Number one, provide the required documents, discuss your detailed scope of work with cost of each item outlined in order to bring the property into compliance to the satisfaction of a code officer.
Number two, submit the required proof of financial ability to pay for the proposed work and discuss feasibility of repairs dependent upon the money at hand.
And number three, request the amount of time needed to complete the work.
All abatement orders by the board shall be enforced.
All work proposed must be done within code regulations with required permits prior to commencement of work.
You may obtain all permits from the Department of Development Services located in this building at 1901 South Alamos Street, San Antonio, Texas, 78204.

Any owner or lienholder dissatisfied with the order of this board may file an appeal in civil district court within 30 days after the date that the order is mailed.

Items to be read into record, emergency demolitions.
The structure located at 1411 Gorman was demolished as an emergency on January 9th, 2026, due to the extensive fire which occurred on January 5th, 2026.
Pursuant to Chapter 6-175, no further action is required.
Next item is going to be the structure located at 827 West Formosa Boulevard accessory structure was demolished as an emergency on January 16, 2026, due to the extensive fire which occurred on January 9, 2026.
Pursuant to Chapter 6-175, no further action is needed by the board at this time.
And finally, the structure located at 4223 Tropical Drive was demolished as an emergency demolition on January 23rd, 2026, due to the extensive fire that occurred on January 16, 2026.

For the record, my name is Crystal Town, Dangerous Premise Officer for the City of San Antonio's Development Services Department.
The structure being presented today is located at 807 Elvira Street with a recommendation for demolition in accordance with City Code Article 8, Chapter 6.
This is the first time 807 Elvira Street is being presented before the board.
Please note on October 14th, 2025, a dangerous assessment response team inspection was conducted.
The inspection is a collaborated inspection with a variety of city departments that included the San Antonio Police Department.
The legal description is NCB 2430, block 7, lot 5C and 5D, located in City Council District 5.
The owner on record is Solice Pablo T and Angela B, co-owner Manuel Solis, with a mailing address of 5807 Sunbridge Drive, San Antonio, Texas, 78247.
The owner is not present today.

San Antonio Police Officer Gonzalez is here to speak on behalf of the property.
The Office of Historic Preservation has confirmed on November 25th, 2025.
The property is not eligible for historic designation.
The first inspection regarding 807 OVR Street was conducted on October 13th, 2025.
Original notice was mailed on October 22nd of 2025, and the certified receipt was returned claimed on November 14th of 2025.
On October 22nd, 2025, an afteraction meeting was held at the city attorney's office.
No one attended the meeting.
On January 23rd, 2026, the notice for the BSB hearing was posted at 807 Elvira Street.
On January 21st, 2026, the notice for the BSB hearing was mailed to Pablo T and Angela V.
Solis, co-owner Manual Solis, and the certified receipt has not been returned.
On January 7th, 2026, an administrative warrant was executed to obtain photographs of the structure to present before BSB.
No scope of work or financial proof or letter of credit or engineers report has been provided.
No permits have been obtained for the property.
A notice to vacate was posted at the property on November 6th of 2025.
This property is located within 1,000 feet of De Zavala Elementary and Barclay Ruiz Elementary.
How you can visualize it from the corner.
This is going to be the right elevation of the structure.
This is going to be the front elevation of the structure.
The wood siding lacks weather protection.
The front window is broken and boarded up from the inside, posing a an aggress hazard.
This is going to be a closer view of that right elevation.
Multiple windows are boarded up.
The roof system, the roof covering is worn.
The facial board lacks weather protection as well.
Here is a closer view of the fate of the foundation.
The beams do have severe water damage, and the cement posts are starting to deteriorate.
The windows are broken and boarded from the inside.
The water heater is exposed to the elements as well.
So this is going to be the left elevation from the rear property.
The neighboring fence is about two feet from the structure.
So the structure is a two-story residential structure.
It has been split up into four units.
So this is going into the first unit.
So the first unit is going to be just one bedroom.
It has the doorways have been covered with plywood and spray foam.
And this photo was taken the day of the dart, which is October 14th of 2025.
So here's another doorway that has been sealed with plywood, space spray foam, and duct tape.
So this was taken January 7th.
This is the same unit.
A large amount of items have now been placed into the unit.
There was already an egress hazard due to the doorways being blocked, but now the items as well are blocking all of the windows and doorways as well.
So this is going into the second unit.
This was taken on October 14th.
It's okay.
And this was on the day of the dart, October 14th of 2025.
The floor system is soft when walked on.
This is the bathroom.
Only two of the units out of the four have bathrooms.
The rest of the units do not have bathrooms.
So this was taken on January 7th of 2026.
The floor system remains soft.
The floor covering is torn.
The tiles are missing in the shower, exposing the wood members behind that have severe water damage.
And the window is boarded up.
And here's a better view of the wood members that have water damage and the boarded up window.
So on January 7th, we did find or SAPD did find a large amount of drugs on the property.
The drugs have been separated into baggies, and there is a scale.
So this is going into the last unit.
This is where the second story is.
So a large amount of items have been brought into the entire structure.
All of the units now look different.
Work has been being done without permits on the whole property.
And there's drug use throughout the whole property.
Here is some more drug paraphernalia.
The structure located at 807 Elvira Street is in violation of City Code Article 8, Chapter 6, 156, subsections 1, 2, 8, 11, 12, 15, 17, and 18, which any building or structure which has any or all of the conditions or defects here and after described shall be deemed to be a dangerous building and a hazard to public health, safety, and welfare, provided that such conditions of defects of dilapidation, substandardness, or unfit for human habitation, pose a threat or potential threat to life, health, property, or human safety.
Staff recommends the property to be demolished and for the property to be vacated.
That concludes my presentation of 807 Elvira Street.

There's been no contact with the property owner.
The property owner was not on site the day of the dart inspection, nor were they on site the day of January 7th.
There has been no contact.
So on January 6th on the vacate, there were four people.
They're not property owners, they were just residents, I guess.
Yes, there are individuals that claim that they have permission to stay on the property, but nobody has any legal documentation proving they have a lease and that they are rent-paying occupants.
So you don't know if one of them was actually the owners or not?
They are not the owners.

I'm assigned to the Central Patrol safe unit.
Um 807 El Vita falls in our assigned area.
It's been a very uh busy area due to that location that's known for the settlement narcotics.
It does house multiple people that it seems that that uh frequent the area that we've seen.
Uh the come and go, as you please.
It does carry over into the side lots, and uh, we notice that it's it's just uh a big eyesore in the in the actual community there, especially for a school being elementary school being so close.
Um my partner and I uh have made multiple arrests from there from ranges of wanted people.
There's uh been some violent stuff there for shots fired, um of course narcotics, and uh we've also heard prostitution, which is non-surprising there.
So it's just a very very uh busy area as far as for for the community.
There's multiple complaints.
D5 has been all over us about that as well for for the amount of attention it's getting.
And uh so we do make it a daily thing to patrol by that location and kind of show our presence and uh hopefully with the hope of code we can get this place taken care of.

Uh this is Fred Anderson.
Alf you patrol school area in that area, right?
Yes, sir.
So where would the school be in relation to this?
Is it where main traffic of children go?
So it is.
Um this location is just from Zavala Elementary, it's just south down the block.
And not to mention there's another adult daycare that's uh roughly I would say right by the school that uh usually a lot of the elderly that are outside in the wheelchairs, and kind of they're exposed to it as well because uh I mean they're rolled out there, and there's a bunch of traffic that just frequents the area back.
That location is a very busy area.
The follow-up would be on the times you've made at that address.
Is it the consistent persons in there or multiple faces you keep running into?
It is multiple, but there are people that we are encountering at different locations that are affiliated with that location.

I move that the property be stripped of its utilities and demolished within 30 days from the issuance of this order and free and clear of debris.

For the record, my name is Stephanie Sanchez, dangerous premises officer for the City of San Antonio Development Services Department.
The structure being the structures being presented today are located at 206 Cato Street with a recommendation for repair for the main and demolition for the accessory.
In accordance with City Code Article 8, Chapter 6.
This code, this case is the first time being heard before this board.
The owner on record is Martinez Leonardo with a mailing address of 206 Cato Street, San Antonio, Texas, 7821.
All notices of hearing were properly issued as required.
The following individuals are present on behalf of the case.
Mr.
Jaime Flores.
Contact with the owner, Leonardo Martinez by phone has been made by phone, as well as Amado Martinez, Jaime Flores, and the realtor Dianet.
The Office of Historic Preservation has confirmed on February 19, 2025, that the property is not eligible for historic designation.
The first inspection regarding 206 Cato Street was conducted on July 18, 2023.
The original notice was mailed on July 18, 2023, and the certified receipt was returned unclaimed on July 30th, 2023.
On July 2nd, 2024, a conference meeting was held with no owner or representatives present.
On January 22nd, 2022, I'm sorry, January 22nd, 2026.
The notice for the BSB hearing was posted at uh 206 Cato Street.
On January 21st, 2026, the notice for the BSB hearing was mailed to the owner, and the certified receipt is pending.
On January 7, 2026, a warrant was executed to obtain photos that are being presented today.
At this time, no scope of work or financial proof or letter of credit has been provided or no engineers report.
Currently, there is one active re remodel permit, repair permit as of July 2025.
Here we do have the front elevation.
You can see that there is some siding missing to the to the front where the window is, as well as the bottom right closer to the foundation.
Here we are going over to the left elevation.
You do see the siding missing as well towards the left, and some damage to the fascia boards.
This is going over to the remaining rear elevation and the right elevation.
You do see that full rear is missing all the siding.
And this is the view of the front portion of the right elevation.
Here we are entering the structure through the front door.
This is just to show the view from where we entered.
And this is going to be the front room that is closest to the front elevation.
It has been converted into a bathroom.
You do see that the original siding to the house is present on the left side of that room.
This is going to be directly behind that wall, original wall.
Like I said, the interior has been gutted.
He has been working to clean the interior of the structure.
And this is directly behind towards the left elevation wall.
You do see sunlight coming through the bottom corner there where there is some water damage to the wall studs.
And here is a view showing the remaining rear of the structure.
You do see some of the dry wall has been put up, but it all it is damaged, as well as a bunch of insulation that is in that middle room towards the left.
Here is that left room.
You can see that some of the wall, the window studs do not go all the way to the top to the top plate as well.
As well as excuse me, as well as towards the left where there should be a window unit AC.
It has been cut out through the stud as well.
This is going to be the rear left elevation bedroom.
You do see the original siding to the house on the left side as well, again, as well as the interior gutted, and you do see the exposed wiring throughout the house.
Showing that that section is not attached.
And this will be the most rear room that has is missing all the siding from the exterior.
There is water damage to the decking as well as the rafter there.
And towards the bottom, you can see that the slab is cracked.
So here we are going to view the accessory structures.
Both of these structures are connected by a deck that is in the center.
You do see that at one point someone tried to raise the roof system on the right side, and either it never got completed or it just severely deteriorated.
So this is going to be a view, another section of the front elevation as well to show the distance between the main and the accessory structure.
Here we do have the right elevation.
You do see some damage to the overhang.
You do see there is items throughout the interior as well.
Towards the left where the window is at, there is some plumbing to say for to act for I'm sorry, to access water.
This is a view of the ceiling.
You can see the water damage decking as well as all the roof system.
This is the portion of the front where there is a hole in the missing siding towards the front of this structure.
It was being converted into a bathroom at one point, as well as all the there is access, you do see the sunlight coming through as well.
And there is a better view to show the hole in the wall that is allowing for access for elements and wildlife to enter.
The securings that we did place as well to the wall studs and the ceiling that is severely water damaged as well.
Here is a better view of said water of the ceiling.
This will be the rearmost room towards the left.
Again, the dry wall is missing.
There are items throughout the structure.
And this will be a view of the decking that is connecting both the shed and dwelling units together to combine it as one accessory structure.
Here is the deck that is severely water damaged.
Unfortunately, during our warrant, we did have SAPD try to walk through it, and they did fall through this, unfortunately.
They did not hurt themselves, thankfully.
So this is going to be the connecting shed that is to that structure.
This will be the rear and the left portion of that structure.
You do see some damage to the siding and the rear, as well as the missing siding up at the gable.
Here is a view, there is water damage to the decking as well as a hole where there used to be a vent pipe.
And this will be the most left elevation photo that I was able to obtain.
Here we are going into the structure.
There is items throughout the interior as well as the missing drywall and the ceiling.
Here is a view of the roof system that is water damaged.
Here we are panning over towards the right, the right to view the right side of said structure.
You do see the where the interior, you can see the sunlight coming through to allow for the elements and wildlife to also enter.
And here is a view of where we entered through to show the missing drywall as well.
The main residential structure is a single-story wood frame structure with a combination of a post and beam and slab on grade foundation.
It has hardy board siding and wood panel siding, a combination gable and shed roof system with asphalt shingles and row covering.
The concrete slab has cracks and requires leveling.
The wood subflooring does have holes in the interior.
Siding is missing in some sections, and there are some broken and missing windows.
I'm sorry, consists of a potential dwelling unit and storage shed attached by a deck that is severely deteriorated.
The wood frame construction is on slab on grain with wood siding that is missing in some areas, allowing for the elements and wildlife to enter.
The interior drywall and ceiling and walls is missing and damaged.
Expos exposing the water damaged wood members.
The original roof decking is severely water damaged.
The raised roof is dilapidated and a deteriorated condition.
The shed unit has deteriorated wood siding that has hose and is missing on the gable, allowing for out the elements and wildlife to enter.
Roof has holes in water damage.
The interior drywall is missing in some areas, and there is debris.
To recap, the structures located at 206 codle are in violation of City Code Article 8, Chapter 6-156.
Subsections for the main are one, two, five, eight, eleven, twelve, and fifteen.
Subsections for the accessory are one, two, five, eight, eleven, twelve, fifteen, seventeen, and eighteen, in which any building or structure which has any of all the conditions or defects herein after described shall be deemed and a dangerous building or ha and a hazard to public health, safety, welfare, provided that such conditions of dilapidatedness, substandardness, or unfitness for human habitation, pose a threat or potential threat to life, health, property, or human safety.
Staff recommends repair for the main and demolition for the accessory.

Um three years.
Yes, sir.
And this thing has gone to at least five different reasons or failed through the crack five different times.
So on that.
It went everything from new owners, new officer taking over the case.
Um there was a piece in here that said 30-day extension.
Then it has um permits.
We're never pulled up banking issues, which is not the concern of the code officer.
But for some reason, they had every break for three years.
With that, why did it take so long to get here?
So they did pull permits in the beginning of the case.
So we were allowing them time to make such repairs.
Uh, it does appear that the roof covering is is new.
So there was a time when they're one of the owners did do repairs.
We were allowing them time to access the permits did go inactive after a certain time.
So at that point, we did continue this to push forward to bring to the board.
And then on some of the photos that you showed, especially one in the interior, especially the wiring.
When you went in there, the the walls as you described them were a inadequate the way it was done.
And then there's one on the exterior where you showed the wall off.
Did you notice the studs in that wall?
Where the pipe was running through more than 50%.
Yes.
All of that is on this on on the substructure or on the second structure?
Or was that on the first structure?

This is the this is either the is this the main or is this this uh accessory?

So the the connecting point for the accessories is towards the center, it'll be on the opposite side of this the building.
So it's on on the back side where the wood is.
If you look at this photo, the back uh lap back there, it'd be back there.

Or this is just sep this is separating the main and the accessory structure, so that little decking part would be towards the back side of the structure.
Okay, on the main so the the main and the accessory are not attached at all.
It would just be the the shattered section and then the dwelling shafts section that are attached by uh that little deck.
Okay, on the drawing of the photo uh uh on the buildings that you have, it has an accessory and that's not that's attached by it looks like a breezeway or a hall.

The structure being presented today is located at 350 Southwest 41st Street with a recommendation from demolition in accordance with City Code Article 8, Chapter 6.
This case is the second time being heard before this board.
The owner on record is Adelias Angels LLC with a mailing address of 1150 North Loop 1604 West Street Suite 108-562, San Antonio, Texas, 78248.
All notices of hearing were properly issued as required.
Contact has been made with Miss Adelia Sekovia and Edward Bronovic by phone and in person.
The Office of Historic Preservation has confirmed on April 29, 2024, that the property is not eligible for historic designation.
The first inspection regarding 350 Southwest 41st Street was conducted on December 6, 2023.
The original notice was mailed on January 22nd, 2024, and the certified receipt was returned delivered on January 29, 2024.
On October 7, 2025, outreach attempt was made to the registered address.
Was made on November 6, 2025, a BSB hearing was held with a reset order for the next available date.
On January 22nd, 2026, the notice for this BSB hearing was posted at 350 Southwest 41st Street.
On January 21st, 2026, the notice for the BSB hearing was mailed to the owner, and the certified receipt is yet to return.
On February 2nd, 2026, a warrant was executed to obtain updated photos that were that are being presented today.
At this time, no scope of work or I'm sorry, at this time, a scope of work and financial proof has been provided.
Currently, there are no active permits for 350 Southwest 41st Street.
So here we do have the front elevation of the structure.
You can see towards the foundation, there is some smoke damage to the foundation system where there is missing siding to the skirting as well as some of the siding that is exposing the wood members and wood studs.
As well as the front porch is missing one post towards the left.
Here we have the rear of the structure.
You do see more of the missing siding and damage to the foundation.
Here is a close-up towards that rear portion.
That rear little addition is not meeting the posts that are present.
There is space in between.
Some of the siding is starting to detach.
This is going to be the front elevation was which is towards the front street of the structure.

Here you can see a close-up that the siding is also missing, and just to show that there are cedar uh deck that is being used for the foundation.

That window is unsecured, was unsecured at the time.

There is some items inside the structure as well as the remnants of drywall that has been detached and pulled away.
Here is the panning over to the right of the said room towards the bottom in the center.
A few of the studs are splitting and cracked.
There is an attempt to have a shower and sink to have a small bathroom.
I believe this unit is being converted into a dwelling unit.
Following back towards the left and rear room, there is again construction material throughout.
Drywall has been pulled from the walls.
Multiple holes in the ceiling insulation that is hanging.
Here's a view directly behind that furniture is the wall studs that have been damaged that are broken.
This is the following room next door where that window appeared to be unsecured on the rear.
Um with what is to believe a kitchen in the structure, the dry drywall is damaged throughout.
And here this would be the um exit part of the access into where the patio covering would be.
It is um secured at this time with the insulation and drywall um throughout the structure.
Fire damage to the foundation system, including charring to the beans, floor doors, and subfloor, multiple rooms with missing drywall on the walls and the ceilings, exposed charred wall studs, and there are holes in the roof.
The structure has debris throughout.
Foundation consists of concrete deck blocks.
The porch cover has collapsed due to missing posts and or possibly poor construction or anchoring to the structure.
Interior drywall is missing and has holes.
The left elevation wall wall studs are damaged.
Floor covering and some flooring has hose.
Currently, no permits were found for the work that was conducted.
To recap, the structures located at 350 southwest 41st Street are in violation of City Code Article 8, Chapter 6-156.
Subsections for the main are one, two, five, eleven, twelve, fifteen, seventeen, and eighteen.

My property is one of my properties is uh my name is Adela Segovia, District 6.

And uh this particular property is um three 350 south with 41st Street.
It is located um in the west area of San Antonio.
Um I want to give you a little history of why we are so inclined and uh wanting to get y'all's approval in this home.
I provide a service to individuals with the intellectual disabilities.
I provide um with a home for them to be in the community of San Antonio.
And they have a disability.
We provide 24-7 care to them in the home.
And this gives them the opportunity to be in the community.
When I first purchased this property, the inside of the first structure was already painted and everything.
And unfortunately, I had one of the property owners that was previous there came in and started doing damage to the actual property.
I did call police and what have you, and you know, I was trying to get this painted and up and ready, at least the front part, because the back part, as you see that the escalation of that um porch had been knocked down, but it was because he brought a sledgehammer and knocked the actual structure down.
So I knew I had to do that, and that was like my last thing to do, to be honest with you.
However, nevertheless, the same individual went right after Thanksgiving.
I actually was still working on the property because I wanted to make sure to get it done by December 1st.
Well, that same individual came at night and started a fire at the rear of the kitchen.
All the all the chirrock that has been taken down was taken down by the fire department.
If you could see the walls are actually painted.
Nevertheless, we have provided as requested the last time that we came in to get this property reset.
Um, and we provided the scope of work and also the financial responsibility for that work.
Um I don't know.
I I provided uh copies of the scope of work to everyone.
Um I don't know if y'all want the actual copies.
I gave them to the attendant here.
Um if anybody wants the copy of it.
Oh, I'm sorry, I didn't even pay attention to that.

Good morning, ladies and gentlemen. Welcome to the San Antonio Building Standards Board. I am Dwayne Nelson. I'll be your chair for this morning's briefing or meeting. Also present in the meeting from the City of San Antonio or Felix Ramidez from the City Attorney's Office and from Development Services. Melissa Garza, Administrative Assistant Chill. Quorum is present. If all of you would do the same thing I am doing, please silence your cell phone or anything that might disrupt this public hearing. No person shall delay or disrupt the proceedings or obey disobey the orders of the chair. If you wish to speak on a case, you'll be allowed three minutes. However, an owner or owner's representative will have unlimited time. Please keep all information relevant to the property in question and the code violation. As advised prior to the public hearing, the city will provide translation services for anyone needing assistance. It is our understanding that you have made those arrangements as advised in your notice of hearing. Our expectation is that you've submitted the required documents prior to this public hearing. Your responsibility as a property owner or lienholder of the dilapidated structure case is to demonstrate the following. Number one, provide the required documents, discuss your detailed scope of work with cost of each item outlined in order to bring the property into compliance to the satisfaction of a code officer. Number two, submit the required proof of financial ability to pay for the proposed work and discuss feasibility of repairs dependent upon the money at hand. And number three, request the amount of time needed to complete the work. All abatement orders by the board shall be enforced. All work proposed must be done within code regulations with required permits prior to commencement of work. You may obtain all permits from the Department of Development Services located in this building at 1901 South Alamos Street, San Antonio, Texas, 78204. If in doubt as to the process during this time, please contact the code enforcement officer. Any owner or lienholder dissatisfied with the order of this board may file an appeal in civil district court within 30 days after the date that the order is mailed.
