1:02The Historic and Design Review Commission is an advisory board appointed by the City Council.
1:07I am Jay Maurice Gibbs, Chairman and the Vice Chair is Jeffrey Fetzer.
1:11It is the function of the Commission to advise the city manager and all relevant city departments concerning all applications for permits for properties and historic districts for landmarks on city property and the river improvement overlay and for demolitions.
1:26And considering whether to recommend approval or disapproval of an application for certificate of appropriateness, the commission shall be guided by the city's Unified Development Code and design guidelines and standards that have been adopted by City Council.
1:40An appeal of a decision by an administrative official can be filed in accordance with the city's Unified Development Code.
1:47If anyone present wishes to speak in favor or in opposition to any item on today's agenda, please sign up on the public comment sheet.
1:55It is not necessary to sign up if you are the owner of or of representative for a project on the agenda.
2:02You will be called on as the case is called.
2:05Case representatives will be given no more than 15 minutes to present their case with an additional two minutes to respond to public comments.
2:12Speakers for or opposed to a case will be limited to two minutes each.
2:17Speakers may also sign up to yield their two minutes to another speaker who has signed up.
2:22Anyone who is yielding their time must be present at the time the speaker is called upon.

4:29Um, I have no issues with the demo and construction of the building uh that is being requested.
4:36Um, I lived here for four years, and any work that I've seen mark do has been it's been done with consideration regarding the uh the age, design, materials, and intention to detail in relation to this being a historic resident.
4:52Um, when it comes to job sites, he's responsible and he's considerate with the neighbors.
5:00Whatever he comes up with, it'll be what I believe will be well coordinated uh with the design of the house.

5:12This is Betty Duchet with the uh Conservation Society for the Historic Design and View Commission.
5:19Item number four two oh one one West Summit, case number 2025-206.
5:27The Conservation Society of San Antonio is concerned about the size and scale of the proposed accessory dwelling unit proposed for 2011 West Summit.
5:38The ADU is taller than the original landmark home.
5:43The only other two-story ADU in the neighborhood was only one garage bay wide, and the proposed is twice that width.
5:58The request is 34 7 470.
6:06I'm in support of the garage apartment at the proposed height at 2011 West Summit Avenue.
6:17Rerer and I live at 2021 West Summit.
6:22Three houses down from the proposed.
6:24They're nice people and they should build their new garage.

7:32My name is Robin Foster, Monticello Park Neighborhood Association Architectural Review Committee, offering comments on behalf of Bianca Maldonado, President of Monticello Park Neighborhood Association and the MPNA Board of Directors, POBOX 1003 78201.
7:51We appreciate the applicant responding to staff's recommendations.
7:54MPNA is generally in support of the proposed new accessory structure, with the exception of the height being taller than the primary residence on a single family lot.
8:05The guidelines for new construction 5A 1 and 2 state that new garages and outbuildings should be visually subordinate to the principal historic structure in terms of their height, massing, and form.
8:21The design of the accessory structure should not be taller than the tallest adjacent accessory structures or the primary residence.
8:30We recommend the first floor plate height be decreased to facilitate the reduction of the overall height of the accessory structure.
8:39We wish the applicant success in the execution of their project.

8:48HDRC agenda item number six, case 2025-167, 1932 West Weatch Av.
8:57My name is Robin Foster, Monticello Park Neighborhood Association Architectural Review Committee, offering comments on behalf of Bianca Maldonado, President of Monticello Park Neighborhood Association, and the MPNA Board of Directors.
9:10We thank the applicant for allowing us to view the conditions of the structure and submitting interior photos with their application.
9:18We note that no analysis was provided on the structural integrity of the accessory structure's condition.
9:25It's unfortunate to see the loss of any structure within a historic district.
9:30This accessory structure is unique in its orientation, mapping, and scale, but has experienced unsympathetic rear additions.
9:39We believe this accessory structure is worthy of rehabilitation or for the original footprint to be preserved for future owners.
9:48Thank you for your consideration of our comments.
9:52And Commissioners, we do have an in-person speaker for item number eight as well.

10:19Uh I'm I live in the neighborhood.

10:30I'm here to speak on behalf of Mariano Pedrosa, who wants to renovate her home.
10:34Um that home, of course, to say that it's been a nightmare is an understatement.
10:38Uh as a former gang officer, I saw a lot of drug activity gang and so on.
10:42I was glad that the city co uh the city co-complants got involved, particularly the Dart team to eradicate all the problems that have been going on in that house for for many, many years.
10:53We are grateful for Mariana Pedrosa to have the courage to even buy a house in such a bad shape.
11:01We we were delighted, and I'm speaking on behalf of uh of several of my neighbors who I brought letters with me here today on on their behalf.
11:10Uh we were delighted that Mariana took the time and and the cur and uh the the courage to buy a home in bad shape in such a bad shape um uh and and willing to to renovate it to make the the historic area uh uh um a better living area for for all of us.
11:29Um would like to ask the board that please um um consider her application.
11:39Uh again, uh we would love for her.
11:42Uh she's a young equated woman.
11:45We um we're hoping that she remains uh encouraged to to build the home tree to remodel it to renovate it.
11:53Um what we don't want as neighbors uh is for her to get discouraged and have to sell the home, and then we have to relive that nightmare that we we were living.
12:03So I hope that the board finds in her favor, and I thank you guys for letting me be here today.
12:11And with that, that concludes public comments on consent items.

12:21Item eight, case 2025 190 1901 West V Satch Avenue.
12:26My name is Robin Foster, Monticello Park Neighborhood Association Architectural Review Committee, offering comments on behalf of Bianca Maldonado, president of MPNA and its board of directors.
12:35PO Box 100315 78201.
12:39We appreciate that the existing historic house will be rehabilitated and incorporated into the proposed project.
12:45And we're supportive of staff stipulations, but we're concerned with the overall appropriateness of the design on this highly visible corner lot at the district entrance.
12:53Our principal concerns are massing and scale.
12:56The new construction overwhelms the historic house.
13:03Architectural character.
13:08It lacks trim, articulation, and detailing that would integrate it into the district.
13:14Metal roofing isn't consistent with this historic district, as fewer than one percent of homes have it.
13:19Dimensional composition shingles are more appropriate.
13:22Proposed stucco on the gables and vinyl siding are not sympathetic.
13:26Retaining and rehabilitating the wood beveled siding with new siding of a subtly different profile would better distinguish old from new while remaining compatible.
13:35Gables should reprise historic wood treatments rather than introduce non-historic stucco.
13:41Retention of faux stone skirting is not appropriate.
13:44Smooth wood or cementitious lap siding without exposed texture would be more consistent.
13:49The penetration pattern is incohesive, mixing multiple window types.
13:53Horizontal windows appear contemporary and out of character.
13:57Paired or grouped square windows would be more fitting.
14:01The proposed single corner post is inconsistent with the district's porch vocabulary.
14:05Properly scaled, paired or engaged posts with cap and base detail would be more appropriate.
14:11The dining room bay is poorly proportioned for a primary street-facing elevation and should draw from historic examples in San Antonio's districts.
14:19We respectfully request a redesign that addresses massing, materials, penetration, and detailing so the project enhances rather than diminishes the historic character of the district.
14:36So commissioners, that's all of the comments.
14:37I will note that the letters are in your packets as well.
14:40I believe many of the letters recount what was stated on the voicemails, but there should be one or two strays in there as well.

17:23And I pulled it, so we can just I don't need a presentation.
17:28I went to the first initial visit of your home, so I really appreciate I think this is a good solution for what you have.
17:35I just wanted to make sure that you're okay with all the stipulations that staff is uh proposing and then wanted to make sure that you also heard the neighborhood comments.
17:45I think you're still in early in I'm not sure if you finalized everything, but some of those neighborhood comments I think are important.
17:53Um the neighborhood has not really seen an example like this.
17:57I know it's a very um challenging lot and a challenging property, and it's also very um it's on a corner, prominent, very visible.
18:05So we really appreciate it.
18:06If you could take into consideration some of the comments from the neighborhood association, yes, ma'am.
18:12So we do consent to all the stipulations, and we actually have made the proper changes uh regarding the comments um as well as the stipulations.
18:20Um I'm not sure if they have if we if y'all can pull up the new plans that we provided, but we have all of the changes made.
18:27So well, I'm sure you can work with staff and make sure that they got it, and then staff will not will if not they'll come back if something is not met.
