thousand people we've got 125,000 or so now tremendous growth but along with it I've been doing some tremendous changes in the market department and Paul sent that a great idea to send out a note to some of the people that were involved in this past board members and past uh directors and past uh board presidents uh just it's in the spirit of thanksgiving to say thanks because everything that we do is kind of built on the shoulders of the ones who went before us and they've done a in my opinion a terrific job I think we have one of the finest park systems in a state I'd probably think it is the park system in the state people would say I'm a homer about that so that's the way it goes but uh Roy is the senior uh park director any kind a few comments you want to make about your experience well first of all I want to thank you for inviting me tonight it's uh this obviously brings back memories I don't know a lot of you realize that but for 13 years my kids and I my family lived here so for 13 years my kids thought we were rich and um you know I think the farmer house is a perfect example of the impact the Rochester Park of Recreation Department said on the city of Rajas originally the house was given to the other center they couldn't manage it it was just way too big and when you look at the farmer house 50 years later on the grounds the house itself the water tower now that it's been renovated it's amazing and and if it hadn't been for the park and department I I'm not sure what would have happened to the house.

I will say this when when I moved here rent on the house was 35 dollars I think it's 900 now maybe but so we had oh god there are so many stories I we don't have enough time for me to play asked well um again thank you um I'm so proud that my name's on the rock and I'm still above ground um and I want to thank the park board for uh the updates on the playground that's building show that's uh my kids don't come to Rochester that we don't have to take a trip down there in the middle of the night after I'm gone you get a report that somebody spread ashes down there which it'll be my ashes again thank you very much Ron uh did you got a couple comments I don't have a lot to say other than I was born and raised in Rochester so I've watched this department go from small little department I started working in 1964 as a skate guard at one of the uh outdoor skating rings I was only 14 I wasn't supposed to be working but my brother was 16 he got the job but he had another job so I filled in for him I worked with Roger Old and um I spent uh five years as a um summer maintenance work for when I was going to college so I got to know all of the guys and all of the faces and I ended up working for a lot of those guys and eventually they ended up working for me and we had just a the greatest relationship that's again like Roy said just extremely proud to be part of this organization and thank Paul and Call of India guys for inviting us to come back up here.

And I think the last time I was in this time but I got married here so um very special place here at the farmer house as of our entire park system so okay thanks for the invite thank you we got a couple of task board presidents Dr.

Sterling would you want to measure out with the work students I was uh board member of 2017 board president from last year 2017 I have a physician work at Mayo and retired in 2019 right my main reflection is like again wrote it up here like Ron and I class anything routine anything I still years older than so just come from the phone stay channel and uh well actually we played regularly on the ground um I've just recently been reading it preliminary book my friend is working out who said he grew up on 10 and a half street town they hill and uh bunch of action book is set up another crowd lumber house so I have a lot of great remarks from growing up here and uh pleasure to say about the hard board um time cheer um sorry yeah

And much of the action book is set up on the crowd plumber house.

So I have a lot of great preparation growing up here.

And uh pleasure to serve on the hard board.

Um cheer.

I also got the doctor is a noted historian and has done one of the best histories of Rochester.

I think we're still the president.

That's still we have uh a couple uh Larry Martinson is here, he's a former board president.

Um I served on the park board from 2009 through 2000 sapphine, and I continue to follow uh the actions of the park and right departing and the hard work on a regular racist.

And I think it's exciting for all the things that you folks have accomplished the last decade or so.

We've got uh uh Andrew, I was born too rep from I think 2016 to 2024, and um it was uh it was it was a challenge at times, but I am delighted with a lot of the work that we got done, and I really enjoyed seeing those things implemented at Other Great.

So um, yes, it's the dirty things that we have to yes, uh uh uh please.

Former hardboard, um what board four commissioner?

Um remember the years.

I think it was during COVID.

Um blur.

I think similar to so many of you previously expressed um this place, this this place is a very special one.

And I have so many people in the community that I know that have had special moments here, whether it's photos or a wedding, and it remains like one of the most beautiful places, but also priced excessively so people can get married in a beautiful spot and not break the bank doing it, um, which is important, and then um and then just you guys, each one of you that worked at at Parks and Rec and then on the board, right?

The civil service, the public commitment, working with our public colleagues that I'm sure at times very much frustrate us, but also um really shine a light on hope and um perpetuity, right?

You guys, I I know when I'm gonna pick up the phone and I'm gonna talk to somebody at Parks and Rec.

I'm always excited because it's fun and we they know their stuff and it's done well.

So um it thank you for for putting it's things like this that inspire me to go do additional work.

So thank you so much with your uh Dale.

Yeah, so Dale McCamish, I was uh an employee started at the rec center 22 years.

I put in with the city, nothing compared to Ron or Roy there or anything, but very good friends with Ron and Rolling.

We still have coffee once a month, but uh been gone for about a year and a half now.

So Mark and uh Chad, Marty were still on the board back when I was around, but um a lot of changes.

My last our last major project that happened before was the swimming pool, so for like uh swimming pool.

Um it's just amazing to see what Cascade Lake turned into after years and years of work way back when Ron and Denny and Roy were there, how it transpired about the game haven't is amazing piece of ground out there.

Silver Lake is soon gonna be another amazing facility.

So you know a lot, a lot of good things going on, and uh I keep an eye on everything, but uh you guys are still doing a great great job.

Um next item is old business, and it's a mobile sauna permit application for soldiers' field park that was discussed in our past meeting.

The action in question of approving your permit application to operate a mobile sauna unit at Soldier Shield Park November 25th, uh 2025 through March 26.

Uh of March of 2026.

And I think it nope, nope, November.

Yeah, okay, that's where it's if approved the part for uh by the park board.

The staff will determine what exact spot it will have the details on the permit are in your agenda.

Um Paul or uh Mike, do you have any comments?

Well uh uh pictures are here then.

Here we we did walk the site, we determined the location uh were able as they are on the on that site.

Um we uh shared uh few concerns about snow and other details, but overall think we established students communication and knowing it's a pilot program.

I'm sure there's gonna be uh communication and maybe concerns uh that we'll figure out as we go, but um, I think we've gotten a spot that will add to the number of activities there, uh cross pollinate as we wanted to do between uh and all the state activities going on and soldiers.

So uh I think we're in good shape there.

Uh and very uh uh mentioned uh the details are in the uh permit.

Um we received helping on Brent Broad uh or of Mr.

Carlson for uh getting the permit uh drafted.

So when you approve this, what we're asking is to approve that concept that is uh as other communities do, as other vendors come forward and it I don't know if that will happen, but uh it would be a streamlined process now that pitchers were pioneers on this.

Uh but uh uh we'd be able to uh staff would be able to approve that based on the fact that we have a established policy in that uh permit.

We have an established fee, and uh so that that would be assumed to be approved as as part of this.

The report knows that this there are cities in the state that have allowed this Minneapolis and Minnetonka and Ramsey County, so that we're not the first one in the state of Minnesota that would be approving this.

So I did I did a little looking.

And I just had got some information for reference.

So I just looked at kind of the surrounding area.

So Stuartville passing Winona and Oatona the closest within range of driving distance per day trip.

And all of them have not only passed, which we do have, um, but individual passes and I found it interesting that the passes, although varied in in rates, um, also varied in like number of people per minute.

So like some of them is four four household with five household, some of them were more, but uh but all of the all of them did offer a pass.

And I just thought about um you know, kind of the pros and cons of offering a pass.

Um even if we were to price ours far above the highest, which is 190, which is Oaton.

Uh if we were to say put in at 300, um, and we sold 50, that's thousands and thousands of dollars that could go towards fixed costs.

Um also does something really nice, which is you can buy it as in a gift.

Um so they're advertising on their website that you could find it like the grandparents could buy it as for their benefits as yet in a generation where we're all trying to look for things not electronic or not pulleys to give kids and family members.

Um that might be a great opportunity.

Um also the there's a couple of other things for for passes where there's this in marketing when you pay it, pay for something ahead of time and then go to that place.

It's it's almost as if it's done, it's passed, and then we can go, and people are more actually more likely to buy merchandise, um, to buy things on site, to buy concessions, things like that, because they are not still having a second shot in one door.

So they've already paid for it months ago, and it's a dumb deal.

They're more likely to buy that soda to buy that extra thing.

Um, so there's there's a lot of of benefits to this type of program um in marketing, and that's that's a fact.

That's preventing marketing.

Um, that it creates loyalty, it creates um uh a fixed res revenue stream, which for something where we're trying to build, I would feel is important.

Okay, so I think you brought this up before, so that's yeah, Jen, did you have a comment?

Well, and I was just gonna I don't know, I don't recall when the intent was to come back.

Um, but I know that the request that had gone forward from the board was to ask what would uh cost advantageous for us costs, and I think just with the little bit of looking that Rebecca's done kind of shows we're not being competitive.

Um if we're not offering a family pass.

I mean, every the pass is ranged from 145 to 190.

Nothing was over 200.

I know in the past CASM was 260, so they've reduced their price.

Each of them offers an individual pass.

Um, each of them offers a punch card at a significantly lower rate.

The highest punch card uh for 10 visits was 70, and that's also okay.

Okay.

Paul or Ben, do you have any comments on uh uh I'll I'll start out.

Um I and um we obviously we don't we don't see the passes in the um right in the the fees uh and it wasn't that we we we did discuss it from our last board meeting to you today.

And it wasn't that we we did discuss it from our last board meeting to you today.

Well, Ben primary uh supervisor over that program.

Uh brought Mike in, just overall budget uh uh concerns and issues, just wanted to bounce ideas off everyone involved.

I believe uh quite a few of our other staff members who were involved in the discussion.

Um several concerns that we had and why why we took this cautious approach.

Uh we we you know, we've had unique uh seasons since we've been opened uh at Soldier's Field.

The first year was great.

We had uh a lot of participation.

We had some operational concerns that uh really informed the planning that went into uh why we're running the operation in-house now rather than the the full partnership with Swarm Club.

Uh so there's some operational uh concerns and that uh that we wanted to address.

We we don't want to be it in a deficit situation because we were with one.

We're being very cautious there.

Last year we had really good participation, but we had a lot of bad weather.

We really don't feel that gave us a great picture of what our revenue would be like uh before we move on to doing any further reductions or passes.

We um we also were, you know, we we also would like to see what it's like if and I would recommend we go a couple of seasons to find out what it's like to have both soldiers and silver lake operation, and will that provide some uh other options for you know a reduced rate at uh Silver Lake, you know, we'll will families find their way to both pools to kind of plan out their recreation for the summer.

But overall, we uh you know it's one of those uh issues that we we uh look at and uh spend a lot of time on.

Is we we don't want to get into a situation where we're putting a fee out there and then having to take it back.

And then that that was the overall concern is just making sure that we have a really solid uh cost recovery uh plan in place and receive some experience from that, we get some experience from that over a couple of seasons.

I mean, even if that's 350 dollars, if you sell 20 passes, 7,000 upfront pay duh.

I mean, I I really I just don't see how fixed money upfront before the season starts is a downside.

I mean, the people are not gonna go every day.

When people like myself with kids buy a pass, you know you're not gonna use it all the time.

Half the time you buy a punch card, you don't even use all the punches.

Like I to me, it's leaving money on the table and they're gonna go elsewhere.

Yeah, so our our our uh my response is we're more concerned, those are very good points.

We're more concerned about the timing of it.

Is this the right time to move ahead?

Do we have enough uh experience and history with with Apple and having two pools open to move ahead with pass?

That was the question that we deliberated on.

And I'm should turn the time over to Ben because he's uh for the most time in researching out the the E's and comparisons.

Yeah, so Ben, do you have any comments?

I would just add one detail from an operational perspective that it's been my observation that I can put more pressure on the front desk staff trying to handle um that they're just can be um difficulty in the uh processing people in with the family pass because of just validating that they're indeed part of the household at one address and the different types of things that are common in the the policies of what a family pass entails, and you know, you'd be asking 16-year-old, 17-year-old employees to be able to handle that um contract resolution that is what would be happening at the admission above I would say it'd be another one of my concerns that I would need to believe that out before I feel like the bulk with offering a thing and pass at least.

I think there are and there are as we what I was also I I could just add that when I was also researching this, expanding the search a bit to some of the southern suburbs and places like um some of the yeah, southern metro suburbs.

There are some pools that are not offering uh uh a pass, um, they just have a DOV admission.

There are others that just offer an individual pass, they don't offer a family pass just again for that concern about um having it properly applied to um households as they come in and utilize the pass.

So I think there could be some options for us to look at uh maybe that way that would be at least uh maybe a step towards that direction.

Um those were other things that I've been came across during my discussions with other um pool managers on the state.

Okay, Lark and Chen.

I was one who opposes and the only I just have some concerns about I'm gonna say anything about bad about it because I think it's an option.

We need to look at all options, but I do think it needs to have a number that's associated with it, how many people get in without cost.

And then I'm concerned about if we do create the cost quite a bit.

What happens if the pool is doing really well and there is no vacancy?

They build it to capacity as far as they could fill it.

What happens to a family that would say all of a sudden you know we can't come in and you've paid pre-paid for all this food money.

I mean, that's part of the rest of the well, it is a risk, but it's it's also when the people get there and they say that, and that the people say you can't come in, we're full.

There is a problem, and that needs to be resolved before that that needs to be set up front when they purchase the passes that if you're going to buy this pass, the risk is on a really nice sunny day, as we talked last time, and we were looking at one year once we had a great year, and Ben talked about how full the pool was at capacity many times when the sun was out, you know, it's nice warm day.

And if you let people stay like we were talking about doing last year, we changed it instead of taking them out after a certain amount of time, if it stay, it's gonna happen more often where it's gonna stay full of get full.

So I'm a little concerned about that price-wise, I don't want to raise the prices just to cause people not to buy passes.

I think the reasonable cost, whatever it passes, should be the cost of that pass.

But I do have concerns about how many, how do you verify that?

Do they have to give you names?

Is that records and we're asking the 16th or our 16, 70-year-old gate people to have to go through a Rolodex or some computer system to see if they were on there?

What happens if that's violated?

Um somebody comes in and says, This is my son, and it's not, it's a friend who's using Sam's name.

Do we care?

Do we not care?

I don't know, but I think those are things that need to be worked out.

I just I think it's really hard when we've had Silver Lake down this last year.

We don't know what the options are for the different people, and until the pool is totally done, we won't know.

So I'm not gonna say yes or no to this at this point.

There's just a lot of things that need to be done.

And if the the board's feeling is to move forward with it, I think before we come out and make a price issue with it or state that we're offering it.

We really need to make sure that we checked all the boxes, make sure that everybody understands, and it's not a question of wait.

I didn't know I couldn't revive people first at school or what have you.

I think that all has to be very well stated and published.

And that means that if we have passes, it needs to be written down and posted before people come in.

Um I think it's wonderful to I would love to hear Ben tell me that our pools are a capacity all the time.

But we know that that's not true.

There's a lot of activity still being on our pools.

So I just say if we're gonna go forward with this, we need to be cautious, but I don't want to price it high just to price it high.

Because that's gonna put expectations on to those families who purchase those passes in getting any kind.

However, I really do like the idea of having people purchase it as a gift and get to a family.

What a wonderful time to think about now doing that for the holidays and buying a pass for the summit.

What what a neat gift.

I think that's uh the idea.

I think that there's many templates for terms and conditions, and I'm in full agreement that that would need to be very clear.

Unfortunately, I also think it's disingenuous that we asked for options to be brought back, and then they weren't, and it wasn't addressed until it was called out.

I'm voting no on it, and that's gonna be the end of my commentary on it.

Um, I think it's unfortunate with this and with the sports complex that feedback from the board and from the community is not always been considered.

Um that's why I'm voting no.

Any other questions about the partner?

I think from a situation where we lived at the swimming pool where I grew up, and we had fan in the past, so I'm just basically uh baffled that they don't have and I understand there's uh difficulties, but it's it's just a matter of um working working through the um person, and uh it's something it's all problems are management, so it can be worked out.

So I I'd like to see the video uh I've heard them.

So I just kind of want to understand clarification of like both are determined to we don't have a week right now to apply with one, or was it just the past?

Uh we do have the punch pass uh as part of the peace schedule, and uh those were popular item past two year cooperation and uh soldiers will have the same person.

Uh consensus that uh we we should go through a season and at least another season of that uh determine uh you know what the revenue you know costs continue to go up, and uh that that's uh avoid uh having to bring things to this board that are bad news and uh we we had a year of that.

Uh a lot of that was uh us being overly cautious with suitable and staffing.

But uh yeah, we we uh we do have that both or anything both.

Yeah, being a little neighbor support with was clear and on.

And you know, just when I think about those things in my mind, some of the benefits are the same of you know, guaranteed revenue, maybe a little less complicated, um, you know, for operational reasons, um, you know, that back end too.

Um thank you for clarifying.

I could uh some of the operational things we talked about is what is the household uh today versus several years ago.

Uh if we say everybody in the same family, not everybody in the same family is living at the same household.

We say household we we could we could quantify that, but um uh then do we put a limit how many uh resistance per pass and does that exclude part of the family?

And then we do household and family, and then yes, it's manageable, but as Ben said, uh 16-year-old working the front desk, 18-year-old sometimes that can be a little challenging.

Um and uh enforcing, you know, it's a lot to put on uh our typical seasonal employee to be an enforcer of those things that happen when people try to bring more people in or switch out who's in their household.

Um those are some of the concerns we any other questions or comments.

Well, do you have adult supervision, or is it all kids running the pool?

Oh, we we have managers uh that are there and they they do rogue, uh Ben can give a better picture of what that's while I'm interested in it.

You do have adults there supervising these younger individuals, right?

Um then I wouldn't be worried about having youth doing that type of work.

You know, I have a grandson who works in McDonald's.

Uh he's 16 years old, they have them in a management position.

Uh yeah, our kids are bright, I guess is what I'm saying.

I don't I don't think you can sell that short.

I guess what I'd be interested in is you have other communities that are doing this.

How are they doing?

They're doing it, Casen.

You list your kids.

Sometimes they uh one year they took pictures of the kids.

They don't have to live with you if they're part of your family, if you have a split family, and there's add-ons.

And there's add-ons.

So say you have they include five people in the household, but you have six because you have one extra kid, then there's like a 35 add-on to do it.

It's all written up front.

It's all known.

There's no hidden fees, it's all over their websites.

It's all of them do it.

And if Casting can do it, and Stuartville can do it, I really struggle with why Rochester can't do it.

Well, one of the things I think is that we honestly look into the how to, because you brought up some good points.

Uh you know, in terms of operation.

And I guess there's no reason that you can't or shouldn't do that.

Uh the whole concept of a family pass uh without a doubt would appeal to me.

Um I I think that's I appreciate being very conservative, but you can get so conservative that you can get mauled down.

And I think there are ways of finding out how are these communities doing it?

What are they doing?

Bring it back.

And let's see if that is a very workable situation.

If uh a community can take pictures of families and then have them on a screen, and that works, that shows that you can do this, and I think that's really important.

Or you just say that there's six, it's like a cable kind of thing.

You get six TVs, you get six admits, and yeah, it's capped, and that is the terms and conditions of it.

And it's easy peasy.

Um, there's ways to troubleshoot it, like Marty said.

Um, I also think that if we don't do it, that's just less data that we have.

So saying we shouldn't do it until Silver Lake is open.

There's we're just diminishing the data that we're collecting by not doing it.

Well, also I think just doing the research of how these other communities are doing it, then is this applicable to what we can do, or should we not be doing it?

Um again, I I I appreciate wanting to see.

Well, let's see how it's operational.

But if it's you could be doing that for five years, literally before you start some things.

And there's no reason not to be um more out front on doing it and doing the research.

Um, you know, if if one of us can go around to these communities and get the data that we just heard tonight, I think you know, the people in the park board can do this or the park district uh are are people doing that research and bringing it back to the board so we can honestly look at it.

I'd like to motion that we have staff look at this opportunity options, all the options that are out there and be bringing back by the February meeting, so that we can look at whether we want to support to have family passes or not.

So I'm not supporting or not supporting them just saying I want the information to come back, looking at what are the what are the options that would be workable then for the pool for your staff that you would be able to work on.

Do we have the paper that we need to pull those and have a five?

Look at what you would consider how many people would be included on a family pass.

Uh, what kind of science would you have as the pool and on our websites to indicate whether people would be in what happens if the pool is over capacity or at capacity at that point, so then it's not an issue or not available, it's right there in print.

So and then the other options that you might be able to come up with because years ago we used to buy passes, family passes to direct cents.

So again, I'm not saying yes and no, but I think as Chad is talking, we need to make sure, and that's why I want to put a February date on this, so that we have to have that information so that the board can make it 15.

It would be helpful to know what level of subsidy the board is comfortable with for the outdoor tools.

Like we we uh recover costs through the fees in last year.

Uh you know, they at the end of the day, uh, because we're gonna proceed to start adding this into our planning for the construction of the pool.

Uh I think they're pretty confident that'll meet their goal.

And if we come up a little short, we probably have to look to park reserves to fill that, which uh having these would be very nice.

Uh the three uh amenities as you've seen in the list are uh the zip line and the uh climbing wall and what's the third one we got and the basketball.

So but uh Paul and I both met with them and they have a have a good plan to raise the fund so we don't better successful and more power too if they can they can do this.

I keep did we get it on Grand Marina construction?

Is there any update on one?

I can share an update on that.

So right now it's kind of what it is for the hockey season.

They've restored a small gravel space on the west side of the building for some additional parking and drop-off area.

They will resume construction once spring construction season starts again, they'll continue working on the new exhibition center.

That will go with the summer, the heart of the construction season.

The goal is by next time to be reconnecting um refrigeration so that we can be stay on time to have ice back into all four arenas when that typically happens in the fall.

Um and they'll be by that time they should be kind of within their building, the new building, and continuing construction there on the exhibition center.

So next summer, uh it would be a much different schedule for ground four, for example, with how ice lasts deep into the spring.

If there's any way, because um when they opened up parking on the the west side, okay, it's a triangle, it's incredibly awkward.

Like I drop off my son and we're all in line to drop off or pick up.

And there's this weird triangle that kind of it's it's in front of the building, which is great.

But if we could like make it square or even rounded so that we could all get out, because right now it just kind of pigeonholes us, and then we have to reverse and then go back into the flow of traffic.

So if there's any way that they could like make that not a really really small triangle so that people pull into it and then they have to try back out again.

I mean, most of us who are doing this all the time, we don't pull into the triangle, and then we're just parking out, but like there's people that are maybe newer that pull into the triangle and then they're trying to reverse into this entire line of cars that are maybe signage, dropping off side uh signage, or even if they could just move the barrier like 20 feet, and then we could all just make a U and just exit like that would be great.
