- Two family members (Richard Gonzalez – grandson and alleged heir, and Salinda Gonzalez – daughter) appeared. Both agreed the property should be demolished, but neither could demonstrate clear title or ownership.
- Richard Gonzalez stated he had a will but had not yet probated it. Salinda Gonzalez reported illegal dumping and fires set by Richard. Neither party had a scope of work, timeline, or financial proof.

- Staff recommended repair for the main structure and demolition for the accessory structure.
- Lisa Bustos, granddaughter of the deceased owners, appeared. She stated she is working with family to obtain ownership but has no clear title. She provided verbal cost estimates ($7,000–$12,000 for accessory demolition; $15,000–$30,000 for main repairs) but no written scope of work, timeline, or proof of financial ability.
- An executive session was held (10:10 AM – 10:29 AM) to consult with legal counsel regarding title issues.
- Motion by Fred Andes to: (1) Find the main structure feasible to repair (violations subsections 1, 2, 4, 5, 7, 8, 11, 12, 15, 17, 18) and reset the case to allow time to provide a scope of work, timeline, and financial proof; utilities to be cut and property secured. (2) Declare the accessory a public nuisance (violations subsections 1, 2, 8, 11, 12, 15, 17) and order demolition within 30 days.

839 Potomac – Demolition Ordered
- Staff recommended demolition. The property had missing siding, exposed wood studs, a sill beam supported by buckets filled with concrete, missing doors, and vagrant activity. It is within 1,000 feet of Washington Elementary School.
- Maria Navarro, representing the bank (Kiavi) that foreclosed on the property, said the bank would consider repair or demolition but had not yet made a decision. She requested 60 days. She admitted the property had no fence (despite previous boarding) and that a previous minor repair permit had expired.
- Motion by Dwayne Nelson to declare the property a public nuisance (violations subsections 1, 2, 8, 11, 12, 15, 17, and 18) and order demolition within 30 days, vacate, secure, free of trash and debris, and disconnect utilities. Passed 5-0.
4238 Nogalita Street – Demolition Ordered
- Staff recommended demolition. The structure had sunk into grade, the rear addition was separating, interior had holes exposing grade, water damage, and vagrant evidence. Located within 1,000 feet of two schools. No owner or interested party appeared.
- Sylvia Soto (Los Arenas Homeowners Association) spoke in support of action, noting concerns about safety and vacant properties in the community.
- Motion by Dwayne Nelson to declare the property a public nuisance (violations subsections 1, 2, 5, 7, 8, 11, 12, 15, 17, and 18) and order demolition within 30 days, vacate, cut utilities, and secure. Passed 5-0.
