One, provide the required documents, discuss your detailed scope of work with a cost for each item outlined in order to bring the property into compliance to the satisfaction of the code officer.
Two submit the required proof of financial ability to pay for proposed work and discuss feasibility of repairs dependent on monies at hand.
And three, request the amount of time needed to complete the work.
All abatements ordered by the board shall be enforced.
All work proposed must be done within code regulations within required permits with required permits prior to the commencement of work.
You may obtain all permits from the Department of Development Services located in 1901 South Alamo Street, San Antonio, Texas, 78204.
If in doubt as to the process during this time, please contact the code enforcement officer.
Any owner or lienholder dissatisfied with an order of this board may file an appeal in civil district court within 30 days after the date that the order is mailed.

The structures being presented today are located at 131 Spatz Street with an with a recommendation for demolition in accordance with City Code Article 8, Chapter 6.
This is the first time 131 Spatz Street is being presented before the board.

San Antonio Police Officer Joe Pena is also here to speak on behalf of the property.

On April 14th, 2025, an after action meeting was held at the city attorney's office.
Uh the property owner or any interested parties did not show at the meeting.
On July 23rd, 2025, the notice for the BSB hearing was posted at 131 Spatch Street.
On July 22nd, 2025, the notice for the BSB hearing was mailed to Dolores G.
McLean, and their certified receipt has not been returned.
A warrant was not executed to obtain photos due to the occupant residing at the structure, building a uh illegal six-foot property fence along the front of the property.
We were not able to gain access.
No scope of work or financial proof or letter of credit or engineers report has been provided.
No permits have been obtained.
A notice to vacate was posted on April 18th of 2025, and the electric service account was disconnected on April 28th of 2025.
The water account has been inactive since May of 2025.

The structure being presented today is located at 1335 Brighton Avenue with the recommendation for repair in accordance with City Code Article 8, Chapter 6.
This is the first time this property is being heard before this board.
The legal description is NCB 7936 block 14 lot 36 and 37, located in City Council, District 5.
The owner on record is Feliciano R.
Sertuce with the mailing address of 2101 Santiago Street, San Antonio, Texas, 78207.
All notices of hearing were properly issued as required.
The following individuals are present on behalf of this case.
Mr.
Satuche, the property owner.
Contact was made with Mr.
Situce on April 11th, 2025, and Ornesto on July 2nd, 2025.
The Office of Historic Preservation has confirmed on March 3, 2025 that this property is not eligible for historic designation.
The following is a timeline of events regarding the notification process.
The first inspection regarding 1335 Brighton Avenue was conducted on May 25th, 2024.
An original notice was mailed on April 2nd, 2024, and the certified receipt was unclaimed on May 8, 2024.
A pre-board conference hearing was scheduled with it was scheduled on April 11th, 2025, and the property owner showed.
On July 22nd, 2025, the notice for the BSB hearing was mailed to the owner.
On July 23rd, 2025, the notice for the BSB hearing was posted at 1335 Brighton Avenue.
A scope of work has been provided.
Financial proof has been provided.
A letter of credit and an engineer's report has not been provided as of today, July 7th, 2025.
A residential repair permit and a re-roof permit has been obtained as of April 11th, 2025.
The photos that are being provided for today's presentation were taken on March 24th, 2025, July 2nd, 2025, and July 23rd, 2025.
Picture presentation consists of a single story main structure in dilapidated condition.
This is the front elevation where you can see some of the wood siding is worn and it is also detaching at the bottom.
This is the left elevation.
This is the right elevation where you can see the entire wood siding on this elevation is worn.
This is the rear elevation where you can see the use of wood panels for siding and the missing siding at the top, and also the roof's roof overhang is missing at the top, and the remaining overhang is detaching.
Staying in the rear and looking on the left side, you can see uh the missing siding at the bottom, and it also shows where the siding is extending past the structure.
This is a view of the interior where you can see the missing drywall and the separation at the rear where the wall panel is located.
This is just a different angle standing in the same location, showing the roof area where you can see the worn and rotted ceiling joists and rafters that do contain some water damage, and also uh the owner did install new sheathing, and you'll see that from the past photos.
Looking more to the right, standing in the same location.
You can see the separation between the roof and the wall where they intersect.
This is a close-up view of the rear wall showing the missing wall siding and also the hole under the roof pitch.
These next photos are the March 2024 inspection where you can see the condition of the structure on the front elevation during before the repairs were initiated by the property owner.
This is the rear elevation from that inspection in March.
And this is just showing how the uh foundation, the condition of the foundation on that March inspection in 2025.
And here I wanted to show that the beams were twisting at that time in the same inspection in March in 2025.
Going back to the front elevation in March 2024, uh March 24th, 2025.
This is the condition of the roof at the time of that inspection.
And this is the interior of that same inspection on that day.
This is a single-story residential structure zoned R4 and built in 1931.
The wood siding is deteriorated, worn, detaching, and lacks weather protection.
The remaining wall siding contains a hole under the roof pitch at the rear.
There is separation where the wall intersects with the roof on the right and left elevations.
The ceiling joists and rafters are worn, rotted, and contain water damage.
To recap, the structure located at 1335, Brighton Avenue is in violation of City Code, Article 8, Chapter 6-156, subsections 1, 2, 5, 7, 8, 11, 12, 15, 17, and 18 for the main, in which any building or structure which has any or all of the conditions or defects hereinafter shall be described to be deemed to be a dangerous building and a hazard to public health, safety, and welfare, provided that such conditions of defects of dilapidation, substandardness, or unfitness for human habitation, pose a threat or potential threat to life, health, property, or human safety.
Staff recommends repair for the main.
That concludes my presentation of 1335 Brighton Avenue.

And the no, no work was being done because based on the March 24th uh 2025 inspection, that was the condition of the property.
There was no work done until after we met at the pre-board conference in April.

Okay, the question I was gonna ask, and I had to run it through is uh you presented this case as you go back to the to the beginning of the street, and the street name is different from what you presented.
If you look at what we have on our paperwork, you were saying Avenue.
You presented it as Brighton Avenue.
I'm gonna refer to um I know on Bear BCAT, it doesn't have an avenue or street, but however, I did refer to a different mapping system that we use, and it does say avenue.
Well that's what I'm saying.
And uh and for the record, if you presented it as avenue in the record here and the discrepancy with what it is here, then if an appeal is done, we need to correct the record.

There's no foundation on this, it's just for a room addition permit.
Then that he didn't do anything that he did afterwards from the 23rd now, I would have to when I go do my reinspection, I'm gonna determine and add that on as the main.

There were no peering beams, there were just holes there.

Since that is done, there's no foundation permit pooled.
There's a resid there's uh uh uh and uh there's an addition permit pooled, and there's a siding and housing permit pooled, correct?

And the permits that are pulled were nothing to do with foundation, electrical, plumbing, heating, just the siding, interior, the back wall, the housing permit, the roof.

Long-term exposure to the elements has deteriorated and damaged the interior of the home, which is full of trash and debris, and vegan vagrants continue to enter.

So we come to the city to ask for the permit, but they said I can request permit to I come over here and meet you guys and talking about the situation.

We had a people to start a demolition as soon we can, as soon as the city give it to us a permit.
And we have the company, the dumpster company ready to send it to us, the dumpster.
We just need time to give it to us enough time to do what we had to do.
And of course, I don't know.
I know it's not safe place for just take my materials you put it there, so I had to bring it every day and take it over to place until we're done with the house.
But my intention is repair the house.
And the way it is right now, we had to repair she rock, new she rock, new insulation, new roof.
