The Committee of the Whole for Planning and Public Works met on Tuesday, July 7, 2026, at 4:30 PM at Redmond City Hall. The meeting covered six agenda items: five action items (including the comprehensive plan docket, noise standards, and three public works contracts) and one informational update on the 156th Avenue NE Shared-Use Path. All council members were present. Key outcomes included direction to move several items to consent agendas, with the noise standards delayed pending a SEPA appeal.
Thank you. I call this meeting of the planning and public works committee of the whole to order on Tuesday, July 7th, 2026, commencing at 4 31 p.m. All council members are in attendance. We have six items on the agenda today. First up is establishing the 26-27 annual comprehensive plan amendment docket. And I will pass it over to Deputy Director Allen. Thank you. And just wanted to note that I'm joined by Glenn Coyle, who's online. He's at a conference. Um and we'll be speaking to the item. But we would like to see whether the council is ready to establish the docket by ordinance at the August 3rd business meeting, or if you would like the opportunity to review and discuss during a study session. If council would like this item at a study session, staff requests that council members identify the topics for discussion in this meeting. And I will now pass the mic off to Glenn Coyle to provide further information about what is on the proposed docket for this year. Glenn. Thanks, Serafi. Uh good afternoon, council members. Uh sorry I can't uh be there in person. Uh just um Glenn Coyle, senior planner. Uh so as a reminder to the community and the council, the city per state law establish a process to annually update its comprehensive plan. Keeping the comprehensive plan updated assures that it remains a useful and relevant guide for plan and redmond's future. The purpose of establishing the docket is to coordinate proposed changes and to help the community track progress. This year's docket consists of five proposed amendments, all city initiated. Uh the first is the stormwater and surface water systems plan, which is adopted by reference into the capital facilities element of the compan. We're also uh we'll be doing a review and potential update of the manufacturing park, business park, and industry zones, policies and regulations. Um we'll be doing a neighborhood plan and process, which is uh follow-up to the Redmond 2050 process. And we also have two technical updates to the transportation element. Uh, one is to repeal um a neighborhood connections map uh that was uh updated and moved to the transportation master plan and also um a couple of up updates, uh project updates to the transportation facilities plan. Um so the plan commission concluded that the proposals are consistent with the threshold criteria set forth in um Redmond Zone and Code 2176 and recommends that they be added to the 2627 annual docket. And with that, I turn it back to the chair. Thank you. Council members questions. Council President Stewart. Thank you so much, team. Really appreciate it. Um from the materials provided, it does look like all of the applications for the docket are coming from within our own house. I did want to check in to see to the city's knowledge if there are any lingering applications or applications that didn't quite make the deadline or any other applications or interest uh from the private sector that might surface uh later on. Um there was uh one kind of proposal that was kind of floated um related to housing displacement by a community member. Um it wasn't really a specific uh comprehensive plan policy amendment or zone and code amendment. Uh we did uh work with them, um, kind of steer them towards um some of the updates on the housing action plan and some of the the programmatic work around housing. Um the planning commission staff did do uh a little bit of analysis of that and planning commission did look at that, but did not um recommend further that that be considered as a docket item. Thank you so much. And that was the only that was the only LCN item or application or discussion out there. And I'll just add we haven't heard anything else from anyone. Councilmember Kritzer. Thank you. My mic was already on. Um appreciate the work on this and the planning commission's work as well. Um I think I would be fine sending this to consent. Um as a uh reminder to new council members, the decision before us isn't whether we're approving these items themselves, but just putting them on the docket for us to review them in the future. So all of these seem like they meet the criteria for us to review them to me.
