So we do have a couple of reports today, as we always do.

Airport financials are one of the first things we talk about.

And uh John, are you gonna do those or pass them off?

Yeah, I'll just briefly walk through them.

Kyle uh is on vacation today.

Um this is through April 30th.

Um, you know, again, typical of the first part of the year, we're in a negative financial position.

Um quick discussion with Kyle about this.

The airport company itself is about negative 45,000 dollars.

Um all told, you know, this is the um uh financial picture of the airport and the municipality at the same time.

Um we have received somewhere, I believe it's around 200,000 from the state of Minnesota for OM that's not been booked yet.

Um so that's beginning to close that financial picture.

Um again, we expect to be in that you know, 300 to 600,000 range on positive financials as we get to the end of the end of the fiscal year.

Yeah, so as we discussed at the bigger airport meeting last week, yeah.

That's what we're trying to expect.

Seeing none.

Um we also have operational and marketing data, which is always interesting.

Yeah.

I'll kind of walk through that.

Yeah, I again I think we continue a positive trend.

Um uh for the month of April, we were plus three percent for the year plus 14 percent.

Another good month in April, um, a little over 19,000 passengers.

I think the things to look at again, I'm gonna draw you back to um some of the load factors again, slight growth from um Delta on the Minneapolis route.

Um 79% was a load factor on 13,000 in capacity.

American actually slipped a little bit, but if you um kind of look at um 2025 versus 2026, you had uh 14,7 uh 55 in capacity versus 26 um uh 11,800.

So that represents that uh 10% decline in there.

Um and then uh they had a 74% uh load factor.

So I I still call that a good good number.

And can I ask John, is this load factor on the same size of planes as we had last year?

Are the planes larger at one point?

So last year we had four frequencies last year, so those were 50 seat reads.

So that would have represented uh somewhere around eight um uh 200 seats per day.

The um larger regional jets um um um give us a few more seats, but it's a fewer frequency.

So um not quite a little over 150 uh per day.

Yeah, the numbers were similar, um, but the frequencies that's correct.

Yeah, okay.

Um I think those were the remarkable things to at least have a quick discussion about parking lot um transactions um and gross revenue again.

Um working its way back up.

Um, you know, on the mail side, um, there was um um uh transactions uh considerably more 836 in the month.

So positive numbers.

I think you know, it's always worth watching here, you know.

Not that we need to bring a lot of attention to it, but our international US customs activity, especially on the uh private use aircraft.

I expect that to continue to slip a little bit given the activity in the Middle East.

I don't know that's true of airports across the country.

Yeah, I don't think this is strange.

Um, you know, I think, you know, um given the volume of activity that comes out of Middle Eastern countries, I'd expect that to continue to maybe decline a little bit.

So yeah, other than that, I I think those were the remarkable things to discuss.

And with that, I turn it over to Mary on the marketing side, unless uh the commission had questions.

I had on my other business to give a report about yesterday's event.

So hopefully you'll put that in here or do it later.

Um, um, we always are reporting in the rares so much that I feel like um it will be some anecdotal uh feedback that we can share from last night's event for sure.

Um which we were just talking about just casually.

We think we had about 1200 attendees, which was pretty phenomenal.

Um honestly we didn't know, right?

Because we're starting a city council meeting, and you know that just grew all the people from city council.

Uh it was a great event.

Can you say what the event was?

I sure we had originally planned it on the heels of the second United Date.

So it was meant to welcome back anyone who took the inaugural play or would be coming in on that um uh return from Chicago um around six o'clock.

It would have come in at like five 25-ish or something.

They could get off the plane, go to the party, we all celebrate.

But because of the third reschedule um and the rescheduling happening in October, it would um we would have to make sure Corey was available.

She also, you know, there's a lot of logistics that weren't working out for the October date.

Um, she also created a custom song for us that we had planned to use for our third year campaign for vocal.

Um so last night she debuted that, and that's actually we filmed a um music video and a ton of content yesterday.

She spent 19 hours with us the entire day doing a bunch of um.

And then did the concert.

And then did the concert.

She's a rock star early.

Um, and she did a really fantastic job at the concert.

So um anyway, she worked really hard for us yesterday, and I'm really excited to share what we filmed.

Um, and it was really fun.

So we sort of made uh lemonade out of lemons um with that united service leaving and called it the kickoff to summer um because it was the very first uh day of June and um the community came out and it was really well attended and the food trucks did really, really well.

We had four boot trucks, um bunch of different activities.

Uh we gave away um $10 vouchers to the first hundred people that came.

So they got a little free snack.

Um, and we gave away a flight voucher for $750 that this um young man won and then his mom and sister are going to travel with them, probably to Nashville, it sounds like really the center of the world.

Yeah, I will say I had fantastic support from um city departments.

So uh Rochester City Music uh really really helped out with the stage, the setup.

Um Paul and his team are out there the entire day, um, helped with some of the audio setup with Northern Sun.

So um huge, huge thank you and cuts to them.

And then uh also Rochester Parks and Rec helped with um some of our picnic tables and things that we needed.

Um so we wanted to have uh some of that seating out there, but most people got their own seating.

Um but all of that is to say there was a lot of people helping and supporting it, and thank you so much to sort of the connections that you made Allison to help us get some of those um supports in place, but really amazing.

Great RST team out there too, merry all of the license on a successful event on all the social media.

Um, you know, we're reporting on April, um, which was when we were thinking we were going to launch um United Service.

So some of our content that performed really well that month is still United Launch Service um announcements that we have.

We also had the Marstar on it um that month that those posts always do really, really well.

Um so they were our top performing posts as well.

And then um our search volumes and visitations were uh decreasing just a little bit, but a lot of that was due to the seasonality and then also some of the pullback that we were having and focusing on just the United service, um, not driving people to some of the different content that we had.

Um, but overall, uh pretty good month.

Um typical, you know, after that the spring travel season.

I do want to say there's a mislabel at the very first chart.

I think it still has February and March over the top of it.

This is my own fault um for making something manual.

Um, but it really should say March and April um above the audience numbers.

So if that any questions have any questions anymore.

Uh old business, you covered the one thing I just asked you about, but um, we have new business, which is 7A, which is a change order number one with Oshgosh Airport Products, LLC for firefighting equipment related to the purchase of aircraft rescue and firefighting vehicles at the Rochester International Airport.

And I'll turn this over to Matt and Kurt, but just um to let you know, we've been before the commission with this item before.

Um, we did not take this to council.

There was some minor adjustments um on the state of Minnesota side, but other than that, I just turned it over to Matt and Kurt just to kind of refresh your uh memories on this.

Yeah, so this was the change order um for additional options for the Arctic vehicle.

Um, like John mentioned, it was in front of the commission back in um, I think the April commission meeting.

The funding did change on the portion um for the AIP eligible changes to the ARF vehicle.

Um, the state indicated that they could not um come forward with their five percent share on that because it's an AIP eligible item.

Um 121 dollars small change um airport improvement program.

Okay, yep.

So um that slid over into the local category.

So instead of 121 dollars locally, it'd be 242.

Um very minor change.

Everything else in that change order stayed the same, but wanted to bring it back for that approval.

Minor dollar amount.

Other questions like we're ready to vote on this.

We do have one more item for today, and that's change order number one with query safety equipment for the procurement of additional protective clothing above the quality that is federally eligible related to the new aircraft rescue and firefighters ARRF vehicle at the Rochester International Airport, John.

Yeah, and again, this this item has been before you as well.

Um, and again, um here uh to refresh your memory and make some financial adjustments.

So I have a question.

So if we've approved it before and there are change orders, you you hold it from the council.

Is that what you're doing?

No, I think I think in this case, because we were dealing with grants from the state of Minnesota that we thought it prudent to hold um and then come back to to this body and on to on to on then on to council.

We never took it to council.

Okay.

In between this meeting, um and our when we would have taken it to council, we found out that the state of Minnesota was gonna um make some adjustments.

So if we have change orders that we approve we recommend, and then the console approves, do they then come back through us or uh is it depends on what we're dealing with?

In this case, I don't I would not consider this a change order because we've never actuated the agreement um or accepted the grant.

And I I think we wanted to be sure, especially since we're dealing with state and federal grants, that we were um right on the dollar amounts in this particular.

So Rancy, are you suggesting that there might be a need to retract the ones we originally voted on?

And that's no, I wasn't suggesting anything.

I was just trying to educate myself.

Yeah, I don't see and I think to um Mr.

Schubert's question, I think if if something had gone through airport commission and then gone to council, and then there was a change, then yeah, I think we would start sort of from scratch, come through airport commission and on the council.

Yeah.

It didn't go any further.

We're just making this.

And essentially the version that would have been approved by council would have been the version in order to change that.

We sort of redirected through the appropriate channels to get it changed.

And is there anything else you want to lay out about the changes from the state?

Um, yeah, so this change order was mentioned, I think at the April Commission meeting, but we didn't go into detail or bring anything formally to the commission.

Um, this change order total is 38,100 for additional protective clothing for firefighting.

So turnout gear, boots, goods, gloves, things like that.

Um under the original project, there were four sets that were federally eligible.

This is an additional, I think that's nine sets up and above that.

Um, but the state did say that they would participate in at a 7030 uh ratio.

Yeah, so and just so you know that that gear has a lifespan to it, uh, much like the very same equipment our our Rochester fire would utilize.

And once it hits the end of its useful life, we'll required to go replace it in this particular case.

We'll have uh federal state funding now.

They also agree to have two sets.

Yeah, I know in our case.

We're gonna have two cents.

I should probably send an email to the Jazby as a whole to provide the update.

Um and the update is this in early May we forwarded the recommended ordinance to MINDAT.

Uh they have 90 days to review it and to approve it.

So that deadline is in early August.

We anticipate they will approve it because we had them vetted in advance.

Um so right now we're just sort of in a holding pattern waiting for MINDAT's blessing.

And once we get that, um, then I will send it out to have each of the JASB members sign.

So we don't have to gather it yet.

That that that is my hope.

Yep.

As long as MINDAT approves it as it was approved by the JASB at the last meeting.

I will plan to circulate it via docusign, have every commission member sign it.

And then once that's complete, it goes back to MINDAT for for official filing.

And then um that's our that's in it's in use at that point.

And I think we'll also try to coordinate with some of the GIS folks within the city to try to get that um updated within the the GIS layer as well.
