The Round Rock City Council met on Thursday, June 11, 2026, at 6:00 PM in the City Council Chambers. The meeting included a proclamation, presentations from the UniverCity program and Police Department, approval of consent agenda items, and several resolutions. Significant discussion and public testimony centered on two ordinances: the repeal of a 48-year-old ordinance allowing citizens to place items on the council agenda, and an amendment to Planned Unit Development No. 23 to allow limited commercial development at the Preserve at Stone Oak. The council also approved the annual historic property tax exemption program and appointed a new Mayor Pro-Tem.
Good evening. Tonight's invitation will be given by Round Rock PD chaplain, Deacon David Borin. Come on up. I've always maintained that the microphone faces the wrong. You'll bow your heads and pray with me, please. Gracious and loving God, we thank you first and foremost for your presence and your willingness to deal with us as a community. We thank you for the grace that you give us each and every day. This evening, we pray that our discussions might be infused with your wisdom, that our decisions might be according to that which you wish us to decide. But in all actions, may it be according to your most gracious will, and may it be for the best interest of this community in all aspects, not personal agendas. We ask this and all through Christ our Lord. Amen. Thank you. Call the 6 o'clock City Councilman Order. And please call the roll. Mayor Pro Tim Stevens. Here. Councilmember Lee? Here. Councilmember Flores? Here. Councilmember Fleming? Here. Councilmember Otega? Here. Councilmember Montgomery. Here. All right, if you're able to stand with me for the pledges. Pledge allegiance. For which it stands. Under God. Honor the Texas flag. I pledge allegiance to thee. Texas. One state under God. One. Section 2-26B5 of the Round Rock Code of Ordinances 2018 edition. Any comments, guarding items not on the post-agym, may not be discussed or responded to by the City Council per state law. I have several that will speak on I 1 and I 3, so we'll call you then. Uh I have one, Richard Parsons. Good evening. My name is Richard Parson. I live at 2301 Windrift way here in Round Rock. And I am the founder of Round Rock Pride Festival. And I wanted just to say thank you because we had our fifth annual Pride LGBTQ festival last weekend. And once again, between five and six thousand people, we had a peaceful, happy time with some wonderful families who are able to relax without persecution. Thank you to our city because of that. And we are already planning for our next festival next year. Expect the same happy, peaceful time. And we're grateful because, as you know, not every city permits this, but we're proud because what we do is very positive, and we have a very family-friendly festival that brings out the best in our community. And we believe that we add a lot to the positive impact that we have on our city.
