Number two, submit the required proof of financial ability to pay for the proposed work and discuss the feasibility of the repairs depend upon monies at hand.

And number three, request the amount of time needed to complete the work.

First item, we will be pulling one item from this morning's agenda.

It is agenda item number nine.

It is a DP at 1239 Collabor Road in Council District 1.

There has been there has come up some new developments on the ownership on that property.

So with a potential new owner that we were not previously aware of from last week, we wanted to make sure we gave proper notifications.

So we will be doing those new notifications, confirming that ownership, and then bringing it forward for the new hearing date, the next available hearing date.

So that one will be pulled today.

Next items we will be reading into the record are several emergency demolitions.

The first one is 326 Montpelier Drive in Council District 7.

The structure was demolished as an emergency demolition on September the 16th of 2025 due to a fire which occurred on September the 8th of 2025.

Pursuant to Chapter 6-175, no further action is needed by the board at this time.

Structure located at 2038 Lion Street in Council District 5 was demolished as an emergency on October the 1st of 2025 due to an extensive fire, which occurred on September 24th, 2025.

And the last one, the structure located at 244 Delhurst Drive in Council District 1 was demolished as an emergency due to a fire.

The structure being presented today is located at 730 Gabriel with a recommendation for demolition in accordance with City Code Article 8, Chapter 6.

This case is the first time being heard before the board.

The legal description is NCB 9537, block 3, lot 8, located in City Council District 2.

The owner on record is King Renda J with a mailing address of 730 Gabriel, San Antonio, Texas, 78202.

All notices of hearing were properly issued as required.

And the owner is currently present on behalf of the case.

Contact was first made with the property owner yesterday on October 8th, 2025.

The Office of Historic Preservation has confirmed on July 9th, 2024.

The property is not eligible for historic designation.

The following is a timeline of events regarding the notification process.

On September 22nd, 2025, the notice for the BSB hearing was posted at 7.30 Gabriel.

On September 22nd, 2025, the notice for the BSB hearing was mailed to the owner, and the certified receipt has not been returned.

No scope of work or financial proof or letter of credit or engineers report has been provided.

No permits were on file for 7.30 Gabriel as of October 6, 2025.

On September 8th, 2025, an administrative warrant was obtained to take some of the photos being presented today.

The photos that are being provided for today's presentation were taken on September 8th and October 2nd, 2025.

This first photo is of the front elevation showing a single-story structure in a residential zone built in 1949 with a pier and beam foundation.

The structure has vinyl sidings, a gable roof, and is 1,576 square feet.

This structure is located within a thousand feet of the young men's leadership school.

The structure is currently vacant and has had no water since 2006, nor has any electrical service.

The trees and the vegetation block the rear section of this elevation.

The fascia is missing on the right elevation and lacks weather protection on that front section.

The eavesdrip is separated and hanging off the roof.

The rafter tails are deteriorated from water damage.

This is a close-up of back towards the rear section as best as I could get between the trees.

And you can also see the broken window glazing on that window.

The foundation has sunk right under that first window towards the front.

The roof has very large holes, and the flooring under there has deteriorated inside.

You'll see photos of that when we get to the interior.

The siding fascia and rafters are separating.

The left side of the concrete porch is also sunk into the grade.

This is the rear elevation.

The soffit under the left side of the roof is missing.

The ceiling is collapsing over the rear porch, and the structure is listing to the left due to the failing foundation support.

We entered through the rear entrance of the structure.

As soon as you you look through the door and look up, you can see the ceiling sheetrock has collapsed.

The decking up there is water damaged and split from the holes in the roof, allowing water into the structure.

The wall paneling on the right side is warped and peeling away from the wall studs from all the water damage over the years.

On the left side of this room, the kitchen cabinets are detaching from the wall due to the extensive water damage through the roof.

The floor surface in here is covered in drywall and debris from the kitchen.

The floor is so deteriorated that in many places as you walk across it, it's only the carpet that's holding you up.

In that kitchen, if you look back over your left shoulder, there's uh a room addition back there.

Um I wasn't able to get back there due to the dilapidated flooring, but you can see that the even the water heater has sunk through the floor.

Natural light is coming into the kitchen through the area where a window air conditioner used to be.

This area is allowing more weather elements and rodents to enter the structure.

You can see just how much that water paneling is buckling and peeling off the wall studs.

To the right, uh, directly of the kitchen, um, there's a large hole.

There's a room to the right, I apologize.

Um you look in there, there's a large hole under the window on the left elevation.

Uh the floor plate is rotted, the wall studs are deteriorated right there at the bottom.

What you see between the studs is sunlight shining through behind the vinyl siding.

The siding is all that is covering that hole.

The window frame in the upper left corner of the photo is rotted from the shifting of the structure, which created openings for the elements and pests to enter.

Off of that room is a bathroom.

Um the wall is buckling in the bathroom from the water damage.

You can see the toilet has shifted from the rotting floor, which has left a gaping hole right there at the entrance of the bathroom.

This is a close-up of that hole.

Um, it shows the deteriorated floor joist in there.

Uh, the subfloor is completely missing in this area, and of course, debris from the ceiling is littering the floor.

As you walk through the kitchen towards the front elevation, you have to go through what might have been a dining room, and then into this room.

The dining room had a mattress in the middle, which you had to walk across to get through.

There was evidence that vagrants were present prior to us securing the structure.

They were not present when we arrived.

The room is directly, this room is directly at the front elevation of the structure.

Uh, natural light is present at the roof, and the top plate in the left corner is warped from the water damage, causing it to separate from the wall.

The ceiling boards are collapsed, and water damage to the roof decking is visible as well as holes in the roof.

When you walk into that front room and you look up, you can see the extent of the damage in the roof.

You can see natural light as well as the tree next door.

Decking boards are damaged, roof sheathing and shingles are also damaged.

These holes are allowing copious amounts of water into the structure every time it rains.

Satellite imagery shows that the holes in the roof have been present since 2008.

The room directly to the right of that front room is where the front entrance is.

The same deficiencies are present from the water damage.

This is the flooring in that room.

You can see the blue door back there is the front entrance.

The subfloor is decayed and fallen through the floor joists.

Sections of the joists are also rotted through, and this room is filled with debris from the ceiling.

The wall paneling is warped and peeling off the wall studs.

The drywall has collapsed from the ceiling.

The room is filled with debris.

I was unable to get into this room.

There's a significant egress issue presenting a danger to first responders should an emergency occur.

The structure has been neglected for at least 17 years.

The prolonged disregard has resulted in severe dilapidation of structural members, putting the safety and integrity of the building at significant risk.

Currently, the roof, walls, and foundation can no longer sufficiently support this structure, leading to potential hazards and further deterioration.

To recap, the structure located at 730 Gabriel is in violation of City Code Article 8.

Chapter 6-156, subsections 1, 2, 8, 11, 12, 15, 17, and 18, in which any building or structure which has any or all of the conditions or defects herein, after described, shall be deemed to be a dangerous building and a hazard to public health, safety, welfare, provided that such conditions of defects and dilapidation, substandardness and un or unfitness for human habitation pose a threat or potential threat to life healthy, health, property, or human safety.

Uh however, the bamboo to the back, which was kind of taking over, and uh securing the structure had not been done.

So when we went in on May 15th, uh we went in for initial interior photos, and we did uh abate it by securing that back door, and then on October 2nd we went in and we had to uh clear all that bamboo and stuff out of there.

What happened to this the house I grew up in?

My mom and dad, I I was raised there.

My witnessed my parents fighting and working hard for that thing.

My sister was staying there, and I was a general manager at Wendy's, and the kid that worked for me came and told me that it was a sign posted on my mom's home.

And I went down there.

It was with taxes, so I went to the tax place and I made raisins to catch up the taxes and everything on the house and take care of that.

And then came the other part.

Well, COVID came and came in.

I got sick, I got uh caught covert, I was hospitalized for two months, and you know, coming out with kidney failure and uh lungs.

So then I haven't went back in last time I talked to the lady because I tried to get a HELOC loan to fix it up before I got sick.

So in January this year, I had went back to Forest to see about the thing, and being that my income had changed.

Like I was making 70,000.

Now I'm just getting 1400 a month for my husband's um spouse of support.

So I was still fighting with disability to try to get my disability checked in order to be able to pay back the loan that I have to get in order to get that house up and running.

So that's where I stand at right now.

I don't have a testimony.

I just so basically overall then you don't have any particular plans for this house.

Yes, I did have house because see I'm gonna be going on kidneys.

I want to get it knocked down and built from the ground up that way.

I can do my dialysis at home nightly instead of going to the facility and doing it three times a week.

Uh, the owner on record is Sanchez Julio Estate of Andonada Sanchez with a mailing address of 5647 Mayo Drive, San Antonio, Texas, 7827.

The Office of Historic Preservation has confirmed on May 28, 2024 that the property is not eligible for historic designation, and there was an updated review to that uh designation on August 13th, 2025.

The following is the timeline of events regarding the notification process.

Uh the first inspection regarding 5647 mayo drive was conducted May 14th, 2024.

The original notice was mailed on May 20th, 2024, and the certified receipt was returned undelivered.

On February 13th, 2025, a 90-day BSB repair order was issued.

The order expired on March 26, 2025.

On September 22nd, 2025, the notice for the BSB hearing was mailed to the owner.

And on September 22nd, 2025, the notice for this BSB BSB hearing was posted at 5647 Mayo Drive.

On October 1st, a letter was submitted with a scope of work.

And as of October 9th, 2025, there is a current active re-roof permit that was issued on April 14th, 2025, though there are no visible repairs that have been made.

The property is not located within a thousand feet of a school and has been verified that there are no active services.

The photos that are being provided for today's presentation were taken on September 9th and October 6th of 2025.

This front photo is the front elevation.

Here you can see that the previous corrugated metal roofing that was on top has been removed, and the only remaining items are the decking and deteriorated shingles that are separating.

There is no skirting present, and there is a carjack that is being used to support the foundation.

The structure remains secured from a previous abatement that was done and is not kept maintained cut and clean.

This is a right elevation of the structure.

Here you can see that there's been the siding was removed and there was no new wood plank that was uh added to it with a new window.

That is a travel trailer tarp that was added to the side of this in the rear structure, as well as a new steps and what used to be attached to the structure is now a porch.

That's the trailer tarp that was added as a siding.

Uh, here you can see that the pitch of the roof has been changed and has been added to uh both a gable and to a flat roof system in that right on that right room on the rear.

Uh this is a left elevation view from a vacant lot on the side.

Uh, here you can see that the siding is still deteriorated and is lacking weather protection.

Um, it's a little hard to see with the sun, but that rear door is unsecured and there is access to the structure from the rear.

Here's a better look at that rear elevation.

Uh, you can see that there is still some corrugated metal that is being used in the rear roof.

Um, it is deteriorated, it is rusted and detaching from decking.

And here's a better view from that rear view side.

Um, here you can see that that attached porch uh is not being uh supported properly.

There is cast-off material that has been used both as exterior siding and there are um it's a better view of the corrugated metal roofing that is detaching from the decking.

Uh here is making entry into that rear of the structure.

Um, that attached porch is detaching from the structure.

There are holes present that don't do post egress concerns, and there is rotting to the wood members.

Uh going looking into the structure, you can see natural light that is entering from the very front.

Uh, here you can see the deteriorated uh ceiling joists as well, and the fact that the siding in the rear does not have any weather protection.

Uh going inside the structure, more natural light where the framing is separating, the siding is separating or missing.

There is plastic tarps that are being used to keep the elements out of the structure.

Looking towards the left hand side, which will be the front right elevation.

You can see that there's still a lot of uh items and debris in the interior.

Um there is no dry wall, it's exposed framing, and there is damage and deterioration to the wood members.

As we're looking towards the right elevation, you can see natural light that is entering the structure as well as some uh sagging of those uh ceiling joists and deterioration to the wood members on the decking.

Here's looking towards that right uh left elevation on the right of the photo.

You can see the natural light that is entering and where that plastic sheeting is being used to make to maintain the elements out of the structure.

This is the front left elevation uh in the room strictly inside the house.

You can see that there's still a lot of items and debris, uh natural light that is entering from the separation of the framing, and there's still that plastic sheeting that is being used.

And here's how we're looking at the to the roof system.

You can see that there is some water damage to the ceiling joys, and there is water damage to the decking as well.

And as we're looking up, we can see that there is a large hole present right at the ridge line uh where it goes from the wood to the corrupted metal roofing.

And this is that one rear right room.

Uh, this is the only area that appears to be um used as habitation.

There is some items and furniture being that has been set up.

This was the only room that was uh secured on the structure.

And here you can see that there is still natural light.

Uh where the RV tarp was being used as uh siding in the rear.

You can still see that there is exposed wood members and that that this room has been enclosed to separate it from the rest of the structure.
