Rockford has been involved in sustaining every world war as our economy continues to be hinged on war's existence.

It might not be making screws this time that hold together the war machines, but data centers and out-of-state investors exploiting our communities.

Still Tom Parades around the political stage to say that Rockford's an incredible place to live.

But it's not your family who will die from the eco waste, Tom.

It's mine.

Seven minutes from the proposed TIFF district, an inevitable data center, you continue to gaslight us all about.

It is the birds who frequent the area for migration yearly.

It is our children who rely heavily on water sources that are healthy and clean.

Much like the crops we're forced to grow because food prices are so high, and there is not an affordable grocery store in my part of town at all.

We are begging you to stop.

Industrialization deals with big tech, are already demanding more of our money and more of our farmland, while the people of Rockford never received the supposed benefits our city leaders promise.

We get higher utility bills, astronomical living costs, and we're left out to dry.

We've been paying a price for your gain.

We're not willing to pay any longer.

We want clean water.

We want to hear the birds in the morning and wish them safe travels every fall.

We do not want the noise and the light pollution that will make our disabilities significantly worse.

We want to live a quiet, peaceful life.

Don't give Rockford's beauty to another smoke screen.

We implore you to hear us and say no to the TIFF district and any associated developments.

Say no to the expansion of industrialization and the death of our ecosystems and public physical and mental health.

Rockford deserves a better future.

I'm blown away about two 250th uh anniversary for the United States of America.

United States of America was not founded.

It was conquered, and it was raped, and they collapsed.

They've been killing life ever since.

And when they use, for example, right now, Donald Trump want to take five billion dollars to make gold out of horses on Washington, D.C.

when he cut the food program and he cut uh social program.

You looked around and after that uh first of all, let me back up.

I want to thank Jay from Rockford Pie District.

Four years ago, he said, anything that you need, Brother John, let me know.

Now we have Lutheran Diocese blessing us.

We have the Catholic dieshits blessing us.

Now I stand with the uh uh with them.

Did y'all learn anything from Flint, Michigan?

Why would you want to build a plant on uh on Camp Grant?

Camp Grant was founded where they housed the World War II and World War I American uh African American soldiers.

On top of that, you had 2,500 POWs at Camp Grant.

Half of Camp Grant belonged to the airport.

The other part belonged to uh Woods.

They show part of the plant grant to the woods.

That plant grant should not be the place to put no uh what whatever it is that she's talking about, the data center at Camp Grant should have a monument there.

On top of that, the only place the applicant Americans could go was Booker Washington Reservation.

Booker Washington reservation.

They couldn't go to the downtown area, they couldn't go across the uh river.

It wasn't until 1979 in the early 80s before a black police officer could arrest a white person without a white officer being there.

It wasn't until your father was in office before we can even go across the bridge.

How dare you give funds for the uh for the casino, you give funds for the uh for the uh for the uh the oh I've got brains for the peace and justice center, then you open up a store that's owned by foreigners.

Every grocery store, liquor store, and gas station is owned by foreigners.

What happened to you helping Opasu Brown with the Rock of Remorry Hospital is the first hospital that was here that was here in Rockford.

What you help others will not help us.

Our shortcoming is, and I'm looking at y'all because we don't vote.

You see all the white people sitting here, they come together.

You see the Hispanics, they come together.

Our black people, we do not come together.

And then you have a lady that every time when I get ready to speak, she say is full.

First, you used to say, Well, you you can't talk.

So we uh uh we don't want to hear what you got to say.

What will happen to us residents?

Um Illinois state state lawmakers passed a bill Wednesday that enacts a critical critical protections against the most catastrophic risks that the AI systems pose to public safety.

The bill will require developers to be transparent and industries, uh complied to industry science, and give the chance of catastrophic risk.

This was past Wednesday.

Um recently, you know, the data center has been in the works for years.

Winbago County Chairman Joseph Giorelli stated the proposal is a result of long-term coordination.

It's taken several years of working together with federal, local, and state delegation.

He described it as a wonderful addition and said the county is doing everything possible to make it a reality.

I had a wonderful talk with the mayor today asking about what our disaster policy is, which is the same question I submitted last week.

And he said we don't have one because without an official proposal, we can't make one.

So I find that odd.

I've only heard about this data center for maybe six weeks.

But this has been in the works for years.

Also, it will deprive terribly deprived by drinking water.

Under state law, there is an access access to safe and cleaning drinking water is a right of all Illinois residents.

Providers are required to meet transparency, the contaminants found, they got to be noticed with notice people within 30 days.

So the side effects of data centers.

This is what people have stated that have gone through.

The feeling of being microwave on the inside out.

I'm going to start with my ending statement since I want to make sure I don't run out of time.

I uh I'm requesting that all data centers related, uh data center related reviews and votes be placed on a six-month moratorium.

This includes any TIFF uh uh approvals related to that proposed data center.

This will provide enough time for our elected officials to become very familiar and knowledgeable about what these data centers are really all about.

Data centers are in place to micromanage all of our activities from travel to finance to social network presence.

These data centers' main function is to evaluate our activities and measure them against the pre-approved behaviors the owners of these surveillance centers create.

They are part of the social credit scoring system that will determine what we as individuals will be allowed to access.

The new monetary system soon to be announced, will be a digital system, and our money will have programmability.

That means that they can determine what we can and can't buy.

These technocrats running these government approved systems will be able to tell us how and where we can spend our money.

These data centers are not a benign instrument.

We will be less we will lose our autonomy over our uh over our lives, as well as the globalist vision of the future they're creating becomes our realities.

These data centers are about shaping our behaviors.

Everything we do will be evaluated.

This new system of government will also be about permissions.

It's all about the new technocracies that is soon to become our new governance system.

That is if we allow it to happen.

Kamal Abe Bravo is the applicant subject to conditions item number three.

Committee recommends sustaining zoning board of appeals recommendation of a special use permit for a planned unit development consisting of a mixed use development of 350 residential dwelling units with lower level parking, a courtyard with open space and recreational facilities, and three free freestanding commercial buildings, a C2 limited commercial zoning district at 53 exits.

Cagnoni could you outline uh what the item is before council uh yes your honor um as alderman bell had stated you know the original proposal was for four four unit buildings and two eight unit buildings they have amended that plan uh by submitting uh a revised site plan and statement such to the zoning office and they are proposing six four unit uh town homes so the eight unit town both the eight of the town homes have been removed or should say converted to four units thank you is there any discussion alder woman meets I just have a quick question um I I guess I'll direct this to you administrator cagnoni is is this area in a flood zone Mr Cagnoni not where property is being developed no is can anyone tell me like the distance of where the flood area is and will the development in any way impact the issues that currently exists along Keith Creek here.

So our our development team you know reviewed the proposal that would include the zoning office and the public works office and recommended approval of as not having any negative effect um to the other properties or flood areas thank you for that alderman beach and thank you for give my voice tonight first of all I want to say thank you to the council for the patience laying this over so there could be further discussion I also want to thank all the people that sent notes to me asking this to not go through because as a result of that I think there's been great compromise that has come as a result and so certainly we'll be supporting the compromise that's here and I wanted to say that thank you to this council as I have it I didn't talk to Todd or to you your honor but proposal now is only 24 attached single family homes plus existing all at the top of the hill which I wish I could open the nice house up there the proposed plan leaves the wooden limestone bluff undisturbed the corner of Alpine and Larson is set aside for stormwater retention such that nothing will ever be built on that corner which was a concern of many people the proposed flat leaves the wooden proliferator adjacent to the park undisturbed the new driveway as was originally proposed is being placed further to the west from the intersection of Larson and El Pine making traffic even easier to come in and out so I want to say those were the compromises that came as a result this council allowing it to be laid over so we can look at it talk to the engineers and talk to people that's my comments I'm certain we'll be toward thank you is there are other

Uh, had an opportunity to just want to give a public thanks to Go Rockford and the work with Iron Man.

I've had many, many complaints from uh pastors in churches throughout my ward and on the west side.

Um, as last year it was uh a bit difficult to get to church on Sunday, and uh thanks to Go Rockford, they're helping with uh coordinating logistically with our police department um to ensure that our churches are majority of them at least can um have had worship on on Sunday.

Um also want to just highlight um I know our public works director is not here, and I'll be talking to him offline about this, but um the river district and our meeting this morning.

I thank you, Alderman Logan, for also being being in attendance uh at the river district meeting, but uh there's a desire for um signage as it relates to the panhandling, and so um we we'd love to get some signage in the downtown area as we've seen an um increase in in panhandling in the downtown area, and while I'm on signage of asked a few times about uh dumping signs and and also panhandling signs throughout the third week.

So looking forward to having those here in the next week or two.

This is the one-time purchase and funding source of the capital use fund and the police department capital budget.

Number two is the board of joint purchasing contract for cancer top book.

This is also one-time purchase public source, police operating budget.

Number three is the ward of joint personal contract for police vehicles, equipment installation to data safety supply 439,380.

This is the one-time purchase of the funding source of the capital's fund of the police department capital budget.

Number four is an award joint purchasing contract for police radar pivots and custom signals in the amount of 39,874 cents.

This is the one type purchase and funding's worth of capital piece funds.

Number five is a change order to activate Church Street and Main Street to a conversion to GFT infrastructure.

The original contract was 799,243.

And this uh proposed number two is for 708,236 and 27 cents, bringing the amended contract total to 1,859,004 eight percent.

The change order includes additional consultant services for wider way acquisition appraisal and planned acquisition negotiations, title commitments and right away class for probably 42 parcels below the quarter, as well as additional survey design work required to address IDA review comments related to drainage plans, AD ramps, and maintenance of traffic plans.

The funding sources are the one percent infrastructure sales tax in the state of Illinois jurisdictional transfer funds.

Like the proposal for the rent would be director lies, it's market rate, right?

So we're not amounts included, but it'd be market rate.

So when we say it's market rate, what does that mean?

Like is there a number average for our community?

What does that mean?

Um it basically means when the the units are live or ready to be rented, they'll be um you know the the owner would look at what the average is in that area for one bedroom, a two-bedroom and a three, and set the rent that way.

It's not limited like when you're using federal funds in some way or that, you have to go under a certain amount, they don't have a limit, they have to function.

Okay, so and and we don't have an idea of what the average would be in that East State Street area.

I do not.

I could look at that for you though.

Um, I guess yeah, maybe if I would I could just get like a comparison of what say the Versailles apartments are going for and just kind of get an understanding of I think this is great, and I'm I'm not you know saying anything negative about this project.

I know we need it.
