The Round Rock City Council met on October 22, 2026, to receive a staff presentation on sports management and tourism, consider several resolutions related to economic development, infrastructure, arts funding, and other routine items, and hear a citizen comment. All resolutions were approved unanimously without discussion on most items.
G1: Resolution authorizing the Mayor to execute a Letter of Engagement with Spire Consulting Group for dispute resolution support in the lawsuit Thalle Construction Company, Inc. v. City of Round Rock.
G2: Resolution approving an Economic Development Incentive Agreement with PulseForge, Inc. Danielle from Economic Development presented the agreement; Rick Jennings of PulseForge spoke. The incentive includes a total of $600,000 in cash grants (two payments upon meeting job and investment milestones). PulseForge commits to investing $20 million and creating 60 primary jobs with average wages over $100,000. Council had questions about the hiring timeline (first 20 jobs by December 31, 2029).
G3: Resolution authorizing an Interlocal Agreement with Williamson County for communications attachments to city utility facilities; the city will receive six strands of fiber optic cable at no cost.
G4: Resolution authorizing a first amendment to a Consent and Development Agreement with KB Home Lone Star, Inc. and Round Rock Municipal Utility District 1 for the annexation of a 72-acre tract (Verona Tract) into the MUD after rezoning.
G5 & G6: Resolutions authorizing first amendments to the Grant Agreement and Tri-Party Agreement with Penfold Theatre Company. The partnership is extended for three additional years with decreasing city funding: $130,000 in year one, $115,000 in year two, and $100,000 in year three, funded by hotel occupancy taxes. Ryan Crowder of Penfold thanked the council and reported strong season attendance (2,500 visitors for season opener, sold-out run).
G7: Resolution approving the Brushy Creek Regional Utility Authority’s bond issuance of $12.2 million for the city’s share (29%) of the Serenade Water Deep Water Intake Project.
G8: Resolution expressing official intent to reimburse capital project expenditures for roads, trails, parks, sports facilities, and public safety; no new projects or funding added.
G9: Resolution authorizing submission of a grant application for $111,000 from the Federal Transit Administration for repairs at the city's transit center (roof and railing work); the city will provide a 20% match ($27,000).
G10: Resolution authorizing a quantity adjustment change order ($71,000) for the CR 112 East Segment project (detour and stormwater improvements).
G11: Resolution authorizing a quantity adjustment change order for the Gattis School Road Improvements, Segment 6 project. The change order is a net reduction of $198,000 due to removal of conduit for Google Fiber.
G12: Resolution authorizing a quantity adjustment change order ($279,000) for the Smyers Lane & CR 122 Rehabilitation project to include a mill and overlay of Main Street from Logan Street to Old Settlers Boulevard.
Good evening. Tonight's invitation will be given by Reverend Dave Corner of First United Methodist Church. Pastor, come on up. Good seeing you. Good to see you. Let us pray. Gracious God, source of wisdom, justice, and peace. We gather with gratitude for the privilege of serving and strengthening the community of Round Rock. We pray for the mayor, council members, city staff, first responders, and all who labor for common good. Grant them wisdom for the decisions before them, courage to do what is right, and humility to listen carefully to one another and to the citizens they serve. As our nation approaches another election season, we're mindful of the divisions, strong convictions and deep concerns that are present across our land. In a time when voices often compete to be heard, teach us to listen. When disagreement threatens to become hostility, remind us of our shared humanity. And when uncertainty creates anxiety, help us place our trust in values that unite rather than divide. Bless all who participate in the process. May our elections be conducted with integrity, our debates with civility, and our choices with a sincere desire for the well-being of our neighbors and future generations. For this council, we pray for clear minds and gracious hearts. May differing opinions be expressed respectfully, considered thoughtfully and guided towards solutions that serve the entire community. Help these leaders steward resources wisely, promote public safety, encourage opportunity, and strengthen the quality of life for all who can call Round Rock home. We remember those facing hardship, illness, loss, or uncertainty. And may our community be a place where compassion is practiced, dignity is honored, and neighbors care for one another. Bless this meeting and all that will be accomplished here tonight. And may the work of this council contribute to justice, peace, and the flourishing of this community. In your holy name we pray. Amen. Thank you, Pastor. Mayor Morgan. Here. Mayor Pro Tim Montgomery. Here. Councilmember Lee. Here. Councilmember Flores. Here. Councilmember Fleming. Here. Councilmember Ortega? Here. Councilmember Stevens. Here. All right. If you can stand with me for the pledges. One nation. Under God. Honor the Texas flag. A pledge of allegiance to thee, Texas. One state under God. One.
