So we can move on to item six, which is public hearing.
We have two public hearing uh unit and the night's agenda.
After stock have given the report on an item.
After that, uh each member after stock, I'll give a reporting item.
And then uh after that, each member of the public wishing to speak on the item will have five minutes to address the commission.
Item 6A is additional use of it numbers C D 2026 001 C B by N A B L L C for the placement of excavated fill within the 100-year flood form platform distance subdistrict compensatory stormwater storage area in movement and the development of a really one commission.

Uh good evening chairman of the commission rochester community development.
So I'll be in the presentation tonight for CD 2026.
So some just general background information, property and I guess I map there is highlighted in red.
It's also the case.
Rochester, it's a half mile east of the intersection of West Circle Drive, Northwest and 7th Street Northwest.
It's all south of Highway 14.
Um again, requesting it for the placement of excavated bill in the 100-year fleet for all subdistrict.
Umbassory storage for that bill, and then uh an addition of a new building.
Um tonight we'll be acting as the decision maker and so staff defragming approval with uh one condition.
So just some general information zoning, up to zone XG or discussed general, it's currently by the key for construction and to the southwest.
You'll see there's residential property football.
Um city owned land of recent two north industrial property.
And then to the southeast would be Cascade Lake.
Land use uh similar to the Eastwood Proxy Open Space.
Uh the subject site would be commercial and business development and then to the north industrial southwest will be low dance residential.
So again, tonight we're looking at the floodplain specifically the floodflow district.
So on this exhibit that you see on the screen right now, uh the red is the area that's going to be cut or excavated, um, and then green is where we're gonna place that uh fill.
Um and then green is where they're going to place that uh bill.
So they're proposing to cut 1.083 uh cubic yards of dirt, um, and then fill only 1.007 yards of dirt.
So at the end there will be a net uh gain in the floodplain capacity.
The six of it.
Um next screen would be the extension of the plug prone, which is red, uh, and then the dash is flood weight.
Uh I will note that the DNR when they went into the um rework Cascade Creek.
Uh, they did not do a plumer.
And so this isn't technically um the true extent of the floodplain, but because it's mapped and it's adopted, um, we have to go through this process.
Um, so the flood wave should really be going.
Um on your screen though, you'll see that the baseline elevation is 1009 uh feet, the building under proposing uh with their second line that they have in review right now sits at finished floor elevation of 1014, so that's five feet above that baseblood elevation.
Um for the federal regulations require two feet.
Um one is the standard, and then there's an additional one foot for free board, which is meant to account for any unknown uh future flood issues.
So I mean there could be you know an increased rain event.
Um so that one additional food is kind of what they do to uh make uh for future considerations of potential climate change um impacting.
Um on your screen now.
I just kind of overlaid that flood prone with their site, so it's all happening within that flood prone.
It can't happen in the floodlight.
Um, and then just findings in brief again or tired of the findings uh be within the agenda packet, but overall the uh applicant has hired uh engineer to provide um his calculations and our public works team and community bump protein work together to determine whether or not that was satisfactory, which it was um and then the project is designed to avoid negative taxing year by our downstream properties.
And what I will note with this one, which is different than the previous floodplain development permit you heard is this one actually does include a building, and so that building does have to be built to flood you know from the standards, um, but with that base flood elevation being 1009, and then it being eliminated to 1014.
Um, there are more than meeting those standards as well as with what the building will be made out of.
Um so that's all gonna be handled to the site development plan um application, which you won't see, but you are here to make the decision based on the floodplain and whether or not there's an admin.
So on the screen now is the recommended motion.
Um again, we're recommending you adopt resolution uh with the one condition.
Answer any questions you might add the applicant um and their consultant or the audience.

And yeah, I think we saw it in me and I'm on work well with GPU that you travel environments to be reviewed process for the entire board, the building and process right things is gonna work development site, so identified for the uh requirements of the cells proven for the actual subplane.
So we've uh gone through all the calculations, submitted the grading plan to the city, then the river review resubmitted.
This is the last item to check the docs for them to approve the grading plan, and this is the keynote items from the site development and start with the fraction so they clearly and excavation and start with the building construction this year.
And as well representation by also needed to answer any questions here.

We're using the model, the excitement, this building, and uh a new office for our business has been in the works since my dad was the president 13 minutes ago.
So we just can't be more excited about it.
And we're actually going to be a neighbor of the city about Cascade Lake fields.

Item 6B is the conditional use permit numbers for each of the original six 002 C U P by T SJ Farms NSC for the construction of an assistant assistant living memory care facility within that within an archer zoning district subject to conditions of the cooler.

My name is Desmond McGill.
I'm with the community development department.
I'll be bringing through this application tonight.
This is for the Marion Woods Assisted Living Center C UP.
The applicant for this uh project is T SJ Parks LC.
The location is on the southwest side of Marion Road Southeast, and approximately 1300 feet northwest to 20th Street Northeast at 1915 Merriam Road South East.
They are requesting a conditional use permit to allow for a nursing to have facility in that R2 zoning district, which is slow density residential small lot.
And uh zoning commission is the uh deciding body on this application tonight.
Uh staff is recommending approval.
Uh, in terms of the um process that the approval through um started off with the neighborhood meeting, which is just an administrative uh process for uh uh and presented uh by the consultant uh to the neighborhood.
Uh this is where we're at right now, the additional use permit that's in the pocket up positive usual matter uh to be looking at the criteria and ensuring that they comply with those criteria.
Um site development plan review would be next.
That is an administrative review if it's currently in uh in our office and it's being reviewed as next week.
Uh the development agreement would be after that, and then the civil plan reviews, and then building inspections, or building permanent inspection.
Uh this is the zone map here, uh, as noted, the sites are two property down to the south and over to the west is also zone R2.
Properties up to the north, northeast, and um uh to the east are zone R1.
And there's a light industrial property just across the street on the east side of Marion Broad.
This is the comprehensive plan land use designation.
Uh the site is the Low Density Residential, as are all the properties around the site.
Um a uh service unit.
Uh small employment development uh zoning design or land use designation uh here in the pink, and we also have uh parks and open space further off to the west.
Surrounding land uses, uh, this used to be the site of uh of a trailer port.
Uh there the office still remains today, but uh that would be removed with this project.
There's four single family units that front uh Marion Road off to the northwest.
Uh Longfellow Elementary is also out there as our city owned recfield students out of long bubble.
Um single family to the north and over to the east, immediately adjacent to our site.
We have a city-owned property, which is used uh for drainage purposes.
It captures uh uh the uh stormwater run from the north side of the Marion takes it down to Bear Creek.
We also have a couple of additional single family uh single family residential units to the southeast, uh small piece of industrial over here, and then we also have the undeveloped Bear Creek floodplain on the south side of 20th Avenue subject.
These are the zoning standards for uh the project area.
Most of them are bad.
Um, as you can see, uh in terms of the landscaping area minimum setbacks, uh maximum lighting at the property line.
Um, those are all compliant with these zoning standards.
Uh, we do have a question about the whether these movements at the light source are exceeding or not.
And that just may need a conversation between staff and the lighting consultant.
Make sure we are understanding the plans correctly.
So that's one thing we have to look at.
And then the other is uh the area down here in yellow.
Uh, there is a type four bumper yard that is required with this development on the west side.
Uh we do not have a plan that shows that um, and uh that would be required for the west side.
Um, and then we also have parking uh in which your site plan shows 50 spaces where the maximum would actually be 38.
And I know in the staff reporting it indicates 36.
Um, however, that that calculation was based upon the number of bed bedrooms in the uh in the facility rather than the number of beds.
So uh they have 64 beds, uh therefore they could do up to uh uh 38 total spaces, six of them visitor parking.
Um, so that would need to be revised.
Um this is the site plan here, very straightforward.
We've got the parking out there on the northwest uh northeast side.
Uh we've got a large storm uh retention basin on on the southeast side, and this is the 6100 square foot uh facility or 61,000 square foot facility, uh, which is an assisted living and uh memory care.
Uh, this is just the architectural site plan, provides uh uh the room layouts and what have you.
Um, most of them are studio and one bedroom, although these units over here on the end are two bedroom units.
They also have a chapel and a dining area and a small patio out on the back side.
Uh these are concept elevations that we're currently looking at.
Looks like they've uh you know, got a lot of uh different uh undulation in the front uh of that facade and on the back.
Um so they will need to comply with all our design criteria forward for a building of this size.
Um CUP criteria of this summarized uh uh detailed summary can be found on pages five through nine of the staff report.
Uh vehicle loading or parkings will not create safety hazards or place burden on public facilities.
The site plan provides pedestrian access uh to the building, including from a public walkway.
Uh, the operation of the facility does not create significant impacts on utilities or the neighborhood.
Uh, the use does not create significant environmental impacts or the surrounding area, and there are no prior development approvals for the subject property.
The application applies with the UDC standards as uh as required and as accept as identified in the staff report.
Um corrections can be provided uh to those areas through the site development plan process, and we would want to see those that it's been changed before we get to an approval of that site.
Ums of approval.
Um, generally, we're looking at uh six conditions of approval for them to address with this uh site development plans in middle to change the reduce the parking to 38 spaces, uh provide an updated lighting plan, demonstrate compliance with uh lumen requirements, um, provide fencing uh needed and vegetation for the type four buffer yard standard along the west side, and to add some vegetation on the southeast side uh to provide some screening down there.
Uh and I can discuss that a little bit.
Uh on the very south end of that buffery yard, uh, there's no adjacent development immediately.
Essentially, what it would be doing is just um uh screening two different landscape areas.
So um we are recommending that they take like the bottom 65 feet and apply those over on the southeast corner of the site to provide the folks on the on the uh B side with uh some some plans to uh create a visual break.
Um also they need to extend the parking, uh sorry, the sidewalk to the northeast property line to facilitate pedestrian connection.
Um, and then these are just standard civil engineering plans payment applicable storm water management fees will be required through the site development plan process, and the ownership uh execute a city prepared pedestrian facilities agreement prior to the SDP approval.
Uh again, that's pretty standard uh language.
Uh second condition would be that uh access permit is required by Wolmstead County Public Works.
Uh right turn lane will be required, reconstructed.
Uh board would be proposed to access on Marion Road southeast.
And uh community development is recommending approval of this application uh subject to those two conditions.
Uh and uh our role our motion is for uh the commission to adopt the resolution approving a nursing home facility in an R2 zoning district, uh, and adopt the findings of back as presented in the community development memo dated March 25th, 2026.
Uh subject to conditions approval.
So um that concludes my presentation.

Chair, members of the commission on Bill 28 WC engineering, and we are speaking on behalf of the applicant this evening, which are T S jury parts LLC there, the numerator property as well.
Um we have submitted for a conditional use permits allowed the use of senior care facility in the R3 zoning district as a conditional year through the conditional use permit process.
Um Desmond going through the project for the uh thorough, but it's a two-story 64 unit assisted dementia care facility.
It's a much needed um both the senior assisted and the dementia care much needed facilities in Rochester.
Um we we want to have the 38 stalls instead of 36.
That's what was in allowable by the 64 units.
We're intensifying our staff's recommending to intensify our buffer yards, which we will do, and then we want to make sure that you know we have the aspect circulation around the building is separate from any of the parking lot areas, so for safety reasons.
Uh we our plans include a right turn aid for Marion Road, which is requirement of Wolfson County.
Traffic waiver was issued by the city engineer because of the reduction, and a number of codes per day from the previous shoes is a fair requirement.
300 to the CD care not 50 to 28.
That really concludes in my presentation.
I didn't say that we are in agreement with the two conditions with change to the 38 stalls.

This is kind of hard if you remember the solved this year, but you see where there's a small uh bond that's up there on top, just trying to side of the it'll run from Marion will kind of back to the south and that's it.

Yes, um, these units are they like it's a nursing home.
So uh are they going to be like for rental?
Are they going to be for deputy occupancy and people to come in for care and move out or in for sale?
Yeah, they'll be it'll be a rental thing where the patient passes and by patient circles recycled around.
That's what the management firms use there for staying.
So basically it's a rental, and uh people they can choose to move out, but uh it could be arranged and not for sale.
Pretty pretty rare to be well, obviously we'll be into the dimension here.
Uh just it could possibly be in the screen.
I'll say there will be much subsidies.
It is a CUP, so I don't know if this is the right time to ask this question, but uh I think Rochester has a plan to promote carbon neutral by 2040.
And if so, are we doing anything to bring that into the demands that really have it goes up?
Yeah, it would be more of a question for the architect.
Unfortunately, is not participating tonight.
So these they're not in Minnesota, so usually they're pretty good at providing addressing them.
I do have one new assignment system with uh standards of never site.
So they're usually the course still.

Yeah, I'd like to ask the city.
So I think as um I'm it's a question for staffs because I was looking through the um the unified development code.
I was trying to understand where these numbers came from in particular for parking.
So 30 when initially was written to 36 spots.
Um, they anticipated up to 20 staff that might be on maximum staffing time, um, which is more than 50 percent of their available parking.
So I just want to confirm that that's a correct interpretation of what's in the UVC.
Yes, it is a correct interpretation of the UDC.
It otherwise I think it would have uh mentioned that additional employees could be considered in the parking that that is uh placed out on the site.

Um item seven A is a presentation from the CI register.

Um we have an additional presentation from the planning division providing a recap on planning applications in 2025.
Can we have a board staff?
So pull up my presentation uh yes a little bit late, but uh we have uh some information for you regarding this the uh summary and uh uh the year in review of 2025 in terms of the applications we've looked at uh any divisions.
Um terms of uh administrative approvals, these are the applications that we look at at a staff level.
Um as you can see, there are several uh that include site plan minor modification, minor plan subdivision, meets and bounds, block line adjustments, general development plans, February comment, and left link permits.
So uh in its note um most of these are pretty much trending almost the same as they were in 2024.
Uh minor modifications we did see that one increase, worked almost double.
Um, but other than that, most of the uh numbers are pretty consistent with what we saw last year as well.
Uh the total number uh last year was one 16.
We did 129 units on the applications this year as an administrative review and approved.
Uh these are the kinds of applications that go before the planning commission and to the city council, and unless otherwise noted, uh so we have annexation, major land subdivisions, additional use permits, street vacations, uh land use plan amendments, zone changes, uh text amendments of the UDC, road management map amendments, shoreland protection permits, and major modifications.
Uh now planning commission and city council sees all of these except for the ones I just highlighted here in green, the short land protection permit and major modification is reviewed and approved by the planning commission.
Um as you can see again, uh in terms of our total number of applications that we sent forward.
Uh it's fairly consistent with what the toll was for last year.
Last year we did 44.
Uh this year we had 41 applications in review.
Um these are applications that should say 25 that goes directly to city council, and that includes final plan.
Uh it also includes uh green tree bullhard agreements.
It also includes utility easement vacations.
Um, and uh we had a little drop-off on that.
Last year we did uh 28 of those applications, and this year we did uh 24.
Um and then we have the board of adjustment.
Uh last year we did not meet very often.
Uh as you can see, we had um one appeal uh in uh to 2020 work.
Apologize.
Uh and then uh this year though, we had six variance requests.
Uh that brings the total number of land use applications brought up to 199 applications this year.
Last year we had 189, so we did about 10 more applications.
Uh we also facilitated 70 uh redevelopment meetings and also 75 coordinated uh 75 meetings for neighborhood confirmation uh meetings, uh neighborhood meetings for applications.
So our yearly comparison uh if you if you want to take a quick look, you can kind of see how how they trend.
Um generally there's nothing super surprising here.
Um it is pretty consistent um in through all of these.
Um I think uh if you look at um you know 2022 um or uh 2025, like I said, we had 199 uh applications, uh which is 10 more than last year.
Uh with last year was a 50-year application increase uh from the year before.
Um, and then uh 2022 was about the same as well at 128.
Um these are commission reviewed at land use applications.
I'm just gonna go over some of the ones that you took the look at this year or 2025.
Um you can see most of the zone changes do occur around the periphery where you see a lot of you know re-built development, that's where uh there's a lot of activity occurring or land use applications.
Although we did see three um internal um that could be characterized as infill types of projects that included um the um uh west center street multifamily project, uh just west of downtown, and then also the riverside uh development because it was its own change to R4.
Uh also we had um umley broke, uh, which is uh small project in uh sort of an overnee area um with a lot of areas that need to be preserved uh because of the uh existing decor edge situation, but um they do have a small number of units in there, and uh that's definitely an infelt project as well.
So I just kind of wanted to bring those to your attention.
Um this is the riverside zone change.
This uh was a project that included 13 parcels.
There was a request to change the zoning uh from R2X to R4, which is high density residential.
Um this is the the image on the left is not the subject um proposal.
This is a previous proposal that they had worked on uh in our city uh down by Soldiers Field projects being spiritually banks.
Uh I do not believe they have uh elevations yet prepared for their submittal uh that we anticipate here sometime in the next few months.
Um their concept is a boarded uh a multi-story building portion of it being sport stories, and then the other being seven stories.
Um, and they would accommodate 175 to 215 units in that development.
Um it's on 2.4 acres, and like I said, the change was from R2X to R4.
Uh another uh project that we worked on for a zone change was the West Center Street zone change.
Uh and uh this essentially is uh adaptive reuse wasn't not exactly uh and the site that you see there is uh there's six uh five structures there, and um that is the site of uh women's shelter, but it used to be the women's shelter who has since moved to Howard out of this facility.
Um and this owner uh or somebody is looking to purchase this and develop a three-story uh four-story multifamily uh structure under the R3 zoning district.
So this was a change from R2X on uh C.
Apologize something out of the way here.
So it's 1.2 acres in size, uh, but this is a nice opportunity to get additional density downtown.
Um we didn't really have this on our radar for until the applicant, you know, came in to talk to us about it.
Um so on this month, like I said, four story 19 or uh 90 units overall in this particular site development.
Residential development, major land subdivisions, or otherwise known as a preliminary plan.
This includes town home and single family residential.
We have had a total of 10 major land subdivision applications.
And uh which produced uh a potential for 1,148 lots, which is pretty significant.
That's quite a jump.
This almost also covers the square mile.
Um, so 594 acres is pretty sizable.
So it's nice to see some of the single family residential, some of that market to really start to flourish.
Um, so that's those are projects we're excited about.
Um, and you can see again the blue uh the green uh dots, those would be the areas in which uh we've had those major land subdivision applications come in.
We've had a couple that could be considered infill, one being the London uh Brooks uh on application uh with that red dot there, and then the flowing valley one came down here.
So it's good to see those come through as well for an infill purposes.
Uh residential development, oh, the fine plants, these are done.
Um, these are reported and real lots now.
Um, we had quite a few eight.
Um we had a total of uh 513 acres uh platted, and then that would resulted in uh 560 baby lots.
Uh the final plan is a technical document that needed to ensure all aspects of a major land subdivision are complied with uh or conditioned as needed.
Um one of those developments, uh a major land subdivision preliminary planet.
We had um see Stonebrook six and seven.
Uh, this is on the east side of town, uh just uh south of College View Road.
Um it's 183 single family units, uh single family and townhouse units combined.
I think there's about 50 single family, and then the balance is these uh warplexes in here.
Another project that's pretty sizable.
Uh we had uh Pebble Creek 6th come in for a major land subdivision.
This is on the far northwest side of town.
Recently annexed the property.
Um they proposed 454 single family units.
Uh, we have just received their first final plant uh a couple of days ago, and uh uh we'll be getting that ready to uh bring into city council here.
And that first one will be 100 units.
They're gonna phase this out.
Um, but that first phase is gonna be 100 units, and I'll have those planted here soon.
Prairie Ridge final plant.
Um, this is over by the solar farm just south of Valley High on this side here, southeast corner, southwest corner of 50th Avenue Northwest Valley High.
And this was the uh plan for final plan for that development, which included 51 single-family residential units and 250 townhome lots.
So um 301 total lots uh have been platted for that development there on their way.
They have been out there working on that for quite some time now, and they've gone vertical with uh quite a few units.
Umendments, um, they're kind of they're kind of all over the place.
There's no particular place that is uh noteworthy.
Um, but uh the first one in the uh I'll go over was a change that the city made uh for the sports and recreation complex, the regional sports and recreational complex.
So uh that was a change of 136 acres from urban reserve to medium density residential, 90.2 acres of urban reserve to community and business development, and then also another 13 acres of industrial to commercial and business development, uh, just kind of as you see right here.
So um anyway, most of this site will be used for the recreational part.
Um pretty much this whole north portion of it here, with the exception of a few acres on the far north uh west side.
Annexation.
Uh we had more applications this year again, obviously on the perimeter.
Um totaling 698 acres.
So that we grew over a square mile this year, I think the square mile 640.
So quite a bit of uh annexation activity occurring.
Pebble Creek was one of those.
Um that was 330 acres.
Uh that's on the left side of your screen there in orange.
Uh administrative review, land use application, site development plans.
These are ones that you don't see uh come forward.
So we like to bring you these just so you can see some of the things that we looked at approved.
Uh when a site development plan is needed, um all site development in the city that requires a development permit, except a detached single family dwelling, twin home or duplex dwelling.
So uh anything else, commercial industrial, multiple family, wall coming for uh and meeting of a site development plan or payment.
Um all construction or modification of structures, parking lots, and creation of impervious service also requires site development plan, and then also any changes of use on sites.
So uh what is reviewed in the site development plan, we look at the dimensions, uh dimensional standards for the lot, make sure it's consistent with the zoning district uh in the setbacks, access and connectivity landscape buffer yards, uh, site design, building design, and parking and loading and stacking.
Uh, we also look at external storage and lighting, signage, and also sensitive lands, uh, such as Ford Edge and or stormwater drainage facilities.
Uh, this was one of the projects that we did, uh, which is the main flower.
I mean trouble recalling how many, I think there's like close to 90 on this one.
Um, but for multifamily development, we had 10 multifamily housing uh project applications.
Uh as noted, we had 49 total site development plans.
10 of those were from multiple.
This was one of them known as the main flower.
It's still under review.
Um, it's almost complete, though, I believe.
Um, and this would be um uh right on 2nd Street towards the towards highway 52.
Uh this was another one that we did.
You did get to see a little bit of this one.
This was one where they asked for a height modification, uh, but it was a major modification, so they hadn't come to the planning commission with that information.
And uh this was another one that has been approved.
Uh, and that's in the Danielson Farms development, uh located on the north side of um 55th Street Northwest.
Uh another one we did was uh CD Savannah and Rochester rental town home community.
Um, it's a series of uh four and sixplex um buildings.
Uh this will be uh all rentals um uh it will be an all-rental community um with a clubhouse and uh a few other entities as well.
Um, but uh this will not be individually logged and consult.
These will all be for uh terms of commercial development, had quite a few banks and uh other things, so uh it was sort of quite a mix.
We had uh medical facilities such as there are five large um buildings.
Uh we also had cold storage, educational facilities, business expansions, restaurants, parking garages, recreational facilities, fairground facilities, auto service facilities, financial institutions, uh veterinarian services, and trade offices or trade shops.
Um this one, this one down here.
This is the Chase Bank that was located up uh just off of West Circle next to the Cub on the east side of the Cub on the northwest side of town.
So this is one of those projects we did.
Uh mail bold forward and unbound.
They have five new structures uh being developed.
Uh this is uh the location of their pretty much their main facility for the hospital services, um, which is known as the male Osman and Waterman buildings.
Uh it's a couple of couple of images here.
These were the uh architectural plans uh bottom of this page and the rendering of what that will look like upon its completion.
Uh of course, very nice.
Um for our city, and uh we're excited to see this finally come to fruition.
Also, uh the grand exposition center uh down at the county fairgrounds.
It's a fairly large facility uh going in down there, and I think this replaces uh grants I think that was going to be out there.
So uh that's a nice new facility that uh that I'm sure we'll get a lot of these uh site development plans.
We had just general stuff like uh veterinarians, small commercial uh applications, so pause and falls to an addition, I can't remember a thousand square feet uh onto their existing building, which is on the left side here.
Uh we also had restaurants such as Taco Bell, and also like uh the uh noodle versus leading poodle.
Um we also have general development plan stuff we're looking at.
This was uh the uh poll team project down at the south west side of town.
Uh so we have a total of five general development plan applications, this being one of them for a mix of different housing, mostly single family.
Um, but I do believe there's some uh is it there's some attached housing in there as well.
Yeah, well, no, that yet.
Um so the general development plan is uh meant to ensure that the project investigates the broader implications of a proposal, how it connects to uh uh you know, existing city services, road networks, uh pathways, things like that.
Uh and just allows us to look at it at a more comprehensive level.
Um, it's not as detailed as the plants, but it does help the process out and guides it along.
We look at things such as the connectivity index analog analysis, project exhibit, uh land use and density of certain areas, access and roadway classifications, park limit indications, uh pedestrian connections, environmental features such as Accora, or perhaps like in this case, uh Cascade Creek, um traffic impact report gets looked at.
Uh and if if that there's an enough generation of traffic within any traffic full-blown traffic study would be needed.
Uh, and then stormwater management.
Uh, they want a sort of a con a conceptual uh proof of that concept, so um so that we know that they're reserving the right bound areas where they need to uh as they come in for development.
So that was one of them.
Another one we did was uh Flowing Brook Valley.
As mentioned, there's a lot of environmentally sensitive lands that are all kind of identified here in the pink and the green.
This is the for their project, is actually just this portion right here, and then which is single family, and then uh uh duplex or twin homes, and then four plexus and a conference center down here on the southeast corner.
So uh this was their proposal uh that was approved.
Um we're still waiting for that project to come in.
They did do the the preliminary plat at the same time.
Um understand that it's back on track, so hopefully we will see that coming soon.
Um other application we look at is as staff looking like you don't see minor land subdivision applications.
So and that's when when somebody's only creating four lots or less, um, and it it's there's already existing street, there's really not a whole lot to you know to consider, you know.
So those are just uh administrative reviews that go through staff uh forgiveness of the lot requirements of you know, there should be services out in those areas, uh water and sewer and all that.
Um so it's usually a pretty straightforward process.
We do handle straight up.
Uh anything more than four requires a uh major land subdivision after major recently.
And here's an example of one where we just split up uh this property right here into two separate properties.
This application is used a lot for bringing up large commercial sites, um, such as what you're looking at right here, but also um when somebody is assembling property um and we ask for them to place it all under the lot uh so that the the uh project also is on the same console under under multiple parses.
So uh that's most of the time that's what you see in minor land subdivision for is to aggregate the slots and to support that uh so they're just open.

The building’s finished floor elevation (1,014 ft) exceeds the base flood elevation (1,009 ft) by five feet, well above the two‑foot federal requirement. Staff recommended approval with one condition. Mike Benike expressed excitement for the new office building, which will be located near Cascade Lake fields. The public hearing was opened and closed with no speakers. The commission unanimously approved the permit with the stated condition.

Conditional Use Permit CD2026-002CUP (TSJ Parks, LLC / Marion Woods) – The applicant sought approval for a 61,000‑square‑foot, two‑story assisted living and memory care facility (64 beds) in an R‑2 (Low Density Residential – Small Lot) zoning district.
