Your responsibility as a property owner or lienholder of a dilapidated structure case is to demonstrate the following.
Number one, provide the required documents, discuss the detailed scope of work with cost of each item outlined in order to bring the property into compliance with the satisfaction of the code officer.
Number two, submit the required proof of financial ability to pay for the proposed work and discuss feasibility of repairs dependent upon monies at hand.
And number three, request the amount of time needed to complete the work.
All abatements ordered by the board shall be enforced.
All work proposed must be done within code regulations with required permits prior to the commencing of work.
You may obtain all permits from the Department of Development Services located at 1901 South Alamo Street, San Antonio, Texas, 78204.
If in doubt as to the process during this time, please contact a code enforcement officer.
Any owner or lienholder dissatisfied with the order of this board may file an appeal in civil district court within 30 days after the date that the order is mailed.

Uh we have some merging emergency demolitions that I'll be reading.
Uh first property is 2418 San Luis Street, located in Council District 5.
This structure, the main structure was demolished as an emergency on February the 6th due to an extensive fire, which occurred on February the 4th of 2026.
Pursuant to Chapter 6-175, no further action is needed by the board at this time, and there are before and after photos of the uh demolition.
Next property is 215 Covina Street or Covina Avenue.
Um the structure was demolished as an emergency on February the 10th due to an extension extensive fire which occurred on February the 3rd.
Pursuant to Chapter 6-175.
No further action is needed by the board at this time.
That was a main structure as well.
Next location, 2423 West Mistletoe Avenue, located in Council District 7, was demolished as an emergency on February the 12th due to an extensive fire, which occurred on February the 4th of 2026.

This was an accessory structure.
And the last location, uh structure located at 2023 South Trinity Street was demolished as an emergency on February the 13th due to an extensive fire which occurred on February 6th of 2026.

The first item is going to be 214 Brooks Street.

For the record, my name is Cynthia Santana, Dangerous Premise Officer for the City of San Antonio Development Services.
The structure being presented today is located at 214 Brook Street with a recommendation for demolition in accordance with City Code Article 8, Chapter 6.
This case is the first time being heard before this board.
The legal description is NCB 495, block S 1 half 2, lot 20 and 21, located in City Council District 2.
The owner on record is Delagarza Alice Y with a mailing address of 214 Brook Street, San Antonio, Texas, 78208-1903.
All notices of hearing were properly issued as required.
The following individuals are present on behalf of the case.

No phone numbers were found for, nor have I spoken with the owner.
I have spoken with James Delagarza, who stated he is the brother of the owner.
The Office of Historic Preservation has confirmed on July 22nd, 2025, that the property is not eligible for historic designation.
The following is the timeline of events regarding the notification process.
The first inspection regarding 214 Brook Street was conducted on August 1st, 2024.
Original notice was mailed on August 13th, 2024, and the certified receipt was returned unclaimed on September 16th, 2024.
A notice to vacate was posted at 215 214 Brook Street on July 8th, 2025.
On February 19th, 2026, the notice for the BSB hearing was posted at 214 Brook Street.
On February 18th, 2026, the notice for the BSB hearing was mailed to the owner, and the certified receipt has not been returned.
There was an electrical permit on fire, which is or I'm sorry, on file, which is now expired on October 22nd, 2025.
As of March 4, 2026, there are no active permits on file for 214 Brook Street.
On February 2nd, an administrative warrant was obtained to take photos that are being presented today.
The photos that are being provided for today's presentation were taken both on April 3rd, 2025 and February 2nd, 2026.
This first photo is of the front elevation at 214 Brook Street, showing a single story, currently vacant structure in a residential zone built in 1930, with two additions to the rear of the structure and is 1150 square feet.
The structure is a cinder block construction on the original build and wood framing on the additions.
It has a single gable roof with shingles.
The foundation is a concrete crawl space foundation on the original build, pier and beam on the additions.
It is not located within a thousand feet of a school.
The structure suffered a fire on August 1st, 2024.
This front elevation shows a missing window on the right side.
Damaged roof shingles and decking on the left corner from the fire.
The fascia lacks weather protection, and there is a hole in the front at the peak.
This photo is the right elevation where you can see additional damage to the roof decking, shingles, and rafter in the front section of the roof from the fire.
All of the windows are missing on this elevation, and the cinder block walls show step cracking towards the front.
This is the rear elevation of the structure, shows smoke damage at the roof line on the right side.
The rear windows are also missing, and the fascia lacks weather protection.
Here is the left elevation from the rear of the structure.
More smoke damage is visible along the roof line.
Windows are missing.
The siding is separating and rotted on the portion of the first edition in the middle of that elevation.
This is a close-up of the fire damage at the roof on that right elevation.
Here you can see that the rafters, the decking and the fascia are charred and missing in some locations.
You can also more clearly see that step cracking in the cinder block wall.
This photo is a close-up of the fire damage on the left elevation with the same issues.
The damaged rafter decking fascia and the shingles.
The roof covering is lifting up right here at the corner from the decking.
As you walk in the front door and look up in this front room, you can see the charred roof here.
The ceiling joists are smoke damaged.
In the same room, the decking is missing here.
What you're looking at is the sheathing from underneath.
The ceiling drywall is missing throughout the entire structure as well.
As you walk into the kitchen area, the plumbing is damaged, the wall covering is peeling off, and the subfloor is exposed.
The subfloor is exposed throughout the entire structure, and this flooring is very spongy to walk in, walk on in each of the rooms.
This photo is facing the front elevation from the inside.
At the top of the photo, you can see that hole where the natural light is coming through.
At the top of the photo, you can also see that ceiling joist is sagging.
New wood was used to stabilize the ceiling joists and secure them to the wall between the front room and this one.
If you look up past the ceiling, joists, you can see the cross members that are connected to the rafters.
They're also bowed.
This is the kitchen where the window and the frame are missing, and there's no wall covering.
From the kitchen, if you look down the hallway towards the rear elevation, you can see there is no wall covering.
The subfloor is exposed, and natural light can be seen at the rear around the door and the rear window.
The rear exit here is blocked by items creating a significant egress violation should another emergency occur.
In that hallway, if you look to the right, you'll see the bathroom.
The drywall is rotted, and the structural members in the wall are exposed to the elements.
The wood members are rotted.
The flooring and the wall to the left of that portable water heater are damaged.
There was an active water account, but no electricity.
At the end of that hallway where the rear door was, there's a second addition to the original build.
Here there's no wall covering, and there is a hole in the wall allowing natural light to shine through.
The insulation from the exterior walls is also falling.
This is a photo of the new breakers that had been installed last year by the electrician.
The occupants were using it to hang items from the wires.
The drywall is damaged and has graffiti.
This is looking back out the front and only exit.
The subfloor is exposed.
You can also see the outdoor propane heater to the left there that was being used inside the structure.
This is a single-story residential structure that suffered a fire in August of 2024, charring the roof system to include the rafters, ceiling joist, and decking.
Despite having no windows and electricity after the fire, the son of James Delagarza Michael continued to live in the structure.
Several unhoused individuals have been in and out of the structure with Michael.
An electrical permit was pulled in April of 2025, almost a year after the fire by an electrician hired by James Delagarza.
The repair work was being done until it was halted for not having had a fire damage assessment.
No further permits were pulled and no further repairs have been completed.
Mr.
Delagarza reported being unable to obtain the required permits due to lack of ownership documents.
Additional unhoused individuals frequented the property, prompting repeated calls from neighbors to SAPD and myself.
The property remains in violation and in an unsafe and uninhabitable condition.
To recap, the structure located at 214 Brook Street is in violation of City Code Article 8, Chapter 6-156.
Subsections 1, 2, 5, 7, 8, 11, 12, 15, 17, and 18, which any building or structure which has had any or all of the conditions or defects herein, after described, shall be deemed to be a dangerous building and a hazard to public health, safety, welfare, provided that such conditions of defects of dilapidation, substandardness or unfitness for human habitation, pose a threat or potential threat to life, health, property, or human safety.
Staff recommends demolition.
That concludes my presentation of 214 Brook Street.

What happened was that um an electrician hired by Mr.
Delagarza was able to pull the permit.
And in order for them to reconnect the electricity, CPS came out and said, Whoa, we're not going any further, you need a fire damage assessment.
So if a fire damage assessment had been gathered with a plus, they think it still may then they could have the permit still active except it's on hold, right?
Or is that no, it it expired um six months after it was pulled.
So he'd have to reapply for a new one.
He'd have to reapply, but he's having difficulty as stated.

Good morning to everybody.
Um Safe Officer Richie Robletto.
I've been in that area for almost seven years.
Six of those years I had the same area as a patrolman.
And then this is my first year and a couple of months as a safe officer for the same district.
Um a little bit about 214 Brooks, excuse me, I had these braces retightened.
Um basically what uh DP Santana said, Officer Santana said was she pretty much nailed it.
Um lately we've been getting a lot of calls for burglaries there, as well as uh uh unsheltered individuals trying to get into inside the house to steal maybe whatever is necessary for them, which is copper wire.
It can be anything, right?
Um one thing that I would like to hit is that the location of the house is actually two blocks east from Austin Street.
If you guys don't know what Austin Street is, it attaches next to 37, and that's actually where the homeless hang out underneath the highway.
And that's where they can walk there, they can ride bikes.
They can do basically it's the easy uh back alleyway to get to the property.
We have had uh four critical uh calls there in the past year and a half.
Um three of those were um shots fire shots heard also uh cutting out on our um on our process of shooting and progresses.
Um and one of them was obviously the structure fire.
Um now we I've run into Michael, uh, Mr.
Delagarza stun a couple of times, and then also the individuals uh leaving and exiting the property, especially in the back part.
Um there used to be uh more of a shack that got burned down as well.
And one thing that obviously the the pictures show really really good is um how close the houses are on Brooks.
They're very tight.
I mean, if you reach out arm's length, um not mine, my arms are short, but somebody that has a pretty good size, um you can touch one into the property.
And um, I know a lot of um a lot of uh residents have called, especially in worried neighbors, um, even though they did not want contact because they have the option to want contact in our our type of work, and obviously because um not saying Mr.
Delagarza's son's uh any causing has ever caused me any major problems, but maybe his um acquaintances like have we mentioned and uh some of the neighbors are obviously worried by them.
Um obviously when we go out there we may contact our do a patrol buys and we um kind of make contact with these individuals up and down the street.
Um we'll have we'll see some residents leave, or in other words, find an excuse to get outside and kind of see what we're doing, kind of see what's going on, and then just give us a thumbs up from the distance.
So um but other than that, um there's not a whole lot of um additional issue or information I can really give out because um there's not a whole lot really meets those major catastrophic events that I just mentioned.

Um you've been in here in the district before you became a safe officer, right?

So you're familiar with the Oh, yes, sir.
All the way, yes, sir, even before the uh district alignment.
Okay, now was it ever presented to the homeowner that he could sign a no trespasser and you guys can arrest whoever is not authorized on the property or no?
I've actually never met the owner.
Um obviously we know Mr.
Delagarza that's here today, but I've like the DP Santana, Officer Code Officer Centana said, I've actually never made contact with the owner, even on patrol.
So you just stopping when there's problems when you call it.
Yes, when obviously when someone calls and re uh obviously us, we go and we uh we address the issue.
Um but in this case, obviously we've the fire, the uh the three shootings that had came out, and obviously the burglaries, and then also the disturbances as well.

Uh my name is James Elliot.
Uh I live at 214 Brooks.
Uh well, not live, uh that's the house I'm trying to redo.
And I guess it's a district too.
Uh my problem has been since the house is burned down, was the house was not under my name.
It was under my sister's name, and she did a a well uh probate thing and left it to uh me and my two sisters.
They just recently signed it over to me, so I'm transferring it to my name, and because I couldn't transfer before, I couldn't hire the contractors.
I tried to hire contractor, I hired the electrician, he did the outside.
He was supposed to do the inside, but then we got stopped because they said the inspector said that the need to have fire damage checked.
Well, we had had that done earlier, and the fire marshal said, go ahead and start doing the work.
And he stopped us, so we called the fire marshal.
That took another couple months before he came back, and he told us he doesn't know why they're stopping us from doing the work.
So I came over, I called the electrician back, he tried to pull a permit.
They said they wouldn't let him.
I had to pull the permit.
I came and talked to him, told him that I was what I was going through was trying to get the house under my name.
So I went to one of the classes they have here, and it says that uh we could hire someone with a LLC to pull permits.
So I hired I got a couple of guys with LLCs, and they told them that they couldn't pull it, that I had to pull it, the owner.
Well, and that's basically where I'm at right now.
I've got the electrician, the plumber and the roofer waiting for me to get the clearance so they can do the work.
And once I start getting that done, I'm moving back to Brooks, and I'm gonna make sure no one else goes there that shouldn't be there.
And I'm getting ready to retire, and that's where I want to be my retirement home.
You know, I grew up at that house, and I just want to spend the rest of my time there.
Do you have any information that you can share with us in terms of your financial ability to pay for the repairs that are required?
Uh as far as uh my check and savings, I have sixty thousand dollars in there for to spend on this.
And uh the electrician is gonna run me nine thousand, he said.
Uh the plumber says he can't let me know what it's gonna cost until he checks it, but he doesn't think it'll be much.
And as far as the rest of the stuff, uh it's a brick house, so the fire marshal said it was structurally safe.
There is some roof that some wood that needs to be changed on the roof.
He says a lot of it was smoke damage.
And as far as the sheet rock and all that, that was water damage from fighting the fire.
And uh I was hoping that maybe I could do the sheetrock work.
And uh there's some stuff that's off.
There's you looked at the back room, the sheetrock was off.
Well, we were told to take it off so they could check the studs on there.
So that's why that's off.
And then I was told I can't do any more work to it, even though I wanted to put the sheetlock back on your sheet block, so everything's pending on me getting the ownership of the house, and hiring the contractors.
Uh how frequently have you been talking to the fire marshal?
Uh I think the last time I talked to him.
It was about a year ago.
And that's when I tried to hire the electrician back.
Electrician moved on, he didn't want to do it anymore.
Did you attempt to contact the fire marshal or did uh he just come by?
No, I contacted him.
Okay.
Any reason why you contacted fire marshal instead of a code officer?
Because uh electrician stopped the work.
The electrical inspector, when they went to check the outside panel, and I have a picture of the new panel they put on, but it's on my phone, it's a new phone, the old man, we don't work that well together.
So I have was trying to uh uh the the inspector said that I needed to have the house checked again as far as uh the fire damage, have the fire marshal.
So then I called the fire marshal, he came and he says, I don't know why there's he goes, as far as the roofing, he goes, You gotta have the roofer do the roof and change some of the the the studs that are up there.
And that's what we're at right now.
And what time frame did your sister tell you that she would be willing to sign the paperwork for changeable?
Do you have that with you?
Oh, excuse me, it's on the screen.
I apologize.
I have two sisters.
And this indicates it was signed in 2016.
What's that?
That was the last will in touch, but okay.

You stated when they asked for residence that you want to move back in.
Where is your residence right now?
Right now I'm at uh on uh Fennel Street and Vance Jackson.
I'm in the northwest side.
Yeah, that's the residence you should have put in, not this.
That's a residence I'm living at now.
Also, the fire marshal came out.
Twice, yes.
But there should be a report.
Did you ask for the report of it to show CPS and he was gonna log it in twice?
He said, He logged it in, but if nobody's asking for it, it's still logged in.
You could have brought that here that vindicated the house issues, but when it's a verbal, the CPS doesn't chase debt down, you do.
So the written notes of both cases you should have gotten so you could give CPS so they can continue to work.
If that's what it's was.
Well, when we asked, he said, well, he's gonna go put it in the computer.
I didn't think that I had to go.
Well, I don't know where to go file that.
I mean, we looked that up, so it's just like just because they put it in the computer, it's not gonna reach this agency or that agency is in the fire marshal's computer.
Oh, I thought it did.
That's not tied like that to where it goes to all, it's only so get you could have got that for uh to back this statement up here that you went and didn't complied with what you were asked to do before you could go forth.
Now your intent is to rebuild or rebuild whatever's damaged to include roof and all that.
Electric city's already been partially done.
It hadn't been completed, right?

The the outside, the service drop is done on the electrical I need to do the inside and that and the engineers report wasn't provided for structure.
A fire marshal's report was somewhere out there.
They don't do that.
They engineer cost of what it's gonna take, a uh itemized contractors has to be done, and none of that was brought here.
The code compliance left you a packet, correct?
Uh what steps need to be taken now?
Uh, you have not met the co-complier.
I went I went by and I just picked up a thing and they just really didn't say what needed to be done, other than the roof, the electrical, and the windows and doors.
By more than that, there's plumbing that's missing in there.
Well, the plumbing, I'm sorry, I just said the plumbing.
And also I had uh the plumber waiting also.
He's there the one's just waiting for me to give to get the okay to do the let's talk about the people that keep going back there.
There's an opportunity for a citizen to uh at the police station to sign a do not trespass, and they'll maintain that.
They can arrest anybody on the property's not supposed to be there.
Have you went to do that?
No, I didn't do that.
I I can go do it today, but I uh well I didn't know if I could because I'm not the owner.
I don't know if I'm allowed to do this will testament.
You invoked it when you sister passed.

Well, my sister was supposed to.
I'm just saying it's been invoked because she's passed, so it does state you as a owner, correct?
Well, that's what it's supposed to, yes.
So right now it says that uh my sister Yvonne is still the owner.
Now we went through to get them to sign the paper over, and then they told my friend that he needed uh to have my father's death certificate.
And so we had problems finding that because we thought he died here, but ended up uh I mean I was uh in the sixth grade when he passed away.
Ended up that he died at uh VA hospital in Kerville.
So we just found out my friend went to get uh death certificate, and with that he was gonna turn that into the probate court.
Okay, so you're doing this without your sister's consent.
What's that?
You're doing the work in there without your sister's consent.
They knew they were talking to me.
They just but they uh they had their okay to do it.
Uh and they just signed the paperwork to sign it.

I I'm just curious, have you gotten a total scope of work with prices for this you know, I understand what you have in your savings and your checking, but uh this is almost a rebuild.

It's a roof.
Well, that's what I've got uh the price from the electrician.
But there is there's way more than electricity.
And I'm getting the price from the from the roofers, and then the price from the plumber.
This is Robert Bingy, I think what's then uh but because no one can go in there, we can't they can't go check.
I had a price earlier from another roofer, but because we were put on hold, he went out of state and so this is Robert Binke.
I think what Ms.
Weiner is getting at is that you're trying to make progress, the electrician, the plumber, the roofer, you can't get in there, but you need sheet rod guys, you need framers.

I've even with my hearing aid.

So I think what she's getting at is, you know, you're working on the roof of the plumbing, the electrician, but you need drywall guys, tile guys, cabinet guys, flooring guys, framers.
I mean, you need a you need a full full service general contractor at this point.
As far as the frame and stuff, most of that is just uh from it's like uh five or six boards that need to get replaced.
As far as the roofing, we're doing the whole, they're gonna put new uh plywood on top.
So they're taking the old plywood off, putting new plywood on, putting the new roofing material, and whatever studs that are that need to be changed, they're gonna change.
I mean, looking at these pictures, there's well, and I'm not trying to pick on you, but there's way more than five or six boards that are gonna have to be replaced.
If that was my house and I live there as a general contractor, if I was helping you, I would advise you that almost the whole house needs to get reframed.
If there's smoke damage and those studs are torn up looking at some of these pictures, um I I just can't see how it's five or six boards.
Like I say, he uh the roof is doing the whole sheathing and everything like that.
I would so that's getting replaced.
And whatever studs, he says most of that is smoke burnt.
He says it's not really fire, but it's just smoke.
Do you plan to double up piggyback those studs?
Right?
One of the studs, if there's a smoke stud here, right?
You'd need to put a new stud next to it to then support that in case I gave away for structural integrity, and that's where the engineer would help you out as opposed to just the contractor.
I think you probably are gonna need an engineer involved at some point.
Right.
Uh he says he was gonna well he told me he would fix it to bring it up to what needs to be brought up to as far as code.

It's an L, but it was sideways.
So I I'm going by and check and make sure no one's, but I don't know who's going there at night if anyone's going there at night.

The front elevation shows damage to the roof from a fire that occurred on November 18th, 2025.
The front of the garage area is missing the doors.
Smoke damage is visible on the front peak, as well as the shingles and the vinyl soffit is melted and hanging from the structure.
The support post on the uh left for the overhang is rotted at the bottom.
This is the left elevation.
The vinyl siding soffit and fascia are severely damaged from the fire.
The wall studs and structural members are charred.
The electrical panic panel and connections are fire damaged as well.
This is the rear elevation showing a collapsed roof, charred and missing rafters, ceiling joists, and wall studs.
The decks, the decking and shingles are heavily damaged.
The entire back wall on the right side is missing, and the window on the rear in the center is missing as well.

There has been no contact with the property owner.
The property remains in violation and in an unsafe and uninhabitable condition.

I anyways, um Carrie Carrie wants to rebuild the place.
Um we've only had a few months, but what I'm what I'm under the impression of is we're not allowed to touch anything without getting permits from you.
So I had to wait to see how much money that he had in the bank to see if he was going to be able to fix it.

So right now he's at 63,000.
He was supposed to send a um uh from the bank a statement so that you guys know that he does have the money to fix it.
Um he does get rent from the other two properties that he owns.
Um and but we've only had what four months since the fire, so we really haven't had time to get everything done, and I don't want to do anything that's not legal.
Um there was a bunch of trash and it it did look really bad, really bad, and it looks a lot better.
I understand the garage that's got to come down the whole thing.
But if you look at the house, the fire damage is pretty much the garage is is totally charred off.
We can we can cut that off if we're allowed to um demo all that, get that all pulled away, and then a roofer, we have a roofer that can come in and fix all this the whole roof basically is gonna have to be replaced.
Um but I did get um uh someone that looked at it and told me that we could probably get it totally and completely fixed for about 40 grand as long as we don't want to put the the garage back up.
So I'm just asking if you could give us maybe a little bit more to we don't have problems, there's nobody squatting there.

This property is located within 1,000 feet of Roosevelt Elementary and Gus Garcia Middle School.
This is the front elevation of the structure.
Portions of the foundation skirting is missing.
There is no meter or gas meter there on the property as well.
So this is going to be the right elevation.
There is an attached carport along with that, and the decking to the attached carport is rotted.
So this is the back portion of that right elevation showing that attached carport.
The decking is rotted, and there are holes throughout the roof system for the carport.
The subfloor is soft and bouncy when walking on it.
There's a large amount of items being stored blocking all windows and walkways.
Here is the third bedroom.
Again, large amount of items blocking all the walkways, and this sheetrock on the ceiling is starting to detach.
So this view is going to be the back portion of the structure.
There has been a lot of additions made to this portion of the structure.
This area was going to be a bathroom at one point.
There is plywood covering hole in the floor where the toilet would be.
There is plastic covering the ceiling joists and rafters, and there is a plywood covering that as well, and it is detaching from the structure.
So this is walking more towards the rear portion of the structure.
There are wooden studs that have been installed.
Again, all work done at this property.
There are no permits obtained.
So all of these walls have been abstained.
Uh they have been built without permits.
So this is going to be looking back at that front area.
Um there is that metal post of the temporary shoring to give you a better view.
So this is going into a back bedroom of that rear area of the structure.
Again, there are uh plastic being uh covering the ceiling.
A portion of that sheetrock has collapsed and is exposed.
And there is severe water damage to the decking as well.
So this is going to be the front elevation of the accessory structure.
It has plywood exterior walls with no protection.
So this is going to be the right elevation of that accessory structure.
Again, the plywood exterior walls have no weather protection, and the structure is sitting on grade, and the facial boards as well do not have any weather protection.
This is going to be the rear elevation of the accessory structure.
Again, the plywood exterior walls does not have any weather protection along with the facial boards, and there is a hole behind that piece of plywood in the exterior wall.
This is the interior of that accessory structure.
There is some water damage and stains on the subfloor.

And I'm assigned to the uh to assist with the uh Dart Dart Team Dart unit.
Um, this property came to our attention.
Um because of calls for service, calls for service a lot of disturbances, assaults.
Um another one um an other complaints that came in were um they were running a chop shop.
So as uh Officer Town stated, uh we did uh we did execute a dart warrant um and during that first dart warrant.
Um we didn't find anybody on property, the property was was uh was empty of or uh no persons were found.
However, um while on the property we did recover a stolen vehicle um that was in fact stripped down basically the framing.
Um car parts were kind of distributed throughout the uh throughout the driveway uh there at the house which were kind of which were related to the to the stolen vehicle that that we recovered.
Um another occasion uh we went back out to the house and served another administrative warrant, and during that warrant, um the vehicle uh there was a Miss Alexandra Condi.
Um she's kind of the one that's kind of been staying there, and she'll throw out the owner's information, and no time during any police contact if we had any contact with the owner himself.
Uh it's always been uh they'll throw his name out.
Uh they'll refer to him, but they can't tell us, give us any further information as to who he is, you know, phone number anything, how to make contact with him.
Um anyway, on the second uh on the second administrative warrant that uh we went out for there was uh Ms.
Condy's vehicle that she was uh she was sitting in.
Um the parts that were on the stolen vehicle that we recovered on the first start warrant um were in fact placed on her vehicle that she was found in.
So doors more than likely.
I mean it's kind of hard, but um probably the the bumper as well because of discoloration and stuff like that.
So uh we did call for our auto theft unit to go out, and the vehicle was in fact uh we did tow it.
Um pending, you know, they do their thing with because the time lapse uh there's a uh your insurance pays out, so you're no longer the owner of the vehicle if you're getting paid out through insurance.
So that's all you know that's all paperwork on on auto theft's part.
Um but the vehicle was in fact towed uh with those stolen parts on her vehicle.
Uh she was in fact arrested for uh warrants that day and narcotics.
Um we recently went out there again, she was contacted again.
Um, and on that time she was uh she was found with narcotics on her um again.
So that pretty much concludes my uh my presentation or thank you.

Wood members are awarded to cherry with lack of weather protection and concrete base of the carport is cracking and showing separation from the wood support.
In the next photo, you can see a closer photo of the carports uh wood support where the concrete base has that cracking.
And the next photo is the rear, right uh rear left elevation or the carport where the wood members can be seen to show significant rotting to the exposed wood members and the wood sheathing that is hanging off the edge of the carport.
And our next photo is the right elevation of the main structure where wood siding can be seen deteriorated and rotting, exposing the wood foundation posts.
In our next photo, you can see a closer look at that wood rot in the siding.
And in that small crack, you'll see the foundation post actually has uh wood rot and also looks to be uh termite damaged onto that post.

The main structure you can see with the facial board is weathered and detaching from the structure on the corners.
It has lack of protection of the wood walls surfaces.
The roof overhang that is rotted and deteriorated towards the back of the structure.

In the next photo, you see the rear elevation of the main structure where the wood exterior wall has severe deterioration and wood rot on the bottom.
The facial board on the corner towards the rear entry is missing and exposing the wood framing of the wall.

You can see a large accumulation of trash and debris preventing a safe egress in case of an emergency.
Interior wood wall panels can be seen to the left rear of the room detaching from the wall.

You can see the drywall that is cracking above the window frame towards the rear wall.
You can see the cracking above where the ceiling by that the original cracks on the wall going up the side.
You can see the wall paneling that is on the left side is being held up by duct tape from where it's detaching.
And there is a large amount of trash and debris in this room, causing an access and egress concern.

This is the first accessory structure that you can see in the back.
This one is listing heavily to the right and is on grade.
It has an overhang that looks that it has fallen off to the side of it, and it is actually missing a wall on the right elevation of that.
This is that right elevation of where that wall is missing.
It actually has a ceiling portion that is missing from that top wall, and it is open to the elements where the bottom flooring is rotted and weathered.
This is the second accessory on that back side of the property.
It is listening to the left and sitting on grade.
It has lack of weather protection.
The next photo is the left elevation of that structure where you can see it sitting on grade, and that the bottom panels of that wood wall is starting to bow upwards.
This is the rear elevation of that structure where panels have been removed.
It's open and has weather damage along with the bottom board is rotted.
Location is a single-story wood frame residential structure, zoned R6, built in 1942.
Foundation is a post-sunbeam with wood siding and gable roof system.
The asphalt shingle coverings, the main structure has attached carport on the right elevation.
The main structure consists of a wood siding that is worn deteriorant and lacks weather protection.
The wood members of the rear rear are rotted and worn.
Faced board is worn deteriorated, detaching, and lacks weather protection.
Overhang is deteriorated and worn.
One of the concrete posts for the attached carport is cracked.
The roof decking over the carport is worn deteriorated with water damage, and are also holes throughout the roof decking over the carport.
Roof surfaces are worn, covered, and very large amount of trash and debris, garbage, rubbish.
The accessory structure one on the left side of the rear yard is listing to the right.
Walls are wood siding.
They are brought in, deteriorated and worn, lacks weather protection and missing in some areas.

The following photo is of the left elevation.
The trim under the wood paneling is weathered, and uh the steps from the front door are missing, which are opposing egress concerns.
I'd also like to advise the board that this is the elevation where I make entry into the structure.
The next photo is of the rear elevation where the skirting is damaged and missing in some areas.
You can also see the trim along the roof that's deteriorated and lacking weather protection.
The next photo shows the exposed foundation.
You can see the uh beam is visibly rotting above the weather post.
The next photo is of the right elevation, which is sitting on grade.
The wall is listing and the roof is sagging due to the compromise foundation.
The following photo is a better look at the sagging roof, which is also worn.

The exposed the exposed wood members are visibly rotting and decaying.

There was large amounts of trash and debris uh blocking the doorway, posing in egress concerns.
And then once inside, you can see the debris scattered throughout, which is my next photo right there.
Uh sheetrock is missing from the walls and ceiling, exposing the wood members and electrical wiring.
Natural light can see can be seen entering through the opening in the wall, exposing the interior to the elements.
To the right of this room are two rooms, which is my next photo, two additional rooms.
The left photo shows the uh kitchen, and I'm sorry, the right the right photo is the restroom and the left.

The right is the kitchen and the left is the restroom.
The next photo is of a better look at the kitchen, uh full of trash and debris.
She rock has holes and the studs are visible and the windows broken.
The following photo is the restroom.
Once again, trash and debris scattered throughout.
Uh the smell of feces was prevalent in this room, and the window is broken as well.
The next photo is a better view of the large living area, which was difficult to walk through.
Uh there was a very visible slope uh to the right due to the compromise foundation.
Uh my following photo is gonna show the uh level that I put on the floor, and the following photo is the bubble indicating the floor is uneven, unlevel.
The next photo is a better look at the deteriorated wall on the inside.
Uh the sheetrock is missing, exposing the damage and rotting wood members.
Some studs are missing.
And you can see the uh visible bow in the roof and ceiling from and from the foundation being uh from the foundation not bearing the load properly.
The following photo shows the uh doorway to the last room in the house, and the next photo shows the interior of that room, which is full of trash and debris and the uh boarded up broken window.
Uh there's no gas or electric or water services at this time.
This is a single story accessory structure in neglected condition.
The foundation is in serious need of repair and is not bearing the load properly.
The siding is worn, deteriorated, and detaching, exposing the interior to the elements.
The roof is weathered, worn, and failing due to the compromise foundation.
Trash and debris are scattered throughout the interior, which is showing signs of vagrance going into the structure.
To recap, the structure at 711 West Gerald Avenue is in violation of City Code Article 8, Chapter 6-156.

Um, at the time, the structure was unsecured but has since been secured.
Um, you do see the damage to the drywall that is allowing access from the exterior where siding was missing.

You do see the damage to all the wall studs as well as the missing ceiling drywall.
This will be the roof system to the front room of the structure.
You do see a hole present in the decking, allowing for the elements to enter in, as well as the rotted um ceiling joists and rafters.

You do see towards the center of the photo.
Um, the foundation has actually started to buckle and is starting to peak and has cracked and broken.
The foundation is severely shifted and starting to sag into gray, as well as the trash and debris that's throughout that room.
Here we do have the accessory structure.

This is going to be the left elevation of the accessory structure.
There is a slight sag to the roof system.

Um, the floor joys are beginning to twist and split.
This is a view of the rear elevation.
There is some missing siding towards the top of the gable.
Um, siding has been removed several times to allow for access to vagrants.
I did enter through the rear as well.
And this is going to be the right elevation.
Um, you do see they have attempted and have removed siding on that right elevate that right elevation also.
So this would be the view from the front door of the accessory structure.
There are a lot of items throughout there that I was not able to access, which is why I had to enter through the rear where there was missing siding.
Um, there is graffiti as missing drywall.
There is a better view of all the debris where I why I was not able to access the front door.
And this is just a roof system showing that there is sunlight visible coming through from the left side and the roof line.
Upon entering the structure from the rear, um, you do see drug paraphernalia on the ground and throughout the structure as well.
This will be the direct room to the right of my entry point.
Um there is some damage and water damage to the drywall that is present.
This will be another bedroom towards the opposite direction of there.
There is again drug paraphernalia on the ground as well as trash and debris.
This is the view of the ceiling of there.
There is a little bit of smoke damage, possibly from cooking, but there is no actual fire that was present.
The main residential structure is a single story made of wood frame construction with wood siding and asphalt shingle covering.
The gable roof system, a gable roof system on a post and beam foundation.
The foundation system has shifted and is sinking into grain.
Foundation posts and beams are rotting.
The foundation is visible in the interior front room due to the missing subfloor that is exposing the cracking and bucking buckling of the foundation.
The exterior wood siding is rotting and missing in areas and lacking weather protection.
The front elevation siding is buckling and detaching due to the sinking foundation system.
The roof system is sagging with worn and missing covering.
The interior wall and drywall is damaged and missing in some areas, exposing it exposing rotting wall studs and ceiling joists.
Holes in the walls allowing access to vac for vagrance, wildlife, and the elements to enter.
The interior has been vandalized with graffiti, and there is trash and debris throughout.
The single story accessory structure consists of wood frame construction, wood panel siding, and an atphalt shingle covered gable roof system on a post and beam foundation.
Twisting to the floorboards are exposed.
The wood siding is damaged and missing in some areas.
The interior has graffiti, missing drywall, and debris throughout, and also evidence of drug paraphernalia.
To recap, the structures located at 256 Brig Street are in violation of City Code Article 8, Chapter 6, 156, subsections for the main are one, two, five, eight, eleven, twelve, fifteen, seventeen, and eighteen.
Subsections for the accessory are 1, 2, 8, 11, 12, 15, 17, and 18, in which any building or structure which has any or all of the conditions of D or defects here and after described shall be deemed to be a dangerous building, a hazard to public health, safety, and welfare, provided that such conditions of defects of dilapidation, substandardness, or unfitness for human habitation, pose a threat or potential threat to life, health, property, or human safety.
Staff recommends demolition.

I did want to make a brief announcement and also at the same time apologize.
Um capital improvements.
So that left a vacancy with one of our executive staff positions.
Through some realignments, our previous uh deputy director, Melissa uh Darmitas has moved over and will be overseeing the building inspections teams as well as uh as parts of um uh the land development um permit review, things like that.
But uh Danny has realigned and taken on um strictly overseeing code enforcement.
So I'm sure next uh meeting he will be here to formally introduce himself, but I didn't want to let a minute go by without letting you all know of the uh formal updates to our organization chart.
So Michael is coming in and stealing all the staff to make his staff stronger.
I believe uh Mr.
Tomaza says the last one, no more.
So I think he made that in order, but at the same time we're we're grateful we're so glad to still have those those working relationships.
So it works out as a plus plus for us.
Well, obviously, my personal hope is that we get a whole lot more information out of the capital development and based on what I've seen so far with two visits that I've already seen with Michael, then we're gonna get a whole lot more information, and if not get it, you can get it online.
