I was the planning chair for the Hebner Leoncree Community Plan and a contributor to the North Sector Plan. This community's web page defines one of its purposes is to involve local stakeholders in conservation planning. Google definition of local stakeholders and conservation planning is anyone in the community who live near, use, benefit from, or are affected by local natural resources or conservation conservation projects, be it individuals, residents, groups, businesses, or agencies. Since your task is to involve local stakeholders in conservation planning, and it did not include any abutting residents, nor the city of Grey Forest, I'm going to formally request that you postpone your decision until you have engaged these local stakeholders in conservation planning as defined in your charter and as defined in the North Sector Plan. Item number one is discussion and possible action on SCP HCP application for Journey Man Group. The project is located at 19302 Babcock Road, San Antonio, Texas, 78255, and the project consists of approximately 17.58 acres and is located within Council District 8. The owner is journeymen group and the consultant is Bowman Consulting Group. The project is considering the future development of the project area as such. The applicant wishes to enroll in the SCP-HCP to mitigate impacts to the SCP-HCP coverage species from the development activities. The project area includes 3.47 acres of Golden Cheek Warbler, GCW habitat within the project area and 27.87 acres of GCW habitat within 300 feet of the project area. The project area will require a total of 21 GCW conservation credits.
