The Saco Planning Board convened on February 3, 2026, at 22:57 (originally scheduled earlier) to review the January 20 meeting minutes, hear public comments, and conduct a public hearing on a request from Ecology Education Inc. (the applicant) to amend Condition of Approval #9 for the 184 Simpson Road site plan. The amendment sought to extend the construction deadline for a left-turn lane from November 1, 2025, to June 3, 2027. After extensive discussion and public testimony, the board denied the extension by a 4-1-1 vote, citing failure to comply with the construction loan agreement and insufficient technical capacity. The meeting also addressed updates to public hearing guidelines and rescheduling of two other applications.
Good evening, everyone. Ladies and gentlemen, esteemed members of the planning board and valued community representatives. I welcome you all to this evening's Assembly of the Socco Planning Board. As chairman, it is my privilege to convene this gathering dedicated to the thoughtful planning and development of our community. As we engage in our deliberations, let us remember the profound impact these decisions will have on the lives of all, keeping in mind we're residents like you. Our first item on our agenda this evening is our review of our meeting minutes. And we have minutes this evening from January 20th, 2026 to review. Any questions, comments, or edits on that draft from any board members? Mr. Chair, I'd move to approve the January 20th meeting minutes as presented. Second. Was that a second by Jim? Sorry. All right, thank you for it used to be easy, but now two voices. It was so quick, I'm just making sure now. Now I'm gonna have to look. I'll get used to Chris's voice. Um thank you for the motion and the second. Any additional discussion? All right, those in favor, Chris. Uh abstain. I wasn't at the previous meeting. Sure. Uh Jim. Yes. Joyce. Yes. Jeff? Yes. Catherine. Yes. I'll vote yes as well. Motion passes 5-0 with one abstention. Our next item on our agenda this evening is our planning board public hearing guidelines. This is a document developed by the board and city staff outlining the procedure in place for our public hearings held. This explains the purpose of the public hearings, the outline procedure reviewing an application, and public comment presentation and meeting duration. If anyone has any questions on this document, please let us know. There are hard copies available at the rear of the auditorium along with uh digital copies on the city's website. Our next item on our agenda this evening is our public comment period. This is where we will open our public comment period to hear from members of the public. This comment period is limited to a total of 15 minutes to items not under planning board review. The planning board appreciates public comments and knows the public comment about matters before it helps the board understand neighborhood concerns, review an application, or help address an outstanding item. Those wishing to make statements about an application under planning board's review are asked to provide those statements during the applicable public hearing period. Comments during this period are limited to three minutes. If there are multiple members of the public looking to speak, we may reduce or adjust that three-minute period per person to accommodate all speakers. If anyone is with us this evening, would like to come to the podium and discuss any matters, please do so. Uh state your name and address for the record, and we will collect those comments and address them accordingly. I'm sorry. Douglas? Doug?
