1:40

Um everything that we do, the programs and the events and the money we try to raise towards restoring and revitalizing the Willows Mansion is all based around our nonprofits uh core values of community inclusivity, open space, historical preservation, lifelong learning, health and wellness, arts and culture, and collaboration.

Um the mansion itself has been used uh 98 times since since we last presented.

2:18

Um of them are our weddings, and um some of them are for other uses private and public events.

2:25

Um so the progress we are making, the model that we set up by hosting um some private weddings, allows us to keep the mansion open for other community events programs and on an informal basis.

2:41

3:23

Um we've um proud to be recognized by the mainline chamber of commerce as nonprofit of the year, another kind recommendation from the um Delco Chamber of Commerce as well.

3:33

Um of the improvements, two main improvements that we've done over the last six months or so.

3:39

One is we installed new air conditioning um in the Willows Mansion that covers pretty much the first floor.

3:45

There is no AC on the second floor or third floor.

3:49

Um and then we also installed a new lightning rod system.

3:52

Um so back when the the roof was redone, that system was taken off, and we had that reinstalled, so another layer of safety protection there.

4:01

Um upcoming projects that we're focusing on over the next I'd say six months to um I guess six months to a year is repointing the terrace, um the existing terrace and the terrace wall, um, and and working on improving the uh the water infiltration in in the basement.

4:21

So those are pretty sizable projects.

4:24

Um in addition to those, in addition to installing the air conditioning, we continue to improve the the interior uh with some interior design, um whether that's furnishings, um artwork, painting on the inside.

4:40

5:30

Already booked a few events for 2028 too.

5:34

So it's working.

5:35

We're excited about the progress.

5:37

We still got a lot to do and a lot to learn and grow.

5:40

But that's the fun part about the challenge.

5:42

So I'm going to hand it over to Debbie.

Discussion Items

Willows Park Preserve Bi-Annual Update

  • Will Nord (Executive Director) reported the mansion was used 98 times in the past six months, including weddings and community events. Improvements included new first-floor air conditioning and a lightning rod system. Upcoming projects: repointing the terrace and addressing basement water infiltration. 22 of 25 major private events booked for 2027. Recognized as Nonprofit of the Year by the Main Line Chamber of Commerce.
  • Debbie presented financial highlights for the eight months ending August 31, 2026. Net income of $110,437 compared to a $34,000 deficit in the same period last year. Contribution income flat; program revenue increased. Cash and deferred income grew. Commissioner questions focused on the loss of the tent (music moved indoors, no booking impact) and management expenses (explained as eight-month figure).

Creutzberg Center Architectural Cost Proposal (Archer Buchanan)

  • Doug Herzenberg (principal) and Travis Crumb presented a proposal to renovate the historic building. Key issues: water infiltration, deteriorating front porch, and accessibility. Proposed scope excludes a previous addition/elevator. Estimated construction cost: $4 million (interior/exterior renovations, not including pavilion or addition). Architectural fee: $401,000 (approx. 10% of construction).
  • Commissioners Maggie Myers and others expressed sticker shock over the planning fee. Questions: why $100,000 for as-built plans (explained as needed for MEP in 3D Revit software), lack of ADA access to upper floors (no elevator in plan), and use of RACP grant ($800,000 matching for interior work, exterior must be funded separately). Funding source: facility bonds authorized in 2024 for design, future borrowing for construction.

Villanova University Connelly Center (Discussion/Presentation – No Vote)

  • Nick Connelli (Villanova representative) summarized exchanges with the township over the past year. Agreed on total campus parking spaces (5,625 including West Campus). Disagreements: interpretation of office parking ratio (Villanova argues 1 per 300 sq ft for space over 50,000 sq ft, citing Penn Medicine precedent; township’s Eric Garton argues 1 per 200 sq ft per individual building), treatment of conference rooms/reception as “unspecified” vs. office space, and whether to calculate per parcel or campus-wide. Villanova claims surplus; Gilmore calculations show a deficit of about 200 spaces for parcel one and small deficit campus-wide even after adjusting only the office ratio. Historic nonconformities for stadium and church not included. Both sides committed to further dialogue; matter continued to the second meeting in October for a decision.

Stryker EMS Equipment Purchase (Resolution 2026-108 – Tabled)

  • Chief Smith and Greg Amato (Radnor Fire Company) gave a presentation on proposed purchases: five LifePak 35 monitors, Lucas chest compression devices, stair chairs (including a bariatric battery-operated model), and one bariatric stretcher. Total cost $843,896.69 over seven years at 0% interest. The board tabled the resolution to allow review; staff will bring back for action at a future meeting. Commissioners appreciated the hands-on demonstration.

Temporary Bridge for Skunk Hollow (Resolution 2026-111)

  • Steve Norcini explained the need for temporary access for leaf collection and snow removal while the culvert is replaced. Rental from ADM Welding & Fabrication, not to exceed $24,000. Not open to public. Approved unanimously.

Municipal and Public Works Roof Replacement Change Orders (Resolution 2026-112)

  • Change Order #3 ($6,525): Interior ladder and hatch at Public Works. Change Order #4 ($9,670): Ocean-rated ladder for Township Building. Both required to meet current code for roof access. Project contingency usage less than 3%. Completed solar arrays went live September 26. Approved unanimously.

New Business

  • Commissioner Coates announced a new Ping Pong for Parkinson’s program at St. John Amy Church (Conestoga Road), facilitated by resident and staff. Tables and space secured. Program to start soon.

Key Outcomes

  • Consent agenda items approved as noted (2D and 2E voted separately).
  • Board of Health Appointments (3A): Steve Comess (term to 2028), Diana Pope (term to 2027), Brady Tierney (term to 2029) approved.
  • Stormwater Authority Ordinance (3C): Adopted (vote 6 ayes, 1 nay). Next steps: appointment of five authority members, filing articles with state, anticipated organizational meeting in January 2027.
  • Handicapped Parking Zone (3D): Ordinance introduced and approved for 402 North Wayne Avenue.
  • Stryker EMS Equipment (3E): Tabled; presentation given; will be brought back for vote at a future meeting.
  • Temporary Bridge (3F): Contract awarded to ADM Welding & Fabrication, not to exceed $24,000.
  • Roof Replacement Change Orders (3G): Approved totaling $16,195.
  • Villanova Connelly Center: Continued to October 2026 second meeting for decision; no vote taken.
  • Meeting adjourned.
