I want to thank uh you folks.

You've been very taller to me.

I've been a pain in the neck, but I've been per I have to be persistent on following this matter.

I I try to talk to Ms.

Bob Tyler, but I would like to continue with him.

I want to put something on the agenda.

Uh I've I've had increasing frustrations with the delivery of psychological services within uh Rio Rancho, and I found out that the name of the game is Creation of Problems, okay.

I don't want to bore you too much, but I probably will anyway.

Um I have a lot of problems with Presbyter and they don't want to know nothing.

They will not take responsibility for their own behaviors.

They send me down to a mental hospital, which is god off.

There are no mechanisms in sight which can regulate the behaviors of these men of these people, okay?

None whatsoever.

Uh spoke to the to the uh state representatives, to the uh uh senators.

There's no mechanisms in sight.

They're non-regulatable and they will not talk.

I will send to I will send to sent to Central Desert Behavioral, it's the most god awful uh place in the world.

I hope all you counsel listening may I hope I didn't I seem to be distracting people.

I feel very strongly about this.

Something must happen because these mental hospitals are destroying people, they're making them drug addicted, violent, and they're sending them out to the streets of real rancho.

And you people are gonna deal with them.

These first responders dealing with them, they're turning troubled people.

Any one of you people could be in the same situation I'm in, and they're making people drug addicted and violent and violent and sending them out on the streets.

Something must be done, and there's no mechanisms on the horizon which could regulate Presbyterian.

Okay, and if, as I told you many times, if I question these people, they will arrest me and and cause and cause problems for me.

Okay, it's called the criminalization of dissent.

Um, I just wanted to uh highlight something that will be on um consent and that I'm very excited about um and express my appreciation towards um BJ and the entire team.

Um they applied for the um Transportation Project Fund Program, TP FP for the reconstruction of Barber Loop and Western Hills.

It's a state-funded program.

Um and through this, uh we were able to secure significant dollars from the state with only smaller contributions from the city for those two reconstruction projects.

Um and so that type of um, you know, looking outside of our city resources and getting our state resources to go towards those funds really helps to ensure that we can get these major road projects completed.

Um, and so I'm very excited to see those two projects come forward um in District 5.

Uh this is item number 12026, ordinance authorizing the issuance of city uh city of Rancho New Mexico, water wastewater system improvement revenue bonds.

Good evening, members of the governing body.

Mr.

Mayor, the Financial Services Department is seeking adoption of a parameters ordinance for issuance of a utilities revenue bond with an aggregate principal amount not to exceed 25 million dollars.

The bonds will be issued for the purpose of financing improvements to the water and wastewater systems.

Um within the city.

As you know, the utility has a capital improvement plan that totals about 218 million dollars over the next five years through 2030.

The ICIP has identified priority projects relating to both growth and non-growth related needs, and as part of the ICIP process, the city planned to add a bonding cycle for the utility as part of a longer term funding strategy to meet the infrastructure needs.

Like the geobonding cycle, the strategy allows for maintaining debt service at levels that are predictable and stable while providing funds for large projects.

And also like the geobonding cycle helps to maintain a stable debt mill rate, a cycle within the utility will help to stabilize help us to be able to stabilize rates as best we can.

The city's capital plan on which our current rates were based contemplates two 25 million dollar issuances of bonds within the next five years.

The proposed parameters are for the first of these issuances, which may be sold by competitive bid or negotiated sale, depending on what is in the best interest of the city at the time of issuance.

As I previously noted, the aggregate principal amount will not exceed 25 million dollars.

The pledged revenue is utilities net revenue.

The rate will not exceed 12 percent, and the final maturity will not be beyond May 15, 2057.

Further, the underwriters discount will not exceed one percent should the city select a negotiated sale.

Finally, to the proposed ordinance, delegates authority to the mayor, city manager, and finance director to sign all necessary documents to facilitate the sale.

Staff is recognized recommending approval, and I'll stand for questions.

Moving on to R 115 resolution auth resolution authorizing the placement of ballot questions on the March 3rd, 2026, City of Rio Rancho Municipal Officer Election Ballot.

Mayor, Governing Body, I'm going to be handling this one.

Governing Body before you this evening is a resolution placing three general obligation bond questions on the March 3rd, 2026 City of Rio Rancho ballot.

The first bond question is for roads, totaling 12 million four hundred and thirty-five thousand.

The second bond question is for public safety, totaling four million three hundred and sixty-five thousand.

And the third bond question is for quality of life facilities, totaling one million two hundred thousand.

Approval of the bond questions by voters leaves the municipal debt service tax rate unchanged, which means no property tax rate increase.

This is the case because previously issued bonds have been paid off and retired, and these new and approved bonds would replace them.

In your public agenda materials are the proposed projects that would be funded by the bond proceeds.

The spring 2025 citizen survey indicated support for the bond questions and this summer at public meetings.

The Citizen Library Board, Parks and Recrip, Parks and Recreation Commission, and Public Infrastructure Advisory Board express support for the bond question, ballot placement, and the proposed projects.

Member, Mr.

Mayor, members of the governing body.

Pretty quick meeting with actually two important action items.

So thank you very much for the uh the support on those two items.

Uh just two quick updates.

Um next Saturday, the 18th, we have our fall festival here at uh Campus Park.

Um please comment out.

It's turned into a great event.

And uh the park is fully open, so it should be uh hopefully in good weather and a nice uh nice opportunity to enjoy the fall weather and uh the park in the afternoon.

Also, um if the voters uh are gracious enough to support us uh with a with the general obligation bonds, particularly on the road side in March.

This will mark, I think our sixth geobond cycle since 2016.

Um if that uh the geobond on the road side in this case, and I'm referring to uh were to pass in calendar years 2026 and 2027 between the general obligation bond, the transportation the TPF funding uh transportation project fund um from the DOT that Councillor Colbert referenced and the Yunser project that we're funding with federal funds and a revenue bond.

Uh we will see road work in all six council districts in 2022 in calendar years 2026-2027.

Some major road work and road work across the uh the city.

So continuing to push forward um thanks to the mayor and BJ who have worked diligently over the last 10 plus years to really activate and accelerate um our roads program.
