Historic Design Review Commission Meeting - December 3, 2025
The Historic and Design Review Commission convened on December 3, 2025, to review six items on the Consent Agenda and four substantive applications. - Lisa Lind (King William Association Architectural Advisory Committee): Expressed strong opposition to the proposed Green Line bus stops in the King William area. She stated that converting the entire sidewalk into a modern, homogeneous bus stop creates a dangerous situation with a predictable risk of injury or death, particularly in front of Bonham Elementary. She noted that while the association is open to discussion, approval as proposed would confirm the City's awareness of these dangers.
- King William Association Representative (Voice/In-person): Raised safety concerns regarding a 4-foot-4-inch wide gap where pedestrians must ascend an 11-inch platform via railings, arguing this forces pedestrians into the street and creates a hazard for children. They argued the modern design feels like a chokehold and obstructs pedestrian flow. They expressed the position that the design should reflect the historic district's character.
- JC Cotton (Summit Legacy Group, Owner of 2402 San Pedro): Expressed support for VIA's transit efforts generally but strongly opposed the specific design for the stop at 2402 San Pedro as being too modern and incompatible with the Monte Vista Historic District. He stated that raised platforms are unnecessary for wheelchair accessibility and that the design fails to represent the historic character. He emphasized the need for direct communication between VIA and property owners regarding encroachments.
- Lulu Francois (Dignity Hill Neighborhood Association): Agreed with staff's recommendation not to approve the application for 136 Gorman Street. She stated the proposed addition and rear porch footprint far exceeds the 40% guideline and questioned the use of wood over existing cement for the front porch and the lack of fenestration on the addition.

The Historic and Design Review Commission is an advisory board appointed by City Council. I am J. Maurice Gibbs, Chairman and the Vice Chair is Jeffrey Fetzer. It is the function of the Commission to advise the city manager in all relevant city departments concerning all applications for permits for properties and historic districts for landmarks on city property in the river improvement overlay and for demolitions. And considering whether to recommend approval or disapproval of an application for certificate of appropriateness, the commission shall be guided by the city's unified development code and design guidelines and standards that have been adopted by City Council. An appeal of a decision by administrative official can be filed in accordance with the city's unified development code. If anyone present wishes to speak in favor or in opposition to any item on today's agenda, please sign up on a public comment sheet. It is not necessary to sign up if you are the owner of or representative for a project on the agenda. You will be called on as the case is called. Case representatives will be given no more than 15 minutes to present their case with an additional two minutes to respond to public comments. Speakers for or opposed to a case will be limited to two minutes each. Speakers may also sign up to yield their two minutes to another speaker who has signed up. Anyone who is yielding their time must be present at the time the speaker is called upon. Speakers will be called upon in the order in which they are signed up. Following public testimony, any commissioner may call upon any speaker to respond to further questions. Approval by the commission does not take the place of any type of permits. Permits must be attained for all work.
