And as a call to order.

0:01

Did that.

0:02

Next is a pledge of allegiance.

0:04

Join me.

0:06

I pledge allegiance to the flag of the United States of America.

0:11

And to the Republic for which it stands.

0:14

One nation under God, indivisible with liberty and justice for all.

0:20

Great, thank you.

0:22

Next we have the approval of meeting minutes for July 1st, 2026.

0:32

Motion to approve.

0:33

So seconded.

0:34

All those in favor say aye.

0:36

Aye.

0:37

Motion carries.

0:38

And now we can get into our applications for board review.

0:42

We have eight applications tonight, which is by far the most that I've ever seen for any single meeting.

0:47

So when you come and present your project, I ask that you please be succinct.

0:53

Only focus on those aspects of the project which can be seen from the outside.

1:02

So that's just not part of the discussion for us.

1:06

With that, let's begin.

1:08

First, we have Harb 2026-17, 319 Luella Avenue.

1:15

Yep, come on up.

1:21

And then Lisa, is everything loaded onto the laptop?

1:26

Or how are we just doing projection tonight?

1:35

We can have anything from that.

1:36

Sure.

1:37

Okay.

1:38

I just I know we've been doing lap.

1:42

So they can use the overhead rejecting.

1:47

Let's just go back to using the overhead, uh, unless we feel differently.

1:51

Go ahead.

1:52

So we have a copy of what was submitted.

1:55

Oh, yes, we all have copies.

1:59

I am Chris Berg from Poly Homes.

2:01

We are the general contractor for the project on behalf of the property owner.

2:06

Richard Buchanan, Archer Buchanan Architecture.

2:23

So the um a little background where he's getting organized.

2:25

This is a Horace Trumbauer house, um, which uh member of our team had renovated 25 years ago.

2:32

And uh we've been asked by uh prior client who's now purchased the home and uh to look at a couple different things.

2:41

Um exterior finishes to refresh the outside, um, but I think from a HARB perspective, the concerns are um changes to the outside of the building, um including a first floor bay window, and I'm gonna switch places for you.

2:57

Um we're um adding a bay window here that is directly below a bay window there so that there's uh on no to the rear elevation of the home.

3:09

Correct so facing the pool area um and then we're also in this area enclosing an existing porch.

3:17

So here you see the that porch exists, but presently there's a set of steps down to the garden which we're replacing with this, and then we're adding a glazed interior or enclosure with a fireplace in that space.

3:32

Um revision of the pool area and addition of about a 400 square foot pool house in keeping.

3:40

And that's the project correct.

3:45

Oh, actually, quick question.

3:46

Is the do you have the pool house sketched or rendered?

3:51

The pool house at this stage is shown just as a footprint completely behind the house.

3:57

Uh we haven't designed the pool house, it's gonna be a it'll be back.

4:00

They'll be back.

4:01

Okay.

4:01

It's a little four square peanut thing.

4:03

Yeah.

4:04

Okay, that's fine.

4:05

Um, yeah, you'll just need to come back for the for the pool house.

4:08

Um just uh opening comments.

4:12

Uh I thought this was very thoughtful uh renovation.

4:15

Um I like the enclosure, I like the continuity of the engaged uh Pylasters, um, so I have no issues with it.

4:23

Okay, yeah.

4:25

No issues.

Summary of Proceedings

Radnor Township Historical & Architectural Review Board Meeting – August 5, 2026

On August 5, 2026, the Radnor Township Historical & Architectural Review Board (HARB) met in the Radnorshire Room, considered eight applications for certificates of appropriateness, and unanimously approved each. The board also approved the July 1, 2026 meeting minutes. The next HARB meeting is scheduled for September 2, 2026 at 6:30 p.m.; applications are due by August 18, 2026.

Approval of Minutes

  • The board unanimously approved the July 1, 2026 meeting minutes.

Applications for Board Review

HARB 2026-17 – 319 Louella Avenue

  • Chris Berg (Poly Homes) and Richard Buchanan (Archer Buchanan Architecture) presented on behalf of the property owner. The project includes exterior renovations, enclosing an existing porch, lower-level revisions, new siding and roofing, a first-floor bay window, and a future approximately 400-square-foot pool house footprint. The house is a Horace Trumbauer design previously renovated by the team 25 years ago.
  • Board members praised the design as thoughtful, including the porch enclosure and continuity of the engaged pilasters, and unanimously approved a certificate of appropriateness.

HARB 2026-18 – 202 Midland Avenue

  • Owner Molly presented a proposal to enclose an existing non-original screened-in porch with fixed casement windows and replace a side door with a matching window, while preserving the arches.
  • Board members said the proposal looked great and unanimously approved a certificate of appropriateness.

HARB 2026-19 – 308 Midland Avenue

  • Connor Hoffman (Rockwell Custom Building Co.) presented for owners Dana and Trey Ott. The project is a new three-car detached garage behind the primary residence, designed to match the house with similar roof lines, stone veneer, windows, stucco, and fiber-cement trim; garage doors face the extended driveway, and a future pool is planned. The property is a double lot, making the structure visible from the road.
  • Board members liked the design and its consistency with the existing home, and unanimously approved a certificate of appropriateness.

HARB 2026-20 – 200 Walnut Avenue

  • Mike of Farstview Construction presented for owners Karen and John Blizzard. The project includes new siding (lap and shake), a rebuilt rear porch inspired by the existing front porch details, removal of older screen-porch framing, new railings, and stone veneer over a previous stucco addition. Window replacements would match surrounding windows; colors are generally selected but not finalized.
  • Board members asked about the mix of window styles and siding types; after discussion, they unanimously approved a certificate of appropriateness.

HARB 2026-21 – 404 Oak Lane

  • Architect Tim Kerner presented on behalf of the owners, who were on vacation. The project replaces non-original windows with a Queen Anne-style divided-light pattern based on historic examples in the neighborhood and the Wayne train station, rebuilds exterior trim and bay details, removes a rear chimney that is not contributing to the historic character, replaces the metal roof with a copper standing-seam roof, and installs CertainTeed Grand Manor shingles.
  • Board members praised the window design as well done and unanimously approved a certificate of appropriateness.

HARB 2026-22 – 421 Midland Avenue

  • The homeowner and her architect presented. The project encloses a small rear porch as a mudroom and adds/extends windows on the rear of the house, without adding square footage or bumping out. The rear addition was built around 2015.
  • Board members stated they were satisfied with the proposal and unanimously approved a certificate of appropriateness.

HARB 2026-23 – 420 St. Davids Road

  • Gordon of Roots Landscape presented for owners Frank and Sarah Latin. The proposal is a dry-stacked seat wall, roughly 18 to 24 inches tall, with a shorter approximately 12-inch wall on one side, around an east-side patio at grade, matching the foundation stone and screened by arborvitae and boxwoods.
  • Board members noted an elevation drawing with grade marks should be provided in future submissions so wall height is documented, but they approved the proposed design unanimously.

HARB 2026-24 – 418 St. Davids Road

  • Don Good of Advantage Building Concepts presented. The project replaces the dining-area triple window with a bump-out window matching the building’s existing porch and window details.
  • Board members said it looked great and unanimously approved a certificate of appropriateness.

Key Outcomes

  • All eight HARB applications (2026-17 through 2026-24) received unanimous certificates of appropriateness.
  • The July 1, 2026 meeting minutes were approved unanimously.
  • The next HARB meeting is September 2, 2026 at 6:30 p.m.; applications are due by August 18, 2026.
