Nancy.

20:40

21:21

Mr.

21:21

Joe Key Sack along with the city clerk, Nancy Long.

21:27

The purpose of these committee meetings, as many of you know, are for city departments to convey information to the mayor and city council and discuss items listed on the published agenda and provide updates of vital information essential to the operation of city government and by ordinance the committee consists of the mayor and council and city administrator.

21:48

This is a public meeting, but not a public hearing.

21:51

Therefore, while we certainly welcome members of the public who are here and who are viewing, do not generally take comments at these meetings.

21:56

They are received on the second and fourth Monday of each month and the fifth Monday in open forum.

22:03

And we do encourage residents to reach out to us for any questions or needs of information, and always visit Roswell 365.com for a calendar of events.

22:14

The first item on the agenda is the approval of the minutes of the August 25th 2026 committee meeting.

22:29

Motion by Mayor Robichot, second by councilmember Sells.

22:32

Further discussion.

22:34

Seeing none, all in favor.

22:36

All right, that passes unanimously.

22:38

Thank you very much.

22:39

On our regular agenda is listed, item number two, the approval of the 2027 calendar of mayor and council and committee meetings.

22:51

As you can see before you is the proposal for 2027.

22:55

We'll generally highlight a few items.

24:26

Any thoughts or concerns?

24:32

Uh with a motion.

24:34

Motion by Councilmember Beeson.

24:37

We have a second by Councilmember Zach.

24:39

Any further discussion?

24:40

Seeing none, all in favor.

24:42

All right, that passes unanimously.

24:45

We'll move that item forward.

24:46

Item number three is listed on the agenda.

24:49

Consideration for the mayor or city administrator to award a lump sum contract to Spratlin Construction for the construction of the fire station number 27 in an amount not to exceed $8,475,514.

25:05

That will be presented by Mr.

25:06

Brian Watson, the director of environmental and public works.

25:11

Mr.

25:11

Watson.

25:12

Thank you, Mr.

25:12

Knighton.

25:13

Appreciate that.

25:15

Good evening, Mayor and Council.

25:17

I am extremely excited to be here tonight for the not just this item but the next item as well.

25:24

So these two items that are on the agenda are for the award of construction contracts for fire station number 27 as well as fire station number 23.

25:33

As a reminder, fire station 27 is going to be relocated from the east side of Roswell, which is on Holcomb Bridge, to Fouts Road, just south of Holcomb Bridge.

25:43

And Fire Station 23 is going to be relocated from Jones Road and St.

25:47

Charles Road to the corner of Bowen and 92.

25:51

Now, although staff is making a recommendation for these construction contracts, and it'll be to the same contractor.

25:59

The reason that there's two different items is because of the contracting method that we um that we are recommending to to Mayor and Council.

26:07

So for Fire Station 27, we have a complete design.

26:59

So when we put uh the we actually put both fire stations out to bid, we put fire station 27 out to bid as lump sum, but we put fire station 23 out as a construction manager at risk or CMAR.

27:13

And we brought these uh contracts to you before, but essentially what that means is we bring the contractor on early in the design process, and the contractor can work with the engineer to recognize any efficiencies that are occurring during construction, and um we get a better price.

27:29

They work with us to make sure that they fall within the budget that we have set.

27:33

Um this is further enhanced by the fact that by awarding the two contracts to the same contractor and having the lump sum contract, which will be for uh fire station 27 go first, then the contractor will already be aware of what to do and be ready to go for fire station 23.

27:52

So we actually gained some efficiencies on the construction side as well.

27:55

So that's um it's a it's a great news for the city, and by doing this, I'll I'll get into the particulars now, but we were able to have both fire stations come in at our engineers' estimate with all the contingencies, all the uh furniture fixtures and equipment that we need.

28:12

Um, so we're you know very excited about that.

28:14

So for the for the procurement side, so um sorry, so on July 20 uh July 15th of 2026, uh the city advertised an RFP for both of these fire stations uh and um on August 25th, 2026, a total of five bids were received uh for the subject solicitation.

28:36

Um, a selection kit committee, which was made up of uh representative from the fire department as well as two uh individuals from the environmental public works department um evaluated the proposals independently, and the highest ranked firm on for this was Spratland Construction.

28:53

So for the first item, which uh Mr.

28:55

Knighton read, um staff is recommending the award of the a contract to Spratland construction in the amount of eight million four hundred and seventy-five thousand five hundred and fourteen dollars.

Discussion Items

  • Fire Station 27 Construction Contract (Item 3): Director of Environmental and Public Works Brian Watson presented a recommendation to award a lump‑sum contract to Spratlin Construction for the relocation and construction of Fire Station 27 from Holcomb Bridge Road to Fouts Road, at a cost not to exceed $8,475,514. The project has a 12‑month construction timeline, with substantial completion targeted by the end of 2027. Councilmember Beeson commended the staff’s structuring to allow joint mobilization cost savings. Councilmember Philippi inquired about Spratlin’s experience; Watson confirmed they specialize in public safety buildings and are currently building two fire stations in Cobb County. Councilmember Hall asked about the timeline; Watson clarified start expected January 2027, substantial completion by end of 2027. Motion by Councilmember Sells, second by Councilmember Beeson. Unanimous approval.

  • Fire Station 23 Construction Manager at Risk (CMAR) Contract (Item 4): Mr. Watson presented a recommendation to award a CMAR contract to Spratlin Construction for the relocation of Fire Station 23 from Jones Road/St. Charles Road to the corner of Bowen and 92, at a cost not to exceed $7,148,320. The lower cost compared to Station 27 is due to less site work. The construction manager at risk approach allows early contractor involvement to identify efficiencies. Construction is planned to start April 1, 2027, with substantial completion by March 30–31, 2028. Motion by Councilmember Sells, second by Mayor Robichot. Unanimous approval.

Key Outcomes

  • All four agenda items passed unanimously.
  • The city will award a lump‑sum contract to Spratlin Construction for Fire Station 27 ($8,475,514) and a CMAR contract to the same firm for Fire Station 23 ($7,148,320). Both contracts will leverage the same contractor for shared material purchasing (e.g., bay doors) and scheduling efficiencies.
  • No further business was discussed; the meeting adjourned by motion of Councilmember Beeson, second by Councilmember Brumley.
