  • F3 – Out-of-City Water Service Agreement: Authorized an agreement with 4400 Sam Bass Road LLC for water service to a property in the city’s extraterritorial jurisdiction (ETJ) located at 4400 Sam Bass Road. The 20-year agreement requires the customer to pay twice the in-city retail rate and applicable impact fees. Assignment of the agreement is limited to similar uses. Approved unanimously.
  • F4 & F5 – Economic Development Program for RRTX Lake Creek Hotel, LP (Ruby Hotel): Approved a Chapter 380 economic development program and agreement. The hotel will purchase property and sell a parcel to the city for $750,000 for a bridge landing across Brushy Creek. The city will loan $2.65 million for a new event center (total project cost estimated over $5 million). The loan must be repaid within four years with interest forgiveness if timely. The city receives 75% of hotel occupancy tax and property tax payments as incentives through 2029, plus five days of annual use of the event center. Approved unanimously.
