Resolutions G1 can say resolution authorized mayor to execute change order number one to the agreement of spa glass constructors.

0:55

Good morning, Mayor and Council.

0:58

We have for you is a change order number one.

1:01

Change order number one with the spall glass construction uh company for the GMP for the Lakeview build out.

1:08

This is for $92,486.

1:11

The two drivers of this one is we added some electrical pedestals and had to rework a couple electrical pedestals out there at uh at the uh um out there at uh Yonder's point, excuse me.

1:25

Um so we had to add make some changes out there, and then also there was uh an ADA clearance issue on the landing at the pavilion where we were kind of short by about 16 and a half inches, so we had to do a little rework on that one.

1:39

Um good news is uh this this cost is gonna be captured by outside contingency of the GMP, so we'll be covered on that.

1:47

Um with that, I'd be happy to answer any questions.

1:49

Questions.

1:53

Thank you, Corey.

1:54

Sir G2 consider resolution authorized Mary Executive Mend to the residential commercial and downtown commercial district for service rates for refuse.

2:05

Good morning, Mayor and Council.

2:07

Morning.

2:07

Uh this item and the next ordinance I'll kind of talk about them together.

2:10

But once a year, uh Republic Services can come before us and petition for a rate increase.

2:16

It's based on the uh consumer price index, which was 3.86% this year.

2:21

Uh so I'll go through some slides here, kind of talk about uh what those rate look rates will look like and then kind of give some updates on the solid waste program in general.

2:30

Uh like I said, there are 3.86% is the urban garbage and trash recycling CPI for the year.

2:37

It's based on July numbers.

2:38

So every July we look at that number.

2:40

Uh that number cannot go above five percent on any given year.

2:44

So if the CPI is above five, we put a cap on it at three at five this year's three point eight six, and vice versa.

2:52

If it goes negative, the most we can reduce the rates is two percent, and that's in the contract with Republic Services.

2:59

We have three different uh rate structures for solid waste.

3:03

We have the single family rate structure, and then we have commercial, and then we have this downtown district, and I'll kind of talk about all three of those.

3:11

Uh if approved by council, the new rates would go into effect uh for the building zone starting November 1st, and that's similar to what we've done the last couple of years for a single family home in the city of Round Rock.

3:23

Uh your current uh garbage and recycling bill looks like this.

3:29

Uh we pay $19.71 to Republic services for the services they provide.

3:36

Uh we do include this uh in our utility bills.

3:40

So when you get a utility bill, it has water, wastewater, drainage, it also has trash recycling in the bill, and then we remit payment back to republic services uh at the 1971 for each house.

3:51

We add an administrative fee of three dollars and ten cents.

3:54

That number has been pretty stable the last quite a few years.

3:57

That helps us fund the Deepwood Recycling facility and any other programs that we do.

4:03

It also some of it goes to our street maintenance program because of the trucks running down the streets.

Summary of Proceedings

Round Rock City Council Packet Briefing – September 22, 2026

The Round Rock City Council convened for a packet briefing work session at 7:30 AM on Tuesday, September 22, 2026, in the City Council Chambers, 221 East Main St., Round Rock, Texas. Mayor Craig Morgan presided; Mayor Pro-Tem Hilda Montgomery (Place 6) and Councilmembers Michelle Ly (Place 1), Rene Flores (Place 2), Melissa Fleming (Place 3), Frank Ortega (Place 4), and Kristin Stevens (Place 5) were present. The meeting covered items on the September 24, 2026, City Council consent agenda and a quarterly update from the Round Rock Chamber of Commerce. No members of the public signed up for Citizen Communication.

Consent Calendar

  • Staff briefed Consent Item G1, a resolution authorizing the Mayor to execute Change Order No. 1 with Spall Glass Construction for the guaranteed maximum price (GMP) for the Lakeview build-out. No council questions were raised.
  • Staff briefed Consent Item G2, a resolution authorizing the Mayor to execute amendments to refuse service rates for the residential, commercial, and downtown commercial districts. The Republic Services contract ties annual rate changes to the consumer price index (CPI); this year's increase is 3.86%, with a contractual 5% cap on annual increases and a 2% floor on rate decreases if CPI goes negative.
  • The refuse rate briefing noted that new rates take effect November 1 for the building zone. For a single-family home, the city's monthly payment to Republic Services rises from $19.71 to $20.47, increasing the total monthly utility bill from $24.69 to $25.51. The fee includes funding for the Deepwood Recycling Facility, seven additional bags of trash per week, and other services.
  • Staff reported that 3,156 homes have used the new call-in bulky-item pickup program this year (up to five cubic yards, once annually). The city is also redesigning commercial recycling enclosures (a completed project on Lamp Pass was highlighted), beginning design work on additional improvements, and exploring an electronic recycling day at Dell Diamond's parking lot with Republic Services.
  • Councilmember Rene Flores asked about Republic Services' performance and regular service standards. Staff responded that service is generally good and responsive to corrections, that complaints often arrive after the trucks have already passed, and that the city notifies neighborhoods when collections run late.

Public Comments & Testimony

  • No members of the public addressed the Council during Citizen Communication.

Round Rock Chamber of Commerce Quarterly Update

  • Chamber leadership delivered its quarterly update (Agenda Item E.1), describing the public–private partnership and progress executing its five-year strategic plan adopted last year.
  • The Chamber's largest-ever Momentum event focused on water, and its G Beta accelerator program continues to yield results: approximately 51 proposals were submitted, applications for the next cohort have closed and the cohort starts in a few weeks, and a homegrown G Beta graduate raised funds and opened its headquarters and manufacturing space in Round Rock. For applicants not selected, the Chamber launched Jumpstart, a free pre-accelerator.
  • Fiesta Round Rock, launched in partnership with Capital Factory, became an official monthly event.
  • The Chamber expects federal approval of Round Rock's first-ever Opportunity Zone designation, with designation beginning in January, after receiving letters of support from business owners, downtown stakeholders, elected officials, and county judges.
  • A downtown workgroup convening monthly will bring recommendations for downtown priorities to the Council's annual retreat, and the Chamber is preparing a recruitment trip to New York City.
  • On workforce, the Chamber reported that 200 teachers participated in its one-day July externship touring local businesses. Chamber membership grew from just under 800 members five years ago to almost 1,050 today.
  • An intercity visit to Raleigh, North Carolina, will include roughly 40 participants and meetings with city leadership and state economic development agencies, as well as the town of Carey; the Chamber noted Round Rock competes with Research Triangle Park for life sciences projects.
  • Upcoming Chamber events include a business after hours at Society Dad, Texas Venture Fest, and a quarterly Spark event (all on Thursday); a school board candidate forum co-hosted with the Round Rock ISD Council of PTAs (four school board positions open); and the State of the City in December.

Key Outcomes

  • No formal votes were taken at this briefing session.
  • The Council received the staff briefings on Consent Items G1 and G2 and the Chamber of Commerce update without action.
  • Consent Items G1 and G2 remain scheduled for consideration at the September 24, 2026, City Council meeting.
