Rockford Community Relations Commission Meeting - September 10, 2026

The Rockford Community Relations Commission met on Thursday, September 10, 2026, at 5:30 PM at City Hall, 425 E. State Street, Rockford, Illinois. Information Only: Code Enforcement Process Presentation

• Assistant City Attorney Tomiko Ballard presented an informal overview of the City's Code Enforcement Process. She stated the process is designed to maintain standards, protect property values, and ensure public safety, using fines, liens, and court actions only after voluntary resolution fails.
• Ballard described two enforcement standards: Neighborhood Standards (sanitation, weeds over 4 inches, fences, dumpster enclosures, illegal vehicle parking or storage, zoning, and noise) and Property Standards (roof or structural collapses, broken windows, electrical or plumbing issues, utility shutoffs, and hoarding).
• Reported statistics: in 2025 there were 8,000 code violations, 57 vacant properties, and 48 demolitions; in 2026 through July there were 5,000-plus code violations, 57 vacant properties, and 30 demolitions.
• Compliance timelines range from 24 hours for emergency hazards, 5 days for weeds, and 14 days for general violations. Cases are adjudicated through informal Administrative Hearings at City Hall, with severe violations escalated to the 17th Judicial Circuit Court.
• Commissioner Martin recommended that the City Council prioritize funding to add one or two code inspectors, saying the department appears overloaded based on the numbers. Ballard said the department has fewer than 15 inspectors and that funding and the budget deficit are limiting factors.
• Commissioner Garwick expressed strong concern about police involvement in clearing homeless encampments, saying the destruction of belongings is inhumane and that police presence can escalate situations. He urged deploying social workers instead of police and working toward housing solutions.
• Commissioner Shanklin asked whether funding exists to help homeowners bring properties up to code. Discussion referenced CDBG housing rehabilitation programs and a Detroit-based program that could help with code compliance before additional CDBG funding is available.

New Business: Strategic Planning Meeting

• The Commission agreed to hold its Strategic Planning Meeting on October 8, 2026, at Fire Station 3 Community Room, 888 Marchesano Drive, Rockford. Michaela Harris stated the session would be four hours, from 3:00 PM to 7:00 PM, and would comply with the Open Meetings Act.
• Commissioners discussed format and topics. Some preferred the previous off-site location and small-group format, while one commissioner who had been out of town said the small groups made it harder to hear everyone's findings. The group leaned toward a full-group discussion this year so that all commissioners could participate in the more developed conversations.
• Discussion topics for the planning session included workforce development, a potential housing fair, creating an internal report template with goals and action items, connecting with Mayor Neal's vision, and incorporating follow-up from meetings with aldermen.

New Business: Referrals for Vacant Commissioner Seats

• Michaela Harris requested referrals to fill two vacant commissioner seats. Interested Rockford residents may send resumes and a statement of interest to Mayor Neal; the Mayor makes appointments and the City Council votes on them.

• Commissioner Shanklin reported that her meeting with Alderwoman Hoffman of Ward 8 focused on the need for safe, accessible after-school facilities located in the neighborhoods where youth live to reduce transportation barriers. Two 12-year-old students had asked the alderwoman, "What are you gonna do to keep us safe?"
• Commissioner Martin noted that multiple faith-based and community organizations already provide after-school care across wards, but there is no centralized communication mapping these resources. Rockford Public Schools District 205 and Zum Transportation currently transport students to some sites, and most providers receive support from the state-funded Child Care Assistance Program (CCAP).
• Michaela Harris added that students who are exempt from bus transportation to school may still be eligible for transportation to approved aftercare programs.
