I'd like to call the order, the planning and development committee meeting for Monday, September 14th, 2026.

0:36

Clerk, will you please call the roll?

0:38

Here.

0:40

Here.

0:41

Here.

0:42

Here.

0:45

Thank you.

0:46

Item one is an approval of the proposed amendment to the funding agreement with the Rockford Area Convention and Visitors Bureau, go Rockford, extending the term of the agreement from the expiration of 2028 to an expiration of 2032.

1:00

And the continued lease of 102 North Main Street.

1:03

This is an extension of the six years from the existing agreement in lease.

1:07

Do I have a motion to approve?

1:08

So move.

1:09

Second are there any questions or comments?

1:14

Alderman, I'm sorry, Alderman Durkey.

1:16

Thank you, Madam Chair.

1:18

Just to reiterate the comments on counsel that I made last week.

1:36

First of all, I think it needs to be capped at some point.

1:39

Having an open-ended contract as a percent basis, I'm not sure we can do that anymore.

1:48

But there, first of all, go Go Rockford's from their uh tax filings, their income has gone up from I think it was 20 uh 2019 or so to present uh about almost uh two million dollars a year in their total funding.

2:15

From uh somewhere around 2023 to uh present to 2025, their uh hotel income has gone up about 210,000.

2:28

In addition, it's projected that Go Rockford will receive about somewhere, I think with the two percent um hotel district, somewhere around 1.38 million dollars.

2:42

So my take on this is right now Go Rockford with the current contract already exists to fill City of Rockford hotel rooms.

2:54

That's their role.

2:56

So within their budget, that's one of the things that they do.

3:00

They will get a bu uh an income overlay on that with the hotel uh uh regional taxing district.

3:09

So part of that part of that money is freed up for them to be able to do Davis Park.

3:15

So I I don't see the need to increase their funding at all.

3:20

Um they've got substantial income and though when I took a purview of their tax forms, they spend every dollar that they get.

3:28

It doesn't look like they leave funding over for next year or whatever, but they they but they get a dollar, they spend it.

3:35

On what I I don't know.

3:38

But I do not I think Go Rockford does a great job.

3:41

I think the leadership does a great job.

3:44

I just think we're paying we're paying too much money for it.

3:47

And I think given their new source of income, which will pay will pay part of what they already do, will release dollars to do whatever Davis a park programming needs to do.

4:02

I don't know what it takes one FTE or two to program Davis Park.

4:08

Um, but there's certainly ample funds available.

4:12

My proposal would just be to leave the bud their budget as is, their contract as it is, and let it expire in 2028.

4:20

And just keep their funding.

4:22

They will get an increase from the regional um tourism destination district, whatever I don't know the name of that specifically.

4:31

They're gonna get a funding increase.

4:34

And um given their projected increase in hotel tax revenue as it is, which has gone up, like I said over the past three years, their budget, their income from the hotel tax has gone up 200 some thousand dollars.

4:47

So personally, I don't see the need.

4:49

In fact, you I think we need to almost next uh go around and put a cap on it and and limit their funding.

5:00

Some of the some of the hotel tax revenue, some of the difference we could realize.

5:02

We have we have a couple of bonds that we need to pay down.

5:06

And I think Director Hagerty is laid before us, it's it's really time to tighten our budget.

5:14

So my proposal is just leave the contract as is.

5:16

They can add on the Davis Park programming with an agreement with their current budgeting and funding level.

5:27

Thank you.

5:28

Alderwoman Granit.

5:30

Um we received an email saying that there was going to be some amendments to that.

5:35

That's not is that somewhere in this I didn't see it in the document.

5:40

So yes, I had uh email on Friday based on conversations that we had with Go Rockford uh related to the comments from City Council uh last last week and what we understood uh what the two primary concerns are.

5:58

Uh one was a concern related to the overall length of the contract, so we reduced it from 34 uh expiring in the year 34 to 32.

6:06

Um so as a chairman chairman mentioned, um it would be for a six-year agreement similar to their past agreements as well as the the RAVE agreements that have been completed in the past, and we created a right to terminate clause for the Davis Park operations that would be mutual so either party could could terminate um the clause.

6:28

And the the point of creating that provision within um the agreement was to address the concerns in regards to what's going to happen related to Davis Park, how is it going to perform?

6:39

Um is there going to be the opportunity review outcomes related to their operations?

6:44

You know, currently the operations of Davis Park is a responsibility of RAVE, not Go Rockford.

6:50

Um that's you know, we engaged RAVE and Go Rockford recognizing the level of investment into the community and wanting to make sure that it was activated as as much as possible.

7:03

Um so that's why we've brought forward the proposal.

Rockford Planning and Development Committee Meeting - September 14, 2026

The Planning and Development Committee met on September 14, 2026, at 5:30 PM (called to order at 7:57 PM, adjourned at 8:36 PM) to consider two items: an amendment to the funding agreement with the Rockford Area Convention & Visitors Bureau (GoRockford) and the termination of the Springfield Corners TIF district. The meeting included significant debate on the GoRockford agreement, particularly regarding contract length and funding levels.

Committee Reports

1. Amendment to Funding Agreement with GoRockford (Item 26-00969)

  • Proposed amendment extended the agreement from 2028 to 2032 (six-year extension) and continued the lease of 102 N Main Street. The amendment also increased the hotel/motel tax percentage from 70% to 75% and included a mutual nine-month termination clause tied to Davis Park programming responsibilities. This was part of a broader partnership with RAVE to activate Davis Park.
  • Alderman Durkee opposed the amendment, arguing GoRockford already receives substantial income growth from hotel tax revenue, a new tourism improvement district (estimated $1.38 million), and linear revenue increases. He proposed leaving the existing contract in place until its 2028 expiration, stating the city faces budget constraints and should cap funding.
  • Administrator Cagnoni explained the amendment reduced the original proposed term from 2034 to 2032 based on council feedback and added the termination clause. He noted GoRockford has leveraged city funds for grants and supports community events like Iron Man and Stroll on State.
  • Alderman Thunberg supported the amendment in concept but preferred a shorter term, suggesting the contract be allowed to expire in 2028. He questioned whether denying the amendment would negate the broader Davis Park programming agreement.
  • Alderwoman Granath noted an email about amendments and sought clarification on the termination clause being mutual (both parties can unilaterally terminate).
  • John Groh, President of GoRockford, addressed the committee. He stated that full Davis Park programming would cost approximately $500,000 annually, and GoRockford agreed to raise $150,000 from private sources. He emphasized GoRockford is willing to partner but needs funding; if denied, the city would need another entity to activate the park.
  • Alderman Durkee countered that GoRockford's income is not static and grows with hotel tax revenue, saying “poor mouthing” the council is inappropriate. He reiterated that redirected funds from the tourism district free up existing GoRockford resources for Davis Park.
  • Alderman Salgado asked about the start date; Administrator Cagnoni responded it would begin immediately upon approval, with planning for next year's activities starting soon.
  • A motion to approve the amendment was made by Alderwoman Hoffman, seconded by Alderwoman Granath. The motion passed 3-1 (Ayes: Hoffman, Neal, Granath; Nay: Durkee; Absent: Meeks). Alderman Durkee's alternative proposal to keep the existing contract was not taken as a formal motion.

2. Termination of Springfield Corners TIF District (Item 26-01133)

  • Ordinance to terminate the redevelopment project area and dissolve the special tax allocation fund. Director Lies explained the TIF district, established in 2002, has run its 23-year course. Future projects in the area could be supported by a new TIF if a significant project emerges.
  • Alderman Bell (not a committee member) requested clarification and supported the termination.
  • A motion to approve was made by Alderwoman Hoffman, seconded by Alderwoman Granath. The motion passed unanimously by voice vote (all four present members: Durkee, Hoffman, Neal, Granath; Absent: Meeks).

Key Outcomes

  • GoRockford Amendment: Approved 3-1; becomes effective immediately, extending the agreement to 2032 with a 75% hotel/motel tax share and mutual termination clause for Davis Park programming.
  • Springfield Corners TIF Termination: Approved unanimously; the redevelopment project area is terminated and the TIF fund is dissolved.
  • Next Steps: Both items will be forwarded to the full City Council for final approval. Alderman Durkee indicated he may propose an amendment at council to limit the contract term to 2028.
