Request the amount of time needed to complete the work.

All work proposed must be done within code regulations with required permits prior to the commencement of work.

Emergency Demolitions.
The structure located at 247 Benita Street was demolished as an emergency demolition on December 6, 2025, due to the extensive fire which occurred on December 2nd, 2025, pursuant to Chapter 6-175.
No further action is needed by the board at this time.
The structure located at 2106 East Crockett Street was part was demolished as an emergency demolition on December 12, 2025, due to the extensive fire, which occurred on December 8th, 2025, pursuant to Chapter 6-175, and no further action is needed by the board.

And finally, the structure located at 1115 Denver Boulevard was demolished as an emergency demolition on December 22nd, 2025, due to the extensive fire which occurred on December 16th, 2025.

For the record, my name is Jaime Hassel, dangerous premises officer for the City of San Antonio Development Services Department.
The structure being presented today is located at a 150 Allendale Drive with a recommendation for demolition in accordance with City Code Article 8, Chapter 6.
This is the first time this property is being heard before this board.
The legal description is NCB 12301, block 3, lot 42, located in City Council District 5.
The owner on record is LA Solutions Ventures LLC with a mailing address of 24626 Bogee Ridge, San Antonio, Texas, 7260.
All notices of hearing were properly issued as required.
The following individual is present on behalf of this case, Mr.
Lionel Alvarado.
Does the board wish to proceed?
Yes.
As of January 16, 2026, contact has been made with owner Leonel Alvarado.
On April 17, 2025, contact was made with owner Oscar Hineta.
The Office of Historic Preservation has confirmed on April 16, 2025 that the property is not eligible for historic designation.
The following is a timeline of events regarding the notification process.
The first inspection regarding 150 Allendale Drive was conducted on October 4th, 2024.
The original notice was mailed on October 9th, 2024, and the certified receipt was returned claimed, left with the front desk on October 11th, 2024.
On February 11th, 2025, ownership per the Bear County appraisal district was changed.
Notice was mailed to the new owner on March 24th, 2025.
On March 21st, 2025, new owner's attorney made contact with the dangerous premises officer stating an eviction was being processed.
On April 17th, 2025, the eviction was executed and met contact was made with the owner on site by uh Oscar Haneta, and the process was explained.
On May 20th, 2025, uh Department of Human Services, Animal Care Services, and San Antonio Police Department and the owner made location due to the property being broken into.
The owner didn't did not provide any further updates on the property repairs or abatement.
On January 7, 2026, the notice for the BSB hearing was mailed to the owner.
On January 8th, 2026, the notice for the BSB hearing was posted at 150 Allendale Drive.
As of January 22nd, 2026, no scope of work or financial proof or letter of credit or engineers report has been provided.
And as of this uh January 22nd, 2026, there are no active permits on file and no repair applications have been submitted.
The property has been abated twice by the city of San Antonio.
This property is located within a thousand feet of John F.
Kennedy High School.
And it has been verified with uh CPS and saws that there are no active services at the property.
The photos that are being provided for today's presentation were taken on January 13th and January 20th of 2026.
This front photo shows the front elevation of the structure.
Uh here you can see that there is some uh smoke damage that is coming up from the attic, and the siding is lacking weather protection.
This is the left elevation of the structure.
Here you can see that the skirting has been removed.
There is water and weather damage to the uh wood members and the foundation.
There is exposed silk plates.
Some of the siding has been removed, exposing the interior wood members, uh, and it the siding is also lacking weather protection.
This is the rear elevation of the structure.
Here you can see more smoke damage coming up from the siding and up in the attic.
Uh, you can also see some siding that is missing, holes present, exposing the interior wood members and the damage to the foundation.
Um, the structure also appears to be resting on grade from the rear elevation.
This is the right elevation as seen from the rear.
Uh, here you can see that there is siding missing uh on the top where it meets the roof.
There is smoke damage and some fire damage visible.
There is some visible separation uh where the rear and the right hand elevations meet, and the siding is also lacking weather protection.
And here is more visible that the structure is resting on grade.
Entering into the structure, we can see that there is uh graffiti on the walls.
Uh, this photo was edited due to the vulgar nature of the graffiti.
Um, there is trash and debris and items inside that pose a danger to first responders.
Uh, looking towards the rear of the structure, you can see that some of the doors have been boarded up.
There are holes present.
Uh, there is more um graffiti and uh has also been uh edited due to the graphic nature.
This is the enclosed garage area on the right hand side.
Uh you can see that there is uh missing dry wall, there is smoke damage, there is fire damage to this area, natural light that is entering from the exterior of the structure where the siding is uh open to the elements.
Uh looking towards the front, here you can see that there is some bracing being used for uh for the roof system.
Uh you can see more smoke damage.
Uh it's hard visible due to the natural light that is entering, uh, but there is natural light entering and visible on the left-hand side of the photo.
Uh, here's a photo of that right elevation wall, more natural light that is visible, um, allowing the elements to enter into the structure.
Uh walking into the front bedroom and the structure, you can see that there is a large amounts of items and debris on the ground that does pose an egress concern.
Uh, entering in here was uh difficult due to the amount of items that were present and the soft uh walking surface.
In this front room, we can see that there uh is evidence of previous vagrants that have been staying at the property.
Um, as mentioned before, the property was abated twice by the city of San Antonio and these windows have been boarded up since uh going into the bathroom.
Uh, here you can see there's more evidence of vagrants in the house.
There is also more trash and debris present.
Looking at the plumbing fixtures, these plumbing fixtures, there is no active water service to the property, and there is signs that they the bathroom has been used.
Uh going towards the rear room on the left hand side, uh, more evidence of vagrants that have used the property.
Um there is unsecured windows here as well.
And walking to the room on the middle rear here, you can see more trash and debris, more items uh post that pose an egress concern and more trash and debris present.
Looking into the structure, there you see that there is more graffiti on the walls.
Uh there are holes present leading into that enclosed uh garage area and that drywall is damaged.
Uh going through here, the structure, you can see that the exposed wood members and there is more evidence of vagrants using this other room.
Uh this is the same room that we saw in the first photos of the attached enclosed garage area.
Uh there we see natural light that is entering.
We can see that tarps are being used to keep the elements out.
Um, and we still see some uh the fiber damage that was present to the structure.
And looking towards the front, uh you can see more uh trash and debris, more items.
This is the hole that is present going into that front room.
Um again, this all poses an egress concern.
Uh to recap, the structure located at a 150 Islandale drive is in violation of City Code Article 8, Chapter 6, 156, subsections 1, 2, 5, 7, 8, 11, 12, 15, 17, and 18 for the main structure in which any building or structure which has any or all of the conditions or defects here and after described shall be deemed to be a dangerous building and a hazard to public health, safety, and welfare, provided that such conditions of defects of dilapidation, substandardness, or unfitness for human habitation post a threat or potential threat to life health property or human safety.
Staff recommends demolition.
That concludes my presentation of 150 Island Dale Drive.

What was the cost?
Uh the first abatement, the cost was 1,800.
The second abatement was 1,000, and the total cost for all the abatements together is 2800.
And that's only for the plywood, correct?

That was just to board up the uh no, sir.
It was to clean the property, cut the grass, and to board up the structure twice.
And the one that we saw the open window, you said that has already been closed.
Yes, all windows have been boarded up as of our last abatement.
Is there any outstanding or any new abatement orders?
Not currently, no.
And the house is vacant at this time?
Yes, sir.
Have you talked to the owner since the removal of people?
I've spoken to uh Mr.
Lonel Alvarado on January 16th, which was last Friday.
Um I have not spoken to the other partner uh owner since I think the last time we spoke was when we met there on May 20th of 2025.
What was your conversation dealing with the property?
Uh with the previous owner with Mr.
Oscar Hineta, we had explained the whole deep dangerous premises process of repairs that needed to be done uh since he took over ownership.
Uh we also explained the requirement to keep the property cut clean and secured.
Um but since then he's not kept up with the property uh with Mr.
Alvarado.
I've only had a conversation with him prior to coming to this board.
Um and I explained to him that he would have to come before the board and explain what's going on with the property with the property itself.
Did he give you any um information that he would keep the people out of there so they wouldn't come back or he did on the day that the eviction he did get with the police department and they're here to speak on behalf of that, uh but he did sign a trespass affidavit for the advisor officers.
By going by it, or was it uh uh 311 or uh it was reported to me by the area code officer.
So you don't know uh uh the school is a thousand feet within the a thousand feet rule.
Yes, sir.
Do you know if that's a heavy traffic area for children?
Uh it is uh significantly uh it's a large neighborhood.
Um it is an active neighborhood.
I know the community, uh some of the neighborhood association uh board members also live on that street.
Um so I have seen children um playing on the streets or in the area as well.
Every age.
Yes, sir.
Even though that's an I think it's an elementary uh there's uh it's closest to it's within a thousand feet of the high school, uh, but next door to the high school there is uh middle school as well.

So it's pretty close, so you got all ages going throughout that area.

Um please uh state your name and the district that you conduct this is.

Good morning.
My name is Alexandria Odako.
I have been working for the San Antonio Police Department for four and a half years and have been working at the safe unit uh for two years now.
For most of my career, I've actually had 150 Allendale in my district.
Um it's been a neighborhood concern for several years now due to the amount of calls uh we have received on patrol for unknown of property damage costs, constant disturbances caused by homeless individuals being a constant nuisance at the property, and frankly, the residents not being cooperative at that property.
When the new LLC business owner took over 150 Allendale um after Anthony uh left, I was very hopeful to have a new owner to help rebuild the vacant property into a beautiful home, uh frankly to help restore the community.
However, this didn't happen almost immediately after our first contact with the new LLC owners, uh, which I was in contact with Oscar.
I would patrol by and check on 150 Allendale multiple times throughout the week.
Um and there would be trash dumped all over the front yard.
Almost every point of entry broken and exposed, along with both front and back fences broken.
Um there's an alleyway in the back where the fence is completely broken, and it's hard to see because the grass was always overgrown.
Um but that alleyway, we would get constant calls for people going in and out, and there's a lot of elderly on this street.
Um I mean I can I can take you all there on different day.
Um but I'm I'm very known with this street.
Um the grass was constantly overgrown, like I said, and I had received multiple complaints from residents along with the Thompson Community HOA president, uh Mr.
Rudy, he lives down the street, and so do his parents, maybe like a few houses down on both sides.
And when I would check the interior of the house, I would always find in every room drug paraphernalia scattered.
Um it has been known that the previous residents were into drugs because frankly I I arrested them.
It was in my district, like I said.
Um so I was constantly at that house making arrests for drugs, and if it wasn't new charges, it was warrants for drugs.
And it wasn't just uh one person, it would be multiple homeless individuals that they would go frequent down the street by John F.
Kennedy High School and Brentwood Middle School, which is like a previous Dangerous Premises Officer Hustle said, within that thousand uh yards.
And frankly, all the arrests were coming from the Allen.
If not, uh it would be caught down the street, and they were known to be vacated or in like the tent in the backyard of that area.
Um let Oscar know, send him pictures, uh constant messages, just to kind of help him, like, hey, I'm checking the area.
This is what I received, and that's kind of our what we do.
We help try to secure it as best we can whenever we are able to go.
But we're not a private security company, we're not gonna be there all day.
Um I would never receive any response from Oscar.
Uh the only help, frankly, I've ever gotten was from Dangerous Premises Haima Hasso.
And this has been a neighborhood nuisance based on the arrests.
Um I hate to keep repeating it, uh, but that's how that's how I frankly feel about this house.
Um because of the neighborhood it's in, there's a lot of elderly, it's a generational area.
So this is three, four generations that they've been living there, and they're Kennedy Rockets, you know, they're down the street.
I've received complaints for speeding, so to answer your question, I believe you asked it.
It is a heavy traffic area.
Heavy, heavy traffic area because they're that type of uh development.
A lot of the parents they work 12 plus hour shifts.
So kids are constantly walking home, they're walking to the local stores, and you pass Allendale to get to apartments, to get to the other side of Alendale Street, um, and it connects to multiple popular streets.
Um so this has been a constant nuisance.
And I'm I'm frankly glad we're here today because of the lack of cooperation we've had with the owners.
And it's it's a concern whenever we keep getting calls there, and we keep having the same answers for the people there.
And it's not right for them to look at that and to have homeless individuals because homeless individuals, they don't just bring vacancy, they bring crimes.
And then one thing I will tell you working at the safe unit for how long I have.

Is it permissible since it wasn't a dark case that we can ask for criminal history?
No, uh you can rely on the officer's statement as to the frequency of the activity occurring.
Uh but uh the criminal history uh uh as related to the specifics calls for service uh are not before this board.

Um you've been in this district for you said three years or just as a safe?
Safe for two, but I've had the actual same district for four.
I got lucky going into the safe unit and I had the same.
So you're familiar, and I'm not sure what shift you work, but you're familiar with daily activity in that area.

I used to work one thirty to nine thirty evening.
Before I became a safe officer.
So you're familiar with both evening and morning yes sir.

And this house in itself has been an issue.

Uh he's being told that he has until April to sell the home because uh in order to retain his default ownership of the home so that he can sell it.
So uh the reason he hasn't been able to sell the home is because the person that is uh wanting or shows an interest to sell the to to buy the home um doesn't want to take the risk of the the foreclosure falling through and then it owns to somebody else.

Um you did not translate the part where it's a foreclosure and it's a warranty deed, he doesn't have full ownership.
Um that's important detail.

That started in that will start in February all the way through April in the hopes that by the time that you know the full closure comes through the home is already rent renovated.
He has the plan to uh the remodeling plans and the funds from the bank as proof.

No, the house was bought at a foreclosure.
Um it's a warranty deed.
And it's not clear until April.

The plan is to remodel, begin remo uh remodeling the home in February, all the way through April once the foreclosure finally closes, then being able to sell the home to restate.
And for that reason it no work has been done prior.
Uh he acquired the property or he received the property in March of 2025.
We're gonna ask that he explains what this is.

Uh the first thing we need to do is try to clean the property and make it secure so that way we stop the issues that has been happening, and that's the main thing until we get uh the permits or approval to start to do all co or repairs.
Uh as you see on that paper, um we have to replace some windows and do as much uh please turn up your problem.

Uh we specify everything we need to do in there, plus whatever extra we we need to do to make it great.
Um I think one of the most problems is that the house is vacant, so everybody's going into it.
So even if we we demolish the house, we pretend to make another house, and it's gonna be the same problem because on the process that we make it, people is gonna try to be into it.
So we decide to repair it and sell it.
So we just waiting for the period of time to do it.

And what is your relationship with uh LA solutions ventures?
So you're going, I'm owner.
He he is the owner.
And yet you've only had the property since 25?
Yes.
When he was uh making his statement, he did say that it was bought at a foreclosure by someone named Oscar, and then Oscar owed him money, so he gave him the property instead.
So LA Ventures actually acquired the property earlier than 2025.
No recuerdo, no recuerdo.
He does not remember Pablo and it was uh a payment um like um Chair Miranda said.
Uh from a company named Apex.
A base investors.
Apex investors.
Uh Chair, this is legal.
Uh would the board be able to ask uh the uh uh owner to explain the uh the uh I can't think of the word, but explain the fact that uh La Solution Ventures that he is the owner of uh acquired the property uh through general warranty deed on November 20th, 2024.
Uh the foreclosure, the sheriff sale occurred prior to that.
And so could he explain the discrepancy because uh title records indicate he has been in uh possession custody and control of this property since November 20th, 2024.
And that's where I was headed counsel, uh, in terms of uh how long LA ventures has been involved in the property.
That's the reason for the question itself.
So the uh the council's question was can you explain the difference between the D date of November of 2024 and the acquisition or the takeover of March of 25?
Can you explain the difference between those two dates?
Uh the records the uh uh demuestrank la propiedad was LA Ventures, LA Ventures in November 24, but También Dice Lo Records queuel fue la verdadera fecha que recebieron la no recording November 2024 is the choice caran a las personas dentro y ganar el juicio.
The the date uh he is confirming that it is November of 2024, but they had to pay people to help vacate the premises of of the location until he acquired it again fully in uh March of 25th.
Officer Casso helped vacate the premises from the people that were in the property.

My understanding is that the owners, you have signed a trespass with the SAPD for anybody who comes on the property, they can be trespassed.

Uh it's it's basically they sign it with SAPD.

Uh in addition, there's uh uncorporation according to the LA to the uh police department that uh the owner is not cooperative.
There's the issue of of the school, there's the issue of the date, and then there's the issue of the amount of repair uh because uh based on just a real quick review and real quick cost calculations, the repair is understated.
Uh and uh I'm not real sure that that this is a property that uh is repairable at this time.
Any other discussion uh yeah, um I understand all that, but if they're willing now when they get all this clerical stuff done, which it sounds like that's what they were doing, I'm willing to at least give them the opportunity to try to make good, and if not, then we come back here.

For the record, my name is Cynthia Santana, Dangerous Premise Officer for the City of San Antonio Development Services Department.
The structure being presented today is located at 215 Ruleman Avenue with a recommendation for demolition in accordance with City Code Article 8, Chapter 6.
This case is the first time being heard before this board.
The legal description is NCB 1217, block 15, lot 12, located in City Council District 2.
The owner on record is Maldonado, Rosendo, and Guadalupe with a mailing address of 215 Ruleman Avenue, San Antonio, Texas, 78208-2023.
All notices of hearing were properly issued as required.
The following individuals are present on behalf of the case.
It would be the owner Rosendo Maldonado and Guadalupe Maldonado.
Also present are representatives from NHSD.

A phone number was found for and I have spoken with the owners.
The following is a timeline of events regarding the notification process.
The first inspection regarding 215 Ruhlman Avenue was conducted on February 19, 2025.
The original notice was mailed on September 18, 2025, and the certified receipt was not returned.
The notice to vacate was posted at 215 Ruhlman Avenue on October 29, 2025.
On January 8, 2026, the notice for the BSB hearing was posted at 215 Ruhlman Avenue.
On January 7th, 2026, the notice for the BSB hearing was mailed to the owner, and the certified receipt has not been returned.
No scope of work or financial proof or letter of credit or engineers report has been provided.
There are no permits on file for 215 Ruhlman Avenue.
On December 8th, 2025, an administrative warrant was obtained to take the photos being presented today.
The photos that are being provided for today's presentation were also taken on March 24th, October 30th, and December 8th of 2025, and January 14th and January 20th of 2026.
This is the main structure at 215 Ruleman Avenue.
It is a single story structure in a residential zone.
The structure was built in 1920 and is approximately 1,450 square feet.
The structure has a Pierre and Beam foundation, wood framing, wood siding, and a gable roof with shingles.
The structure is not located within a thousand feet of a school.
The structure is occupied and has active water, gas, and electrical services.
The front elevation shows missing fascia on the right corner of the roof and a large accumulation of outside placement and rubbish on the porch and yard, creating egress violations.
This is the left elevation of the structure, showing more damage on the soffit and the fascia boards there towards the center.
Both the front and the left elevation lack weather protection towards the bottom of the walls and has detaching trim on the front left corner.
The siding is separating from the structure underneath the air conditioner.
The structure is unlevel and is sinking towards the grade at the rear left corner.
The sewer pipes are running along the ground next to the house with makeshift rubber couplings.
The skirting is missing from the foundation.
This is the rear elevation of the main structure.
The roof decking is warped from water damage.
The trim and the siding are deteriorated from lack of weather protection.
There is a water heater behind the draped cloth on the right side.
If you look to that right edge of the rear elevation, you can see how the rear section is listing to the right.
Additional photos will show a failing foundation on that corner.
This rear section is an addition built onto the home at some point.
Bear County appraisal district district indicates the home is 868 square feet with an 84 square foot porch on the front.
However, current measurements show it at approximately 1450 square feet.
There are no permits for this address in the city database, nor in the Hansen Legacy portal, which is an archived permit database.
This is the right elevation of the main structure.
The fascia and the soffit are damaged on this side as well, over by where the 2x4s are leaning up against the structure.
The wood siding, the floor joists, and the sill beams are deteriorated at the bottom under both windows.
The roof is unlevel and rises upward on the right side as it goes over where the addition was put on.
This photo is a close-up of the seal beam on the front elevation.
There's a notch cut out of the sill beam, and it is being supported by what appears to be a 2x4.
The seal beam is not resting on the cedar post, and the wood siding is deteriorated from a lack of weather protection.
Here's the underside of the structure at the front elevation showing the foundation.
The floor joists, if you'll notice, are scabbed together, and one end of the floor joist there is not resting on a sill beam.
This is consistent throughout the foundation under the structure.
The cedar post that is the second from the left one is listing towards the rear of the structure.
The one the seat, the post that is in the center is shimmed with wood pieces.
The seal beam to the right of the post is split at the point where the nail is driven into it, and the nails are there because this is not one solid beam.
It appears to be two by sixes adhered together.
Here you can see those two boards that are adhered together.
This is the junction at where the addition to the rear meets the original structure.
The beams are twisted and stacked on the post, and those sewer lines are above ground.
The support beam, if you can see under there, is rotted away and is resting on grade.
Uh, where the addition was attached to the main structure, and you can see that it's pulling away.
The bathroom in the home is in this addition, and you'll be able to see natural light coming through the walls at this location once we get to the interior photos.
This is a contextual photo of both the rear and the left elevation.
It gives you a better perspective of the condition of the roof decking.
There's no fascia here, and the decking is severely water damaged.
This is a close-up of that damaged fascia on the right elevation.
The ridge in the roof, uh, you can see that there just to the right of those two by fours is the section where the unpermitted addition begins.
You can see that the addition is pulling away from the original build on the right elevation as well.
This is the entryway to the front door.
The morning that I took this photo, they had stuffed towels underneath the door to prevent the cold air from coming in due to the large gap under the door.
There's a large gap between the porch and the main structure.
The flooring is damaged on the entryway here, exposing the subfloor.
This is looking into the front door.
There's a medical bed up against that far wall where Mrs.
Maldonado has to sleep, and that is her wheelchair.
There are so many items in the room on the floors that Mrs.
Maldonado is unable to navigate to other rooms, including the restroom in her wheelchair, which is not accessible for handicap.
Egris violations make it very unsafe for her.
You can also see the hole in the wall near the floor in the drywall.
At the other end of the couch is the front door.
Excuse me, the kitchen.
These clothes and items on the floor had been placed in the entrance to the room, creating more agress violations.
There's a two by four in the room providing support to the ceiling joist.
The entire room, the floor of the entire room is not visible due to the large accumulation of clothes and items on the floor.
This was the condition of the floor in the kitchen.
The subfloor was exposed when I visited in March of 2025.
It was covered in dog urine, according to Mr.
Maldonado, and it did smell of urine when I entered.
The floor was very spongy to walk across.
The sink cabinet shows the movement of the structure.
The burner there you can see on the stove was running with no pot over the top of it.
A Spanish-speaking safe officer present with me that day asked Mr.
Maldonado for me why it was burning.
He stated it was to warm the house.
On a previous visit, I had placed a level in this room and measured the floor unlevel sinking towards the rear elevation, which is that wall on the left side.
Again, they're notched out on the ends.
There is no permit on file for the foundation repair, nor a minor building repair in the city's permit database.
On that previous visit, this was, like I said, the grandson's room and electrical extension cords had been run into the room to provide electricity.
This is also, like I said, in the addition that's pulling away and sinking into the grade.
You can see the separation at the floor between the two rooms.
You can also see natural light coming through the area where the exit was boarded up.
This is natural light coming into the bathroom between the shower and the toilet from the exterior wall where the addition is separated.
This is a contextual photo that of that area showing the amount of deterioration.
The floor toward the exterior wall is lower than the interior towards the entry door.
Bear County appraisal district indicates the structure is 180 square feet.
It measures at 264 square feet.
The siding is missing from the front elevation and the roof decking is deteriorated, damaged and falling from the structure.
This is the right elevation, which shows the missing siding.
Wall studs and interior drywall are exposed to the elements.
There are several holes in the roof and water damaged decking.
The wall is missing, and the structural members are weathered.
The fascia lacks weather protection.
This is the rear elevation of that accessory structure.
The fence and the large accumulation of outside placement in the rear yard prevented me from taking a more contextual photo.
Here you can see more of the missing wall, damaged wall studs and missing siding.
As you walk into the accessory structure, you can see the water damage decking and the natural light coming in on the left top of the photo.
The decking is separated, allowing the elements to enter the accessory structure.
I'm unclear as to whether or not those are rafters or trusses.
Either way, they are water damaged as well, and what appears to be a top plate is also water damaged.
This is looking to the rear of the accessory structure where you can see a large amount of natural light coming in at the wall and the roof with collapsed insulation and drywall.
The center beam right there across the top of the ceiling is damaged.
The structure at 215 Ruhlman Avenue has deteriorated for several years without any permitted work.
Unpermitted alterations, both historical and those completed within the last two months, have created unsafe structural conditions.
Significant separation of walls along with holes in both the walls and the floors has allowed rodents and other pests to enter the structure.
During the summer, Mrs.
Maldonado reported that roaches were crawling on her at night.
Prolonged exposure to weather has caused rot in the structural components.
The foundation is uneven, contributing to these separations and creating hazardous walking surfaces for the occupants.
Because the foundation lacks proper engineering, it poses a risk of falling failing to support the live and deadloads in the structure.
Additional hazards have been created by occupants running extension cords to supply electricity to habitable rooms that have no power.
Due to the severity of these unsafe conditions, a notice to vacate was issued for the safety of the occupants.
Despite the notice, the occupants continue to reside in the structure.
The structures, I'm sorry, located at 215 Ruelman Avenue are in violation of City Code Article 8, Chapter 6-156.
Subsections 1, 2, 5, 8, 12, and 15 for the main structure, and subsections 1 to 8, 12, 15, and 18 for the accessory, in which any building or structure which has any or all of the conditions or defects there and herein, after described, shall be deemed to be a dangerous building and a hazard to public health, safety, and welfare, provided that such conditions of defect of dilapidation, substandardness or unfitness for human habitation, pose a threat or potential threat to life health, property, or human safety.
Staff recommends demolition.

It is my belief that that would be a difficult situation.
Even though she's by a window, and I agree with you on that, even though she's by the window to try to move in an individual with a wheelchair or without the wheelchair, even.
How close is the nearest egress other than that window that's blocked to that person's bed or wheelchair?
The bed is located in the front room, which is I would say probably ten to twelve feet from the front entry door.
The problem with the front entry door is the porch is uh heavily has a lot of uh outside placement and a lot of rubbish.
How close would be the next person to assist the person that would be in that bed, that medical bed or the wheelchair?

Maldonado is sleeping in the very first bedroom that was at the end of the couch.
Um I'm I'm not sure with his disability that he would be able to assist her either.
Uh the second room was being occupied by a daughter, uh second room towards the rear, um, and then the third room was being occupied by the grandson who is an adult also.
So your question is I don't know if Mr.
Maldonado was able to assist her out.
Um, anybody in the room, because they would not be where she's at.

The dangerous premises investigator is not qualified to uh adequately respond to your questions as to uh ability.
So uh what she can address are uh questions related to the condition of the structure, the outside placement blocking points of egress.
But uh she is certainly not qualified to answer your specific questions.

What I'm I'm trying to get at is if you're in that room and you're looking at that, and you're looking for egresses.
My train of thought would be who could get to the person to move them to the nearest egress other than that window.

And so if uh that your question would be a judgment call made by the board members based on the evidence presented.

My name is uh Lydia Ramiro with the NHSD housing advocate.
I've been working with Ms.
Guadalupe and Mr.
Los Sando Maldonado since we received the referral from DSD back in March of 2025, and we've been working with them since then through uh I believe as of yesterday.
We've been offering uh services uh directly to them.
We've made several home visits.
Uh my colleagues and myself, along with the code officer, Ms.
Santana.
And um they have um I know Ms.
Guadalupe, we've been in communication with her by phone and also with the home visits.
She has been making contact with different organizations that are nonprofit, but according to uh Ms.
Guadalupe, the funding is limited.
So and had they've been reaching out to different agencies, uh, for example, ACOG, um, MedSez, Blueprint, SA rebuilt.
Um, and I believe if I'm not mistaken, uh I know that they are behind on their taxes, so some of these programs require that you uh be current with your taxes on property.
So that makes it a little more difficult for them to qualify for the programs.

And as of yesterday, my other colleague did speak with Ms.
Guadalupe at about 4.40 or so late in the evening, afternoon, and um we did also make some referrals for her to go and look into other uh places for uh to live.
Uh I believe we had referred her to the Whitley apartments, and she did go.
Um that's what she mentioned.
She attended and she went in, and they did offer her a two-bedroom apartment, and based on the information that we received from her, she did mention that the apartment was too small for her.
No, she is limited on income, and she is on a fixed income.
forty or so late in the evening afternoon and um we did also make some referrals for her to go and look into other uh places for uh to live uh I believe we had referred her to the Whitley apartments and she did go that's what she mentioned she attended and she went in and they did offer her a two bedroom apartment and based on the information that we received from her she did mention that the apartment was too small for her no she is limited on income and she is on a fixed income and we've been working with her on trying to find a place any questions and we can all agree this is Fred and this we can all agree that this is not an ADA home correct correct and the apartment she was looking at is that one of the issues is ADA yes there the Whitley apartments are senior uh they work with uh senior six years of age and older so they are able to uh you know there are a DA approved and they are able to accommodate her but I believe according to what would Miss uh Maldonado uh the two bedroom that was offered her offered to her um she refused so all the help that's come to her she's basically refused it correct okay thank you have any other questions any other questions the packet you gave her is it the same one that we got in our full board meeting I believe so we've had we've yes that is correct and all these other agencies did you you guys reach out to they she has to do most of the legwork we provide her with the the resources um we uh follow up with her to find out did you already reach out to a BC which did you already reach out we follow up with her and um she did say that uh most of the agencies didn't say that uh she had to be meeting those requirements or no funding was available uh based on what she provided to us so basically comes down to the catch twenty two microscope that we come into it basically comes down to the cash twenty twos pretty much and this one is a little more complicated because of disability disability and the the delinquent taxes thank you you're welcome and now just want to thank you for all that you've done with this one thank you you're welcome any other questions thank you thank you there's another you don't need to speak okay um so next is uh the owner we're gonna talk to the neighbor before the owner can uh su nombre la direction de la propiedad uh desea desea cre uh usar la propiedad Rosendo Maldonado aquí en San Antonio Texas uh his name is uh uh Mr Maldonado he lives at the address listed here uh and he wants to speak before you tengo eh me quieren demoler me la casa y yo pienso que no es gusto yo aquí algunas cosas que quiero que sepan ustedes um he feels that he's here to present before you and speak but he wrote some letter some uh words that he wants to share with you he doesn't feel that uh the demolition is just uh in his opinion desde mil novent the manera que tengo como 57 años uh he's worked uh in carpentry for most of his life fifty seven years uh he's lived at that home dependice uh he's worked uh all his life and uh he's been self-sufficient uh and independent for all his years y declarab mis ganancias al señor Jerry Sifuentes el bookkeeper que yo tenía antes uh he used to uh do his own bookkeeping and he hired a bookkeeper mister Jerry Sifuentes to help him with the bookkeeping uh for his property and he's paid his taxes mandaba al gobern lo que le correspondia según mis ganancias he would uh send his taxes every three months uh depending on what his earnings were uh to the government or the municipality
Uh he used to uh do his own bookkeeping and he hired a bookkeeper, Mr Jerry Suentes Fuentes to help him with the bookkeeping uh for his property and he's paid his taxes.
He would uh send his taxes every three months uh depending on what his earnings were uh to the government or the municipality.
Because of necessity he learned how to do his own plans for his home uh and then how to submit them for uh the department.
Uh he has uh he did bring those plans here as proof uh if needed and he is willing to present them before you enter the manera que you lesablo porque la construction y caro defenderme inesta o caso de algunas fallas.
Uh he does have experience with construction and he wants to address some of the the issues that have uh brought up before in in through this meeting.
Uh the first instance of the code officer talking to him was about uh vehicles on his property uh that were not moving and that they needed to be moved.
Some uh vehicles needed uh battery change, other ones needed just to uh fix a tire, some tires to get them moved.
Uh he would like to again thank and uh congratulate Ms.
Santana for all the help that uh they've provided him.
Uh he worked with her and then he got the vehicles up and running again and he was able to move them and he was happy that he was able to do so.
Yaki se mealolo que Tenia Kelimpiar with time she came back and she explained to him what he needed to do to clean his house and uh and what he needed to address.
Uh she put it in the record uh that uh he the code officer told him that uh he had fixed the cars and then he was uh starting to address all the other issues uh within his home and he was happy to address them.

Uh she came back with uh a certain amount of time and uh to once again tell him that he needed to uh clean his property and uh clean around his home.
Uh he was happy to do so and he did address it.
She then came back and asked for permission to enter the home so she can inspect and uh he provided her with the permission to enter her uh his home.
The home is uh long 43 feet and um and the ten feet uh wide um the from the bench to the yard la ciudad to my quantity cosa que ponga in frente como una mesa el recoger manger y eso dale porque la yarda está muy cortita.
He says that in his opinion the dimensions uh that were provided were wrong, uh mainly because of the different uh the different areas that you could take the measurement from depending on the different parts of the home in the front yard.
He believes that the the city is at fault uh for measuring correctly um the uh the city has their own uh regulations uh that they go by but it is not the uh inhabitants' fault that they measure it incorrectly.

Uh they did make them aware that they needed to fit fix some joints uh throughout the home and that other small uh items needed to be addressed.
Uh as soon as he got a social security check of 989 dollars, he began uh to invest in the home and trying to get it up in uh and repair to address all the issues uh that were highlighted.
Um he began to work on repairing the the floor um as well as a buying two doors that uh to fix the the doors that were uh that were said that they were uh you know broken.
Uh he he bought joints for the bathroom uh for the living room and for the uh bedroom where uh his daughter is currently residing.
Uh he also bought paint to paint uh the home and then he hired a contractor to uh uh assist him with uh with the painting and uh fixing the other parts of the home.

Uh he made arrangements with the contractor to pay him uh uh by uh giving him uh his uh Jeep Commander 2007 as payment as a form of payment to the contractor.
And so veneer la señora inspectora, la señora Santana, y me dice que no siga asendon nada para que pare hasta que venga el inspector.
Uh then uh officer Santana came over uh to his home and told him to stop all work so that uh that inspector could come and uh validate all his work.

Uh he's saying that uh as of right now the w the the work has stopped at the advisement from the officer, so if they come right now nothing's changed because they has a stop order waiting for the inspector to come and perform his inspection.
See, it clouds la casa da mule aspecto, pero no poder trabajar in ella.
Of course if you look at the home right now, it looks in really bad shape because the stop order stopped the work from being done.
Meanwhile he had to go on an emergency trip to Mexico, he found out that uh the inspector, Signora San uh Miss Santana came over and uh with a vehicles from the city and uh he stopped there.

When he came back, he found out that that uh they had taken an air conditioning unit that was worth $350, as well as a wheelchair and a uh like a trailer that were all taken uh when things the officers came.
They took uh they also took an oven worth 450 dollars and uh and other uh valuables from his home, uh meanwhile he wasn't present.

Uh his during that time his wife was uh in dialysis, so she was not at home, and they also sell um uh items in the market to uh live by venue la Signora Santana conos papelles que le firmar y yo penso que los deberia vermano firmado antes que ya viniera a ser la limpieza.
Later uh Officer Santana comes by and uh asks him to sign some documents, and it is his belief that he should have signed those documents prior to them taking anything from his home.
You firm say English yo pienso que me engañou.
He signed because he was under belief that they were gonna provide him with a place to live, and he feels that he was um lied to uh when they proposed that idea to him.
Uh when he began repairing uh his living room and his bedroom, uh he wanted to or the kitchen rather uh he wanted to change out the the fridge and other apparatus, electrical apparatuses from his home, um but he hasn't been able to lay una lista diciendo que la electricidad está in malas conditions for lineas than you a cavalho de la cocina la lineas provisionales.
Uh the wires that were exposed or the lines that were exposed in this home when they did the inspection were temporary.
He would he just had them placed it there meanwhile he created his repairs or he maintained his home.
He he understands that having those wires on the floor uh and on his home exposed, it's dangerous and that uh he has cleaned them up and is uh and fixed them around his home.
I mean no me avian informado que no is nada hasta que el inspector like he said before uh he he was told that he couldn't do anything uh around his home until the inspector comes.

It was he was under the belief that uh the through the code officer Santana and the inspector that they had the last word on what to do.
They give him uh what sounds like two lists, uh one of ninety-four lists of things that he needs to do and an additional list of about 20 things that he needs to do around his home to get it up uh up to code.
I quarantine three details exigen components the immediate.
But he had to stop because of the stop word.
His wife uh he's come he's just uh uh on his 73rd birthday and his wife uh just um celebrated her sixty-fifth.
Uh he pleads with the the board to please allow him to stay in his home if he has to make the decision of living under the bridge or living in his home, he prefers living in his home.
His wife is receiving dialysis three times a day.
She can't uh she's not independent, she can't bathe herself, she can't move upon his own, and she can't go to bed on her own.
And him uh senor Maldonado or Mr.
Maldonado has also uh suffers from diabetes, he's had some vein work uh on his uh on his arms and uh yes.
Uh he also suffers from high uh high tension, high pressure.
Uh he's had to go multiple times to the doctor because of all of these issues.
He questions all of the uh errors in the joices, for example, because uh he doesn't know how she would know that uh if the joices are covered by cheat rock on top and or on the bottom and the roof on top.
Uh all of the all of the joices and other parts of the roof have been repaired with the assistance of FEMA in back in two thousand and three.
Uh in repairing different pipes, and uh that's why the holes in the in the roof currently exist.
Uh anything else that hasn't been repaired has hasn't been repaired because of the stop order.
Uh again he states that the officer is doing her job and he thanks her for a job, but she doesn't seem to understand that they are both very ill.
There are no uh joices that are rotten, there are no holes uh in the home uh currently um there are no other remaining big issues throughout the home that have hasn't been fixed because prior to the work order, the stop work order.

Anyways, she took them and I never got back.
Um I feel that uh I've been asking her when she called me all the time.
I don't have a place to go.
I've been trying to find everything so expensive.
I said, Do you want me to live on the streets?
I can't do that.
In my condition, I don't think I can do that.
They offered me a place at the shelter, but I couldn't take it because I need my daughter that takes care of me and my grandson.
At the shelter, I asked the lady, I would need somebody to move me around.
She said, we don't have nobody like that.
We only offer a place to sleep.
I said, okay, thank you anyway.
And at the place where the lady said that I didn't accept everything they offer, I I don't I I need to deny.
Um that place it didn't have handicap access.
I couldn't take it.
She said, call me back or keep calling, maybe we'll get an apartment.
I said, okay, I will.
They haven't had a handicap apartment.
That's why I can't accept what they take.
So just to clarify, um you dispute that you did not deny the apartment because you didn't want it, but because it did not have pain to have access.

And because you need rooms for your caregivers, your full-time caregivers.
Well, mostly because if I go to the party, there's no hand grab to grab to get up or to try to get up.
Because uh ever since the amputated last year in August, um, I can't stand up.
They rehab is told me how to get up, but this late is not strong enough yet.
They're already in the process doing the process, and they're gonna show me if I can walk.
I'm so glad if I can.
I thank God if I can because I've been praying and praying not to go that poor return on the street.
I can't live on the streets.
I've seen people like that in my condition, and it's not good.
And I'm a very cold hearted person.
I don't think I could last the week out there.

But in this case, I rather owe that money to fix my house and pay it in payments, you know, because I could afford that a little at a time yet.

No, I just wanted to say too that um that my husband, he's he doesn't do no more work, but I mean he can't do heavy work.
He's got a heart condition too, but he can't do it himself.
But he's got his brother that works now.
The same thing, his nephews and all that.

He just said he needs a little more, and he'll call them.
But we can't do that until see on the permit.

He sat me and put me out, and then he came back in to see about as well, and my daughter was already getting it.

Um, my name is Rose Hill.
I'm president of Government Hill Lines Neighbor Association.
Uh just a little bit real quickly about who we are and what we do.
We're very active neighbor association.
Um this is not our first rodeo.
Uh we were just recently gonna have a cleanup in our neighborhood in January, but we had to cancel due to the weather.
Um our responsibility is to go around and we help those in need.
Um we have had a similar issue like this before in our neighborhood, uh, and we came in and we helped them.
Umfortunately, since February, uh we have not had a code officer come to our neighbor association.
Every month we have that those relationships.
I know we were short, uh, a code uh officer, and I know that the officers do a good job in our neighborhood.
We work together, we have a relationship, open relationship of communication, but I think somewhere here the communication got dropped.
If we had known this was happening, we would have immediately come in to help.
Because what's happened here is that you have somebody that's elderly, they're sick, uh, they don't have the nat lack of knowledge of resources, where to go, who to contact, how the city operates, what the rules and regulations are, what the codes are, we do.
Um I've been doing this for 40 years here at the city.
Um a civil rights uh act grassroots leader in the in my community, and I'm also uh over all the presidents in district two, and we all try to communicate and we all try to work with the code officers.
Here what I see is happening is um they yes, sir, there was a lot of trash in that neighborhood, and we hadn't got to that area because where they're very in the in the back.
So uh my apologies we hadn't got to that area.
But if we had known and had that communication of what was happening here, we would have already had them with an engineer, we would have already contacted.
We have people in our JB constructions in our community, we would have reached out to them uh to say these people need some help.
Um I think what we're I'm here today is asking for them to give not demolish the house because I think that that house is not demolition.
We have worse houses in uh government hill right now.
I have 802 Mason Street that's in worse condition than theirs is in.
We were able to have the city come in, they're doing foundation work on 802.
You can go back and research that one.
We had $50,000 uh raised in Government Hill, had that house with a brand new roof put on there.
Right now, those two people had been moved out so they could do the repairs.
Uh the daughter, uh one of the uh ladies is blind, the other gentleman is has problems work walking.
Uh my main concern here is yes, I see that there is some severe need and some severe concern there.
But you have people here that are that don't want to leave leave their home.
Is it safe?
Probably not.
But I think if we could come in, get granting us the association the opportunity to come in and do finish up the cleanup and come in, bring in, try to uh have get a meeting together.
We have a meeting actually Tuesday, come in and be able to say with the engineers or somebody, what can we do to come in and help these people?
Because right now the association is that's what that's what our responsibility is.
We care about our community.
And you have two seniors here that excuse me, that uh my heart goes out to them.
Um if my mother is 105 years old and she's still alive, God bless her.
But these people need help.
And so I'm asking that you uh not demolish in this house, that you give us an opportunity to get in there.
What we do, we have a reputation of getting in and helping and getting the job done.
So I'm not here to tell you asking you saying, give us, you know, we're we're we want to come in and help.
We will get the job done if you give us that opportunity and give us.
I want it I can tell you it's not gonna be 30 days, at least 90 days to get it get us in there to really get somebody to really come in and evaluate.
As I'm hearing today, I didn't see an engineer report.
I didn't see an electrical report from the city, I didn't see uh a roof uh estimate of roofs.
Uh you asked him what is the cost going to be?
That's a good question, because I think we need to go back and do an analysis of the entire walk the entire perimeter of the property, get a thorough analysis of what is that exactly going to be needed, get inside right away and clean that house up and help them so she can have uh Cali ACOG to fix that that uh ramp to get it fixed.
There's a lot of resources out there.
What's happening here, ladies and gentlemen, they don't know where to go.
They don't know who to talk to.
They I I commend the lady that was trying to help.
Uh, but I think still lack of knowledge and their age, they just don't understand.
They don't comprehend.
You can you can tell them to their blue in the face, but they just don't understand.
So I'm asking this to have some compassion today uh to not demolition that house, give us an opportunity.
If we do not cannot come in and fulfill within, say 90 days, come back with an actual report of what we've come up with and who we've contacted, then I could say let's demolish it.
But right now I say not don't take away their home.
Let's see what we can do to fix this and give us an opportunity.
Um code here, we work with them a long time, and I they have done some great work in our neighborhood.
I've worked with Santana in the past.
So what we're doing here is that um I just like I said, I don't know why we weren't contacted because if they and this happened since February.
So we're working in our neighborhoods diligently to constantly have helping uh our seniors in our neighborhood, those are our first priority.
So, like I said, I know that they got a lot of work and um God bless them, they do they're doing their job, okay?
They are doing their job.
But I think here is that we need to come together, code uh and us and the community, JB Construction is right down there in Sigreen Street.
If I call them and they come back in, I'm sure that they're will be willing to help uh do something.
But right now I'm asking you to give me an opportunity to come in with resources, uh evaluations and work with code to what we can do to preserve this house and help these people because I think that we owe them, they are the foundation of our community.
They were there before I'm I was born and raised in that neighborhood.
And um these people were there way before me, maybe before I was even diapers, but I think it's our responsibility to help our seniors uh and right now they need help.
So I'm asking you to sincerely take into consideration uh what we can do.
Um I speak by my reputation because I've done this before.
This is not my first rodeo, and 802, excuse me, 802 Mason Street is a good thing that what we did, the same situation came here.
We came to the city, asked them for help.
That house is even worse condition because the second the house is literally falling out.
What we did, we moved them out.
There's a container in front of their house, and then we moved all the furniture in there.
So now right now they're in the process of doing the foundation.
The roof has already been done.
So I ask you, please uh take that in consideration.
Does your association have the ability to clear the tax liability?
No, we do not, but we can we can we can definitely we have to have a fundraiser to help them some way.
I don't know what I don't didn't know that they were bad.
We don't have those kind of funds.
We don't as far as money is concerned, we cannot come in and uh guarantee that we're gonna come in to fix all the properties with money.
We can't do that.
But what we do have is we have resources and we have contacts.
And we can contact somebody that can come in and say um we you know would the construction company be willing to come in and donate some materials, and they know they are registered with the city of San Antonio, they know the rules and regulations, and they know whether they can do or they can't.
But we don't know that until we can approach them with giving them the permission and the time to come in and do it.
Do you have cash available immediately or do you have to go to the fundraiser uh immediately to We don't have we don't have any cash?
Our organization is not to come in.
Our our membership is based on our on membership dues.
So we don't have the foundation or the financial aspects to come in and help them fix that house.
But what we do have is we have knowledge, we have communication, we have no we know who to go to and who to talk to to come in and be able to evaluate the situation.
This is the first time that we heard this.
Had we had had more time back in February, I guarantee you by now they would be ha they would have had their house leveled, they would have had a they would have had a cleanup, they would have everything.
We can't what we can do is we can go in there right away and finish cleaning up all that needs to be cleaned up.
Everything you saw there within 30 days, I that I can guarantee you we can go out there and do because we've done it before, and you can ask the code.
We came in and we cleaned up a house a person that was living there was a hoarder, completely hoarder, and we we we provided the the the uh donations far as getting the trailer, getting out there doing the cleanup.
So volunteers, uh organizing, I'm good at that.
We can do that.
We can do that.
But as far as funds know, because we need to get out there, and if if if worse came to worse, we could plan a fundraiser, but to immediately say no, we have funds on hand, no, because we just found out about this about last week when we got the notification from the city.
Do I understand that you have an engineer available immediately to the other?
I don't have one.
No, I don't have one immediately, but we can find one because we do we have work with engineers in our within our neighborhood, and we have some engineers that live in our neighborhood.
So that's what I'm saying.
I I can't I can't promise something.
All we're asking is for time, um, a little consideration, uh, because we just found out about this.
Had we known more, I would have I would have been more than happy to have had uh an engineer report for you, sir, and uh been able to say yes, we can do this and the other.
All I'm asking you is that this is a this our organization, our neighborhood association is very well known in our community for helping and getting the job done.

Uh up north uh of Bear County.
And um I'm actually the owner of two level enrollment, so I am the neighbor.
Um I've had that property since about 2015.
Uh so I've had about a good 10 years of knowledge of what's going on in this uh neighborhood.
Uh so I'm advocating kind of for two things today.
Uh number one, you know, I know Mr.
Maldonado a little bit.
We've talked several times when I've been out there uh both in English and Spanish, so we've done a little bit of both.
Um kind of assessed the situation out there across these ten years, and um I think there's a couple of things going on.
Well, number one, you know, I had a similar situation with my grandfather.
He lived in his house till he was 84 uh when his wife when my grandmother passed away.
Uh he was unable to take care of the house on his own, and it just started getting a little bit worse and worse, and it didn't get this bad, obviously, but we came in and we got him out of there.
So I think number one, that's what needs to happen here.
It's very clear that even in his own words, both mentally and physically, they're not able to keep this going.
You know, and I knew him ten years ago.
So I've seen it slowly decline year upon year, day upon day.
So uh so number one, I think that's what needs to happen.
In terms of the property, uh, I am advocating for it to be demolished.
Um, I'm a licensed HVAC technician.
I've seen the property myself.
I've laid eyes on it.

It's been a chronic years-long situation.
Um there's been some issues out there.
Um, you know, um I remember he had a boat stolen out of his front yard, uh, so it's been some crime.
I think there was a uh indigenate person found on the railroad tracks across the road, uh dead.
Um the whole easement's covered in trash, uh, both his and others.
Uh illegal dumping is going on back there all the time.
Uh so it it really is a a huge problem spot for that area.
Uh it was in it was zoned industrial for a very long time.
Now it's not.
Um so you know, I understand, you know, I I I'm I'm kind of really conflicted.
I was conflicted about even coming here because you know it's his property, I believe in people's property rights, but it's the city's easement, it's the neighborhood, it's the area.
You know, it's a tough thing.
It's a tough situation, and I'll just leave it at that.
But the the property is in a very bad way.
The structure is dilapidated, it's been expanded a few times on his own, and he's not able to do it anymore, you know.
And it's uh it seems brutal to say that, you know.
I'm saying yes, take them out of their home for 30 something years.
But at some point it is m is more cruel not to.
And uh I believe we reached that point here, both in the structure and in the family.
So uh that's what I'm advocating for today.

And what I'm asking is to please allow us to work with the neighbors association to get because they have the knowledge that we don't.
And resources that we don't.

Dangerous premises officer Cynthia Santana.
Uh there's a couple of things I wanted to clarify uh for the board if I could.
Um when I first came across this property, I was a code officer.
And uh there had been an ongoing issue with the amount of rubbish and outside placement in the property.
A citation had previously been issued.
When I came, the property still wasn't cleaned, and I issued another citation to Mr.
Maldonado.
He did not uh appear in court for either of the citations.
And at that point, uh the city created a I created a work order for the city have the property abated.
We abated that property in February, uh I believe on the 19th.
Um this for you.
That abatement ran uh $1,956.
It wasn't much longer after that.
Um, once we got the property abated, that's when I saw the condition of the house.
I could see it more clearly because we had cleaned all the items that were stacked up around the yard and around the house.
Uh that's where the dangerous premise case began.
Uh it wasn't long after that that the property began to gather rubbish and egress issues again.
Um they had two trees in the front yard that were posing a threat to the structure and to the occupants.
Uh at that point we um we went to the senior assistance program and we got some money to take the trees down for them.
Um that came to $1,475.
Both those citations were $300, those were never paid.
Um when he says that we took things, I just want to explain the city had to abate the property to get it cleaned up.
You saw the recent photos, that's where we're at again after um having cleaned the property already.
Um as soon as we got in there, we understood that uh there was an issue with disability and an issue with elderly, and that's why we immediately signed them up for the hardship.
Um that was eight months, and during that eight-month period, no work was done on the house.
And the property began to be uh littered again with outside placement and rubbish.
Um it was only after the case was uh submitted for BSB that uh Mr.
Maldonado uh wanted to try to get things taken care of uh around the structure.
Um the work that he did, I just want to remind the board um there were no permits pulled for.
Um there was no stop work order, and there is no inspector.
Um no permit was ever pulled, so no inspector is coming to inspect anything.
Uh I'm not sure about the confusion with that issue.
Um we issued a notice to vacate and for good reason.
Um the safety and the the hazards that are presented to the occupants.
Um we've asked them to please leave.
Um because of Ms.
Maldonado's um medical condition, we did not cut the utilities.
When I dealt with adult protective services, I dealt with Officer Connor, and she stated that they have helped them get resources several times to get their utilities paid.
Um they also helped them get some FEMA funds that Mr.
Maldonado referred to.
Um Miss Guadalupe told uh Officer Connor that Mr.
Maldonado took the funds from FEMA uh that were supposed to be used to repair that bathroom, and he went and repaired some other home.
Um we have uh done what we could to try to get them into assistance programs through operation rebuild uh under one roof, and because of the taxes, uh we have been unable to secure them any assistance.
When I came with the warrant on January 14th, that warrant, uh nobody was home.
Uh but that warrant was only for the accessory structure.
We did not enter the home.
The only time we've ever been in the home is when the owners were present.
So I just want to ask about the the notice to vacate.
That was back on October 29th.
Uh what would be the next step here if the the occupants don't vacate the for us is to bring the the case to you.
And then the decisions you make from there would be the next step.

We stop all um we stop all enforcement at that point.
Um we look for assistance for them.
Um we involve NHSC to also look for assistance for them.

The structure's roof system is weathered and worn.
The interior is up is unkept and unsanitary.
The ceiling has large cracks, missing drywall indicators, indications of water damage is present, and there's there are exposed electrical wires.
Facial boards are deteriorating and lack of weather protection.
The interior to the first accessory structure, the floor is unable to be seen due to the trash items.
There is missing and damaged drywall, exposing the wall studs and ceiling joists and graffiti is present.
Natural light is observed, indicating elements that are making the entryway of the pitch of the roof.
The second accessory structure is on grade.
Exterior walls are rotting and deteriorated.
The roof is damaged with holes.
The interior wall framing is fully exposed with signs of water damage, and the ceiling joints, ceiling joists are broken and deteriorating.

The hip belly roof system is worn and weathered.
Transit siding is missing in several areas.
The skirting is also missing.

They both left peacefully, and they knew that they weren't supposed to be there, but she said it was cold and she needed shelter.

Uh you can see the grade, trash and debris are in there.

Hi, my name is Eva Marie Gutierrez, and I carved the property in April where legally my name is on there.
But before I had been taking care of that house since 2018 when my aunt passed away.
And uh, but um we had the foundation lifted, so that's why there's no skirt because they had to go under there and stuff, and they haven't put the skirt back on because the inspector has to come out and the engineer has to come out and give the clear that it is done and correct and stuff.
So now with the lifting of the house, that's why you see all the the cracks.
And then uh Casa Verde came to the house last week, and they said that they had because of my disability, my income, that they could help me.
And he says they would do first the roof, then they would do the wiring of the house because it's the original wiring from 1942, and then they in turn would do the redoing the sheet rock, and they would uh put the insulation on the once the roof is done on the top, between the walls and under the house.
And then they would do what was it, the wiring, the insulation, the roofing, and the ten windows I qualified for.
So they said I'm in the list and stuff, and that's as far as I know.
That's as far as I have.
And on that second structure, that used to be a like a garage, but my grandmother would use it for her plants, and the structure behind it, it's attached, it's wall to wall.
That used to be her chicken coop, and that was back from the 60s.
So that's not something new.
But they did catch a homeless with her dog back there.
This document being presented is this from who?
From the city?
That is the permit or the foundation.
So you just pulled this permit.

And the foundation work was already done.
No, what happened?
The gentleman doing the foundation said he was going to go under the house to clear all the debris on the there.
And that's what the when the co-compliance lady called me that she wanted to see the house.
I said, I'm not there.
I'm at a doctor's appointment, but go ahead and go in.
She says I see some guys under the house, and I said, Yes, they're uh cleaning out the debris.
But yes, that's correct.
They were there and the permit wasn't until January the second because y'all had like the holidays that we all were closed.
So they actually didn't do work, they were just prepping.
Yeah.
So no dug in and just remove debris and the siding and all that just to we had a flood, like the sewer line that runs between the alley had busted and it was all running through the house under the house and stuff, like um like this much water, and yeah, it was nasty.
So it drew like a bunch of trash under there because I kept figuring, how can all this trash get under the house?
But that's what it was.
So the foundation, they're just waiting on the engineer to come out and do the final engineer's report.
And you said who was going to help you?
Casa Verde?
Did they give you any documentation?
Well, all he gave me was like a paper, uh it's in that packet.
Uh paper saying the which companies would help me, the the roof and the people uh something called uh blueprint.
Uh the lady Barbara called me and said, Yes, your uh your application is in, and um so I'm just waiting.

So nobody's gonna help you until the application is approved, correct?
Yes, until Casa Verde is going to be out.
I mean signed all the documents.
What was that again?
Casa Verder approved you, or you're waiting for approval.
But it's just um the ones that are checked off off that list are the ones that um will come out.
I talked to Barbara from Blueprint, and she says you're on the list, so we should be calling you in a couple of weeks to check your email.
I haven't received anything as of today.
So there's hope.
But it's I'm confused because you said you haven't been approved yet, but you're saying you have been.
No, no, I have been approved by Casa Verde, but then she gave me a sheet with different agencies, the ones that are circle, and I talked to Blueprint Barbara, and she says, You're on the list, just wait on the email saying that when we can come out and start doing it.
But the roof has to be done first before they can do the insulation and the wiring of the house.
And once they do, they'll put the insulation on the ceiling and on the walls and under the floor.
And I asked him, how do you do it under the floor?
He says, in between the studs, they run in the insulation, then with the chicken coop wire, they staple it to keep it up.
So that's why there's no skirting, also because they're gonna have to go up there and tear it up anyway.
So you got three companies out of a list, and you're just on a waiting list for the three companies to come in and do email, yes.
You know, you yeah.
So really you there's no through the approved contractor for the program.
Yeah, but they she can't even give us a date because they haven't given her one yet, which is one of the requirements is a timeline, and you can't have it because you haven't been giving it to you because well, what the gentleman from Casa Verde told me from that date, I had a whole year for them to complete the job, and I asked him, Do I get uh permits or stuff?
He says, No, we take care of everything.
Yeah, but in the board we can't give you a year.
No, no, no, no, that's what I'm saying.
What he said, right?
But I'm saying here we have to have a and you don't have that yet, so no, I haven't gotten the email yet.
So you don't even know when the guy's gonna come in and do so.
The timeline you don't have, we need yes, I understand and I don't want to inquire about the accessory.

They need the back shed and the chicken coop.
Well, they had talked about uh take tearing it down, the co-compliance and stuff, but um it's like I said that was sentimental because the back end was the chicken coop, and as a little kid I used to go get the chickens, um eggs and stuff, so it's like memorable, but it's the interior, it used to be like um like a car port or something, and then they covered it because she had her plants in there, but I mean I can take the inside part out, but the exterior the the roof and stuff to me it's the metal looks good to me.

The decking and the ridge board suffered suffered severe fire damage with uh separation allowing visible natural lighting, exposing the interior to the elements.
Interior ceiling covering and sh uh sheet rocks is damaged with missing sections.
Structure also has broken windows throughout.
Bottom plate is exposed and it seems to have uh some rotted areas prior to the fire, electrical system exposed, and seems to have damage and missing in some areas.
To recap, the structure the structure located at 1902 Farwell Drive is in violation of City Code Article 8, Chapter 6-156, subsections one, two, four, five, seven, eight, eleven, twelve, fifteen, seventeen, and eighteen, in which any building or structure which has any or all of the conditions or defects, hearing after described shall be deemed to be dangerous building and hazard to public health, safety, and welfare, provided that such conditions or defects of dilapidation, substandardness or unfitness for human habitation, pose a threat or potential threat to life, health, property, or human safety.

Um first of all, I I wanted to apologize uh to the community for letting my house become uh a nuisance for the neighborhood and my neighbors uh was never my intention, but it that is what happened, and so I have a responsibility and shame for that.
I originally had planned on one moment.

So I originally had planned on repairing the house.
I mean, uh the sheet rock and everything, it was just down on the floor.
So I um had that most of that taken out while we could.
We got a um a dumpster and filled it up and uh got what we could out of there.
But um a couple of extenuating circumstances as far as why this has gone on so long.
Um, I I've I've had physical issues for a number of years, but um I had a I was in a car wreck in January of 2024, and um uh unfortunately that led to uh two spinal surgeries.
I had one um August uh cervical fusion, August of uh 2024.
Um and but unfortunately that my symptoms in my legs just kept getting worse until finally they figured out that the uh the wreck had um had uh uh snapped uh my second lumbar fusion uh at the L3 to four uh and then over a period of months the process the that's the screws and everything, hardware all got loose, and so it was just getting worse and worse.
Um was gonna have surgery originally as early as July.
Um that got post postponed back and back because of my insurance is just was just uh crawling on it.
So I didn't end up having the surgery until September 26th.
And um and in fact um uh Officer Hazan um I guess called me um not too long before the surgery, and um that's when he told me that uh he had uh submitted uh the house for uh demolition and he gave me this date.
And my my response to him was um uh well I sh I should uh it's been in my intention for over a year now to just sell it.
I don't have the means to to uh repair it anymore.
And um uh but I told him I thought uh I could have the house sold before this date or at least have it under contract.
Um and originally I uh wanted to sell it to the next door neighbors, they really wanted to buy the house.
Uh three generations living in under one roof, and they wanted to get the house next door so they could get out from underneath their parents.
Um but uh unfortunately they they just ended up in having the means to do it.
Um but um so um and then I had the surgery I've this was my third lumbar fusion, and and uh the the prior two I had bounced back pretty quick and I figured I'd be up and around within a month or so and I could take action on this and get it rolling, and it it just didn't happen that way this time.
Uh I woke up from the hospital and I had horrible nerve pain, and they say this happens sometimes that you know decompressed nerves and just go crazy, and and that's what happened.
So I was pretty much just bedridden for two months and really couldn't do anything.
And um I did reach out to one uh company that expressed interest in the house several times, and uh he he did look at the house, but unfortunately it gave me a really low ball um offer.
Um so uh one thing I wanted to do was uh I I have a the summary from the uh the fire uh damage assessment report.
This was uh done by uh Officer Flores, uh his badge number is 115.
And um what he said here, and and I think this is important to understand, um most damage is to the back wall of the home, and a few trusses look charred.
A few trusses will need to be replaced, no plans need needed for submittal, but will require an engineer's uh letter for trust repair and observation.
Notice a few charred wires through the residence along with some plumbing.
The remainder of damage is mostly smoke damage throughout the house.
Please note at the time of the inspection the walls were gutted, uncovered, floors and ceilings were mostly removed.
Um did you want to set up?
Um and the the reason why I want to say that is that uh the majority of of the the actual uh framing um is is still usable.
So I wanted to sell the house, and anybody buying it, it's gonna have to be a flipper, somebody with with financial means that knows what they're doing.
And because it's gonna be a whole redo.
But the frame does have a lot of value.
And that's what he said is that just there's just the back end trusses in the kind in the middle that have damage, and then of course, all along the the edges, the eaves, and then the back and about two-thirds of the back wall.
And then there's um there's a little bit of damage to interior wall, uh, interior framing uh on the bathroom.
But the rest of the house, the framing is still in decent condition.
There might be yeah, there might be a few places where there's some rotted wood that has to be replaced, but but this the structure is still sound.
Um the house is secured at this time.
Um that little hole that was in the kitchen, I've already closed up, and um I can show you a picture of that.
Uh I I just put uh some plywood in on the inside.
I actually didn't do it, I had a friend help me with it.
I held the flashlight.
But there's two pictures here as that's from the outside and that shows on the inside.
So it's nailed up there.
And I intend to get my son or my friend to go ahead and put another piece on the outside, but I hadn't got to that yet.
Um over the course of the last year or so, I've I've had lots of people contact me, either through mail or text or letters, whatever, um, interested in in the the house, buying the house.
These are these are all people that are for the most part um flippers.
And um I saved those just in case, and I made it uh uh a list here uh of 20.
There might be a few more, but these are ones that I had could kind of uh uh accumulate together and for your listing.
But my my intention if of course it's all uh contingent on whether or not y'all grant uh an extension on this is to was to have an open house on the the property uh on Saturday, February the 9th, weather permitting, and contact all these people, call them and um let them know that I'm gonna have it for open for inspection and let them know what the situation is with the house so that anybody that does come out uh will knows what they're getting into and knows that they they need to to be able to move on the house.
Um I have uh personal liabilities that uh are attached to the house.
Um the the abatement um and then some back taxes, and then I have some judgments that personal judgments, but my understanding is those will have to be taken care of.
Um here's this before title can be transferred.
Um and um these were um unfortunately um uh credit card uh that that went the link went back uh about five years ago when I got real sick.
And um so the property as it is now with the the house and uh the framing um intact uh I I think it's it's a quarter acre lot, it's it's it's it's it's a decent neighborhood, and I think that I I could should be able to get enough okay.
Um I don't did y'all want to personally see these.
I made some copies.

Um but with with the the house uh framing intact, uh I think that I could get an offer enough to take care of my of the of the what needs to be paid to get the title transferred in somebody else's name.
Um that's not only what's best for me, but I think it's what's best for the neighbors because if y'all go ahead and demolish this house and just leave a slab, um it's gonna be hard to find somebody that's gonna want to be you know uh take that on to build a new the framing and and and start a house off.
It just I'm not saying it I couldn't do it, I'm just saying it makes it a lot harder financially, and it's it's and it's it's most likely that that the slab's gonna sit there for a while.
Um I don't and I just you know I'm I've been paying down these these judgment debts, but um it's still substantial amount.
Um I will say that um I was a little surprised when Officer Hassan told me that the house was gonna be up for demolition.
I had I kind of got bounced around on co-compliance officers.
There were at least three.
Um Officer Hassan kind of came in late to the game.
Uh but for la last year I I was doing my best to comply with everything that was asked of me as it was being done.
The abatement that happened before that happened, um I had a um 30-cubic yard uh rolled away dumpster brought to the house.
And um and another thing is I have uh had a um the the the the problem he was talking about with the vagrant, whatever that was actually a um uh a strange mentally ill son of mine uh that had uh just started squatting on the property.
It took a long time to get him out of there uh because he had squatters rights, so I actually had to go through eviction process, and from the time I started to finally get him out of there by him getting arrested, it was several months.
And um, but I that was something that the previous co-compliance officer told me I needed to do, and um and so I I worked on that, and then he had I was told that um I need to get the backyard cleaned up.
So me and uh a friend and one my youngest son went out there one day, and this is when this a strange son is there, and he's he was hostile.
Um had to call the cops twice to get him to leave the property while we were cleaning up, but we spent all day cleaning up the backyard.
We didn't get it spotless, but we got Mr.
Welch.
Uh this is the uh uh legal.
I just uh uh uh ask that you stick to uh what it is you're asking the board for.

Uh specifically so that uh the board can take action.
Uh my point was just that I I've done my best, and and also I have uh I had done the the trespass authorization for the police department so that that you know if somebody goes on the property they have access.
Um so I tried to do whatever I could, but I the last two years, like I said, have been really rough on me physically, and then also dealing with the the sun problem, and he he did a lot of damage to the property.
So what I'm asking is an extension to give me enough time uh to find a buyer for the house as is, um and and um and get get uh get the time to find the buyer, get the house um closed, and then give that new owner at least enough time to uh get started on it, you know, uh a building permit and everything.
And um that's that's what I'm asking for.

Well, I have uh liabilities of about 27,000, 26 to 27,000 that have to basically come out of proceeds.
And so I just need uh I know originally I had hoped to don't explain it, just 27,000 was the answer.
So that's fine.
So basically I was what I wanted to do was get people there, get bids, take the high bid that could that had uh the resources to to do it, and uh and then you know pay pay uh pay what I needed to pay just to transfer the tile.
It has to be done.
I don't have the money to do it.
I have about $500 a bank, you know.
In the in the previous attempt to sell, uh you had indicated that it was going to be a next door neighbor.
And what was the final uh well, the final outcome is obviously they decided not to.
But what was the primary concern causing them to back out of the just didn't have the money?
Okay, so it's they couldn't get the money up front.
We originally, you know, over a year ago it they talked about buying.
I had had an offer from this one guy uh said he would pay $80,000 for a house, and this is at least a year and a half ago.
And uh and the market has softened.
But um uh and then I told them and they asked if I could take anything less, and I said, yeah, I'll you know, I'll I I go 75 for you.
And uh they kind of acted like that they thought they could do that, and um and then later on we started talking something about maybe doing some kind of financing, but this this made that impossible.
I mean, it's just uh I I realize there's no way that I can you know finance the house.
It has to be it has to be transferred to someone who has the means to get the house uh restored, and it has to be done fast, and they they just can't do it.
Uh the other guy that I had had uh actually went out to see the house.
I mean, he's the one who originally had said he would pay me $80,000 for the house, and then he came back with uh a bit of of 20, and so I we you know we parted ways.
Um the lot itself is worth 40 plus, you know, it's a quarter acre lot.
It's kind of unusual for that neighborhood.
And you were asking for time.
Talk to me about time.
How much time do you think you would need to be able to do it?
I think a minimum of 90 days, but if I could get 120, that would be better because that gives the new owner enough time to get them themselves, you know, get get going on the house and before they have to report back with information about what's getting done.
I assume the for the first thing they would have to do is just get the structure outside structure uh compliant and then you know be the most important thing.
But I uh I I'm sure these these flippers are this is a lot of them they this is old news to them, and they've they've done this stuff before, they know what to do.
But I think a 90 days a minimum because I mean if I sh if I have an open house in two weeks, you know, we're talking about three weeks at least for a contract, and then closing with the with these things I have to clear off could take um uh easily a month.
Your total input, however, is to sell to somebody as is, and then all the requirements for them to come in.
These are flippers.
They're all they're all you know, some of these are you know the the ugly house people and there's some of these are pretty big people, some of them are not.
Um is uh a guy that is a neighbor on the street.

Thank you for notifying us about the item on the BSB agenda.
Our office is familiar with this address and would like to provide some background information and context.
Since 2024, our staff has made multiple attempts to communicate with the owner's son who has resided on the property.
During this time, neighbors contacted our office with concerns related to animal care services and code compliance.
At that time, the main structure on the property had sustained fire damage, and the son of the primary owner was reportedly living in a shed on the premises.
In August of 2025, a criminal trespass notice was signed, and the son was removed from the property due to ongoing reports of threats towards ACS personnel, lack of property maintenance, uh accumulation of trash in the backyard, and homeless activity that negatively impacted neighbors' quality of life.
Although the original BSB hearing was scheduled for November, it is our understanding that the property owner began cleaning up efforts, which resulted in the hearing being rescheduled to this month.
Neighbors have consistently reported concerns about this property and primarily related to ACS issues and assess of trash and concerns that the structure was unsafe.

This is the first time this property is being heard before this board.
The legal description is NCB 2221, no block number, lot 11A and 11B located in City Council District 5.
The owner on record is Tell Yes Miguel Angel with the mailing address of 2707 Morales Street, San Antonio, Texas, 78207.

Here you can see the front elevation of the main structure where you can see the worn and deteriorated wood siding that does contain smoke damage on the upper portions.
This is a view of the left elevation looking from the of the main structure, looking from the rear to the front, where you can see the skirting is also missing at the bottom.
Continuation of the worn deteriorated wood siding with smoke damage on the upper portions, and you can see the rotted wood members at the overhang area at the rear.
This is a view of the rear elevation of the main structure where you can see the structure is resting on grade on the left side, and there is a large crack in the attached uh porch floor surface, the concrete porch floor surface, and you can also see that the missing wood and remaining wood is charred with smoke damage, and those porch columns are shifting to the right.
Going back to the left elevation, this is a close-up view of the shifting post where the beam is separated from a beam and a pier uh under the structure, and also the post on the far left is deteriorated.
It's kind of hard to see in that photo, but on the far left it is deteriorated.

This is a different view of the foundation where you can see uh oh, sorry, we're not there's a case.
Uh you can see the use of wood for shimming where that pier is sinking into grade.
Going back to the right elevation, you can see a close-up of the roof that is sagging um with the uh rusted metal covering.

Also, you can see uh the rafters are charred in this area.
This is a view when you first enter the structure walking slightly to the right.
You can see the deteriorated wood siding that is charred with smoke damage, and also the smoke damage roof decking that is missing in the middle.

And you can also see the rotted and uh deteriorated uh rafters and sealant joists a little bit better.
Walking to another room further into the main structure.
This is the floor surface that is completely covered by leaves due to the large hole in on in the roof.
Uh, the walls are missing in some areas, and the remaining wall is charred with smoke damage.
Looking up in the same area, this is a view of that large hole on the roof that is allowing an outside elements.
Turning to the right, uh, this is a view of the rear of the main structure where there are holes in the wall on the left side, and charred charred siding, rafters, and ceiling joists.
Walking further into the structure, this is a view of the deteriorated wall, siding and ceiling uh wood members.
Also, there's holes in the wall at the rear, which are allowing natural light in that window area.
This is just a view of the bathroom area where you can see the deteriorated floor surface and the walls, and also there is a hole in the floor surface where the uh wall intersects with the floor near the toilet on the right side.
Walking further in this in the structure and looking up, this is a continuation of the worn and deteriorated walls.
There's also another hole in the roof with worn wood members.
This is a room that is closest to the front elevation of the main structure.
You can see the floors are completely covered with debris.
I was unable to put my level two down due to the fact of the amount of debris accumulation of debris on the structure to see how uneven it was, but it did feel uneven.
Uh, continuation of the deteriorated and smoke damaged walls, and also hole in the ceiling, which is allowing in the natural light at the top.
Turning around, looking at the rear of the structure where I did enter the uh main structure.
You it's just showing the debris on the floor surface and the hole in the ceiling.
And this is just a view of the kitchen area where you can see there are some there is some charred wood siding on the left, smoke damage wood cabinets over the counter.
Exit in the main structure.
This is a view of the front elevation of the accessory structure, which is further to the rear yard on the property, where you can see deteriorated wood siding, the wood the and also worn and deteriorated facial boards, and the roof is sagging in the middle area and missing on the far right.
This is the right elevation where you can see a continuation of the wood siding that is worn and missing, um, that is deteriorated, better view of the roof overhang with the missing roof covering and detaching wood members.
This is a view of the real elevation, just a continuation of the worn and deteriorated siding, and also a continuation of the roof covering that's missing.
This is the left elevation where the wood siding is bowing outward or at the on the at the rear on the bottom, and the roof covering is missing on this elevation.
Here is the view of the interior of the accessory structure due to the accumulation, the large accumulation of debris within.
That was the furthest that I can open the door, but it does display where the entire roof surface, I mean roof um decking, the roof is missing.
That is exposing just the cover to missing um the wood members in that area.
And this is just a better view.
I was able to stick my hand in a little bit further just to get a better view of the uh missing roof.
This is a single-story residential structure zoned R4 and built in 1919.
The property is located within a thousand feet of Irving Dual Language Academy and Crockett Academy.
The rear exterior wall under the roof pitch and the and near the rear door is charred.
The exterior wall in this area is missing, and the remaining wall is detaching with holes.
The fascia boards at the rear are charred along with the rear porch overhang.
The attached rear porch contains rotted and charred studs.
The rafters and ceiling joists are charred on the interior.
The interior, the entire floor surface is covered with drywall, trash, debris, and garbage.
There's also an accessory structure that contains a sloping roof system that is completely missing with exposed wood members that are deteriorated and detached in some areas.
To recap, the structures located at 2707 Morales Street are in violation of City Code Article 8, Chapter 6-156, subsections 1, 2, 5, 7, 8, 11, 12, 15, 17, and 18 for the main and accessory in which any building or structure which has any or all of the conditions or defects hereinafter described shall be deemed to be a dangerous building and a hazard to public health, safety, and welfare, provided that such conditions of defects of dilapidation, substandardness, or unfitness for human habitation pose a threat or potential threat to life, health, property, or human safety.
Staff recommends demolition for the main and accessory.
