This is a request for a resolution to amend the camp bullets extra-territorial jurisdiction, military protection, area land use plan from low-den city residential to community commercial located to 8860 crossbound trail.

Fifteen notices were mailed, six in favor, three opposed within the two hundred feet, outside two hundred feet, seventy-five opposed, one in support.

The applicant seeks a plan amendment to community commercial to allow for an outdoor event venue.

Again, the proposed community commercial is not uh compatible with other land uses in the area.

Community commercial is intended to be located in proximity to major intersections and along existing commercial corridors.

The properties located along Cross Mount Trail, a local road as an adjacent to and with an exclusively residential areas.

While the event venue itself could be compatible with the existing neighborhood, it's the other uses that are allowed in compatible community commercial that would be detrimental to the existing character of the neighborhood with no way uh to limit the specific use through zoning.

And uh strictly opposed changing, modifying, or circumventing the current Cross Mountain regulations that are related to the changes that are being proposed at 8860 Cross Mountain Trail.

Um basically approval this public proposal uh will amount to greatly increasing a health and safety issue we are currently experiencing with traffic and noise on Cross Mountain.

Uh Cross Mountain is no flow street.

However, we've it's not being enforced, so we're doing a deal with that.

We have walkers, bicycle riders, kids playing, etc.

So this is a subdivision, is what it is.

There's a two-acre sites here.

But anyway, the entire subdivision is against this.

Uh don't know of anyone that uh is in favor of this except the the developer and the person selling the property.

Uh there are plenty of sites along Burney Stage and be more expensive.

But with this site, if it goes in as being proposed, it will greatly decrease the property values in Cross Mountain Ranch.

Um this determination of whether a neighborhood can have a commercial zoning in the middle of it, could affect hundreds, if not thousands of neighborhoods throughout the city and state.

Um this is something that should not happen.

We have children walking, school buses through the neighborhood.

We have residents walking, uh as well as driving.

Uh the access of a commercial property would result in possible uh intoxications at night, especially during the day when there are parties, which could cause definitely uh problems when driving through the neighborhood.

Um this is a quiet neighborhood.

It should not be impacted by a commercial property in the middle of it.

There are thousands of neighborhoods like this throughout the United States, and all the commercial properties are on the very outskirts of them.

Um it is a definite road hazard for children and seniors as well as people riding their bikes.

Um my family and I are totally against this uh zoning.

I'm calling to state my opposition to changing the designation at 1860 Cross Mountain Trail from low density residential to community commercial.

I would say that there are many reasons why we don't want to have this change in our community, this residential community outside of San Antonio proper.

But just the key issue to me, as we're recognized by Bear County, is safety.

This is a very windy road, uh uh Cross Mountain Trail on which this lot sits, and there are a parade of trucks and cars that use it as a um shortcut.

The speeding is big issue because actions happen on there on this road because it is so windy and there are no street lights.

The county has taken action by placing speed monitors to keep the traffic within the speed limit of 30 and have posted no three traffic signs at the entrances of Cross Mountain.

They recognize the issue here of safety.

The lot is located on a blind corner, which requires reduced speed.

Item number 10 is a request to amend the arena district slash east side community plan from light industrial, community commercial, high density residential, medium density residential, and parks open space to community commercial, mixed use, and light industrial, generally bounded by Frostbank Center Drive to the west, the Union Pacific Railroad Trucks to the north, Salado Creek to the east, and Willow Springs Golf Course to the South.

The proposed LER aims to align zoning with existing land use, support future redevelopment, and protect residents from heavy industrial uses.

Subject area is part of the arena district east side community plan that was adopted in December 2003.

Current land use for the subject area is a mixture of light industrial, medium density, and some community commercial.

Staff is proposing 49 plan amendments.

32 of those are going from light industrial to community commercial, 14 from residential and parks open space to community commercial, and three others going from community commercial to light industrial and mixed use.

Staff is requesting the plan amendments to align with 67 proposed rezoning changes.

This LER was heard before zoning commission on October 7th and recommended approval with friendly amendments for 10 properties.

Staff noticed all property owners within the subject area and held two community meetings in August at the Barbara Jordan Community Center.

These small business owners in the industrial area deserve to have due process, and there has been no due process this point.

So many of our continuing challenges we face seem to be related to the businesses that don't follow the proper procedures and the city's steadfast habit of not taking any timely and substantive action to protect our people who have been active, responsive taxpayers here for decades.

Uh we were there about the same time the homeowners were building their houses.

We've owned the property since the early 60s.

Um we're a KOA campground, and we're not really a campground.

We're what's called a KOA holiday resort.

We have an event center there for campers when they travel in groups.

We sell bulk propane.

We have swimming pools, we have a grocery store that sells beer and wine.

Um, and we have camping cabins.

We have about three dozen camping cabins.

A camping cabin is not a mobile home, and it's not an RV, it's a camping cabin.

It's not a permanent residence, it's not on the slab.

I am totally, totally in favor of the neighborhood group's attempt to eliminate the heavy industrial uses.

We've been good neighbors for over 60 years.

Um here have known my dad and my uncles and have come to the campground and many have stayed there.

Uh many years ago when we first got opened during the hemisphere, we employed a lot of the kids in the neighborhood.

So we've been a good neighbor.

We've not only been a good neighbor to our adjacent neighbors, we've been a good neighbor to the city.

We've donated land all the way from our KOA campground all the way up to Fort Sam Houston, uh, almost probably a hundred acres.

It's now part of it is called the Al Rhodi Nature Preserve.

Um we've donated land across the street to the city to it for the Slaughter Creek hike and bike trail.

The difference is simple.

Those partners actually showed up and they engaged.

The problematic business is they didn't show up.

We also cannot ignore the bigger economic picture.

We know that the Spurs are going to leave the Frostbank Center by 2032.

The official reason is that the arena is outdated, but we all know that that's just a polite way for them to say that they didn't want to be in a location that is surrounded by heavy industrial truckyard depots and blight.

But that failure goes back decades.

When the Spurs first came to that arena, city leaders should have rezoned that area to lay down the foundation for a vibrant entertainment district.

Instead, they left the area to stagnate.

Now the San Antonio Rodeo wants to expand to a year-round attraction, which is a tremendous opportunity for our area.

Yesterday, we heard the concerns that rezoning might harm businesses, but the facts tell a different story.

Your own staff found that no current business in the UHIA boundaries require an I-2 or an I-1 zoning for the way that they operate today.

In fact, several are allegedly out of compliance, some lack of proper certificate of occupancy, unpermitted structures on the property, and are not conforming.

The new zoning plan would actually help bring these businesses into compliance by granting them conditional use status, allowing them to continue operating legally.

So when they say that rezoning is going to force them to shut their doors, that narrative is not true.

I think that it's appropriate for there to be a buffer between residential and commercial and then industrial.

So that when the market controls and they leave, I'm afraid you're going to get so much high density residential, you're not going to like that either.

And so there's some some of this is I think it's more appropriate for the light industrial as a way to force a zoning change.
