Um beginning with number one, the thirteenth Avenue and seventeenth street traffic commission recommends the approval um requiring that traffic on thirteenth Avenue uh and be uh required to yield prior to entering the intersection of seventh street.

3:26

Um is there a motion to approve second there's okay.

3:32

It's been moved and second.

3:34

Uh is there any discussion?

3:38

Hearing not all those in favor say aye.

3:42

Those opposed.

3:45

And I meant to say aye, I'm sorry.

3:47

3:48

This matter is approved.

3:51

All right, item number two, Fourteenth Street and Tenth Avenue Traffic Commission recommends that a restriction be approved requiring traffic on fourteenth street to yield prior to entering the intersection of 10th Avenue.

4:07

Can I get a is there a motion to approve?

4:11

Second.

4:11

All right, it's been moved and second.

4:13

Is there any discussion?

4:16

Hearing not all those in favor say aye.

4:19

Aye.

4:19

Opposed, same sign.

4:22

Okay.

4:22

4:25

4:31

Um Guilford Road, Prospect Street to Alpine Road.

4:35

Traffic Commission recommends that a restriction be approved prohibiting commercial vehicles on Guilford Road from Prosper Prospect Street to Alpine Road.

4:46

Is there a motion to approve?

4:48

So is there it's been moved and second?

4:52

Is there any discussion?

4:54

Yes, chair one.

5:00

Alderman from the Alderman Beach.

5:03

Beach, it's fine.

5:05

Ummer.

5:09

I'm not sure if exactly what that means.

5:11

UPS FedEx Amazon.

5:17

Big trucks.

5:18

Can we um little trucks?

5:21

Yes, I will have to refer to Mr.

5:24

Hinkins.

5:25

Yes.

5:26

Local deliveries, Amazon moving trucks, stuff like that would still be allowed.

5:31

Commercial vehicles are our vehicles uh making it their direct route to uh um for commercial access, making it like a through street for commercial access, but this is for uh uh local deliveries, Amazon, UPS, they would still be allowed.

5:49

So one last question.

5:52

If rural hopes, for example, we would have a delivery from a big truck semi.

5:58

Yes, they're still a lot.

6:00

Correct.

6:02

Are there other yes?

6:04

Alderman uh Toomberg.

6:06

Thank you, Chairwoman.

6:07

I'm speaking on your committee.

6:08

Uh this is already in place, correct?

6:13

The signs are up.

6:15

There was no ordinance in place to actually enforce it.

6:19

So this is a a bookkeeping type of uh request.

6:24

So I I have uh could high crest.

6:29

Uh I've had issues with individuals saying that it's being used as a cut through for commercial vehicles.

6:38

Uh I let my constituents know that there are some commercial vehicles that are delivering uh within the neighborhood, and that would be allowed, but uh do we have that ordinance as well on ICRS right now?

6:53

If not, could we look at do we just to make it more official?

6:58

I will verify either way, yes.

7:01

I'll verify and get back with you.

7:03

Thank you.

7:04

By by nature, all through streets are truck routes, um, unless marked otherwise.

7:10

So I will I will check on that for you.

7:12

Thanks.

7:13

Is there any other discussion?

7:16

Questions, comments?

7:17

8:14

Aye.

8:14

Opposed, same sign?

8:16

8:34

All right.

8:36

9:10

Second.

9:11

Okay.

9:12

Is there any discussion?

9:18

Is this uh is this a part of will this if this were approved, would this be a part of um some of what we've been discussing today?

9:30

Like the would this go into that area?

9:35

Yes, it would, madam chair.

9:36

This would be a part of the annexation of the property, and uh the next two items are also involving this property as well.

9:44

Would they go into the TIFF district?

9:47

They're proposed to go into the TIFF district, yes.

9:49

Okay, if they okay, all right.

9:53

Any other discussion, questions, comment?

9:56

Yes, Alder Woman Tarina.

9:58

Uh I'll just quickly say that excuse me.

10:01

I did have a meeting with Mr.

10:03

Good that spoke tonight.

10:05

Um, and I thought it was a great meeting.

10:08

I just appreciate the information that he shared, the plans.

10:12

I think I definitely felt more at ease with the project um after the discussion with him.

10:19

Um I think he made it very clear about rail service, being close to highway, being close to um cargo access, all the things.

10:32

So I felt very comfortable after after the conversation I had with him.

10:35

So I guess I just want to thank Mr.

10:36

Good for meeting with myself and all the women needs to answer our questions.

10:42

10:53

Opposed.

10:55

Same sign, aye.

12:44

13:01

Uh Christian Solars.

13:05

You told me what is it that you don't want me to read?

13:10

Oh, okay.

13:10

All right.

13:11

All right, thank you so much.

13:13

Um, is there a motion to approve?

13:16

Second.

13:16

There's second, thank you.

13:18

Is there any discussion?

13:20

Hearing none, all those in favor say aye.

13:23

Aye.

13:23

Opposed, same sign.

13:26

That matter is approved.

13:28

Number nine, eighty-five thirty-night East State Street Zoning Board of Appeal recommends approval for a zoning map amendment from R1 Single Family Residential Zoning District to C2 Limited Commercial Zoning District at 85 39 East State Street.

13:47

Is there a motion to approve?

13:49

So second.

13:50

Okay.

13:51

Is there any discussion?

13:53

Hearing not.

13:54

All those in favor say aye.

13:56

Aye.

13:57

Opposed, same sign.

13:59

All right.

14:00

This matter is approved.

14:02

Number 10, 714 Broadway, liquor and tobacco advisory board recommends approval for the sale of tobacco products in conjunction with a tobacco store in a C4 urban mixed use district at 714 Broadway.

14:20

Is there a motion to approve?

14:22

So move.

14:23

Is there second?

14:27

Second.

14:29

Is there any discussion?

14:34

Okay.

14:35

Hearing now, all those in favor say aye.

14:38

Chairman.

14:38

Chairman, chair.

14:39

Oh, yes.

14:40

I'm sorry.

14:41

I missed you.

14:41

Thank you.

14:44

So this one is essentially like they don't, they're not selling tobacco.

14:50

I think they're just selling paraphernalia for tobacco.

14:55

Um, Alderman Trina, they are gonna sell tobacco.

15:00

It's going to be um they're basically the cigarettes are not going to be sold, but if they're going to sell the cigars flavored cigars, and they are going to sell uh vape material as well.

15:11

This one staff denied this.

15:13

Can you explain the staff deny?

15:16

Um staff did deny this, so we didn't uh the initial plan was very vague when we first wrote the recommendation, then when we got the revised plan, it showed that they were going to have uh a lot of glass bongs at pipes, etc.

15:30

And then the applicant decided to withdraw that portion of his application at LTAB, and uh LTAB asked if that would change our recommendation, and we said no, because it's kind of weird to have a tobacco store that's only selling something that's 10% tobacco and the rest all these other associated uh type of uses that are um that normally would be part of a tobacco shop, so uh that and the hours of operation seem a bit strange to us.

15:59

So we definitely in agreement with that because it's only open like on the weekends.

16:06

I don't remember the I don't have the documents in front of me, but only open on the weekend until two o'clock in the morning.

16:13

Um to me, the business plan, business model doesn't fit with what I think the direction of the building of the vacuum should look like.

16:28

So for that reason, I'll be voting home.

16:32

Is there more discussion?

16:34

All right, hearing none.

16:37

Um all those in favor say aye.

16:42

Opposed, same sign?

16:44

Aye.

16:46

Motion uh is this matter is denied.

16:51

All right, item 11, 501 East State Street, liquor and tobacco advisory board recommends the uh approval for the sale of liquor by the drink and the sale of packaged liquor in conjunction with a cafe, restaurant, and bar in a C4 urban mixed use zoning district at 501 East State Street.

17:16

Is there a motion to approve?

17:18

So move.

17:18

Second.

17:19

Okay.

17:20

Is there any discussion?

17:25

All right.

17:26

Um there's no discussion.

17:28

All those in favor say aye.

17:30

All right, aye.

17:31

Aye.

17:32

Opposed, same sign.

17:34

Okay, this matter is approved.

17:36

Item number 12, 6075 East Riverside Boulevard.

17:41

Liquor and Tobacco Advisory Board recommends approval for the modification of an existing liquor license to include liquor by the drink with video gaming terminals in conjunction with a restaurant and banquet hall in a C1 limited uh office zoning district, C2 limited commercial zoning district, and a C3 general commercial zoning district at 6075 East Riverside Boulevard.

18:08

Is there a motion to approve?

18:12

Madam Chair, I just like to let the I've got a late notice that the applicant wanted to extend his hours until 2 a.m.

18:19

So if someone would want to amend that, um sorry, I'm done.

18:27

Is there a second?

18:30

I'll second.

18:32

Is there a discussion?

18:33

I don't who made the motion?

18:36

You did.

18:36

I said I say no.

18:37

Sorry.

18:38

Oh, you I I miss I I shouldn't have said that, but I did not make a motion.

18:43

Okay.

18:44

All right, I'll make the motion.

18:46

Is there a second?

18:48

Hearing no second.

18:52

Okay, all right.

18:54

Is there discussion?

18:59

Absolutely.

19:00

Um Chief Sanders, can you?

19:02

Um has there been previous activity or criminal activity as maybe the hours of midnight at this sorry are we on 13?

19:16

Probably on 12.

19:17

We're on 12.

19:18

I'm on okay.

19:20

So sorry.

19:23

Oh, okay.

19:24

Is there any other discussion for item 12?

19:28

6075 East Boulevard, East Riverside Boulevard.

19:34

Okay, seeing none.

19:35

Um got discussion.

19:38

All those in favor say aye.

19:40

Aye.

19:41

Opposed, same sign.

19:42

Okay, this matter is approved.

19:45

Item 13.

19:47

So that was the approval on hours to 2A.

19:52

Oh, um with this amendment.

19:57

Oh, okay.

19:57

Did anybody make a motion to amend the hours?

20:00

Yes.

20:05

Second.

20:05

Okay.

20:06

All right.

20:08

So we just need a motion on the item passing.

20:12

Okay.

20:13

So it's a vote on the item motion and second.

20:16

So just a vote on that item.

20:18

So we need a motion to um on the item as amended, and that is with the 2 a.m.

20:24

So moved.

20:25

Okay.

20:26

Is there can I get a second?

20:28

I just think we just need a vote.

20:30

Yes.

20:31

Oh, we just need a vote.

20:32

Okay.

20:32

All right.

20:33

All those in favor.

20:34

Say aye.

20:36

Uh opposed, same sign.

20:38

I'm saying aye.

20:40

Okay.

20:40

That matter is also approved.

20:43

Okay, now can I go to 13?

20:45

Okay, thank you.

20:46

Uh 922 Kilburn Avenue Liquor and Tobacco Advisory Board recommends approval for the sale of packaged liquor and the sale of tobacco products in conjunction with the liquor store in a C2 limited commercial zoning district at 922 Kilburn Avenue.

21:05

Is there a motion to approve?

21:14

Second.

21:16

Is there any discussion?

21:21

Altum and Bill.

21:22

Is there any discussion?

21:24

Okay.

21:24

All right.

21:26

Um, uh all those in favor say aye.

21:33

Aye.

21:34

Opposed, same sign.

21:36

Aye.

21:38

Can we do a roll call?

21:39

I'm sorry.

21:40

Um chair, I had my hand up.

21:42

Oh, I'm sorry.

21:43

I'll be more intentional.

21:44

I apologize.

21:45

Thank you.

21:46

I guess for this one, only why segment it because it's like if it doesn't go through, it's just gonna come back anyway.

21:53

Like I don't understand the power of committee sometimes because all it's gonna do is we send it through denial, all the rewards gonna reverse it, and it's gonna pass anyway.

22:01

The same thing we do every morning.

22:03

However, this one was interesting to me because they're actually I was looking at the I think it was exhibit D, and I was looking at the amount of liquor in the area, and it actually wasn't a lot.

22:20

So you know that seems like it.

22:22

That's like how could that be a thing?

22:24

Because it feels like they're being put one on every corner on the west and south side, but so I think I'm I as of right now I'm gonna be a yes, but I could change.

22:34

I could change my next week.

22:39

Any other discussion?

22:41

Thank you.

22:41

Sure.

22:42

All right, yeah, I I um as stated previously in many city council meetings.

22:50

Um pertains to West Side Liquor stores.

22:53

Would love to see some type of uh fresh food access.

23:00

It may not be from the customer going to get a bottle of liquor uh or tobacco, but it could be the individual who lives on the street and doesn't have uh access to a grocery store nearby.

23:14

So um it's been made clear that it's not a desire.

23:21

Um so I'm I'm gonna be voted no on this one for other reasons as well, but don't need to say these.

23:27

Thank you.

23:27

Okay, any other discussion?

23:29

Okay, hear none.

23:31

All those in favor say aye.

23:34

Aye opposed, aye.

23:37

All right, this matter passes a point of verification items on the five person community urban votes to be approved.

23:49

So I just want that to be clear.

23:51

So wait a minute, say it again.

23:53

So I on three affirmative votes to approve.

23:59

Oh, okay.

24:00

So if it's a two to one vote that fails.

24:02

Okay, so it's failed.

24:04

I'm sorry, this matter fails.

24:05

Did another one fail that I okay?

24:08

Which one was that?

24:12

That I said it passed, but it really didn't.

24:16

Item five two approvals.

24:22

Oh, okay.

24:23

All right, madam chair, point of clarification.

24:27

Is this item still go to count?

24:29

Thank you.

24:33

Okay, thank you for that clarification.

24:37

I believe we're on item 14.

24:39

Am I correct?

24:40

Okay, uh 3222 and 3208 South Alpine Road unit, liquor and tobacco advisable re board recommends approval for the sale of liquor by the drink in conjunction with a restaurant in an I-1 light industrial zoning district at 3222 and 3208 South Alpine Road Unit.

25:06

Is there a motion to approve?

25:09

All right, it's been moved and second.

25:11

Is there any discussion?

25:13

Yes.

25:14

Oh, you're not holding your hand up.

25:16

Oh, okay.

25:17

Thank you very much.

25:18

Okay, seeing none.

25:19

All those in favor say aye.

25:22

Aye.

25:22

Opposed, same sign.

25:24

Okay.

25:25

This matter is approved.

25:28

Item 15, 7054 Walton Street, Liquor and Tobacco Advisory Board recommends approval for the sale of beer and wine by the drink in conjunction with a restaurant and video gaming terminal in a C2 limited commercial zoning district at 7054 Walton Street.

25:51

Is there a motion to approve?

25:54

So move.

25:55

Second.

25:58

Second.

25:59

Okay.

26:00

Um is there any discussion?

26:03

Alder Woman Torina.

26:05

Thank you, Madam Chair.

26:08

I will not be voting yes for this one either.

26:13

Uh I didn't.

26:14

I attended the zoning board meeting as I typically do, and I wasn't comfortable with the business model from this owner.

26:24

And this is another sort of like catch style restaurant, like just to get chicken and go.

26:33

And I don't see why a place like that needs liquor and gaming.

26:36

So for those reasons, not we voting, yes, for this item.

26:42

Thank you.

26:42

Is there other discussion?

26:45

Okay, here none.

26:47

All those in favor say aye.

26:50

Aye.

26:50

Opposed?

26:51

No.

26:52

This matter fails because we did not have three votes.

26:56

Okay, thank you.

26:57

Um proposed amendment regarding committee chair and vice chair selection.

27:05

Is there a motion to approve?

27:07

Madam Chair, this item was requested to be held out.

27:10

Yes, it was.

27:11

Thank you very much.

27:12

Number 16 is held out.

27:14

All right, resolution.

27:16

Um a request for authorization to allow the zoning officer to file text amendments for multiple sections of the zoning ordinance.

27:28

Is there a motion to approve?

27:30

So moved.

27:31

Is there a second?

27:32

Okay, is there any discussion?

27:35

See none.

27:36

All those in favor say aye.

27:38

Aye.

27:39

Opposed, same sign.

Code and Regulation Committee Meeting – June 22, 2026

The Rockford City Council's Code and Regulation Committee met on June 22, 2026 at 5:30 PM in City Hall to consider traffic, annexation, zoning, and liquor license items. The committee approved several measures and denied three liquor-related applications.

Traffic Commission Items

  • 13th Avenue/17th Street (26-00755): Approved requiring traffic on 13th Avenue to yield at 17th Street. (Unanimous)
  • 14th Street/10th Avenue (26-00756): Approved requiring traffic on 14th Street to yield at 10th Avenue. (Unanimous)
  • Guilford Road/Prospect Street to Alpine Road (26-00757): Approved a commercial vehicle restriction on Guilford Road. Alderman Beach asked about exemptions for local deliveries (UPS, FedEx, Amazon), which staff confirmed would still be allowed. Alderman Toomberg noted the restriction was already in place but lacked an enforcement ordinance; staff will verify. (Approved)
  • No Action Items (26-00758): Approved the Traffic Commission’s recommendation to take no action on three proposed stop controls (Phaeton Drive/Wagonette Drive, Pioneer Drive/Winthrop Lane, Wisconsin Avenue/Holland Street). (Unanimous)

Annexation and Zoning

  • Annexation of Edson Road properties (26-00715) and Annexation Agreement (26-00716) – Agricultural farmland proposed for industrial subdivision by Venture One Acquisitions, LLC. Alderman Tarina expressed comfort after meeting with the applicant, noting proximity to rail, highway, and cargo access. Both items passed with one opposing vote. (Approved)
  • Zoning Map Amendment (26-00717) – From County AG to I-3 Airport Industrial for the same properties. Approved. (Unanimous)
  • 2520 Driftwood Lane (26-00719) – Variation to reduce front yard setback from 30 feet to 20 feet 5 inches in R-1 district. Approved. (Unanimous)
  • 8539 East State Street (26-00718) – Zoning Map Amendment from R-1 to C-2 Limited Commercial. Approved. (Unanimous)

Liquor and Tobacco Licenses

  • 714 Broadway (26-00613) – Sale of tobacco products at a tobacco store. Staff had initially denied due to vague plans and later because the business model focused on paraphernalia with limited tobacco. Alderman Tarina opposed the business plan and hours (weekends only until 2 AM). The committee denied the recommendation. (Denied)
  • 501 East State Street (26-00721) – Sale of liquor by the drink and packaged liquor for a café/restaurant/bar. Approved. (Unanimous)
  • 6075 East Riverside Boulevard (26-00722) – Modification of existing liquor license to add liquor by the drink and video gaming at Sam’s Ristorante & Pizzeria. The applicant requested extended hours until 2 AM; the committee approved the amendment and then the item as amended. (Approved)
  • 922 Kilburn Avenue (26-00723) – Sale of packaged liquor and tobacco at a liquor store (MaxMart). Alderman Tarina initially supported due to low liquor density in the area, but another alderman voiced opposition regarding fresh food access. The vote was 2 in favor, 1 opposed, failing to reach the required 3 affirmative votes. (Failed)
  • 3222 and 3208 South Alpine Road Unit (26-00724) – Sale of liquor by the drink at a restaurant (Marrufo’s Tacos). Approved. (Unanimous)
  • 7054 Walton Street (26-00725) – Sale of beer and wine by the drink with video gaming at a restaurant (Wing Snob Rockford). Alderman Tarina opposed, citing concerns about the business model and the need for liquor/gaming at a takeout-style restaurant. The vote was 2 in favor, 1 opposed, failing to reach 3 affirmative votes. (Failed)

Proposed Amendment Regarding Committee Chair and Vice Chair Selection

This item (26-00691) was held out and not considered.

Resolution

  • Authorization for Zoning Officer to File Text Amendments (26-00692) – Approved to allow the zoning officer to file amendments to multiple sections of the Zoning Ordinance. (Approved)

Key Outcomes
