The Code and Regulation Committee of the Rockford City Council convened on July 13, 2026 at 5:30 PM. Present were Aldermen Logemann (Chair), Torina, Bell, and Prunty; Alderman Bonne was absent. The committee approved a plat for a duplex development and two resolutions for upcoming events.
Committee Reports
- Plat No. 2 of Rosewood Subdivision (26-00828): A re-plat of an existing lot for a duplex development at 6002 Phaeton Drive. No discussion; approved by roll call vote.
Resolutions
- RockYard Music Fest (26-00829): A new event celebrating Rockford's spirit. Scheduled for Friday, August 14 from 4–10 PM and Saturday, August 15 from 7 AM–10 PM at Davis Park, 320 S. Wyman Street. Alderman Bell inquired about ongoing construction at Davis Park. Scott Sanders, Director of Public Works, explained that construction is proceeding in phases; the construction fence will be moved to a smaller footprint for the event, and the city is coordinating with GoRockford to ensure all accommodations. Approved by roll call.
- R.A.M.P River Run (26-00830): An annual 5k run/walk on August 15 from 5:30 AM–12:30 PM (run begins at 6:30 AM) at 202 Market Street / Water Street – City Market Pavilion, Madison Street, Rock River Recreational Path. No discussion; approved by roll call.

The first item, Rockyard Music Fest. There's a new event celebrating the spirit, energy, and identity of Rockford. The event is scheduled for Friday, August 14th from 4 to 10 p.m. and Saturday, August 15th from 7 a.m. to 10 p.m. The event will be held in Davis Park 320 South Wyman Street. Chairman. Thank you. I thought these worked. I think it's fine. Oh good. I don't know if this is for Director Sanders or Mr. Kignoni, but uh I still see construction going on at Davis Park. Just wanted to get an update on where we are in that process and uh should we approve this today? Um construction is still going on. What are the accommodations that will be taking place? Thank you very much. I'd be happy to address that. Thank you, Alderman Bell. Um so construction on Davis Park has been is being completed throughout this calendar year in stages. Um already we've we've essentially opened uh the far south end, which is the skate park. We've pulled back all completed construction and pulled back that construction fencing. The site work will be largely completed and the construction fencing pulled back away to coordinate with this rockyard event on August uh 14th and 15th. The buildings themselves, the stage building and the restroom and concession building, those are still on a they they will follow beyond that time frame and they will be completed end of September, early October.
