- Major Land Subdivision No. CD2026-007PLAT – Creekview Meadows Fourth:
- Staff member Desmond McGeough presented the report. Ryan Schoenfelder (WSE Engineering) represented the applicant.
- The proposal involves subdividing 12.6 acres into 15 residential lots and 3 outlots, located in the South Park area east of Metal Drive, within the R1 zoning district. The general development plan was approved in 2020, and this is the fourth phase.
- After discussion, the commission voted to forward a recommendation of approval to the City Council with four conditions, including an amendment to Condition Two to require completion of "Phase 4" instead of "Phase 3."
- Travel Demand Management Plan No. CD2026-006CUP – First Alliance Credit Union:
- Staff member Elliot Mohler presented the report. Ryan Schoenfelder again spoke for the applicant.
- The original agenda noted a request for 4 additional parking spaces beyond the maximum, but the approved resolution permitted 7 additional spaces (a discrepancy exists between the agenda and minutes on this point).
- Approved with two conditions: (1) The applicant shall apply for and receive approval of a Site Development Plan Amendment consistent with the revised parking layout; (2) Any future request to increase parking beyond the approved amount requires a new TDM Plan.
- General Parking Policy Discussion:
- Commissioner Jens P. Boyum asked if policy changes might be considered to allow banks to exceed maximum parking limits, as this was the third bank TDM application. Staff noted the City Council has asked to review TDM applications on a case-by-case basis (five so far) before making policy recommendations.
- Commissioner Ruchi Gupta noted a public comment on environmental concerns and asked about the commission's authority. Staff explained Environmental Assessment Worksheets are triggered when potential impacts may occur, and there are requirements regarding protected bird nesting sites.
- Commissioner Abdimajid M. Ahmed emphasized that parking decisions should align with the Comprehensive Plan's mode shift goals and suggested reviewing a full year of TDM applications to assess whether parking requirement adjustments are needed, while avoiding overparking.

Good evening everyone. Um and welcome to the planning and building commission meeting on week 13th 2026. Um this is the open comment period and it's fine in the agenda that another can I know that the public to address the commission and I hope that I'm not on tonight so there's that for the public here. If there is anyone listening or has any comments that would like to address the commission, please find out at this time. I think it makes me look like it's coming. But they are even a few people offering you when you have to end that first uh not interest on the element, but we ready to have a market curve and before it's a problem about the thing with the fire. Um never really need to be too many calls and we need to follow the diet well people speak to that thing you can make. Is there anyone to let the speech um be held? Here commissioner and Commissioner. Um are there any changes required to make sure uh moving back to the watching? Um please push an approval. I don't think 4D is the minutes of the eighth or three seconds, like they said 26th commission meeting. As everyone had a chance to review the meeting minutes. Are there any questions in some reports? So we should have commissioned abstaining. Um to the reports and recommendations. We have one report uh on the agenda to meet Identify K. Right is major than subdivision numbers CD completes six. Z was equal to seven landowns and then C to be home as a four subdividing football six acres into 15 residential lots and the stating out of three numbers of the commission giving the final steps in which you also need to call the department altering the satisfaction. This is metals for major lines of CD20. Um the subject side is located in the South Park now. Um specifically, it is located uh on the uh east side of uh metal one and two here. Uh Identified with lines, we're all positive area, so it's all that uh yeah, it's gonna be three metal uh this phase four locates out of three uh three combined uh page one and then class from land division accounts for an additional twelve six block, or twelve six acres in the picture. Single family residential plot and uh the approval bottom of the city work recommendation we are recommending as far as the mainland subventional document authorized creation uh development should be reviewed by requirements to the standards of me. Uh site size standards such as uh patients like the setbacks are not considered uh in the same information. Uh afterwards, there was an general development plan submitted on this occurred in 2020 uh on this particular development on the screen. Uh so part of going forward with this video towards the neighborhood meeting to help me. Uh and then here we are tonight. And with uh solving goals there, so the plan review which is greater than and then back to the city council and file to consideration positive. Um sections and total framework supply. Um be as well point six acres, you can be resolved with the following plan. Um development plans and this we didn't want one hundred and three six family blocks in 46 mesh. Uh this is the board phase of three three metals or a page one two and three as the total of three uh proposed is four um that is lots of generally regular sixty five speaking uh by one hundred to five hundred and eighty uh purple time uh little um regular uh the range of the spot for size of about nine thousand. The range of the spot for the digital size of the clouds, 9,000 and this is uh comprehensive plan use plan. Uh this area is all identified. This is about defenses and metals general land in the map. Um the site is some of the R1, which I got three metals to this important thing, so it's our one. Um there is a part to use. Properties need to be out of the metals compared. And then you have R16. Down to the south, but funding street here. So typically funds it. Um here's the site upline blue. Uh single family to the south, or single panel windows do the west. Uh we got black single family options in the market departments about the each other. And that is part of the case for each of the development. I'm just gonna have to flatten in terms of public. Uh the land optimum is more less for northeast, be it's not developed.
