The Rio Rancho Planning and Zoning Board met on September 23, 2025, at 6:00 PM at City Hall. The board approved three variance requests, including one over staff's denial recommendation, and received monthly staff reports. Board member Fred Radosevich was excused.

Public Hearings & Testimony
Item 4 – Variance (Solano Builders, 404 Northern Blvd NE)
- Staff recommended approval of a variance to reduce the minimum R-1 front lot width from 60 feet to 50 feet for a 3,208 sq ft dwelling. No public testimony was offered. The board approved unanimously.
Item 5 – Variance (Solano Builders & Construction LLC, 121 9th Avenue NE)
- Staff recommended approval of a variance to reduce the minimum R-1 front lot width from 60 feet to 50 feet for a single-family dwelling. No public testimony was offered. The board approved unanimously.
Item 6 – Variance (Albert Martinez & Angela Crespin-Martinez, 6366 Roadrunner Loop NE)
- Staff recommended denial of a variance to allow a 5-foot encroachment into the 20-foot front setback (to 15 feet) for a 500 sq ft addition to support a residential child care business. The applicants testified in favor, citing the need for a respite space away from the daycare, their service to first responders and military families, and the lack of feasible alternatives. No other public comments were received. Board members discussed the possibility of reorienting the addition to avoid the setback, but the applicants explained constraints. The board voted 4-2 to approve the variance (Commissioners Torterici, Hankins, Kofchur, and Richardson in favor; Vice Chair Gabaldon and Commissioner Hardesty opposed).
