmation from the Township Engineer. The board granted the dimensional variances with a condition that if riparian or floodplain relief later becomes necessary, the applicants may return under the same appeal number without an additional fee.
Appeal #3267 – 385 W. Lancaster Avenue (Voracious Enterprises LLC / Goat 5 LLC)
The applicant proposes to occupy the former Bruno Brothers space as a restaurant. The use is permitted in the PB district. A variance was sought from Section 280-103B(7) to allow off-street parking on an adjacent lot (the Farmers Market parcel) via a perpetual mutual parking easement. Attorney Vince Donahue presented testimony from owner Michael McCrory, architect Hannah Rosenberg, and engineer Rob Lambert. The restaurant would have 180 indoor and 42 outdoor seats, requiring 79 parking spaces. The combined lots have 307 spaces. Parking counts showed ample availability, especially after the Farmers Market closes at 4 PM. The board noted consistency with the Radnor 2035 Comprehensive Plan’s goals of reducing parking minimums and encouraging shared parking. The variance was approved unanimously.
Appeal #3268 – 12 Barley Cone Lane
This appeal was continued by agreement of the parties to the September 17, 2026 meeting. No testimony was taken.
Appeal #3269 – 823 Glenbrook Avenue (Suleyman & Meryem)
The applicant seeks to convert the first floor (currently storage) into two residential units, expanding the existing nonconforming residential use from two to four units. Special exceptions under Section 280-101A(2) (expansion of nonconforming use by no more than 50%) and variances under Sections 280-47 (use) and 280-103B(1) (off-street parking) were requested. Attorney Nick Staffieri represented the applicants. Owner Erdem Suleyman testified that the building was structurally deficient and that converting to residential is more feasible than commercial. Realtor Stacey Mitchell testified that commercial rentals in the area are difficult, with multiple expired listings. The property has no on-site parking; the reduction in parking requirements (from 8 commercial spaces to 4 residential spaces) lessens the nonconformity. The board granted the special exception and variances, citing consistency with the goal of affordable housing and the lack of viable commercial use.
Appeal #3240 – 118-120 N. Wayne Avenue (N Wayne LLC) – Typographical Correction
The board unanimously approved a motion to correct a typographical error in the October 16, 2025 order: all references to “Code § 280-32(C)” are corrected to “Code § 280-104.” The board confirmed that the transcript from the October 16 hearing correctly identified the code section during testimony and motion.

Before we get started, I want to uh point out that appeal number 3268 is being continued by agreement of the parties to September to the September uh zoning hearing board hearing. Uh the first item on the agenda this evening is appeal 326, the appellant Andrew Wattenhof and Corinne Chan, property located at one forest lane, forest road, and zoned R2 residential. The applicant seeks uh a variance from section two eighty-20C front yard setback and section 2 20 uh uh a rear yard setback to construct an addition. The proposed improvements are located uh within a regulated riparian buffer associated with the adjacent stream corridor. Appellant uh requests such variants, special exception or other uh relief as may be required under chapters two forty-five and two eighty of the Radner Township code to permit construction of the proposed addition. Good evening, members of the board. Uh my name is Fred Fromhold. Uh, I'm an attorney and represent the applicants uh Andrew uh Fontenhoff and uh Corinne Chen, and we have this application seeking a variance uh with respect to the side or the uh rear yard setback and the front yard setback for what is as you will see a very uh irregularly shaped property. Uh we have two witnesses whose testimony we would like to present to you this evening, uh the owner uh Corin Chen and uh our architect Todd Kenzel. And uh before doing that, what I would like to do is uh hand out to each of you an exhibit package that uh will list uh the various exhibits that we'll be referring to this evening, and then I'd like to just run through that uh package with you and uh then call our two witnesses to offer testimony. Okay, yeah, we need we need to ask me the file. Is there a file over there? No. Okay, you have two copies? I got two. Okay. There's only three of us. So each one, two, three, three. Okay. So for the record. For the record, uh, going forward, we're gonna be uh working off of the exhibits uh that have been handed up this evening. Is that right? Uh that is correct. And uh they're consistent with the exhibits that were attached to the application which was filed, which we would ask the board to take judicial notice of uh that as the application in this matter rather than marking it independently as an exhibit. Yes. What I would like to do is just uh explain to you uh to orient you on the property and the and the issue in this case. Uh we have nine exhibits. Uh the first exhibit is a Google Earth uh street uh plan that shows uh forest road and the property at one forest is uh circled. Uh that is a house that is in that location, and you'll see Gulf Creek that runs uh immediately behind it, and the orientation on this uh Google plan as it is on the uh and I'm in the line of sight here. Uh the orientation on the uh Google plan is to the north. So as you look at that plan, uh the uh house is a red circle around it, the Gulf Creek uh runs to the north of the house. That's A1. A2 is a Google Earth aerial view, and uh this shows the uh improvements that are on forest, the other homes it shows the uh property at one forest, which is the subject of this application that is the first property in off of Eagle Road on the uh east side of Forest. And you'll see a line between the back of one forest and the property that is uh at the corner of Eagle in North Wayne. Uh that is a home, and uh that is a home that uh uh would be in a position to view where the proposed addition is in the rear yard here. Although, as you can see from this aerial photograph, there's a 300 foot separation of football field between uh the proposed improvement and the existing home at the corner of uh North Wayne and Eagle, and there is uh heavy and dense vegetation as depicted in that aerial photograph. And we have a photograph that uh will be at the ground view looking back there that you'll see that same screening. A three is our proposed uh site plan. It's based on a survey plan made by Howell Engineers and Todd Kenzel, who is the architect for this project will testify about the uh important aspects of that plan. But the area that you see see uh somewhat central to the lot uh in gray is uh the area where the addition is proposed. Uh the home is shown, there is an existing one car garage, and the proposal is to uh have that one car garage be converted to some ancillary space that would connect it, uh, laundry room, mud room, to a new two-car garage that is being built to the south of the home or southeast of the home, and uh that will be two stories uh with a garage on the lower level and uh two bedrooms that would be uh above for the family, and uh you'll hear why that is necessary. The next uh exhibit uh is the concept rendering prepared by uh Mr. Kenzel, and he'll tell you about that. This is what the home would look like if the addition for which we request approval uh is built. Uh the next that was A4, A5 is uh a floor plan exhibit. Mr. Kenzel will talk to you about that, what is proposed for the first level of this building edition as well as the uh level above it and in the uh connector area, which is where the existing one car garage is located. Uh then we go to A6, A6 has uh two photographs in it. Uh the top photograph is a view of the property as it uh exists uh today, actually within the last couple of days, and uh that is at the top, and the bottom photograph of A6 is looking at the property from uh the southern portion of the property uh where you would uh enter forest having made a right-hand turn from Eagle Road if you were coming from uh North Wayne Avenue and Eagle Road.
