Rockford Community Relations Commission Meeting - September 10, 2026

The City of Rockford Community Relations Commission met on Thursday, September 10, 2026, at 5:30 PM in City Hall. Code Enforcement Process Presentation

• Assistant City Attorney Tomiko Ballard presented an informal overview of Rockford’s code enforcement process, including administrative hearings, neighborhood and property standards, inspections, compliance deadlines, liens, rental and vacant property registration, and referrals to circuit court for egregious cases.
• Ballard reported 2025 totals of 57 vacant properties, 48 demolitions, and 8,000 code violations. Through July 2026, the city had 57 vacant properties, 30 demolitions, and more than 5,000 code violations.
• She outlined compliance timelines, including 14 days for weed/neighborhood standard lists, five days from mailed notice, and 24 hours for emergency cleanups. The city’s grass violation threshold is four inches.
• Commissioner Martin asked about the number of inspectors and recommended that City Council prioritize funding for one or two additional inspectors based on the workload shown by the statistics. Commissioner Shanklin added that summer interns help with weed and grass enforcement and that CDBG dollars have funded over a thousand demolitions in recent years.
• Commissioner Garwick expressed strong concern about homeless encampment enforcement, saying police involvement escalates situations and that homeless individuals can lose all their belongings. He urged sending social workers instead of police and working to connect unhoused people with housing. Ballard responded that the topic was beyond the scope of the presentation but acknowledged the seriousness of the issue.
• Commissioner Shanklin mentioned the CCRT and MIH response programs and offered to help ensure those units are deployed to handle encampment situations with tact and respect.
• On homeowner assistance, commissioners noted CDBG rehabilitation programs exist, but there is a “catch-22” because properties may need to be brought up to code before CDBG funds can be used. A commissioner also mentioned an ongoing tiny home initiative for chronically homeless individuals and a Detroit-based funding model to consider at strategic planning.

Strategic Planning Discussion

• The commission agreed to hold its strategic planning session on October 8, 2026, at the fire station used previously, from 3:00 PM to 7:00 PM, with a large-group format so all commissioners can participate in the discussions.
• Michaela Harris will build an agenda from commissioner input; topics will include workforce development, housing, a possible housing fair, a goal-and-dashboard report template, and efforts to align with City Council members and the Mayor’s vision.
• The commission asked to invite Mayor Neal to open the session, and commissioners will coordinate food without taxpayer expense.

Commissioner Vacancy Referrals

• Michaela Harris requested referrals for two vacant commissioner seats. Interested people should send a resume and statement of interest, which will be forwarded to Mayor Neal; appointments will then go to City Council for approval.
• Commissioners noted ideal candidates could include a youth member and someone with a conservative viewpoint. Two vacancies exist because Commissioner McDowell has been ill and Commissioner Eric’s term ended.
• Commissioner terms are three years and can be renewed for another three; someone appointed to fill a vacancy serves the remainder of that term.

Commissioner Reports

• Several commissioners reported meeting with Alderwoman Hoffman of Ward 8, who emphasized that young people need safe, accessible after-school places in their own neighborhoods and that transportation is a major barrier. She relayed a question from two 12-year-old students at Floyd Middle School: “What are you going to do to keep us safe?”
• Commissioners discussed the need to communicate better about existing nonprofit and school after-school programs, including RPS 205 aftercare transportation options, so families and aldermen know what is available.
