Discussion Items
- Proclamations: Staff announced proclamations recognizing the high school boys' state championship and girls' gymnastics for second place (clarified as gymnastics, not soccer).
- H1 - Resolution for Merriad SQ contract with Daniel Bess: For South Soccer fields along Harrow Parkway. Includes 20-foot nets behind goals and 6-foot perimeter fencing to prevent balls from entering the roadway. Total cost: $155,340. Councilmember asked about deep digging at Old Settlers (separate project); staff explained it involves recessing fields and detention.
- H2 - Resolution for change order #2 with Austin Engineering (Green Lawn Boulevard Improvements): $198,000 change order for adjustments due to survey misalignment with Flugville Parkway (11 feet off), additional bridge work, and water line improvements. Estimated completion: July/August 2027. Councilmember asked about turn lane configuration at 35 intersection; confirmed single lane yield. Councilmember inquired about signage along 45; staff confirmed they placed a sign.
- H3 - Resolution for merit contract with Aaron Concrete (Street Maintenance): $1.3 million for base recycling, seal coat, and overlay on Smyr's Lane (off 620) and a section near Red Bud. No sidewalks added; separate sidewalk gap project planned. Councilmember asked about widening at Smyr's Lane and Wyoming Springs; staff confirmed no widening, just curb-to-curb pavement repair.
- H4 - Resolution to amend agreement with Meadows at Chandler Creek MUD: The 40-year agreement (signed 1986) expires June 26, 2026. The city has been responsible for water/wastewater line repairs and billing. The MUD wants to renegotiate. Staff noted the city does not own the lines; estimated replacement cost $100 million ($60M water, $40M wastewater). The resolution extends the current agreement to December 31, 2026, to allow negotiation. Councilmember expressed concern about protecting ratepayers.
- H5 - Resolution for real estate purchase contract with Nelson Homestead family partnership: 7 acres total: 4.5 acres for a future water storage tank/pump station (funded with $1.6 million from remaining ARPA money) and 2.5 acres for a future fire station. Price: $8.35 per square foot. Councilmember asked about remaining ARPA funds; staff confirmed about $800,000 left and are negotiating for easements.
- H6 - Fire station location (related to H5): Chief Glazier explained the 2.5-acre site is for a future fire station, using a prototype four-bay design. The location provides access from 110 and future 107 extension. Response modeling confirmed it as a good spot.
- Appointments: Council considered reappointments of municipal judges and associate judges, and a council director and citizen director. Councilmember Flores and Mayor Pro Tem Montgomery were asked to continue serving on a committee.

So what we're doing as part of the construction, uh they've finished that section of the road. Now we can go in and look at putting up some netting and some fencing. So we're gonna put in some 20-foot nets uh on the back side of the where the goals are, just like we do on Gatta School Road that you'll see those so that we don't have balls that come out in the fields. Uh and then we're gonna do a six-foot fence that goes around the perimeter of the fields, help protect uh you know the uh the cars driving by and the uh and the players from having to run out in the street.
