Of 67 notices mailed, zero were returned in favor or opposed; no neighborhood association responded. Jack Finger urged denial, citing staff’s concerns about intrusion into a stable neighborhood and precedent for commercial encroachment. Councilwoman Castillo moved to approve, citing an agreement with the Historic West Side Residence Association to prohibit a liquor store, indoor gaming facility, pet cemetery, gas station, vaping, and smoke shop on the property. Council approved (motion carried).
Item 28 – 13526 Nacogdoches Road (District 10, White)
A zoning change from C2 to C2 C‑D with a conditional use for a construction trades contractor facility. Staff recommended approval with a 15‑foot Type B landscape buffer along the rear property line; Zoning Commission recommended approval without that condition. Of 43 notices mailed, two were returned in favor, zero opposed; no neighborhood association responded. Councilman White moved to approve with no conditions, noting the site is a concrete parking lot that would require tearing up to install the buffer, and the zoning commission had approved without it. Council approved (motion carried).
