The project area is entirely in CAR Zone 1, with zero GCW habitat and zero credits required. Total mitigation fee: $16,918 (including $2,500 application fee). Motion to approve passed unanimously.

Item 3: San Antonio Water System (13.4 acres) – Located from Tally Road approximately three miles southward to Stevens Ranch, within the ETJ. Staff recommended approval. The project area includes 3.80 acres in CAR Zone 1, 1.55 acres in CAR Zone 2, and 8.05 acres in CAR Zone 3B, with zero GCW habitat. Total mitigation fee: $14,740 (including $2,500 application fee). Motion to approve passed unanimously.

Do we have any public comment today? No public comment. All right, thank you. Let's go ahead and start with agenda item number one. Good afternoon, Valerie Rodriguez, senior planner with the policy administration team. Item number one is discussion and possible action on the SCP HCP for WTG Bear Transmission. This project is located in Western Bear County and small, a small portion of eastern Medina counties as well. The owner is WTG Bear Transmission. The consultant is W S sorry, SWCA Incorporated, and the acreage is 79.94 acres. WTG Bear Transmission wishes to enroll in the SCP HCP to mitigate impacts to the SCP HCB covered species from development activities. The project area includes zero acres of golden cheek warbler habitat with within the project area and zero acres of GCW habitat within 300 feet of the project area. The project area will require a total of zero GCW credit conservation credits, and the project area includes a total of 40.1 acres uh within car zone one, a total of 1.4 acres within car zone two and a total of 37.81 acres within CAR Zone 3B and 0.63 acres within CAR Zone 4B. The project area is not located within any critical habitat units, nor is it within 750 feet of an occupied feature. Participation in the SCP HCP for the application will require the following. CAR Zone 1 and 2 participation fee of 41,500, CAR Zone 3 and 4 participation fee of $37,810, and a plan administration fee of $7,931. The application or the applicant has also paid a $2,500 application fee. The applicant will be required to pay the full mitigation fee of $87,241 prior to completing enrollment in the plan.
