Food Insecurity Presentations (Information Only)

• Alderman Tamir Bell (13th Ward) presented data: Winnebago County ranks in the bottom 11th percentile for food insecurity among Illinois counties, with 41,200 residents (15% of the population) food insecure. He highlighted a $65 million infrastructure investment in the 13th Ward, a planned food co-op market (Screw City Food Co-op) on West State Street, and a mobile grocery store funded by $622,000 from the city. Bell described a city-approved framework to reduce food insecurity and emphasized collaboration between commissions and council.
• Tabatha Endres-Cruz, CEO of Rock River Valley Pantry, reported serving 79,705 individuals in FY26, a 285% increase over five years (from 29,000 to 79,705). The pantry distributes nearly 3 million pounds of food annually, with 23% grains, 23% protein, 30% vegetables, 12% fruit, and 12% dairy. She noted a 75% increase in demand during federal SNAP cuts. The pantry relies on volunteers (125 slots/week, 14,000 hours/year) and donations; city funding during the government shutdown was critical. She stressed that food insecurity affects everyday people.
• Jackie de Batista, Executive Director of Farmers Rising, and Montez Soliz, Mobile Grocery Store Coordinator, presented the mobile grocery store initiative. The store will make 10 stops on the west and southeast sides, accepting EBT/Link/WIC and offering subsidized prices. Survey data showed 98% of residents would shop at such a store, 84% face difficulty accessing groceries, and 83% struggle to afford fresh food. The pilot year will focus on data collection and flexibility. The store is a partnership with City Center Market and aims to prove profitability to attract brick-and-mortar investment. Local food will be incorporated when possible. Winter operations will continue, with potential online ordering and delivery.

Unfinished Business

• Biannual Report: The commission voted to approve the 2026 biannual report (motion carried without opposition).
• Ordinance Revision Update: Michaela Harris reported that the legal director advised against amending the ordinance. Instead, goals like youth representation (18-24 year old member) and additional reports can be implemented through standard operating procedures (SOPs) without amending the ordinance. The commission agreed.
• Commissioners' Meetings with Aldermen: Commissioner Bravo met with Aldermen Frank Beach (10th Ward), Gina Meeks (12th Ward), and Gabriel Torina (5th Ward). Topics included mental health, housing, and senior living. Commissioner Garvey and others met with Aldermen Prunty, Loebman, and Grant; they discussed priorities like safety, housing repair, and neighborhood conflict resolution. Commissioners noted a need for better communication and neighborly engagement, suggesting block parties and community-building initiatives.

New Business

• Strategic Planning Meeting: The commission decided to hold a strategic planning session on October 8, 2026, from 3:00 PM to 7:00 PM, replacing the regular monthly meeting. The session will focus on developing an action plan for 2027. Food will be provided.
