The International School of San Antonio submitted a letter of opposition stating their concerns for student safety and exasperating community challenges of loitering in the area.

Thank you to city staff and planning and the planning team who put this together and helped my staff with answering all the questions.

I want to thank the applicant for doing their due diligence and reaching out to neighbors and the Sunshine Estates Neighborhood Association and Jefferson Neighborhood Association.

I'd also like to thank the Jefferson Neighborhood Association for walking working with my office to elevate some of their concerns regarding the zoning case.

My team received multiple calls and emails from neighboring residents in opposition to this request, and my office has also received letters of opposition from the Jefferson and Monticello Park neighborhoods with numerous concerns being raised from my residents.

Good afternoon.

My name is Bianca Baron, and thank you for the opportunity to speak today.

My family and I are here regarding our request to rezone 302 East Sunshine from a small family operated barbershop, a project we truly believe will benefit our neighborhood and support our son's dream of becoming a business owner in the community he grew up in.

I want to begin by being transparent.

I'm speaking today, knowing that our request is expected to be denied.

We were even advised by District 7 to retract our request entirely.

I respectfully chose not to do that because I believe firmly that our family and all hardworking average San Antonio families pursuing legitimate dreams deserve to have our voices heard, our efforts recognized, and our experiences documented.

I'm here speaking for my son, for my family, and others in the city who are trying to build something positive for their future.

From the beginning, we approached this process with openness, respect, and full compliance.

Yet our experience has not reflected that fairness, transparency, or consistency that residents should reasonably expect.

We followed every instruction, maintained communication with every party, and acted in good faith from day one.

Yet critical information was withheld until the very last moment, which prevent prevented us from responding meaningfully.

We attended both the Jefferson Neighborhood Association and the Sunshine Estates Neighborhood Association meetings.

At both meetings, we received positive feedback, heard no opposition, and we were told to expect letters of support.

We followed up repeatedly, shared informational flyers, and continued communication, but our requests went unanswered.

At the Jefferson meeting, a resident openly stated that our property was not truly within their association and would not impact them.

I explained that our home sits directly on the border of both associations, and we were there in good faith to be transparent.

Because of this border location, both neighborhoods should be treated equally in this process.

We also conducted extensive community outreach.

We went door to door, spoke to neighbors face to face, and distributed flyers of which I've just provided you guys with, with facts, photos, and a QR code to sign up for our participation.

As a result, we recollected over 70 signatures, signatures from District 7 residents, including several within the 200 foot radius.

Their voices matter too.

Their support deserves equal respect as Jefferson Neighborhood Association's position.

Despite this, we received notice only two days ago that Jefferson Neighborhood Association had submitted opposition without any explanation provided, and only one day ago, District 7 informed us that they would not support our request.

At no point prior, not in any meeting, call or email, did District 7 ever indicate that they were not in support, even after the zoning commission improved our request with only two oppositions.

In addition, multiple city council meeting dates were rescheduled by District 7, none for reasons related to actual opposition.

This created delays and uncertainty, and yet we were never informed that concerns existed or that the district's position was official or had changed.

During all this, we continued investing in our neighborhood.

We cleaned and secured a home that had been abandoned, unsafe, and filled with drug paraphernalia.

We gave back through doing free back to school haircuts and free backpack giveaways, supporting families directly in District 7.

Everything we have done have been with the intentions of improving the area and contributing positively to our community.

Throughout this entire process, we have maintained transparency, responded quickly, acted respectfully and responsibly.

Unfortunately, we did not receive the same transparency in return.

Despite asking multiple times for the reasons behind the opposition from Jefferson Neighborhood Association, our district representative never provided an explanation.

The only information we saw came across today from our caseworker who shared us the emails that stated their concern was simply fear of future rezoning request in that same area, not our actual project.

This experience has been discouraging, and I want to express respectfully, as a Hispanic born and raised San Antonio family.

We followed every rule, improved a blighted property, and engaged in our community openly.

The last-minute decision and lack of communication leaves us feeling overlooked and unsure why our genuine efforts were not given equal consideration.

Our property is bordered by a commercial parking lot and a city utility site, not by physical homes.

The closest residents, the ones most directly affected, we have signed in our position in our petition.

Their voices should not be discounted.

We are not asking for special treatment.

We are asking for fair treatment, transparency, and equal regard for the District 7 residents who supported us.

Today, we respectfully request a continuance so that we may fairly address concerns and re-engage with the neighborhood associations and to consider of an R5 conditional use or any reasonable conditions this council believes is appropriate.

We are committed to working with the city, District 7, and our neighbors.

We believe deeply that this project will be have a positive addition to our community, not only for our family for but for the entire neighborhood.

Um it says to who will make concern.

My name is Norma Gonzalez, and I serve as an apprentice, an assistant principal at Longfellow Middle School.

Every day I have the privilege of working, working closely with our students and seeing both the obstacles they face and the resilience they show.

At times, many of them feel stuck in their circumstances, unsure of what their futures might hold.

This is why it is so powerful for them to meet role models in our community who remind them that success is possible.

Andrew Garcia, who is my son, is one such role model as a young barber building his own business.

He has become an inspiring example for our students.

They relate to him and see someone from their own neighborhood who is creating opportunities for himself and giving back to others.

His journey gives them hope and shows them that their goals are within reach.

I have observed firsthand the positive impact Andrew has had on our students.

Many already go to him for haircuts, and they often talk about how they too can become barbers or entrepreneurs because they see Andrew doing it.

Beyond his business, he has given back generously, offering free back to school haircuts and providing backpacks to the children in the neighborhood.

Having a business like his in our community, led by a family who grew up in SAISD is truly a blessing.

I am confident that his presence will continue to make a meaningful difference for our students and the community as a whole.

Um I don't know uh councilwoman's office knows how many people are part of the Jefferson Neighborhood Association, but um thank you for sharing and speaking.

And the one thing about these zoning cases, and this happens in District 3 in particular, is uh neighborhood association uh should be responsible of indicating why, and I do need to fully understand how many people are part of this neighborhood association.

If staff and um the commissions and committees are going to um say that they approve it, I I I want to know why we're we're denying this.
