As has become somewhat of a tradition, I want to take a moment to recognize our first responders for their commitment to our safety as well as to acknowledge the dangers they face every day.

It's particularly appropriate today since earlier this morning we had we honored officers Benner, Casey, and Haas at the fallen fallen officers memorial ceremony here in Rio Rancho.

Each of these officers made the ultimate sacrifice for us.

It's been a long time since I said good evening, Mayor, to someone besides Mayor Hall.

The handout I gave you this evening is from a very old document.

2002.

I would ask you to go into the city's archives and look at this document.

It gives you a lot of information of where our whole plan as far as water, wastewater injection came from.

The reason why I'm asking you to look at it is some of the things that are in there based uh were based on successes they had with injection and so forth in places like Florida and Texas and other places.

Now all these years later, if you go and look at those same places that were considered um good examples of what we could hope for, what we're what we're seeing is is catastrophe.

There's a lot of issues with something that Mayor Hall talked about subsidence.

And uh if this was to happen here, it really would be a catastrophe.

The reason why I'm asking you to look at this is because we don't have a functioning public infrastructure advisory board.

It's not been populated.

There's no one looking at things like water issues, especially this year with the Rio Grande drying up again.

And I think you all understand that the aquifer and the river are connected.

Our source is connected to the river.

So I'm just asking if you would please, Mr.

Mayor, appoint people to the public infrastructure advisory board that can give you all good advice on what to do going forward.

First item is D 11 site plan approval for a bank at the property legally described as Commerce Center Commercial at Enchanted Hills, Block B lot 1A.

Mayor, members of the governing body, EMUR and Cohen Directory Development Services.

So the item before you tonight is a site plan for a Sandia area credit union located.

It'll be located in the northern part of Rio Rancho in front of where the Home Depot is currently located.

So right there off of 550.

Included in your agenda briefing memorandums are a lot of different images.

I just kind of cherry picked out a couple of them.

So this first one is the site plan showing the landscaping and how the traffic is going to flow through the site.

And I uh picked out a couple of the renderings of what the building is actually going to look like.

They're gonna actually have a lot of different materials on the outside and have uh plenty of parking uh in circulation.

They will have drive-through banking along with an ATM and walk-in services available.

Because this is uh SU zoning, um, this specific SU required that this went in front of the planning and zoning board, so it was reviewed and approved by the planning and zoning board at their meeting on Tuesday.

Um, and staff recommends approval tonight uh for this item.

The applicant is here if there's any specific questions.

Um, otherwise, I will stand for questions.

Uh we are in agreement with staff's recommendation of approval and are working through the uh conditions of approval uh with our design uh team and will coordinate with staff moving forward.

All right, we're moving on to public hearing for the fiscal year 2027 budget.

This is the first opportunity for the public to weigh in on the budget.

This uh the budget and the ICAIP were presented during the April 24th, first governing body work session at and at a special budget work session on May 1st, 2026.

There was a lot of discussion and a lot of back and forth on that on that budget.

So we've had a lot of conversation amongst the counselors and amongst staff.

Is there anyone that would like to speak?

Um start with Mr.

Good evening, Mayor, Counselors.

Really, this ties into what I was talking about earlier as far as water issues.

One of the things I was noticing in the capital project funds list under what water and wastewater utilities.

There's a whole set of capital projects.

But there's no mention about wastewater injection, which I think is a capital project.

And I'm it made me curious that it's not there's nothing in the maybe it's in the details, but there's nothing in the you know the plan, basically.

This is a very significant I believe project.

Uh used to be that if you looked at the uh report, the the fiscal, I mean the annual water report.

There was a whole page on Rio Rancho Pure project, which is wastewater injection.

Now there's almost no mention.

It's down to a quarter of a uh page, and there's really nothing explaining what's going on with the crop project, what what issues there are, which I believe there are many.

But it's curious to me that here we are in a public hearing.

This is supposed to be, you know, telling people what's happening uh with especially major projects like wastewater, but there's nothing here.

So that's the only reason I put opposition is uh I'm not opposed to the budget, but I am opposed to omission of what I think important things are.

Hi, Mayor Weimer, Counselors.

I have a couple of items uh that I hope are can taken as uh positive uh public input for our annual budget.

Um the first item that I want to talk about is in my district, district three, and we have a pedestrian walkway that goes from Chiotte Road over to Springer.

And I've been concerned for a while.

There's only one uh vehicle barrier, and it's at Springer Road.

I'm concerned about Chiote Road.

There's no vehicle barriers there.

Now I read in uh the Real Rancho Observer on Sunday, uh there was some discussion about withholding 20,000 dollars from the Standoval Economic Alliance and to do whatever with it.

And I I saw that number, 20,000, and I thought surely this council can find 20,000 to put up some vehicle barriers on that pedestrian pathway, which is begging for a tragedy right now.

There are uh drag racers on Chiyote Road.

Someone's gonna turn down that pedestrian path to beat a another racer when uh a pedestrian like me with my dog is walking along the path.

My other uh my other budgetary input concern is the budget document itself.

When I go online and I look at the document, I'd like to get into the weeds.

Um, you know, I I have uh taken some finance courses, some government and not-for-profit course.

I have a little bit of insight into what the way budgets are work, how they're submitted, the timeline and everything, but I can't as a citizen drill down into the weeds.

Um I use other expenditures in example.

What are other expenditures?

I want to bet a click on that number or the line item title and see what those other expenditures are.

Right now I can't.

Uh the budget document needs to be made more reader-friendly for the non uh accounting, non-finance uh reader, and it needs to be made uh available to be drilled into for more minute numbers.

So that's my input.

So we're on to item the first reading of ordinance is item 06 ordin ordinance authorizing the issuance and sale of City of Rio Rancho, New Mexico tax exempt general obligation improvement bonds series 2026 in the principal amount of $18 million payable from ad valorum tax taxes levied on the taxable property within the city levied within limit as to rate and amount, providing for the form certain terms and conditions of bonds, the manner of the extension, and the methods and the security for payment thereof, delegating authority to each of the mayor, city manager, city financial services director to determine the method and of sale of the bonds and determine maturity dates and amounts, interest rates, prices, redemption features, and other final terms of the bonds in an award certificate, and providing for other details concerning the bonds.

And that's broken down into three bond questions, uh roads uh at about 12.4 million dollars, public safety needs and facilities at about 4.4 million, and then 1.2 million for improving quality of life facilities.

Um in your packet, there are um breakdowns of each of those uh bond questions as to the specific projects these these will be funding.

Um as mentioned in the title, uh these bonds are secured by the property tax distributions that we get from the county for our levy for the city's levy.

Um, and we have adequate uh capacity based on our financial advisors um calculations.

So we are good to uh we have the money to pay these bonds off in the future.

Um we are targeting uh sale of these bonds on June 24th.

Um right now the municipal market benchmark, what we call the MDD MMD, um, is for 20-year rates.

These bonds would be um issued for a maturity of 20 years, so they would mature in 20 46, yes.

Geez, I can't I'm gonna count, I can't count that.

Okay.

Um and uh we were we will rely on our advisors to determine whether a competitive sale negotiated sale or private placement is best for these bonds.

Um as I mentioned, the MMD rate has been ranging between 3.84 percent and 4.19 this year.

So given the volatility in the market, we are just not sure where we're gonna land, but it'll be somewhere in between um that range.

Um I will stand for questions.

This is a really great opportunity for city councilors, I believe, to be able to go to events, perhaps that the mayor can't cover, and to be able to help out to serve the community in certain facets.

I think it's a great opportunity to be able to grow.

I've been uh the deputy mayor for uh two cycles now, which is a total of four years, and I appreciate all of the counsel um standing behind me on that and allowing me to do it.

I feel like it's been really good exposure now that I've been on the city council for uh over seven years and being able to help and support um mayor hull during that whole time.

I certainly appreciate that.

Um I believe that there's great value in having that deputy mayor position um travel around to other counselors as well, as they've had some time on the council and they they know what they're doing, and uh they have kind of that that good footing and good solid foundation.

And so uh I came into that role and accepted that role, knowing that I wouldn't want to just continually uh serve in that capacity, but allow opportunity for other uh city counselors to be able to uh have that experience as well.

Uh so because of that, I think this is a good time uh for me to uh nominate uh another city councilor to be able to work with you uh uh mayor uh now that you're in here and your new role.

And so I would like to uh nominate Councilor Colbreth.

I believe during our time, uh the time that I've been in the city council with her, uh, and she hopped in right during the pandemic, and so she came in in at a good time, and uh I've watched her be uh consistently a great city councilor, represent her district very well, but I think represent the whole city very well.

During that time when she first came on city council, we were really worried about budgets and we didn't know what was going to happen.

The whole world didn't know what was gonna happen, and so we just decided to to take the safe route fiscally.

We decided to kind of you know keep our reserves high and and uh she was on board from the very beginning uh in order to help us do that.

Uh she was an appointment, but since then um she has been through two elections and um and obviously she has the the full support uh of everyone of of the folks in her district.

She represents them very well.

Um she's I found her to be very insightful uh on all topics.

Um obviously we're not expert in a lot of the topics that we see that come in front of us that we need to vote on on behalf of our roughly 17, 18,000 uh citizens that we represent.

I really appreciate how much she's dug in, she's put in the work, she asks great questions, um, she sees through things to get to a clear answer, and she pushes forward through objections and uh even when we're on the opposite side of votes, uh she I think she makes great points, and so I think she's gonna do a great job in this capacity, and so I would love to uh nominate uh Counselor Colbreth from District 5 uh for the position of Deputy Mayor.

Um this Saturday, we have Rio Rancho's uh yard sale event that is at Cabazan Park from 8 a.m.

to 2 p.m.

Uh local vendors will be selling items.

That's at Cabazon Park, Saturday, May 16th, 8 a.m.

to 2 p.m.

The city's three outdoor public pools will open on Saturday, May 23rd at a Scabazon, Haynes, and Rainbow.

Uh and then the Rio Rancho Aquatic Center will have extended hours beginning on Tuesday, May 26th.

Uh if you know uh anyone who needs summer employment, uh, we are looking for lifeguards.

Uh very important element for us to uh for operating the uh the the three outdoor pools plus the aquatic center.
